This paper aims to propose a policy for linking and utilizing spatial data for resilient spatial planning against disaster due to climate change by analyzing the current status of spatial data in the fields of urban planning, environmental planning and disaster prevention. To do so, spatial planning guidelines and the current status of utilizing spatial data in each field were identified by conducting a literature review and phone/face-to-face interviews with professionals and representatives of relevant institutions. As a result, the lists of spatial data were drawn up which can be utilized or linked with each other for developing an official spatial plan at a local government level. On the basis of these results, policy plans were proposed to link and utilize spatial data among urban planning, environmental planning and disaster prevention fields for climate change adaptation spatial planning.

Korea's spatial information companies have been supported by the government due to overcome the weak global competitiveness. This research examines possible causality between the request from the company and the policy support by the government. Structural equation model is used to analyze the recognized competitiveness and the supporting policy. The analysis result shows no statistically significant causality between the company's request and government's support. In other words, the current policies including subsidies, tax incentives, national certificates, and information channels do not impact the global competitiveness of a spatial information company. This research concludes that it is necessity to identify actual weaknesses of the company and to review the efficiency of the supporting policies to overcome those identified weaknesses.

이동체는 끊임 없이 위치 정보를 변경하는 특징을 가지고 있다. 빈번한 데이터 변경이 발생하는 이동체에 대한 효율적인 색인 기법의 대한 연구가 필요하다. 이 논문에서는 이동체의 공간 데이터 표현 방법과 색인 변경 정책을 제안한다. 그리고 제안한 색인 변경 정책에 따른 공간 색인별 성능 평가와 구축된 공간 색인의 영역 질의 처리에 대한 성능 평가를 위한 실험 평가기를 설계한다. 실험을 통해 이동체 데이터베이스에서 효율적으로 사용 가능한 색인을 도출해 낼 수 있으며, 실험 결과물의 하나인 성능 평가기를 사용하여 향후 개발할 이동체를 위한 새로운 색인에 대한 성능 평가도 수행할 수 있다.

The aim of this study is to propose service-oriented connection model among National Geospatial Information Platforms(NGIPs). For this, the study analyzes the necessity of NGIPs connection and extracts the issues related to the connection among NGIPs through Industrial-University-Institute experts survey. Based on this analysis, this study constructs service-oriented connection model for NGIPs, so called Single Point Access model and proposes the policy and technological counterplan to realize this model. This study result can be applied to establish a platform government based on geospatial information, policy for NGIP, and the national Information plan.

Informatization today has been developed in a ubiquitous environment unifying real and virtual space from digital space. To reflect on this trend, the government has promoted the u-Korea Project, which is a national strategy based on ubiquitous technology. With this national informatization policy, 'The Creation of the Infrastructure for Realization of Ubiquitous Country' for establishing a ubiquitous world is presented in the 3rd National Geographic Information System (NGIS) Master Plan, which manages national spatial information. However, we have not yet discovered distinct change for ubiquitous environments and practical technologies. The purpose of the study is to explain the current status of Ubiquitous policies and National GIS policies as a representative national information strategies directed toward the ubiquitous society by comparing Korea and Japan, and then develops improved strategies for the future.

GIS는 공간문제에 대한 분석 도구로서 발전해 왔다. 근래에 이르러서는 이러한 공간분석의 기능 뿐 아니라 사회 전반의 문제들과 복합적으로 발생하는 문제들에 대한 해결방법으로 제시되고 있다. 그 해결방법으로 제시된 것이 공간의사결정지원시스템이라고 할 수 있다. 공간의사결정지원시스템은 정책결정자들의 의사결정에 도움을 주기 위한 시스템으로 개발 발전되어 왔다. 따라서 그 정책의 당사자이자 소비자인 주민들의 의견에 대한 반영은 미흡한 부분이 있다. 정보통신기술의 발달과 함께 주민참여의 환경이 조성되고, 전자정부 시대를 맞아 주민참여가 내포하는 의미 또한 증가하고 있다. 이에 본 연구에서는 보다 효과적이고 투명한 공간의사결정을 하기 위하여 공간의사결정지원시스템(SDSS)에 주민참여의 개념을 추가하여 주민의 의견을 반영하는 공간의사결정시스템의 모델을 제시하고자 하였다.

Mandatory use of resident registration number in Korean websites is likely to result in an violation of privacy. The Korea government introduced i-PIN (Internet Personal Identification Number) to solve this problem in Oct of 2006. But the implementation of i-PIN has failed to decrease violation of privacy. Therefore, we must open our eyes to problems of i-PIN and the importance of privacy protection. This study analyzes the policy failures of i-PIN and considers countermeasures for protecting privacy on the Internet, and explores policy alternatives to secure privacy on the Internet by analyzing the implementation process of I-PIN. In conclusion, this study stresses the urgent need for a well-thought-out policy in order to solve the problems of i-PIN on the Internet. It expects that the i-PIN will make a big stride for the realization of secure electronic government.

Korea's Spatial Information Policy has been institutionalized based by "National Spatial Data Infrastructure Act", "Act on Land Survey, Waterway Survey and Cadastral Records", "Spatial Data Industry Promotion Act". In year 2015, These acts were modified with new names and contents. It is critical that the definition of spatial information ought to be generalized. In addition, it is of paramount importance to review factors those contribute to the systematic development on coherent relation between Spatial Information Act and other acts. Examples of improvement area may include: Categorization of Spatial Information Concept, Systematization of Spatial Data Related Legislation, and Enhancement of Organization Specializing in Spatial Information. Furthermore, Legislation & Policy case of Germany, France and the United States were used as a basis for improvement.

Environmental conservation plan, notwithstanding their feasibility and potential utility in construction of environment-friendly spaces, has long been perceived in practice as "declarative" and a "formality." Such perceptions are largely the result of the failure to provide spatial planning that is directly relevant to development of the space in question, and to sufficiently interconnect with urban development plan. This demonstrates the need for ways to link disparate plans, i.e. to enact "spatial environment plan." In response to these issues, this study proposes the systematization of spatial environment data as a necessary prerequisite to the establishment of spatial environment plan, which would provide both linkages with other plans, and ensure the applicability of environmental conservation plan. To this end, this study analyzed existing environmental data, and then proposed systems for links with spatial environment plan. In respect of this, the study examined spatial data systems, and then classified applicable spatial according to each environmental medium. The study also produced spatial information and planning items that can be included in spatial environment plans for each of the nine environmental media, and then constructed a system that could link the existing spatial information system, current spatial environment data, and spatial environment management plan. Furthermore, the study proposed matters for improvement in the construction of spatial environmental data to ensure the activation of spatial environment plan. The construction of a systematic spatial database, by facilitating the smooth establishment of spatial environment plan, can enhance and upgrade environmental conservation plan, while contributing to enhanced linkages with related spatial plans.

국내에 다수의 공동주택이 건설되고 있거나 공사중에 있으며 그 수요 또한 향후 지속적으로 증가할 예정이다. 그러나 이러한 증가추세의 공동주택 중 대피공간 규정이 신설된 1992년 이전에 시공된 건축물은 현재에도 대피공간 및 피난시설이 부재한 상황이다. 또한, 현재 계획 및 시공, 준공된 준초고층의 공동주택에 설치되어 있는 대피공간 및 이에 준하는 시설은 사생활 침해 및 타 용도 공간 활용 등으로 기능이 상실되어 있다. 이에 따라 공동주택 피난 및 대피공간에 대한 실효성을 검토할 필요가 있고 타 시 도의 선진사례를 분석하여 정책적 제안을 마련할 필요가 있다. 본 연구는 공동주택 피난시설의 효율성 강화를 위해 광주광역시의 공동주택 관련 현황 및 사례 조사와 관련 법규 분석을 통해 피난시설 및 대피공간의 문제점을 검토하고 효율성이 높은 대피시설 등을 활용할 수 있는 정책적 제언 및 인센티브 제도, 가이드라인 등 정책 대안을 제시하였다.
