This paper aims to develop a GIS(Geographic Information System) application model as a decision-making support system in order to evaluate the potential of forests according to their functions, or to classify forest functions. The forest functions analyzed in this study are as follows: production of timber, stable supply of water resources, forest hazards prevention, recreation in forests, conservation of living conditions and natural environment. Using a model possible to evaluate the potential of each forest function and to assort forest functions by making priority-based decisions according to the functions, as well as allowing for various possible analysis environments, its application has been reviewed. Factors for assessing the forest functions could be built by using the following three categories: four maps-topographical map, vegetation map, forest site map and basic forest land use map-whose quantitative drawings had already been made; other self-established maps, such as one indicating the location of sawmills, location map of expressway interchanges, and spatial data of national population distribution map; and attribute data of population and precipitation. The GIS application developed here contributes to the evaluation of forest functions in all the subject areas by map units and national forest management districts based upon the assessment system.
Nowadays, the gas utilities have been increasing constantly due to the expansion of the urban areas. Using computerized information database, the gas companies have developed a gas management system in order to maintain the current status. However, this system can only give basic functions of the maintenance and management of the gas facilities and it has no proper utilities to provide information against accidents from gas leaks. Therefore, a gas accident management system has been developed in this study. Through primary and secondary pipe searching algorithm realtime based management system was devised against gas leaks to propose proper actions. In addition, supporting decision making has been enabled providing estimated maximum amount of gas leaks. Furthermore, all the residential units could be identified thereby minimizing damages through early warning. This system can be expected to contribute to enhance the efficiency of the gas management not to mention of protecting human lives and properties of the nation.

The functional change of university forest have led to need more complicated techniques for forest management strategies, and more information about forest and natural environment. Therefore the systematic tools, like the so-called Forest Information System to which apply the techniques of geographic information system, are eagerly required for collecting, editing, managing, analyzing the various data about forest and environment, and for supporting the decision-making process. The digital mapping, which could be a primary step to construct the Forest Information System, was carried out using the many kinds of thematic spatial data referring to the Seongju Experimental Forest of Taegu University. As a result, various digital maps including forest type, soil type and so on were constructed. And then we made an user-interface system to link the attributive data in management plan to the thematic spatial data. This system was regarded as the effective tool capable of the more rapid query, analysis and update of related data for systematic management of university forest. Moreover, it would be a useful tool of decision-making in devising, assessing and operating the plan of forest management and development. But there would be much room for supplementation and improvement to make the more convenient and powerful system for the external demands, therefore more concerns and efforts in collecting, revising and updating the data is continuously required.

In this paper forest fire status information management system was developed under web environment using web GIS(geographic information system) technology. Though this system, general users can easily retrieval domestic forest fire status information and obtain that in visual way such as maps, graphs, and texts if they have only certain web browsers. Moreover, officials, who have system access authority, can easily control and manage all domestic forest fire status information through input interface, retrieval interface, and out interface of the system. This system can be considered as the first domestic system to manage forest fire status data and service them in visual through user friendly interfaces on web. In order to implement this system, IIS 5.0 of Microsoft is used as web server and Oracle 8i and ASP(active server page) are used for database construction and dynamic web page operation, respectively. Also, ArcGIS IMS(internet map server) of ESRI is used to serve maps by using Java and HTML as system development languages. Not only the domestic tendency of forest fire but also the forest fire status information of certain area and time such as the frequency and the loss can be presented through distribution maps, graphs and tables. Therefore, this system is supposed to play as a important role when the policy relate to domestic forest fire is established. In addition, the self consciousness of people against forest fire can be inspired and the foundation of scientific and systemic forest fire services can be obtained through this system in the future.

Recently in order to more effectively and scientifically process forest official tasks, which have been focused on documents and inventories, they should be applied with the up-to-date spatial information technologies. Especially, the forest resource information management based on GIS(geographic information system) and aerial orthophoto is expected not only to play an important role as DSS(decision support system) for domestic forest conservation policy and forestry development industry but also to service forest resource information toward people such as the owners of a mountain rapidly. In this study, the important forest information such as digital topography map, digital forest type map, digital forest cadastral map, digital aerial photographs and attribute data were first reprocessed and constructed in DBMS(data base management system). In addition, forest officials could analyze and retrieve forest information by using detail sub-application systems such as forest cadastral retrieval, forest land development information management, reserved forest information management and forest resource information retrieval. For this, the user interface is developed by using Visual Basic 6.0 and MapObjects 2.1 of ESRI based on CBD(component based development) technology. The result of developing this system will not only perform constructing economical forest and better environment but also be the foundation of domestic spatial technology for forest resource management.

GIS has been building for various application fields with the aids of NGIS project, especially numerous municipal governments are building a UIS in the level of local governments' informatization. Although there are some difference between municipal governments' business, still many things are in common. So far, individual municipal governments have developed a UIS for their own use, which lead to duplicated development of the UIS. The component technology has been introduced to remove such duplicated efforts and it enabled maximizing the reusablilty of the UIS already developed. This paper proposes a component design for network analysis of the drinking water to calculate the amount of flow and the head loss. This component design provides the initial water amount to estimate the amount of the network flow and the head loss, thereby supports the decision making such as installation or extension of the pipe network. The process of the component design accompanies the business reengineering to support the standardized business work flow. Also, the design of the network analysis component uses the algorithms induced with UML specification. Based on the component design, the component development has been progressing and the network analysis system would be followed. In the near future, another component to integrate the network analysis and the business related to the drinking water needs to be developed.
In spite of intense advances in the economy and technological progress which include massive and high-rise developments, landscape resources have either been destroyed or left to deteriorate. In recent years, efforts towards landscape management have emerged in the form of legislation and policies. However, relevant computer tools have unfortunately been insufficient in the field of landscape management. In addition, although there has been much research conducted for urban landscape management, pertinent information has not been recorded or managed efficiently. Therefore, this study developed a Landscape Information System for the purpose of managing urban landscape infOlmation and analyzing visual impacts in relation to urban development projects. Main functions of the Landscape Information System consist of the following: inputting and managing the attribute data as well as graphic data, querying attributes of urban landscape, and analyzing landscape impacts of developments. A case study was conducted for downtown Seoul. Using the system, a series of visual impact analyses were implemented at major viewpoints in the area. The results have shown that valuable landscape resources could be damaged by proposed development projects. Thus, the Landscape Information System developed in this study can be used as a major tool to manage urban landscape information efficiently and as the basis for decision-making regarding landscape simulation and visual impact analysis.

The river plan executes the role for prevention of disaster and protection of environment, and requires the surveying results with high accuracies for managing river, dam, reservoir which will be the major infrastructures. The purpose of this study is for comparing and analyzing the results of river surveying which is used widely for disaster management and construction industry support. The results are gathered by using LiDAR which is being used in Korea recently and by using Total station. Study area is chosen at upper area of Bukhan River which is located at Gangwon-do. Total 2 cross-sections of the two methods are extracted from the study area. The standard deviation of land part is about 0.017m which shows little difference between two methods, but the Airborne LiDAR results cannot survey the heights of the points accurately at the singular points with vertical structure and water body part. To overcome the problems through this study, there should be ways to survey the bottom river through transmission of water level within the same margin scope as land part and to survey detailed facilities used by laser exactly through continuous research and experiment. When implementation stage comes, this study expect that this document will be utilized variously for making decision in the area of planning and drawing of business and engineering not just for river regarding the major area or the area that people cannot access.

Recently, the liquefaction phenomenon was first discovered in Korea due to a magnitude 5.4 earthquake that occurred in Pohang, Gyeonsangbuk-do. When liquefaction occurs, some of the water and sand are ejected to the ground, producing a space, which leads to various dangerous situations, such as ground subsidence, building collapse, and sinkhole generation. Recently, the necessity of producing a liquefaction risk map in Korea has increased to grasp potential liquefaction areas in advance. Therefore, this study examined the drilling information from the national geotechnical information DB center at the Ministry of Land, Infrastructure, and Transport to produce a liquefaction risk map, and developed a module to implement functions for basic data modeling and 3D analysis based on drilling information database extraction and information. Through this study, effective interlocking technology of the integrated database of national land information was obtained, and three-dimensional information was generated for each stage of liquefaction risk analysis, such as soil resistance value and a liquefaction risk map. In the future, the technology developed in this study can be used as a comprehensive decision support technology for establishing a foundation for building 3D liquefaction information and for establishing a response system of liquefaction.

This Study is about the "Comprehensive Landscape Improvement Plan for Gu-ryoung Seaside Village that was one of most exhibited projects for developing sea villages." The formulations of the plan were supervised by the Ministry of Land, Transport, and Maritime Affairs and were executed by the Goheung Country. Rather than proposing renovations for the landscape, this study maintains the existing order and attempts to examine the plan by scrutinizing the vernacular design language of the landscape. In the study, community members had the opportunity to express their opinions and ideas about the community through workshops composed of community participation programs, and participated in the decision-making process through consultation meetings. The conclusion of this study was relevant to the activities of the committee on landscape improvement. The Comprehensive Landscape Improvement Plan has three objectives: (1) resorting and modifying the natural landscape, (2) restructuring the roadways, and (3) modifying key spaces. In the end, the role of Gu-ryong Mountain as a background of the landscape was focused on tree planting drives that were undertaken, and accessibility to the sea front was improved. Second, in restructuring the roadways, rough roads were restored and unconnected roads were connected to ensure a network of roads along the sea front, inner roads in the village, roads at the Fringes Mountains, and stone roads on the mud flat. In addition, roads were named according to the character of the landscape and signs were installed. Finally, the existing key spaces, in which community members came together, were restored and new key spaces were created for the outdoor activities of the inhabitants and the diverse experience of visitors. A guideline was also created to regulate private areas such as roofs, walls, fences of residential buildings, and private container boxes and fishing gear along the sea front. The strength of this study is that it is seeking to determine the greatest potential of the landscape and set the plan by examining the lives of community members. Some problems were found during the development of this study. Further, there were problems in the community's understanding as elaborated below. First is the gap between community members' awareness and practice. Even though they were aware of the problems with the village landscape, they hesitated to implement improvements. Second, community members have misunderstandings about the landscape the improvement plan. The local government and the residents have understood this plan as a development project; for example, new building construction or the extension of roads. Third, residents are not aware that continuous attention and improvements are required for the upkeep of the landscape in the sea village. The plan to improve the landscape should promote a balance between making the area as a tourist attraction and maintaining the lives and cultural activities, because the sea village system incorporates settlements, economy, and culture.
