Constitutional Amendment for Post-industrial Society (포스트-산업화 시대의 과학·기술과 헌법 : 제헌헌법 제5조의 '창의 존중'과 미래혁신)

  • Korea has entered into a post-industrial era with the Constitution of the industrial age, which defines 'science technology' as a means for national economic development. For Constitutional amendment for the new era, it is necessary to identify the "inertia of the industrial age" adhered to the Constitution. To this end, I analyzed the Constitution concerning 'science-technology' with comparative legal study and diachronic approach. The "inertia of the industrialization age" implied by the Constitution is as follows. First, it is constriction of 'science and technology'. In the Constitution, science is subordinate to technology, technology is limited to science. Second, it marks 'science and technology' as a means for economic development. Third, 'innovation' in Article 127 is still conceived as 'development or promotion'. The 'science' must be liberated from the means for industrial technology, and the 'technology' must be convergent with diversity and creativity. In addition, a constitutional provision acknowledging various influences of science and technology other than economic development is required, which means constitutional declaration of 'science and technology state principle'. Finally, in the era of so-called 'the Fourth Industrial Revolution', the Korean national innovation system(KNIS) should be re-established within the framework of the Constitution. In the post-industrial era, the pursuit of technological innovation system should based on individual freedom and creativity to the best in all areas of science, technology, politics, economy, society and culture. Therefore, renaissance of Article 5 of the constitutional Constitution is required for the KNIS, which had made 'Creativity' the basic character of the state along with 'Liberty and Equality'.

Conservation of Chungmugong's Artifacts (보물 제326호 이충무공유물의 과학적 보존)

  • Yi Sunsin's artifacts had been exhibited at Hyeonchungsa in Asan-si, Chungchungnam-do. These artifacts include Janggeom(Long swords), Okno(Jade ornament of Korea traditional hat), Yodae(Waist belt) and Dobae(Peach shaped wine cups) Gudae(Yodae's saucers). These were covered with dust and corroded due to long term display. Condition of these artifacts was examined for a re-opening of Yi Chungmugong Memorial Pavilion on 28 March 2011. Before conservation treatment of the artifacts, scientific analysis was conducted to identify the material of the artifacts. The result showed that the red paint on the hilt of the sword is composed of two layers. Pigments of two layers were found to be hematite and cinnabar mixed with red lead respectively. Mixed layer was assumed to have been applied recently. Also it was found that the blade of the sword was repainted using chrome yellow($PbCrO_4$). Considering the time limit, conservation treatment focused on stabilization of damaged area and prevention of futher risk during display.

Design and Implementation of a Fault Simulation System for Mixed-level Combinational Logic Circuits (혼합형 조합 회로용 고장 시뮬레이션 시스템의 설계 및 구현)

  • This paper presents a fast fault simulation system for detecting stuck-at faults in mixed-level combinational logic circuits with gale level and switch -level primitives. For a practical fault simulator, the types are not restricted to static switch-level and/or gate-level circuits, but include dynamic switch-level circuits. To efficiently handle the multiple signal contention problems at wired logic elements, we propose a six-valued logic system and its logic calculus which are used together with signal strength information. As a basic algorithm for the fault simulation process, a well -known gate-level parallel pattern single fault propagation(PPSFP) technique is extended to switch-level circuits in order to handle pass-transistor circuits and precharged logic circuits as well as static CMOS circuits. Finally, we demonstrate the efficiency of our system through the experimental results for switch-level ISCAS85 benchmark combinational circuits and various industrial mixed-level circuits.

Nondestructive Deterioration Diagnosis for Wooden Ksitigarbha Triad Statues of Shinhungsa Temple in Sokcho, Korea (속초 신흥사 목조지장보살삼존상의 비파괴 손상도 진단)

  • The wooden Ksitigarbha Triad Statues (Treasure No. 1749) of Shinhungsa temple in Sokcho are enshrined in the inside of the Myeonbujeon Hall. The Statues are highly damaged physical weathering which are crack and exfoliation. Also, the Statues were deteriorated by chemical and biological weathering. This study carried out nondestructive method as deterioration map, ultrasonic measurement, X-ray and endoscopy survey for deterioration evaluation and conservation plan. As a result, Ksitigarbha Statue coated by dust and various pollutants. And gold-gilt of Statue's surface has peeled off. Head part of Mudokguiwang Statue was discolored from water leak in Myeongbujeon Hall. Domyeongjonja Statue is highly damaged by insects. Result of endoscopy, there were bee hives in the inside of the Statue. Therefore, we suggest that these Statues have need to do conservation treatment on the basis of diagnostic results.

Addition of nano particle to increase the cavitation resistance of urethane (나노입자 첨가를 통한 우레탄수지의 캐비테이션 저항 향상)

  • In this study, a new paint which is able to resist the cavitation erosion is tried to be developed by using urethane added with nano particles such as multi-wall and single-wall carbon nano tube and spherical and fiber type graphite. The new paint synthesized was characterized with physical properties and resistivity to cavitation erosion($t_{50}$). Among nano particles, fiber type graphite($t_{50}$ 292min) showed high hardness and wear resistance compared with spherical type($t_{50}$ 182min). For carbon nano tube, single-wall type($t_{50}$ 286min) was higher than multi-wall type in wear resistance. Fiber-type graphite was the best nano-particle for paint with resistivity to cavitation erosion. In the application test of paint, the manually painted sample showed surface with smooth but the surface of sample prepared with spray was not smooth. During spray, dust was fixed on the surface.

  • Carbon and small amounts of alloying elements were added in Fe-5.7% Al ferromagnetic damping alloy. The specific damping capacities(SDC) of these alloys were investigated in relation to the grain size and the magnetic hysteresis loops. The behavior of carbon was analysed by XRD and EDS. These alloys showed characteristic damping nature of ferromagnetic damping materials. The alloying elements decreased SDC and especially the carbon was remarkable. The SDC was observed to be not related with the grain size but with the magnetic hysteresis loop area. The remarkable decrease of SDC by carbon addition was attributed to the locking migration of $90^{\circ}$ magnetic domain wall by the interstitial carbon in Fe-Al solid solution. However, the carbides also seems to decrease the SDC.

  • If there are pyramids in Egypt for ancient pharaohs, there are presidential libraries, in other words presidential temples, in America for modern ex-presidents. An American presidential library is a monument-but also a history museum and an archive. These libraries are their unique commemorating way for American ex-presidents. These reflect and explain their presidency with their own point of views through museum exhibitions. However, the history presented in the museums of presidential libraries often lacks balance and critical perspective, and offer public access selectively. The presidential libraries, nothing but American business, made from American heroism and self-confidence tradition. In that point, we have to recognize american commemorating cultures are americans, while benchmarking american system. The importance is balanced views and critical perspectives when we accept advanced other country's systems.

A Study on Manufacturing Techniques and Conservation Treatment for Yongjam, Ceremonial Hairpin with a Dragon-shaped Engraving in 17th Century - Focusing on Yongjam of the Clothes Worn by Oejae Yi Dan-ha and His wife, National Folklore Cultural Heritage No.4 - (17세기 대례용 용잠의 제작기법 조사와 보존처리 - 국가민속문화재 제4호 외재 이단하 내외옷 용잠을 중심으로 -)

  • The Yongjam of Oejae, Yi Dan-ha's wife, is an ornamental hairpin with a dragon-shaped engraving; designated as National Folklore Cultural Heritage No. 4. It is also a component of the ceremonial costume, and an artifact of great value as it clearly identifies the position of the wearer and the period of this artifact. The Yongjam has been well preserved in general; however, various pollutants and corrosive products have affected the engraved patterns, requiring conservation treatment. Furthermore, a non-destructive analysis was conducted to identify the components of the materials and the manufacturing techniques used in the ornament. The Yongjam is hollow inside to reduce its weight when placed in the hair and has a color contrast of gold, red, and black. The decorative part and the body were made separately. That is, the body was made from an alloy of copper, silver, and zinc, and its joint was elaborately connected without any overlaps. In the decorative part, different alloy ratios were identified in the dragon's face, beard, horn, body, and fin. Further, for the dragon's face with its delicate patterns, an alloy of silver and copper was used, likely to make the face appear as realistic as possible.

Lithological Characteristics and Deterioration Diagnosis of Dosolammaaebulsang (Rock-carved Buddha Statue of Dosolam) in the Seonunsa Temple, Gochang, Korea (고창 선운사 도솔암마애불의 암석학적 특성과 손상도 진단)

  • The rock-carved Buddha statue at Dosolam (Korea Treasure No. 1200) of the Seonunsa temple in Gochang is unique style sculptured on natural rock cliff of 13.0m height. The Buddha statue is composed of volcanic complex with tuff, dacitic tuff breccia, tuff bereccia and lithic tuff. Especially, the Buddha statue is characterized by hydrothermal alteration and fragmentation on the upper and lower part. As a result of damage diagnosis, exfoliation and detachment of physical weathering are high of 11.3% and 9.3%, respectively. Infrared thermography analysis, exfoliation and micro-cracks occurred in the measuring parts that have not been confirmed by naked eyes. Chemical index of alteration and weathering potential index of host rock for the Buddha statue are 55.16 to 64.01 and 6.14 to 9.92 which are represented within highly weathering degree. In surface, dark black, reddish brown and white discoloration are observed prominently in the lower. Brown discoloration 6.9% is highest. According to the P-XRF measurements, high concentration of Fe in common, in part of dark black discoloration was Mn, white and brown discoloration in part of S and Ca content were higher. Biological weathering that yellowish brown and dark gray crustoes lichenes appeared by 20.8% and 13.3%, respectively. Therefore, comprehensive deterioration rate of Buddha statue show physical damage by 21.2%, discoloration for inorganic contaminants by 10.8% and biological damage by 39.4%. Ultrasonic velocity measurement carried out of Buddha statue on the surface by 555 points. Measured value of ultrasonic velocity was about 2,273m/s(1,067 to 3,215m/s, and weathering coefficient is 0.5(0.4 to 0.8) that progress on MW(moderately weathered) to HW(highly weathered) grade of rocks.

A case study on the bolt failure of the moving parts of a marine diesel engine (선박용 디젤기관의 운동부 볼트 손상사례에 대한 연구)

  • To investigate and analyze the cause of the failure of the connecting rod bolt and the crank pin bearing bolt of the diesel engine of this study, the following results were obtained through site surveying, the investigation of literature referring to similar failures, testing and inspection of the fracture surface, and the experience of the researchers. The fractured crank pin bearing bolt of the diesel engine is estimated to be damaged later than the connecting rod bolt. From the shape of fracture surface, it is evident that the failed connecting rod bolt is fractured by fatigue failure due to abnormally repeated loads (e.g. loosening of the connecting bolt, etc.), and is not failed by brittle fractures due to the impact load. The surface of the U-nut on the fractured connecting rod bolt has been worsening due to the improper use of lubricant (agent for prevention of thread fixing) and no usage of separating the each connecting rod on each cylinder. Moreover, there is the possibility that those poor surface conditions of the fractured connecting rod bolt have affected the failure of the connecting rod bolt of the main engine. And it could be assumed that the mechanical characteristic and manufacturing process of the failed connecting rod bolt and crank pin bearing bolt, which were made by a domestic company, conform to the design requirements for those bolts.
