This study aims to examine the causal relationships between sales and employment for public technology-based startups. Although there is a limit to statistical generalization due to the poor understanding of the actual conditions of public technology start-up companies, these companies were analyzed by classifying them into high-growth companise, potential growth companies, and other companies. In order to understand the causal relationship, and to estimate the time required to be effective, panel vector autoregression was applied. As a result, the performance creation mechanism was identified as government supoort and private investment was mutually causal with employment, sales did not cause employment, and employment caused sales. In other words, it was found that employment plays an mediator role in public technology based startups' performance mechanism. In addition, private investment had the effect of improving employment and sales in the short time than governments support, and showed that firms with high employment can attract government support and private investment. This study are academically meaningful in that they empirically revealed the process of performance creation, whereas previous studies had only shown whether there was an effect on performance. It also has a policy contribution by suggesting the need for effective policy promotion by considering the 'employment' factor, such as human resource support, as more important.

Foreign maritime officers were employed in Korean flag ocean-going merchant ships since the year of 2005. And the number of foreign maritime officers in Korean ship has been rapidly increased, and it approaches 700 recently. The shortage of Korean maritime officers was mainly claimed the reason of employing foreign maritime officers in Korean flag ship. In this paper, we surveyed the number of newly supplied officers from every Korean training institution, the number of officers on-board, on-leave, on-job hunting, and the number of officers leaving their job every year. And then we analysed supply-demand situation of Korean maritime officers for Korean flag ocean-going ships for reasonable decision-making in relation with employing foreign maritime officers.

This study is about the current status of management performance and employment prospects during the COVID-19 period, and the analysis data are based on the Q3 and Q4 2020 economic survey of manufacturing industry provided by the National Statistical Office's Microdata Integrated Service Portal. It used 83 large companies and 435 small and medium-sized businesses as analysis data. The analysis results are summarized as follows. It was analyzed that there was little change in business performance by company size on creation of jobs. In the analysis of the economic outlook for 2021, sales of large companies were analyzed to increase, but there was little change in creation of jobs at 66.3%. In terms of sales, small and medium-sized businesses are expected to see little change at 31.3% and increase at 30.3%. Therefore, it can be seen that there is no change in the company's management performance during the COVID-19 period. In other words, it can be seen that the COVID-19 pandemic does not have a significant impact on manufacturing employment and management performance of large and small businesses.

현재 국내에는 약 30여 개의 종합(관측실과 투영관이 있는) 천문시설이 운영 중에 있으며 매년 2-3개의 시설이 추가로 건설 되고 있다. 그리고 교육과학연구원, 도서관 등 많은 시설에서 천문시설을 갖추고 교육에 활용하고 있다. 최근 천문학에 대한 대중들의 흥미와 관심이 점점 높아지고 있고, 언론도 주요 천문 현상들을 관심을 가지고 보도해주기 때문에 지금은 천문시설들이 천문학 대중화에 큰 역할을 할 수 있는 좋은 기회라고 볼 수 있다. 그런데 현재 대부분의 천문시설들은 예산과 인력 확보에 어려움을 겪고 있다. 천문학 전공자가 전혀 고용되어 있지 않은 천문시설도 많이 있으며, 고용되어 있는 사람들도 대부분 비정규직으로 고용 안정성과 보수에 큰 문제가 있는 상황이다. 천문시설들이 투자된 비용에 걸맞는 역할을 할 수 있는 제도적 방법을 찾고, 천문학계가 천문인력들의 안정적인 일자리 확보에 어떤 역할을 할 수 있는지 고민해볼 필요가 있다. 또한 각 천문시설 운영자들이 직접 다양한 교육 콘텐츠를 개발하는 데에는 한계가 있으므로 기관협력체나 천문연구원 등의 체계적인 천문교육 콘텐츠 개발 및 보급이 절실하다.

Using the Korean Survey of Household Finances and Living Conditions panel data from 2012~2016, this study analyzed youth (19~34 years) poverty and employment and examined the factors that affect employment status. The analysis revealed an increase in the proportion of young people who are students or jobless; the economic conditions of the young people varied by factors such as marital status, education, job status, and loans; and the government public transfer policy had little impact on reducing the relative poverty rate of the youth. We also examined the factors affecting the youth's employment status and the risk of being employed in low-paid jobs, using multi-logit and logit regression model respectively. Considering employment status, the older and more educated the youth were, the less frequently they were employed in temporary or daily jobs instead of regular ones, but there was no difference between genders in terms of having temporary or daily jobs. A logit analysis on the determinants of low-paid jobs demonstrated that women, the less educated, spouses or children of the household, and temporary or daily workers have a greater probability of working at low-paid jobs. As women became older, their risk of having low-paid jobs increased, which demonstrated the phenomenon of "lock-in" at low-paid jobs. Temporary or daily workers of all age groups faced a higher risk of lowpaid employment, which stood out for the youth. Based on these results, we suggest that government employment and welfare policies should consider individual characteristics of the youth and their life cycle, along with efforts to supply decent jobs, continuously and stably.

해외투자로 인해 수출 및 고용이 감소할 것이라는 우려가 있다. 본고는 이론적, 통계적, 실증적 분석을 통하여 이에 관한 논의를 하고 향후 전망과 함께 정책적 시사점을 도출하는 것을 목적으로 한다. 본고의 분석결과 및 투자제도 개선방향을 요약하면 다음과 같다. 해외투자가 아직까지 수출을 대체하였다는 근거는 없다. 향후 국내부품업체의 현지동반진출 확대, 해외자회사의 역할 증대, 국제분업생산체제의 진전 등 해외투자전략의 변화에 따라 해외투자가 수출을 대체할 가능성을 배제할 수 없으나 해외투자의 제한시에는 수출 및 고용에 더욱 악영향을 줄 수 있다. 해외투자를 제한하는 것은 예상되는 실업을 단지 연기시키는 것에 불과하며, 오히려 향후 실업문제가 훨씬 심각해질 수 있다. 해외투자는 기업의 경쟁력 유지 및 구조조정을 위해서는 타대안보다 고용안정에 기여할 수 있다. 또한 과도한 해외투자가 기업 및 국내경제에 미칠 악영향을 우려하여 해외투자를 규제하는 것도 설득력이 약하다. 정부가 해외투자의 과도성 여부를 판달할 능력이 기업보다 우월하다고 할 수 없다. 설령 해외투자 결정이 비합리적으로 이루어질 가능성이 있다 하더라도, 이 문제는 투자기업 및 여신은행 등의 책임을 분명히 하여 기업은 투자성과의 책임을 지고, 여신은행, 채권자 등은 투자기업의 재무현황 및 투자계획의 성공가능성을 고려하여 자금제공을 하도록 유도해야 한다. 따라서 일부 대규모 해외투자에 대한 사전심의로 대표되는 현행규제는 철폐되어야 한다. 일부 대규모 해외투자의 적정성 여부를 판단하기 위해 운용되고 있는 해외투자 심의는 실효성이 없을 뿐만 아니라 신속한 해외투자결정을 방해할 수 있다. 중장기적인 관점에서 해외투자로 인한 국제분업을 국내고용 및 수출의 증가뿐만 아니라 경제성장으로 연결시키기 위해서는 국내의 입지여건을 혁신활동 및 고부가가치 활동에 적합하도록 개선해 나갈 필요가 있다. 한편 단기적 고용감소에 대비한 정책도 필요한데, 고육훈련제도의 개선, 노동시장의 유연성 제고, 고용서비스 개선은 이런 마찰을 완화하는데 기여할 것이다.

최근 정보통신의 발전과 함께 실내에서도 고용량의 멀티미디어 데이터 전송 및 고품질의 안정적인 무선 데이터 서비스가 요구되고 있다. 본고에서는 가정이나 사무실 등 실내에서도 기존 옥외에서 받는 서비스를 연속적으로 보급하기 위한 기술로서 각광받고 있는 펨토셀(Femtocell) 기술에 대해서 알아본다. 또한 KT 중앙연구소에서 개발하고 있는 와이브로(WiBro) 펨토셀 기술 개발 현황과 기술적 이슈를 알아보고, 사용자 입장과 사업자 입장을 고려한 펨토셀의 사업화 적용방안에 대해서 알아본다.

세계 각국의 노동자조직인 ICEF(세계화학에너지 일반노연)는 7월8일~10일까지 3일간 스위스 제네바에서 고무ㆍ플라스틱 부회 총회가 개최되었다. 동총회에는 미국, 서독, 영국, 프랑스, 이태리, 스웨덴, 일본 등 14개국에서 69명이 참석하여, ①투자, 고용, 단체교섭의 현황과 전망,②기술혁신의 도입과 생산공정에 관하여, ③다국적기업대책, ④직업위생문제와 ICEF 방침 등의 주요의제를 토의하였다. 이중 다국적기업대책에 대해서는 의안서중에서 본부가 「고무 산업과 대기업」(Goodyear, Michelin, Dunlop-Pirelli, Firestone, B.F. Goodrich, Bridgstone, Uniroyal)이라는 제하의 보고문을 정리한 것이 있어 이를 소개하고자 한다.<편집자주>

본 연구는 920개 정보통신중소기업을 조사대상으로 하여 일반경영현황, 기술개발 실태, 정부의 기술개발지원사업에 대해 실태조사한 결과중에서 정보통신중소기업이 처한 현황 및 애로요인을 위주로 하여 정리한 것이다. 먼저 실태조사방안 및 회수율에 대해 간략히 설명하였으며, 정보통신산업 전반적인 차원에서의 중소기업 현황과 조사대상 중소기업의 일반현황에 대해 분석한 결과를 정리하였고, 정보통신중소기업이 당면하고 있는 일반경영관리 및 기술관리 측면에서의 애로요인을 위주로 설명하였다. 실태조사 분석결과에 의하면 정보통신중소기업은 업체 수에 비해 생산 및 수출에서 차지하는 비중은 아직까지는 매우 낮은 것으로 나타났다. 그러나 인터넷의 발전에 따라 향후 국가경제에서 중요한 위치를 차지하게 될 소프트웨어산업의 종업원 수에 있어서는 중소기업이 차지하는 비율이 월등하게 높게 나타나는 등 신규고용 창출에 있어서 정보통신중소기업의 역할은 보다 높아질 것으로 예상되고 있다.

절충교역의 이용은 고용 및 기술의 이전효과를 가져오며, 여러 정부에 의해 비난과 동시에 찬사의 대상이 되고 있다. 비록 미국은 현재 다른 국가들이 방위구매에서 절충교역을 요구하는 것을 막으려 하고 있고, 이러한 절충교역의 이용을 금지시키거나 제한시키려는 정치적 움직임이 지지를 받아오긴 했으나, 이제 절충교역 조건의 확산과 이용을 중단시킬수 없는 것은 영국에서 "산업혁명"을 막을수 없던 것과 같다
