2006년 2.3GHz 휴대인터넷(와이브로)이 상용화되면, IT업계에서 뛰고 있는 플레이어들에게는 어떤 변화가 올까? 와이브로가 현재의 휴대 폰 무선 인터넷 시장과 HSDPA(고속하향 패킷접속)로 대변되는 다른 광대역 무선데이터 시장을 얼만큼 대체할 수 있을까? 정보통신부 와 이브로 허가 정책에 대한 준비 사업자 의견수렴이 끝나면서, 하나로텔레콤, 데이콤컨소시엄(데이콤+파워콤+LG텔레콤), SK텔레콤, KT 등 은 본격적인 사업계획서 작성에 돌입했다.

It is necessary to develop a high-speed wireless transmission system, which is able to send medical informations to the emergency medical center during emergency patient transportation. In this research, a system which transmits patient’s vital signs and a real-time audio/video contents of the event has been designed, developed, and the suitability of the system has been verified. Test results indicate that the system is capable of transmitting vital signal data, including 17 numeric data, 12 waveforms and 113 events, reading the affected part by forwarding a $320{\times}240$ pixel image at 2fps. Also, the full-duplex voice transmission of the system at 8bit/64kbps is enough to make stable communication between emergency medical technicians and hospital professionals possible. After numerous hours of driving, the packet loss of patient vital signs is 0.013%.

This study first attempted to point out fundamental reasons behind the failure to have WiBro services off the saddle, investigating the previous studies, and second to screen the WiBro promotion policies after reviewing the major steps conducted thus far by the government. In order to put the screened policies in order by the importance, an AHP analysis was conducted targeting WiBro professionals in various fields such as government offices, universities, research institutes, and industry. One step further, causal loop diagramming on the system dynamics methodology was conducted to examine the dynamic structure of the WiBro market in holistic standpoint of view. Finally, a simulation model was developed based on the causal loop diagrams and the results of the AHP analysis in order to examine how various policy scenarios influence the growth of the WiBro market over time, and to compare the mix of policy options. Finally, the study attempted to draw some implications for WiBro vitalization.

본 논문에서는 고속 하향 패킷 접속 (high-speed downlink packet access: HSDPA) 시스템에서 상대적으로 큰 IP / UDP / RTP 계층의 오버헤더 (over-header) 효과를 줄일 수 있는 frame-bundling (FB) 기술을 채용한 IP기반 음성 (voice over internet protocol: VoIP) 서비스의 용량을 평가한다. 또한, VoIP 서비스를 제공하기 위한 수정된 비례 평등 (proportional fair: PF) scheduler를 소개한다. 본 연구의 주요한 관점은 FB가 무선 접속 시스템에서 허용 지연 기반의 시스템 outage에 미치는 영향을 관찰하는 것이다. 시스템 레벨 시뮬레이션을 수행한 결과로 부터 FB를 채용한 VoIP 서비스의 성능이 시스템의 허용 지연에 매우 민감함을 보인다. 또한, WCDMA (release'99)에 의해 사용되는 회선 교환 (circuit switching: CS) 방식의 음성서비스와 비교할 때 HSDPA에서 VoIP 서비스를 제공하는 것이 매우 효율적임을 보인다.
