With Corona Era, exploring policy measures to prevent non-face-to-face lonely deaths - Focusing on Daegu Metropolitan City's AI and IOT cases of lonely death prevention (With 코로나 시대 비대면 고독사 예방정책 방안 모색 - 대구광역시 AI, IOT 고독사 예방 사례를 중심으로)

  • Due to social and cultural changes and the growth of aging people living as a single because of aging, lonely deaths are steadily increasing, and each local government has begun to define them as a social problem. The legal basis began to be established. In order to explore policy measures to prevent lonely deaths, this study examined cases of lonely death prevention policies using smart digital information technology (AI, IOT), which is being promoted by Daegu Metropolitan City to promote non-face-to-face policies to prevent lonely deaths. Policies related to lonely deaths are divided into two axes: lonely death prevention projects and post-excavation support projects. In order to operate these businesses efficiently, the provision of non-face-to-face services through artificial intelligence and the Internet of Things is recognized as a new service delivery system, so the importance and necessity of non-face-to-face services is increasing. It is time that multifaceted changes and preparations are needed, such as establishing a system to expand the non-face-to-face industry at the national level. In order to respond to another national disaster situation in the future, the non-face-to-face smart care system is being expanded in various welfare policies such as preventing lonely deaths. It will have to be activated.

Lonely Deaths among Elderly People in the Aging Korean Society: Risk Factors and Prevention Strategies (고령화 한국사회의 노인 고독사: 위험요인과 예방전략)

  • The purpose of this study was to explore the lonely-death phenomenon and to understand the circumstances surrounding the lonely-death cases among elderly people by examining the articles on such phenomenon and the media reports of such cases. The cases of lonely death reported from 2007 to 2017 were used. Case analysis was conducted, and the news articles that described the lonely death cases were identified using an internet search engine. Forty seven cases were analyzed. Several risk factors emerged from the data obtained, such as economic hardship, chronic illness, mental health problems like alcohol addiction, social isolation, disconnection from family members or the neighborhood, unemployment, single household, unmarried or divorced status, and living in an urban area. Based on the findings, prevention strategies were addressed.

A Study on Examination of Health Inequality among Dying Alone Cases (고독사와 건강불평등에 대한 탐색적 연구)

  • Dying alone is an emerging social problem in South Korea. It is reported that most cases of dying alone showed various and chronic health problems. Despite of this situation, there existed neither medical support nor welfare services when dying. It indicated severe health inequality problems. With this background, the purpose of this study was to examine health inequality issue among dying alone cases by using news paper articles during the past three years(2016-2018). Content analysis was employed for 89 dying alone cases. Characteristics of dying alone cases, types of illness and health problems, and unmet medical services were analyzed. Based on the findings, future directions were addressed.

  • In recent years, the number of single-person households is increasing with the aging of the population and the number of the elderly living alone is increasing rapidly with the aging of the population. Therefore, the lonely death of the elderly living alone has become a social issue. In many cases, the body is discovered several days after death. In particular, lonely death of the elderly living alone is being taken more seriously in society, as there is no one to arrange funerals, organize and dispose of their belongings. Since the body is usually found after a few days, the decomposition of the body is often severe. Therefore, this paper proposes an indoor monitoring system using a temperature and humidity sensor and a human body sensor to prevent and respond to lonely deaths in the elderly living alone.

A Big Data Analysis to Prevent Elderly Solitary Deaths by High-risk Area Clusterization (노인 고독사 방지를 위한 빅데이터 기반 고독사 고위험 지역 탐지 연구)

  • This study proposes a big data-based analytical method to detect high-risk areas for solitary deaths among the elderly in Seoul. The study categorizes and analyzes the risk factors of solitary deaths into demographic, health, economic, and socio-environmental factors. Using data collected from the Seoul Open Data Plaza and Public Data Portal, variables were generated and scatter plots were created using K-means clustering, followed by visual implementation through map creation. The analysis identified Jungnang-gu, Gangbuk-gu, Nowon-gu, Eunpyeong-gu, Gangseo-gu, and Gwanak-gu as the highest-risk areas. This study addresses the limitations of previous survey-based research through big data analysis. The findings are expected to enhance the efficiency of solitary death prevention programs and serve as a basis for informed decision-making in budget allocation across districts.

  • Recently, community welfare centers including the elderly welfare centers are also interested in the issue of loneliness and are attempting a comprehensive approach to care for the elderly in the community.The problem is that there is a need for volunteers who are sustainable, but trained semi-professionals rather than non-professionals.Therefore, ways to provide education programs that can be based on continuous supplementation and specialization of manpower and to apply them to the field are being sought.The purpose of this study is to present a plan through examples with the aim of linking college students majoring in social welfare as a major resource for preventing loneliness of elderly people living alone in local communities through volunteer activities. It was suggested that volunteer activities of college students majoring in social welfare should be provided more systematically to the elderly living alone in the community.

  • This study proposes a Korean model for a smart home telehealth service, utilizing advanced ICT technologies such as 5G, artificial intelligence, blockchain, and big data, to effectively manage and treat chronic diseases and mental health-related illnesses in an aging society. By improving the existing telehealth system, which is limited to phone consultations and prescription deliveries, this model integrates various health data, mental health information, and emergency detection data, and includes functions for prescription drug management and welfare counseling, creating an all-in-one system. This model is expected to enhance accessibility for vulnerable populations, reduce medical costs, and increase the efficiency of health management, and contribute to the prevention of solitary deaths.

  • 최근 중요한 사회적 이슈로 떠오르고 있는 고독사를 예방하기 위해 IT- BT 융합을 기반으로 한 U-health care 시스템 및 서비스가 제안되고 있다. 그러나 최근 제안된 방식은 착용형 센서만을 이용하기 때문에 장기간 사용할 수 없는 단점을 가지고 있다. 이에 본 논문은 착용형 센서와 고정형 센서를 함께 이용하여 휴대용 센서의 수명을 극대화하면서 고신뢰성을 유지할 수 있는 지능형 상태 모니터링 시스템과 휴대형 센서의 소비전력을 줄이기 위한 AM-TPC (active margin transmission power control) 기반의 저전력 네트워크 기술을 제안 한다. 이와 더불어 구현된 저전력 지능형 상태모니터링 시스템을 기반으로 저전력 네트워크 실험을 하였을 때 50%의 전력이 감소된다는 결과를 도출하였다.

  • 우리나라의 노인자살률은 OECD 국가 중에 1위이다. 인위적 고독사인 '자살'의 가장 큰 원인인 우울증을 의사소통을 통해 예방하고자 한다. 본 논문에서는 상황에 따라 독거노인에게 스피커가 먼저 질문하는 형식인 시스템을 제안한다. 음성인식 시스템인 스피커를 활용하여 독거노인의 의사소통을 증대시키고, 질문뿐만이 아니라 식사 여부, 약 복용 여부 관련 일상 알람도 주기 때문에 규칙적인 생활을 하는 데 도움을 준다.

  • 2022년 기준, 독거노인 가구 수 176만 가구 시대에 노인을 위한 케어 서비스가 필요하다. 고령화 사회에 맞춰, 노인 케어 서비스가 많이 출시되었으나 비대면 케어 서비스는 부족한 면이 있다. 비대면 케어 서비스의 경우, 특히 비싼 값에 판매된다는 단점과 로봇과 소통해야 한다는 단점이 있다. 이를 보완하여 저렴한 가격에 생명력을 지닌 식물을 이용해 소통을 증진시켜 우울감 해소를 돕는다면, 노인 비대면 케어 체계에 큰 도움을 줄 것이라고 확신한다. 이에 따라, 본 연구에서는 식물와 어플리케이션을 이용하여 저가격 보급화가 가능한 비대면 복지 시스템을 개발하고자 한다. 구체적으로, 화분이라는 대화 매개체를 통해 어르신들의 대화 증진을 유도하여 우울증 완화에 도움을 주고자 한다. 또한, 시스템을 통해 수집되는 일상 데이터를 활용해 이상징후를 파악하여 고독사 예방을 위한 후속 조치를 취할 수 있다. 본 논문에서는 위의 시스템을 통해 복지 사각지대를 해소하며, 어르신들의 정신 건강 증진에 기여할 수 있을거라 기대한다.
