A study of the police legislative system for the disadvantaged (사회적 약자보호를 위한 국가인권보호 활동의 발전방향 -경찰의 치안대책을 중심으로-)

  • In the twenty-first century, it tends to deepen rich-poor gap and differences related to geographic location because of characteristic of polarization and diversification. Various social conflict that appear in the twenty-first century preclude independent effort and active of police from responding various public order problem of community The most important thing is widespread participation and cooperation of inhabitant and community in order to cope with various social change like localization, decentralization and democratization. Above all things, as human rights guardian in order to gain nation's trust, the police should induce dynamic change to desirable police which is wanted by nation in the organization. To achieve this, the police must overcome many negative customs and obstacles remaining organization despite endeavor of the police. In this manuscript, for this discussion, we search simply historical process of development, seek conception of the disadvantaged in regard to police duty, analyse the reality of human rights violation of the disadvantaged in execution of police duty through statistics and case study, find the problem and seek proper solution through improvement of the police legislative system.

A Cognitive Modeling Approach for Successful Adoption of e-business in the Port-Logistics Industry (항만물류산업의 S-비즈니스화를 위한 인지모델링적 접근)

  • in order to promote e-business in port-logistics area, many studies have been conducted since then. However, despite those studies related to e-business in this area, prominent achievements have not been presented, and moreover, research in academic side have been very rare, compare to toot of practical side. In this paper, we focus on factors affecting adoption of e-business in the field of port-logistics industry. The purpose of this study is to find the factors which affect adoption of e-business in port logistics industry, and establish its structure, based on a cognitive modeling. To achieve the aim of this research, we framed a cognitive map with empirical data collected from port-logistics firms. And from the results of analysis, some critical points for successful adoption of e-business in port-logistics industry were suggested.

Analysis on the Differences of Point of View between Architect and Urban Planner on the Evaluation of International Urban Design Competition (국제설계경기 평가에서 건축가와 도시계획가의 관점차이 분석)

  • During the development process of mega-project, individual buildings including skyscrapers are built following the master plan. It is not a difficult thing to see the gap of standpoint between the urban planners and architects on the project. This study aims to analyze the difference between architect and urban planner's point of view in evaluating international design competition works which the internationally distinguished honorable design companies(SOM, Jerde Partnership, Studio Daniel Libeskind, Foster+Partners and Asymptote Architecture) submitted as the ideas of Yongsan International Business District Design. Furthermore, we made an attempt to quantify the weight of each factors of urban design by each group. Architect and urban planner's viewpoint were revealed with seven architects and seven urban planners evaluating the international design competition works through AHP(Analytical Hierarchy Process). AHP structure was made of two step hierarchy in terms of Master Plan and Landmark Tower. Eight evaluation criteria were set up such as the concept, land use, transportation, feasibility of Master Plan and the concept, location, functional efficiency and aesthetic beauty of Landmark Tower. Results show that Architect have different point of view from that of urban planner. While the architect's weight of evaluation criteria is on the Landmark Tower(0.505), urban planner's weight is on Master Plan(0.642). Feasibility, the location of Landmark Tower and land-use are very important evaluation criteria to architect and urban planner in common. Functional efficiency of Landmark Tower is in architect's favour and transportation is in urban planner.

Women and Poverty in Korea: the Feminization of Poverty? (한국의 빈곤의 여성화에 대한 실증 분석)

  • This paper examine the gender-poverty gap and the feminization of poverty in Korea with using data from the National Survey Household Income & Expenditure(1996, 2000) and the Urban Survey Household Income & Expenditure(1996-2002) by Korea National Statistical Office. The poverty rate in 2000 was 16.9 percent for female-head families and 7.9 percent for male-head families, which means that female-head families were 2.6 times more likely to be poor than male-head families. With examining impact of economic crisis in 1998 on gender-poverty gap, it show that both the poverty rate of female-head and male-head increase radically in peak of economic crisis, while, in the stage of recovering economy, the poverty rate of male-head families recovered mostly the level before economic crisis, but that of female-head families recover only the 2/3 level before and the 1/3 remain still under poverty. Thus gender-poverty gap appeared bigger during passing through economic crisis. With analyzing on influence factors of poverty, it appear that poverty is influenced by gender itself as well as education level, working condition which is reflected substantially characteristics of gender. Such an analysis results mean that the considering gender dimension is necessary to resolve poverty fundamentally because gender is a point intersection among family, labour market, and social security. Therefore it appears certain that to develop and adopt of women-friendly social policy is effective approach, which could resolve poverty and social problems related to social rights.

An Analysis of Research Behaviors in Bibliotherapy Study among 5 Fields (독서치료 연구의 전공영역별 연구행태 분석)

  • This study was conducted to analyze research behaviors of bibliotherapy studies in order to improve the level of bibliotherapy study in the LIS. 130 articles of journals were divided into five major fields, and analyzed using major areas, research subjects, research methods, affiliation of authors, and participants. The results showed that bibliotherapy studies in LIS have been conducted rather broadly by the practitioners ever since the 2010s. However, diversification of research topics, research methods, and theoretical foundations are found to be problems that need to be solved. Based on the statistics, suggestions are made: to expand the target of bibliotherapy to various ages, classes, experience groups, and situation groups; to combine reading books with further activities such as discussion, role-play, and play therapy; to take advantage of a variety of diagnostic test tools and to utilize clinical treatments; to conduct qualitative and quantitative research simultaneously in order to achieve the benefits.

  • The public corporations have already implemented ERP to improve productivity, quality, and cost saving. This paper presents the result of business process improvement based on implementation of ERP. Therefore, this paper performed case study of K corporation. Survey was conducted to define the degree of improvement and evaluation method was presented using AHP. The weights for each business area is assigned based on AHP. Then ERP is evaluated in efficiency, work transparency, information sharability, and easy of use. It is meaningful achievement considering its short term implementation. The human resource management shows a relatively larger improvement than other management processes. However, information sharability shows relatively low improvement than others. This quantified result of user-oriented subjective evaluation on ERP implementation will contribute to evaluate the impact of ERP for owner organizations.

A Study on Environmental Assessment of Bikeway based on ANP Model for Sustainable Green Road (지속가능 녹색 도로 조성을 위한 ANP 모델 기반 자전거도로 환경 평가 방안)

  • As part of recent sustainable transport, bike has come into the spotlight as a green transport at close range to link between walking and public transit and also alterative to solve problems of existing vehicle travel. Some arguments on promotion of using bicycles have already been made in Europe, the U.S and other developed countries. To be sure, much has been written extensively in description of utilization of bike oriented by supplier, for examples, Level of Service with bike path, infrastructure such as bicycle racks and lounge etc. Therefore, our study has been differentiated in development of new evaluation model focused on level of bike user's satisfaction, comprehensively considering suitability for bikeway installation, connectivity of the public transportation system and stability in Incheon City. ANP(Analytic Network Process) analysis which is able to allow consideration of the interdependence of criteria has been hired due to multi-collinearity instead of AHP used in multi-criteria decision analysis. Last but not least, we drew bike route on a case-by-case for maintenance and improvement of its facility in Namdong-gu and Bupyeong-gu. To conclude, suggested finding has dem onstrated the validity of evaluation scheme for bikeways which is appropriate for type and purpose and ultimately this can be used to establish policy decision making for improvement of bikeway.

  • Professionalism, objectivity, and fairness are highly required in the assessment of tasks in national research and development projects. Experts in the technologies should thus focus on the task's plan in the review process. The same scores in the assessment, however, do not mean that the judges don't have the same opinions. Another problem is the possibility that different weights can be applied for evaluation indexes. This study proposed an AHP-based assessment criteria decision system for national research and development tasks to reduce errors in task assessment and selection and improve the professionalism and fairness by objectifying the evaluation criteria of each index. As a result, the assessment criteria were objectified for each index in the projects. In addition, the professionalism and fairness of experts were secured in the process of setting assessment criteria for each index based on the given marks of weights.

An Application of the Experts' GDSS to Housing Facility Allocation Processes (전문가 집단 의사결정 지원체계 (Experts' GDSS)의 주구시설 배치 적용)

  • This study suggests that experts' group decision support system (Experts'GDSS) should be helpful to solve specific planning/design problems. Dealing with AHP (Analytic Hierarchical Process), as a group decision model, maximal covering model, as a facility allocation model, and GIS (Geographic Information System; ARC/INFO in this study), as a spatial representation model, this study seeks to examine the implication of GDSS (Group Decision Support System) in the housing facility allocation. The results of this study clearly demonstrated that experts' GDSS acted its positive role, systematically providing the relative weights among the planning variables and objectives. Among different expert groups (e.g., planners, scholars, and public administrators), this study showed that there were certain differences in their decision structures, which generated different solutions in facility allocation. The further study, however, remains to investigate the more systematic implementation of GDSS in planning problems; for example, reducing the conflicts between different groups with different purposes.

Social Impacts of Urban Transportation (도시교통의 사회적 영향)

  • It is well agreed that transportation is not the end by itself, rather it is a means to achieve other goals to enhance the quality of life. Accordingly, various social impacts of transportation systems, such as destruction of community social life of urban residents, separation of community area, and accessibility restriction on the transportation handicapped, which can deteriorate the quality of life of the residents should be considered seriously in the process of urban transportation planning. The urban transportation planning process of Korea which emphasizes too much on the of efficiency objectives of transportation, however, have neglected greatly the social sides of urban transportation systems. This paper discusses major social impacts of urban transportation systems in Korea and proposes several research fields related to the social impacts of urban transportation.
