  • The purpose of this paper is to analyze production and innovation networks of services in the long-live area of Gangwon and Jeju Provinces and to suggest a policy direction for regional development of rural areas where have been neglected in the knowledge-based information society. Four counties in the Honam Region, the long-live belt of Korea and two cities (Jeonju, Gwangju) are surveyed for the purpose of comparison with the Gangwon and Jeju areas. Production and innovation networks of research and supporting activities and tourist services are analyzed based on intensive interview surveys of the regions. The result of the analysis suggests that the innovation networks among the economic actors have considerable impacts on the innovation processes of the service activities and the service functions in the rural area are somewhat developed with local industry after the practice of local autonomy. The processes of innovation networks are progressed differently by the hierarchy of the regions as well as by the function of services such as research and supporting activities and tourist services. The direction of the rural development in the knowledge-based information society seems to be intensifying the networks among the innovative actors and developing virtual innovation networks for the development of rural innovation systems.

  • This study assesses the current status of community child centers in Jeollabuk-do by analyzing data from evaluations of 225 centers in 2009. The results are as follows. First, as of 2004, there was a total of 37 Jeollabuk-do community child centers; the number has been increasing at a rate of 20~40% yearly. The number of community child centers has been increasing since government funding was implemented, especially as an authorization is not required to open a center. In order to prevent an excessive amount of childcare centers, and to ensure that new centers meet a standard of quality, it is necessary to examine replacing the current reporting system with an authorization system. Second, out the 6,144 children in the 255 centers, 1,711 children (27.8%) were not from low-income families. This may be positive in that children from various income level families are learning together. However, in order for the community child centers to operate as they were intended, it is necessary to reinforce the itemized regulations. Third, the community child centers scored relatively poorly in utilizing community and human resources. This is because although most Jeollabuk-do childcare centers are using volunteer personnel, they are not fully utilizing community resources. The governments of the cities and counties should support the community child centers by promoting their services and roles, and thereby enable the centers to develop a network of professionals in the community.

  • Multipath TCP (MPTCP), which is a layer 4 protocol that can get the reliability and the efficiency of the transmission by using multipath transfer, was standardized by the IETF. MPTCP provides superior performance when compared to a single TCP when used in a homogeneous network with similar network characteristics. However, MPTCP degrades performance when used in heterogeneous networks with different network characteristics. In this paper, we propose 'Delay-alerted path-blocking scheduler'. It measures the delay of each path and blocks the path with a long delay to reduce the order of packets in the receive buffer. If the duplicated packet is sent to the blocked path to measure the delay and the congestion on the blocking path is reduced, the blocked path is unblocked. For performance analysis, the proposed scheduler was implemented in the Linux kernel and improved performance was obtained in the test bed. We also confirmed that the proposed scheduler reduces the degradation of MPTCP performance in real wireless networks with heterogeneous path characteristics.

  • This study analyzed on the characteristics of community structure, species composition, population conditions and annual mean radial growth of Taxus cuspidata in the subalpine zone of the Seoraksan, Deokyusan, and Hallasan National Parks. Deokyusan and Hallasan sites had three layers of stratification structure without tree layer in it and four layer in Seoraksan site. The major dominant species in the order of importance value were as follows: T. cuspidata, Acer tschonoskii var. rubripes, Quercus mongolica, Abies koreana and Sorbus commixta. The trees (> 5 cm DBH) of T. cuspidata were extremely high with 986.0 individuals/ha at the Hallasan site. Average DBH class were 42.0 cm at the Hallasan site and mainly showed large class. The populations of seedlings and saplings with 357.3 individuals/ha, and juvenile with 128.6 individuals/ha, as a succession tree, were found to be the highest at the Hallasan site. In the size frequency distribution, the populations of T. cuspidata in Mt. Halla site showed a reverse J-shaped curve and it was estimated that T. cuspidata community of this site might be maintained continuously as a stable state like present state. Annual mean radial growth of T. cuspidata populations at Seoraksan, Deokyusan, and Hallasan sites showed up as 1.27 mm/year, 0.93 mm/year and 0.89 mm/year respectively.

  • IPSec(Internet Protocol Security) is a framework for a set of protocols for security at the network or packet processing layer of network communication. IPSec is providing authentication, integrity and confidentiality security services. The specifications for Internet Key Exchange(IKEv1) were released to the world. Some criticisms of IKEv1 were that it was too complex and endeavored to define too much functionality in one place. Multiple options for multiple scenarios were built into the specification. The problem is that some of the included scenarios are rarely if ever encountered. For IPsec to work, the sending and receiving devices must chare a Public Key. This is accomplished through a protocol known as Internet Security Association and Key Management Protocol/Oakley(ISAKMP/Oakley), which allows the receiver to obtain a public key and authenticate the sender using digital certificates. This thesis is a study on the performance improvement of the security transmission using the SSFNet(Scalable Simulation Framework Network Models)

  • In this study, the physico-chemical and biological characteristics of anaerobic granular sludge at different heights of a full-scale UASB reactor (UASBr) were investigated. Granular sludge was taken from 1 m, 2 m, and 3 m above the ground level in the UASBr. The morphological analysis showed that the upper part had bigger granules and the lower part had rounder granules. The ANOVA test confirmed that the mean size and the roundness of the granules had statistically significant difference along the height at 95% confidence level, and there was a significant negative linear relationship between the size and roundness (r=-0.40, p<0.05). A SMA test using acetic, propionic and butyric acids showed that granules from 2 m height had the highest specific methanogenic activity. The EPS contents were also unequal to each height, with 2 m showing the highest content. These findings could be helpful to understand the different characteristics of stratified anaerobic granules in full-scale UASBr and maintain the reactor performance.

  • The number of people with disabilities is increasing recently in Korea, in particular the proportion of children with disabilities is approximately above 5%. While there are many studies focusing on satisfaction of payment policy due to increased concern about children with disabilities, the studies on comparison and the effect factor of user satisfaction depending on the cash and voucher are not sufficient. Based on the need to recognize and research this issue, the ultimate goal of this study is to lead to implications for the payment policy by investigating user satisfaction depending on the type of payment of policy on children with disabilities. The result that analyzes the effect of general characteristics on user satisfaction shows that in case of in-cash, children and the degree of disability affect user satisfaction. In the case of voucher, the gender of parents, the degree of disability and the average income affect it. The implication of this study suggests practical implication and policy implication. Implications of the study is that provide a customized service considering general characteristics. Second, It needs to extend the range of amount of payment of in-cash. Third, extend and pay the amount of in-cash, and the service of voucher. Fourth, provide low-income group(including public aid recipients and near poverty group) with voucher to ease financial burden.

  • The COVID-19 pandemic has affected various aspects of life, particularly affecting the learning, health, psychology, emotions, and daily routines of children and adolescents. The increasing number of counseling sessions related to depression and stress among this demographic highlights the urgent need for effective mental health management. This study investigates current mental care management services and proposes improvements by analyzing the mental health needs of Korean children and adolescents. From an evidence-based administrative perspective, the study examines the current status of emotional management, focusing on data from public institutions such as the Ministry of Education, the Ministry of Health and Welfare, and the Ministry of the Interior and Safety. We propose a three-phase service model: 1) data-driven emotional management services, 2) specialized services for vulnerable children and adolescents, and 3) mydata services for customized emotional management. Additionally, the study reviews relevant legal frameworks and issues, proposing directions for improvement to realize the proposed services. These services and legal considerations are expected to contribute to the effective implementation of emotional management policies for children and adolescents in the future.

  • As media and product became variety, the propensity of the people is be coming various. From diversity, there we could search for some popularity is called 'the mania.' When Mania takes shape, the product will being longer even masses in these days only have short-term life. Also there are hundreds of animations that has short-term life whom people forgot everyday they watch. However, the animations could lasting its value which has the Mania. This thesis is a studies on the constitution of Mania from animation 'Fullmetal Alchemist's Character The BONES had made. We can learn that the audience were not just like the animation, but get crazy for it by comparing Japanese animation industry in those days; before it has been shrinking and manufacturing various contents from Fullmetal Alchemist means there is enough consumtions. There are many reasons to form Mania group, but specially the character symbols at the works as a whole. From this study is to know a cause of how the animation 'Fullmetal Alchemist' made huge Mania group, and significance value of the work those group left.
