Job Mismatch in Korean Regional labor Market: Matching Efficiency Analysis using Stochastic Production Frontier Approach (한국 지역노동시장에서의 일자리 미스매치에 관한 연구 - 확률변경생산함수를 이용한 결합 효율성 분석 -)

  • We analyze the relation empirically between regional labor market characteristics and job matching efficiency with the adaption of stochastic frontier production function. Our empirical results suggest that, as both the ratio of 50 years-old-job seekers and the level of spatial density increase, job matching efficiencies also rise. In contrast, an increase in the ratio of firms which offer permanent contracts lowers job matching efficiencies. And the job matching efficiency is relatively higher in metropolitan areas. Finally, We find a negative relation between total industrial production and job matching efficiency, which implies that job seekers tend to accept uncongenial jobs in the recessions.

Effect of Mediating Variable on the Relationship between Job Stress and Stress Response among Clinical Dental Hygienists (임상치과위생사에서 직무스트레스와 스트레스 반응에 있어 매개요인의 영향)

  • The purpose of this study was to analyze the effect of mediating variables on the relationship between job stress and stress response. A survey was conducted to 243 clinical dental hygienists from January 15, 2013 to March 20, 2013 and the data were analyzed using t-test, one-way ANOVA, Pearson's correlation analysis, and hierarchical multiple regression analysis. The subjects who worked in poor working environment, had high level of role conflict and overload and aggressive nature showed high stress responsivity (p<0.01). The variable that showed mediation effect on the relationship between job stress and physical discomfort, depression was shown to be personality type (p<0.05). Also, the variable that showed mediation effect on the relationship between job stress and turnover intention was social support (p<0.05). According to the results, personality type and social support were shown to be important parameters when it came to the relationship between job stress and stress response. Therefore, in order to reduce negative outcomes caused by stress, it is suggested to provide an educational opportunity on self-control management while increasing social support from the organizational and structural level. Especially, it is asked to expand the system that provides encouragement and recognition to feel the sense of achievement in the course of their duty execution.

  • Selecting appropriate bidding system in construction projects considering the characteristic of project can be a make-or-break element, so the understanding for bidding system of public construction projects is ever more important from the perspective of both the owner and the contractor. The design-build bidding is commonly referred to as turnkey in Korea, and is a bidding method that is often applied to large public construction projects because it allows new technologies to be applied to the design and facilitates risk management for the owner. In this bidding method, there are only two factors (design score and price score) that affect the selection of the winning bidder, so it is important to understand the influence of each factor, but there is little research on the subject. This study aims to provide a basis for establishing bidding strategies for understanding the influence between design score and price score by analyzing various design-build bidding data of public construction projects. The results of the study show that design score is the factor that has more influence on the ranking of bidders in all three weighted evaluation methods: design-emphasized, price-emphasized, and equalized evaluation. In addition, we found that the correlation between design and price scores was not significant due to the unique bid evaluation structure in Korea.

The Characteristics of Commercial Fisheries of the Oregon, USA (미국 오레곤주의 수산업 특성)

  • 본 연구는 미국 오레곤주의 수산업 특성을 개괄적으로 살펴본 것이다. 먼저, 오레곤의 상업적 수산업을 역사적으로 살펴보면 2가지 주요한 계기가 있음을 알 수 있다. 첫째는 자급자족 차원에서의 연어생산을 수출품으로 변화시킨 연어통조림 생산기술의 발전이고, 둘째는 현대식 트롤어업이 도입된 점이다. 오레곤에서 주로 사용되는 어구ㆍ어법은 트롤, 채낚기, 연승, 통발, 형망 등이며, 생산어종은 연어, 게, 새우, 참치, 대구 등이다. 1995년 오레곤은 약 2억 4천 파운드의 수산물을 생산하여 미국 연안주중에서 6위를 차지하고 있고, 생산금액에서는 12위를 기록하였다. 한편, 양식업은 아직 성행하지 않아 그 생산품종 및 생산량은 미미한 실정이다. 그 주된 이유 중의 하나는 양식시설을 하기 위해서는 여러 관계기관의 허가를 필요로 하는 등 행정상의 절차가 복잡하기 때문이다. 오레곤의 수산자원관리는 우리나라에 비해 암계의 어획금지, 통발 등 정치어구ㆍ어법에 대한 인망일수의 제한, 조개류의 판매가능시간의 제한 등 몇가지 특징을 들 수 있다. 오레곤의 수산업관리제도(연안으로부터 3마일 이내)를 살펴보면, 아직 TAG제도를 도입하지 않고 있으며 생산요소역입제한방식이 채택되고 있다. 즉, 상업적으로 허용된 어종을 어획하려는 어업자는 등록절차를 필히 거쳐야 어업행위를 할 수 있으며, 등록수를 제한할 필요가 있는 특정한 어업(연어, 새우, 가리비 등)에 대해서는 행정관청으로부터 허가를 얻고 어업행위를 해야 한다. 즉, 허가어업은 등록어업보다 더욱 제한적인 어업행위를 말하며, 허가권에 대해서는 자유로운 매매양도가 허용되어 있다. 수산물의 마케팅시스템에 대해서는 우리나라에 지배적인 형태인 경매제도가 도입되어 있지 않다. 즉, 모든 수산물은 개인적인 거래계약에 의해서 유통된다. 다만 마케팅경로에 참여하고 있는 모든 구성원은 일정한 등록절차를 마쳐야 하며, 주내에서 거래되는 수산물의 일관된 통제나 관리를 위해 관계기관에 거래량을 필히 신고해야 한다. 우리나라의 중도매인은 주로 생산지의 수협(또는 내륙지 도매법인)과 도매상의 사이에 존재하나 오레곤의 중도매인은 마케팅경로 어디에든 존재하고 있다.

A Study on the Product Qualification Criteria through Monte-Carlo Simulation and Association Rule Analysis (군수품 조달을 위한 물품적격심사기준의 조달특성 및 심사분야 배점의 적절성에 관한 연구)

  • The purpose of this study is to analyze the adequacy of product qualification criteria through Monte-Carlo simulation and association rule analysis. We first surveyed the similar procurement systems, then we simulated the bid situation that randomly generated several vendors participated in a bid, and they obtained the score according to the product qualification criteria's judgement area. Then, the company with the highest score will win the bid, and further analysis was performed in terms of performance indicator and satisfaction ratio. The results of this study can be summarized as follows; Although the items related to the credibility accounted for the largest number items, it did not affect the actual bid results. It was analyzed that it is desirable to increase the allocation points in the area of business status and technical capability review than the current one.

  • Domestic CM market has continued to grow since the enactment of CM policies in 1996. In addition, future CM market is forecasted to have potential high growth. Therefore, it is necessary to apply various CM business models reflecting the owner's requirements and characteristics in order to improve in the CM industry and to strengthen the competitiveness in the overseas construction market. In this context, the purpose of this study is to suggest strategies of various CM applications based on comparison of 4 cases analyzed by 'business weight' and 'business depth' in terms of business function as well as by the types of 'CM market' and 'CM practice'. Result of this comparative analysis shows that each case presents differences in terms of type, business weight, and business depth of CM practice. However, domestic public CM services are currently being challenged to strengthen capability throughout the project life-cycle against the limitation of government's CM policies focused on the construction supervision.   • In public project market, design-build projects have been increased because of market trend change which enables technical competition. In this condition, its importance is also getting important. Generally, life cycle of design-build project consists of planning, preliminary design, procurement, contract, detail design, start of construction, construction, end of construction, and evaluation. From contractor's viewpoint, it has problems such as difficulties in project management and information sharing because of frequent change of charged division. To solve these problems, it is desirable to change from function-based management system to process-based management system. The purpose of this study is to develop management process model for design-build project by progress phases. This study analyzed main conflicts and decision making factors of each stage in design-build projects, then systemized management subjects' responsibilities and management points' change. And also this study defined the key information that is the key point by project characteristics and progress phases. Based on this analysis, this study did business process modeling from planning stage to construction design check stage. At last, we proposed the way to manage business process by design-build project progress.

The study of U.K.'s FSMA on the insolvency of financial institutions and implications in South Korea (금융기관 정리절차와 관련된 법률적 고찰과 시사점: 영국 FSMA와 국내 관계법률을 중심으로)

  • After studying FSMA 24, We found that the insolvency rule of financial institutions in FSMA consists of eight provisions: 1) voluntary arrangement, 2) administration order, 3) receiverships, 4) voluntary winding up, 5) winding up by the court, 6) bankruptcy, 7) provisions against debt avoidance, and 8) supplemental provisions in insurance cases. Insolvency provisions in FSMA explain powers and accountabilities of FSA in relation to these insolvency proceedings. Although there are some differences in proceedings, provisions entitle FSA the same status as creditors to petition the court, with a right to participate in related meetings and to be notified of any matters involving insolvency proceedings. The differences and implications between U.K.'s FSMA and Korean regulations are related to the insolvency rule of financial institutions. First, in FSMA, FSA has a comprehensive power to manage insolvency proceedings of financial institutions in a centralized way. However, Korean regulations have special laws to regulate insolvency in a decentralized way. The offices executing those laws are the Financial Services Committee, the Financial Supervisory Service, and the Financial Deposit Insurance Corporation. This characteristic results from an accelerated legislation procedures related to financial reform in 1997 Korean financial crisis. Second, FSA contains special provisions on continuation of contracts of long-term insurance considering the characteristics of insurance industry related to insolvency of financial institution. However, Korean insolvency rules applied to financial institutions do not consider industrial differences and the characteristics of financial contracts, so need to be supplemented in the future.

Preliminary Analysis of the Bid Success Ratio according to the Characteristics of Overseas Construction Projects (해외건설 프로젝트 특성에 따른 입찰 성공률 분석에 관한 기초연구)

  • In the construction industry, bidding competitiveness is the most basic and important competence of the company. Bidding competitiveness comes from competitive advantage, but the strategy of the company to capture bidding competitiveness varies with the characteristics of the project. In particular, overseas construction is where uniqueness of the construction industry and the specificity of international business coexist. This study analyzes the bidding success ratio and the level of bidding difficulty by project characteristics with 12,952 overseas construction bidding cases. Consequently, it was found that the bidding success ratio of Middle East and North Africa (MENA) and civil engineering was the lowest in each group of project characteristics, and therefore the level of bidding difficulty is high, respectively. In addition, it was confirmed that the bidding success ratio of small size or short duration project was relatively high, and the bidding success ratio of both the negotiated bidding in the bidding method group and the private sector in the client type group was respectively high. However, Kruskal-Wallis test in contract type and period shows that there is no statistically significant difference in the bidding success ratio by group.

A Study on Change order factor analysis for military facility projects (군 시설사업의 설계변경 요인분석을 위한 기초연구)

  • Design modification is one of the elements that must be controlled in the process of any construction project. Especially a military facility project comes with more obstacles than private work due to the unique characteristics and closeness of the military. As there are both the project manager and the user within the ordering body, it is likely to have difficulties unless communication is conducted smoothly. The reason is that such issues regarding communication lead to design modification and it will result in the user's dissatisfaction. Thus this study aimed to identify the elements that generally cause design modification by analyzing characteristics of military projects from the status of current project contracts, analyzing past elements that lead to design modification and comprehensively researching responds from the survey on operators of facility projects. It is expected that loss from design modification of military facility projects is reduced by proposing feasible and practical improvements.
