Recently the demand for civil bodyguards and security guards shows rapid growth. However the supply and training system have some limitations. Educational and training systems for civil body and security guards are in the basic level and private organizations trained the professional work force. University level training started recently. To protect individual life and property, body and security guards have to be trained professionally. For it the role of professional training organizations is emphasized. The purpose of this article is to analyse current situation of civil body and security guard training industry and to seek an educational model. For it, the following questions will be examined. ${\cdot}$ Do the professional training organizations meet social demand for the body and security guards? ${\cdot}$ What kind of training has to be provided for the body and security guards? ${\cdot}$ What tare the qualifications of the trainers? ${\cdot}$ What are the differences in training courses between private organizations and universities? ${\cdot}$ Is there any differences in the job placement among the trainees of private organizations and universities? In summary to meet the social demand common curriculum for the body and security guard will be drawn from the analyses of diverse training organizations with different training courses in contents, training periods, educational value, and social aim.

This is the study of efficient security system for candidates for the 17th President. The president election will be held in 20 countries this year. As conflicts between interest groups are expected to emerge, they are afraid of accidental raid in the campaign tour in addition to revival of regionalism and possibility of confrontation between interest groups with issues of anti-FTA In our country. The purpose of this study is to suggest appropriate method through study of security system for president candidate as just 6 months are left for the 17th president election. Also this study covers security environment for the president election, principle of security, and theoretical study for cause of terror, security system domestic and abroad and its analysis and how to provide the efficient security for president candidate. Therefore first, for desirable security the security should be provided by professional org like president security department. Second, combined security for target by current rules should be done. Fourth, total security is necessary to prevent security threats in advance. Third, the public security should be provided for every president candidates. Fifth, example of secret service in America should be studied and economical security should be considered Sixth, we should increase the use of Security Company and martial artists.

Jangyongyoung was a royal guard in the King Jeongjo Period. The guard was established after the inauguration of King Jeongjo to protect the king and strengthen the royal authority. In terms of security study, it has high value in that it gives insights to the development of security system and its achievements and new role of supporting king's cultural events. Jangyongyoung was a formal guard established to achieve king's political reform. After the King Injo restoration, there sprouted many security guards, including Howicheong, Eoyounggun, and Gemgun. Those were all makeshift systems. But Jangyongyoung grew as a standing and futurist system as it went through some different names, Sukwiso, Jangyongwi, and finally Jangyongyoung. It served to protect the legitimacy of King's succession, to strengthen royal authority, and to bring stability to people's lives. Jangyongyoung had an efficient organization and operation. It also had the characteristics of modern security, integration, professionalism and size. In Jangyongyoung, military training and security were not separate. They protected king from dangers and guarded king's bed, and they trained themselves to deal with unforeseen occurrences. By doing so, they could support king's many activities, including visit to royal tombs, touring of Hwaseong Fortress, and watching military training. Jangyongyoung not only served as a military guard but also it had a cultural function. They made it possible that king and people met in the king's procession. Jangyongyoung supported Jeongjo's political reform, and as a royal guard it enhanced the authority of royal family and exemplified a new security guard by supporting king's cultural events where king, servants and people could become one.

The purpose of this study is to suggest a development method of current Korean security system by analyzing the problems shown in the performance of security work in relation to the terrorism, which is enlarging in the word, from various aspects. In order to perform the study, the researcher considered the basic theory concerned to current Korean law concerned to security, principle and methodology of security, terror and new terrorism. The researcher performed the study by selecting qualitative case study focused on Park Geun-Hye case. Through the study, the methods to develop Korean security system are as follows. First, from the legal aspect, it is necessary to establish the law concerned to terrorism prevention and important person security. Moreover, it is necessary to search for the development of private security by revising Security Industry Act, which is a legal ground of private security. Second, it is necessary to improve and reinforce education & training program, which is not still divided in detail from the aspect of private security cultivation. Moreover, it is necessary to activate personal protection work and enlarge market through Security Industry Act and make an effort to change social recognition over security, which is devaluated in the society. From the viewpoint, national license about private security shall be adopted. The department of president security, which is a representative of official security, shall transfer the advanced technology to private security organization. Third, from the aspect of operation, the operation of security based on SCE principle, human shield principle, the nearest person's protection principle, body extension principle, linear protection principle and evacuation priority principle is required. Therefore, the priority shall be given to preventive security and thorough security plan shall be made for the operation.

The suggestions that follow are about the effectual operating device for private security service. First, in legal and institutional policy, new establishment by law for private security and more support from government is asked. Moreover, the restructuring or M&A between petty companies and the pricing for security service should be performed. Second, in the structural aspect of private security industry, the professional education center for private security guards should be established and the terms of payment and welfare should be improved to the level above standard. In addition, it should be achieved to change the public to have a new and correct understanding of private security and develop the specialized parts suited to the characteristic and ability of each companies. Third, the construction of operating system for private security service should be achieved; recruit system for competent security guards, marketing strategy and enforcement system, widely known confidence to client, normal training system for security guards and post management system for client. This is also to be suited to the characteristic of each companies.

최근 국민소득의 성장과 안전한 삶의 질에 대한 요구는 보다 높은 건설 현장이나 공사장, 도로, 그리고 각종 행사장에서의 안전 관리를 요구하고 있으나 현실은 이에 미치지 못하고 있다. 본 연구에서는 일본에서 시행되고 있는 교통유도경비 제도를 우리의 실태와 분석하여, 방안으로, 경비업과 관과의 상호협력체계마련과 민간자격제도 도입, 그리고, 교육프로그램 개발과 교육의 표준화, 법적지위의 확보에 대한 대안을 제시하였다.

This study (research) has been done on the job, job-satisfaction and job dedication of body guards from many sectors in Korea. This research is focused on the relationship of job, job-satisfaction and job-dedication in diverse aspects in order to build up a detailed theory, As a result, teams of body guard can enhance their systematic efficiency through the theory. Therefore in this chapter, it will re-examine the result of this research and discuss about the theoretical and practical aspect of the result. This study(research) will be the outset(start) for the organizational behavior study of the body guards in Korea. Especially, this research tries to distinguish the duty aspect and the general feature of the body guards, satisfaction along with the level of dedication. Therefore it will give the persons concerning the bodyguards many theoretical and practical points to consider. But there is a limitation as crossing research that in this research we didn't research in compensation for all internal body guards and accomplishment of research has achieved in a short-time. Though it will be necessary to accomplish in henceforth research, if at all possible, in compensation for all body guards and much more diverse security service classification, also for a long time extended vertical research.

This study aims to propose efficient way to operate the security guarding system from the perspective of administration, policy, law, institution and operation as to the private security guarding system as the Korean security guarding system needs multifaced analysis and measure to ensure efficient operation. The growth strategy has to be restructured and segmentation market needs to be driven in order to cope with the changing conditions of company from the perspective of administration. And private security guarding service companies must refrain from excessive competition while improving the contracting method such as minimum price bidding, etc. From the perspective of policy, the functions of relevant organizations such as the National Police Agency, security association, etc, and mutual cooperation must expand. Also, the profit generation event needs to be privatized and the more positive perception toward the private security guarding service is necessary. In addition, security exhibition and seminar can be expanded to lay the groundwork for the advancement of private security system. From the legal and institutional perspective, the security guarding service related law must be revised and the certification system must b introduced to cope with the changing requirement. The security guarding instructor system must be strengthened to ensure a faithful and earnest implementation of duty to instruct, supervise and educate security guarding personnel. From the perspective of security guarding system's operation, professional security technique must be introduced and applied, and the volunteer application system must be established. In addition, standard 'security guarding manual' must be crafted, and the equipment for security guarding must be modernized to ensure an efficient operation of private security guarding services.

Although more priority is given to politicians from the aspect that they represent people and decide the future of country, the current situation is that politicians are not free from terrorism because of insufficient guard-concerned law, negative social recognition and increased crime and terrorism. The measure for politician terrorism shall be handled from the aspect of national security rather than public peace. For the purpose, basic legal foundation shall be prepared and specialized guard technique considering specialty of politician shall be established. Basic solution shall be established by reinforcing law against politician terrorism and establishing new law from the national viewpoint. The guard for politician has two faces that both of safety of guard target and voting intention of voter shall be met at the same time. Although special guard technique is required for guarding politician, current situation is that it is not researched professionally. In relation to the measure to develop the system of protection for politician, First, the study suggested legal foundation for politician guard. Although the 17th National Assembly proposed revised legal plan to protect politician from terrorism, it is suspended, expired and abolished now. The legal plan presented by members of the National Assembly was simply restricted to the scope of public guard. The study divided establishment of legal foundation into two things. The first one is the dispatch type of effective public guard and the second one is the transfer to private guard. Second, the study suggested environmental development method of politician guard. in the environment of politician guard, the study suggested improvement and development method by analyzing social recognition, politician's mind and voter's mind psychologically. After the beginning of human society, if human race is continued, political activity won't disappear. It is obvious that the safety of political leader is very important issue for human race because he plays the role to decide the future of human. In the future, more specialized, effective law shall be prepared and deeper study of scholar shall be performed.

본 논문에서는 도로공사를 비롯한 각종 공사현장에서의 안전유도원(신호수 포함)에 대한 국내외 제도 및 현황을 비교분석하여 법·제도의 정비를 통하여 도로 및 공사 경우에 자격증 소지자에 한하여 안전사고 방지를 위한 교통 유도경비를 시행할 수 있도록 하며, 시행 초기에는 여러 영역에서 시행착오가 일어날 수 있을 것에 대응하여 일정교육을 정상적으로 이수하면 자격증을 부여하고, 전문교육기관과 자격제도가 시행되면 자격증 획득과 시험에 의한 검정으로 점차 발전시켜서 안전사고예방을 위한 방안을 마련하고자 하였다.
