This study intended to examine the Korean municipal police operating system which is certain to be introduced to the nation, and verify the effect of the new appointment system presented herein from the viewpoint of police and experts in related areas, thus contributing to having the municipal police system in place stably. In particular, this study focused on the education and training in the process of a new appointment. On the basis of the discussion based on the results, it could be concluded that: First, it must be executed the adequate education and training to foster needed democratic policemen considering regional realities and different localities. Second, it must be included the open environment to train competent policement in the process of education and training. In addition, it needed to utilize the educational facilities and professor of regional universities. Third, it must be needed to secure independent education and training different from National Policemen Education. To do this, it must be developed curriculum fit for characteristics fo the municipal police system.

Despite the trend and severity of industrial technology outflow crime, little research has been conducted about the effect of police force on that kind of crime in Korea. Consequently, this research preliminarily empirically examined relationship between foreign affairs police forces such as policemen, budget, establishing special investigation unit and the arrest of industrial technology outflow crime due to the limit of related data. Research findings can be summarized as follows. A statistically significant positive relationship was found between foreign police budget and the arrest of crime in the country. On the contrary, foreign police force is not significantly associated with the arrest and occurrence of crime overseas. Based on the result, the effect of the police force such as hardware factors including policemen, budget on the industrial technology outflow crime seemed to be weak. Consequently, considering police alternatives from previous researches, several implications such as reinforcement of foreign police force by increasing personnel and organizational innovation, enriching training program, strengthening the domestic and foreign cooperative network between police and related bodies can be suggested. Also, the improvement of the formal statistics on the industrial technology outflow crime and strenthening public relations can be recommended.

This research aimed at investigating the relation between police officer's organizational learning and organizational effectiveness based on hypothetical model about the influence of police officer's organizational learning on organizational effectiveness. In order to achieve this purpose, the researcher selected 163 police officers as the test group, who are in active service at Gwangju District Police Agency from July 14~August 15, 2013. As the sampling method, the researcher used random sampling method and conducted a survey based on self-administrated method, and the finally analyzed data was analyzed through SPSS for Win Version 17.0 statistical program. The research results are as follows. First, it was comprehended that police officer's higher level of organizational learning influenced organizational commitment more, lower factor of organizational effectiveness, significantly. Second, it was analyzed that police officer's learning ability significantly influenced job satisfaction, lower factor of organizational effectiveness, besides organizational commitment.

In this study, the relationship between the organizational characteristics of police officers and the level of post-traumatic stress disorder in the comparative analysis was to check for post-traumatic stress disorder, according to the organizational characteristics affect. To accomplish this, a way ANOVA analysis of variance(One-way ANOVA) was conducted. The department in post-traumatic stress disorder level, a significant difference was found. It was more likely to be exposed to a traumatic experience if who is working in the front-line department. Post-traumatic stress disorder according to the work unit, a significant difference was found. The level of Post-traumatic stress disorder in outside job unit officers was higher than that of desk job unit offcers. Post-traumatic stress disorder according to the rank and duration of employment and the administrative district level, a significant difference was not found.

Modern society often faces 3Cs：change, competition, and customer. The main issue of today's police science study, therefore, circles around how public police effectively cope with the radically changed environment. As one of the workable and appealing policy tools to reform the police, the privatization has been not only strongly supported in terms of a theoretical study, but also widely used in practice all over the world. However, Policing has been widely regarded as an exclusively public-sector activity conducted by sworn officer, but a large and increasing share of the aggregate demand for public safety and security is being handled by the private sector. This study examines on the very practical one, how contracting out, most widely used as the privatization alternatives, is perceived and put into practiced in the field of traffic police services. This study is intended to examine recent shifts toward privatization of traffic policing. Although some people regard police services as inappropriate for privatization, most everyone else have persuasively considered that many police services are not public goods or, at least, not pure public goods. We can consider that there are three types of privatization with respect to traffic policing, that is, user-financed police services, contracting out, and some degree of service shedding. As society changes, so must traffic policing. And it is needed to enhance the ability of traffic police and private to accomplish their primary mission, to serve and protect the public.

2010년 천리안위성의 성공적인 발사에 따라 인공위성의 활용에 대한 기대가 커지고 있다. 천리안 해양관측위성(GOCI)이외에 아리랑 2호가 현재 운용중인 우리나라 위성들이다. 가까운 시기에 아리랑 5호(2011년 말), 아리랑 3호(2012년), 아리랑 3A호(2013년)가 발사될 예정이다. 즉, 해양적용을 위한 위성환경은 이제부터 준비되고 있다고 볼 수 있다. 대외적으로 보면, 인공위성 자원은 아주 많다. 문제는 이와 같은 자원을 어떻게 활용할 것인가 인데 이의 활용 기술 개발적 측면에서는 많이 소홀한 것이 사실이다. 전세계적으로 이 시스템 개발을 위한 치열한 경쟁이 진행 중에 있다. 이미 소말리아 주변 감시체계는 많은 부분을 위성에 의지하고 있다. 우리나라에서 최초로 위성활용 가능성을 보여준 사건이 허베이스피리트호 원유유출 사고이다. 이 사고는 2007년 12월7일 아침 7시6분경 서해안 만리포 북서쪽 10km 해상에서 크레인을 적재한 1만1800t급 바지선이 정박 중인 홍콩 선적 유조선 허베이 스피리트호(14만6000t급)와 부딪치면서 발생했다. 이와 같은 기름 유출 사고의 경우, 유출 범위를 정확하게 이해하는 것이 중요하다. 거의 준비된 상태가 아님에도 불구하고 12월 8일 아침 최초로 유출된 기름을 모습을 보여주는 위성이미지(광학위성)가 얻어졌다. 하지만 이와 같은 자료가 관련 전문가가 이용할 수 있기까지 많은 시간이 소용되었고, 이 정보를 전달할 수 있는 방법도 없었다. 사실 단순한 이미지가 아니라 지리정보체계를 가진 오염정보를 제공할 방법도 준비도 되어 있지 못한 상황이었다. 본 발표를 통하여, 허베이스피리트호 사고뿐만 아니라, 2011년 6월부터 수개월간 지속된 발해만 오염사고 적용 등 다양한 사례 소개를 하고, 이를 기반으로 해양경찰청에서 업무활용을 위한 방안을 제시한다. 먼저, 해경청의 주요 임무인, 경비, 수색구조, 오염대응 분야별로 현황 분석을 수행하였다. 또한 국외사례에 대한 조사를 한 후, 최종 인공위성 원격탐사기술의 해경청 도입방안에 대한 설계를 실시하였다. 국제적으로 인공위성을 이용한 해양 경비, 수색구조, 오염 모니터링기술 개발이 이루어지고 있으며, 유럽 국가는 시범도입을 진행 중에 있다. 유럽해사안전국(EMSA)은 해양경비 및 수색구조를 위한 선박통항 및 보고 서비스와 오염대비대응(Pollution Preparedness and Response, PPR) 위성 서비스를 회원국에 제공하고 있다. 해양경찰청 임무 수행뿐만 아니라, 해양영토 관리적 측면에서 첨단 위성장비 활용, 선진국형 해상경비 패러다임의 전환 필요성이 크다고 할 수 있다.

Drones, which show strong growth in the fourth industry, are commonly used for disaster response. In the event of an actual disaster, local governments should carry out 13 cooperative functions to respond to the disaster, but there are difficulties in collecting on-site information in places where it is difficult for people to access or grasp the situation. Based on the 13 collaborative functions that are essential for operations in the event of a disaster, a utilization plan of highly utilized drones was derived. Through the analysis of overseas cases and drone utilization by each department, a total of 10 out of 13 collaborative functions of the Disaster and Safety Countermeasures Headquarters (disaster situation management, emergency life safety support, emergency recovery, disaster resource support, traffic measures, medical and quarantine services, disaster site environment maintenance, social order maintenance, search, rescue, and emergency) were derived. These results can enhance the efficiency of the disaster response by presenting a plan to utilize drone images for each function.

As we took a look at above, this researcher suggest following device to extend Korea's private security industry's area. First, it is necessary to extend private investigation law's area grafting private security together. Second, it is necessary it is necessary to think of private security's role related key figure law, corresponding terror law, Presidential Security Service Guard law. Third, as a draft of a proposed law related prevention flowing out of industry techniques among industry security related law, passed, it is necessary private security's diversity, subdivision, composition through an enterprise security, and private security industry area's grafting together. Fourth, a research about private security company's investment and professional area's bringing up as well as business's extension device should be groped for the security consulting though total system management service. Fifth, there are no big difference education course and purpose, duty about a security police man law and security law's unification, so it is necessary to drive forward actively unification through government organization's cooperation. Sixth, a paradigm shift should be occured about private security service among policeman, citizen, and private security guards. Seventh, it is considered the role of security association is important. Lastly about a matter communication between the National Police Agency, and Security Association, not only look at from an authority's angle, collecting information, corresponding ability but now it is considered to grope each other cooperation device together among organizations not only the National Police Agency but also, National Organization, National Intelligence Service, the prosecution, Presidential Security Service Guard, Army etc.

Motorcycle patrol is used for traffic control and enforcement in highly congested areas. One of the major problems with this form of patrol is that it is extremely dangerous since just about any type of accident tends to cause harm to the rider. The purpose of this study is to analyze the effectiveness of police motorcycle patrol, and to suggest the methods for improving the effectiveness of police motorcycle patrol. This study conducts the survey on 139 policemen that belong to Daejeon Provincial Police Agency that had implemented motorcycle patrol. By factor analysis, the intimacy between policemen and citizens, the excellence of patrol devices, the speed of response, and the appropriacy of patrol method are grouped as the independent variables. And the dependent variable is the effectiveness of police motorcycle patrol. The results of this study demonstrates that the effectiveness of police motorcycle patrol is affected statistically by the speed of response, the appropriacy of patrol, and the intimacy between policemen and citizens. But, the intimacy between policemen and citizens affected the effectiveness negatively. Therefore, police department must make the effort for increasing the speed of response and enhancing the appropriacy of patrol. Also, police department must make patrolmen sincerely conscious of the value of police-community relation.

지금의 창경궁이 창경원이던 시절 꽃피는 봄이 오면 창경원 벚꽃 구경을 하기 위해 경향 각지에서 몰려드는 상춘객들로 인해 창경원 입구인 배오개 네거리(종로4가 네거리)는 대 혼잡을 이뤄 전차도 꼼짝 할 수가 없었다고 한다. 경시청은 이 같은 상황을 정리하기 위해 1923년 4월 배오개 네거리 한 가운데 입에 호각을 문 교통순사를 배치했다. 아마 이것이 우리나라 교통경찰의 효시가아닌가 생각된다.
