Current Korean ITS policies are decided by two persuading parties, so that ITS industry has great difficulties in establishing unified policies and developing ITS related industries. This paper provides the analysis of current Korean ITS policy issues, and suggests the ways how to activate the ITS industry. First, the ITS policy should be unified through agreement between related departments in government. Second, ITS should be recognized as social overhead capital and thus implemented as national infrastructure. Third, define the range of ITS services to prevent confusion with general wireless and mobile communication services.

본 논문은 현재 경찰청 및 각 지자체의 주도하에 수도권을 중심으로 새롭게 보급되고 있는 도시 교통 정보 시스템 (UTIS)과 국토해양부 및 한국 도로 공사 등을 중심으로 한 DSRC 기반의 교통 정보 시스템을 모두 활용하는 시스템 및 효율적인 경로탐색 알고리즘을 제안한다. 도시 교통 정보 시스템은 무선랜과 같은 프로토콜을 이용해서, 기존 단방향 방식인 TPEG의 주요 도로 위주의 제한된 교통 정보 단점을 극복하고 많은 지선를 포함한 교통 정보를 제공하고 있다. 그러나 대부분의 운전자들이 단지 도심 내에서만 운전하는 것이 아니고 고속도로 등을 통해서 장거리 운전도 하기 때문에 고속도로 상의 DSRC 기반의 서비스도 동일 단말에서 지원해야 하나의 단말에서 다양한 서비스를 지원받을 수 있다. 따라서 본 논문의 두 개의 다른 통신 모듈의 통합된 단말 시스템을 제안하고 기존에 제안된 UTIS 기반의 분산 경로 탐색 방식을 DSRC 기반의 고속도로 교통 정보를 활용해서 새로운 경로탐색 알고리즘을 제안한다. 또한 향후 추가적으로 이루어질 연구와 현재 다른 주체들의 주도로 이루어지는 서비스를 제도적으로 보완할 수 있는 방안도 제시한다.

A survey for understanding the opinion about the safety and economy of different types of detonators used in domestic tunnel construction was carried out for total 345 people in related areas. From the result, it was found that 86.7% of the surveyed people felt non-electric detonator was safe. From the experimental points that the cost of detonators is in charge of 8.1% in overall tunnel blasting cost, and the utilization of non-electric detonators will also contribute to the prevention of blasting accidents by the electrical safety, this study can help providing opinions and basic data collected from related areas to manufacturing companies, police department, and companies ordering tunnel construction.

Although the various crime involved numerous digital evidence, the digital evidence is hard to be acknowledged as a evidence to proof the crime fact in court. We propose the method of verification for the legal admissibility of digital evidence using digital forensics ontology. In order to verify the legal admissibility of digital evidence, we will extend the digital ontology by standard digital forensics process from Digital Forensics Technical Manual defined by KNPA and set up the relation properties and the rule of property constraint to process class in the digital forensics ontology. It is possible for proposed ontology to utilize to plan the criminal investigation and to educate the digital forensics.

본 논문에서는 경찰청에서 제공하는 2019년 민간경비업체와 민간경비원의 현황을 통해서 민간경비의 다양한 해석과 사각으로 이론적 기반을 마련하는 것을 목적으로 한다. 민간경비업체와 경비원 수는 총 5356개와 16만 3177명으로 나타났다. 현황으로 살펴본 민간경비업의 특징은 크게 4가지가 나타났다. 첫 번째 민간경비업체 수와 경비원의 수가 수도권으로 집중되었다. 기계경비원을 제외하고 53%~89%가 수도권(서울·경기·인천)에 집중되었다. 두 번째, 시설경비에 대한 집중이다. 시설경비가 민간경비업체와 경비원 수에 차지하는 비율은 각각 83%와 86%를 차지함으로써 경비업법에 의한 구분이 아닌 경비원은 곧 시설경비원을 뜻하는 것처럼 느껴지게 되었다. 세 번째, 비정상적인 신변보호 업체 수와 경비원 수이다. 2019년 기준으로 신변보호 업체의 수보다 신변보호원이 없는 상황이 발생하고 있고, 이는 허가만 유지, 시설경비업무와 경계모호, 신고 누락, 자체경비 전환으로 인한 것으로 보인다. 네 번째, 특수경비업의 특수성이다. 국가중요시설에서 일하는 특수경비원은 국가의 정책에 따라서 한국공항공사의 한공보안파트너스, 인천공항공사의 인천공항경비를 자회사로 하고 정규직 전환을 진행 중에 있기 때문에 특수경비업체 수와 경비원 수의 변화는 불가피한 것으로 보인다.

경찰청에 따르면 도로교통법이 개정된 이후 3개월단 개인형 이동장치(PM)를 단속한 결과 무면허 운전이 3199건에 달하는 것으로 나타났다. 공유 킥보드 서비스의 경우 회원가입을 할 때 운전면허증 취득 여부를 확인하긴 하지만 서비스를 이용할 때는 별도의 확인 절차 없이 대여할 수 있기 때문에 운전면허증을 취득하지 않았어도 대여하는 경우가 발생한다. 본 논문에서는 공유 킥보드 서비스의 보안 취약점을 보완하기 위해 오토인코더와 변이형 오토인코더를 사용한 딥러닝 기반의 공유 킥보드 대리 대여 방지 시스템을 제안한다. 오토인코더는 지문 데이터로부터 특징만을 추출할 수 있어, 사용자의 지문 원본을 서버에게 노출시키지 않을 수 있다. 변이형 오토인코더는 생성형 모델로써, 사용자의 지문 데이터를 증폭 시켜 합성곱 신경망의 성능을 높이는데 도움을 준다. 이러한 오토인코더와 변이형 오토인코더의 특징을 이용해 사용자의 지문을 서버에 노출시키지 않으면서 적은 데이터로 신뢰성 높은 사용자 인증이 가능한 전동 킥보드 대여 시스템을 제안한다.

최근 전체 교통사고 보행 사상자 중 우회전 차량에 의한 보행 사상자의 비율이 2018년 9.6%, 2019년 10%, 2020년 10.4%로 증가세에 있다. 현재는 이러한 상황을 해결하기 위해 국토교통부에서는 2022년부터 보행자 보호 의무 위반 운전자에게 최대 10%의 보험료 할증을 부과하고, 경찰청은 '교차로서 일단정지'를 골자로 하는 도로교통법 개정안을 공포하고 2022년 7월 12일부터 시행한다고 밝혔다. 본 논문은 이러한 상황에서 운전자나 보행자 모두가 안심할 수 있도록 하는 '보행자 안전을 위한 횡단보도의 구현' 기술을 제안한다. 법체계가 아닌 바리케이드와 초음파 거리센서, 압력센서 등을 활용한 물리적인 시스템으로 운전자들의 혼란을 해소하고 보행자들이 안심하고 건널 수 있는 횡단보도를 구현하여 최근 증가하고 있는 우회전 보행자 사고를 예방 할 것이다.

This study empirically examined the moderated mediation effect of volunteer time in the effect of school maladjustment on juvenile delinquency through depression as negative emotions. For empirical confirmation, 7,052 individuals were collected by stratified multi-stage cluster sampling among 4th to 6th grade elementary school, 1st to 3rd grade junior high school, and 1st to 3rd grade high school students in May 2015. This data was used for analysis. The results of the analysis are as follows. First, school maladjustment directly affects juvenile delinquency and indirectly influences juvenile delinquency through depression. In other words, the higher the school maladjustment, the higher the juvenile delinquency. Also, the higher the school maladjustment, the higher the depression, and the higher the depression, the higher the juvenile delinquency. Second, the volunteer time has a significant effect on juvenile delinquency through interaction with the depression. In other words, it was proved that the moderated mediation effect of volunteer time in the effect of school maladjustment on juvenile delinquency through depression as negative emotions. Based on this, policy implications were examined.

도로교통의 안전 확보와 사고 예방을 목적으로 운전자나 보행자에게 필요한 정보를 제공하기 위해 경찰청에서 규격 또는 지침으로 제정하여 노변에 설치되는 교통안전시설 장치는 교통신호정보를 받기 위한 통신선과 함께 장치 구동을 위한 전원선을 개별로 시공해야 하기에 시공 비용의 절감과 함께 다종·다형의 장치에 대하여 통합적인 관제, 확장성, 유연성에 대응할 필요성이 제기되고 있다. 이에 본 논문에서는 이더넷 통신을 기반으로 전원 공급이 하나의 케이블로 가능한 이더넷 전원장치(PoE) 기술과 IoT 프로토콜인 MQTT를 이용하여 다종·다형의 교통안전시설 장치를 통합관제하고, 확장성과 유연성을 가지는 교통안전시설 장치 통합 시스템을 제안한다.
