In 2021, the Korean National Police Agency is facing a critical time as it meets a period of drastic changes such as the introduction of autonomous police system, the reform of its criminal investigation system, and its great transformation to a truly responsible investigative agency in keeping with the inauguration of the National Office of Investigation. This study carries out PEST analysis, which is a macro environmental analysis technique, and examines the current situation of operating the libraries of metropolitan-city and provincial police agencies and affiliated institutions, in order to suggest the role and function of the Korean National Police Agency's libraries in the fourth industrial revolution era. Based on the findings, this study classifies the essential components of a library into facilities, books, and librarians, i.e. spatial composition, book composition, and human resources, in addition to library operational governance establishment and future-oriented library services; and proposes the future-oriented roles of the National Police Agency's libraries in the fourth industrial revolution era.

There has been significant research conducted on how to discover various insights through text data using statistical techniques. In this study we analyzed text data produced by the Korean National Police Agency to identify trends in the work by year and compare work characteristics among local authorities by identifying distinctive keywords in documents produced by each local authority. A preprocessing according to the characteristics of each data was conducted and the frequency of words for each document was calculated in order to draw a meaningful conclusion. The simple term frequency shown in the document is difficult to describe the characteristics of the keywords; therefore, the frequency for each term was newly calculated using the term frequency-inverse document frequency weights. The L2 norm normalization technique was used to compare the frequency of words. The analysis can be used as basic data that can be newly for future police work improvement policies and as a method to improve the efficiency of the police service that also help identify a demand for improvements in indoor work.

This study aimed to find a proper size of Korea Coast Guard. To attain this goal, this study constructed an experimental standard quota model then calculated the proper number of employees of Korea Coast Guard, The findings of the analysis can be summarized as follows: The formula of the model constructed through reviewing related literature is as folllows: Y(manpowers) = constant + (B $\times$ the number of crimes committed) + (B $\times$ the expenditure in the general account) + (B $\times$ the number of Korea Coast Guard vessels). The proper employment size of Korea Coast Guard calculated using the model was 7,369.

'21년 전국 20개 해상교통관제센터의 선박통항량, 교신량, 관제정보 제공 등 VTS 운영실적 분석 및 사고현황, 원인 분석을 통한 관제서비스 개선방안을 제시하고자 한다. 또한 해양사고 예방기능 강화를 위해 관제사 경험·직관에 의한 관제에서 빅데이터·인공지능(AI) 기반 첨단관제로의 전환, VTS 운영성과에 대한 공신력 확보 및 첨단관제 기술개발에 활용 등을 위한 VTS 통계관리체계 개산 방안에 대해서도 고찰해보았다.

열화란 윤활유의 물리적, 화학적 성질이 변하면서 성능이 저하되는 현상을 말합니다. 물리적 변화는 연료유, 수분, 금속 등 이물질 혼입으로 발생되며 화학적 변화는 산화 현상이 대표적이며 슬러지 등을 발생합니다. 해경 경비함정은 장시간 항해, 해상조건등에 따라 엔진의 부하변동이 많습니다. 따라서 윤활유의 역할이 매우 중요합니다. 그러나 연료혼입 등으로 윤활유가 열화되면서 수명이 단축되게 됩니다. 따라서 본 연구에서는 대표적 물리적 변화의 요인인 연료혼입를 실험적으로 고찰하고자 윤활유에 연료를 일정비율로 혼합하여 물성시험 등을 수행하였습니다. 실험결과 동점도는 윤활유에 점도가 낮은 연료유 혼입량이 증가함에 따라 점진적으로 감소하는 경향을 보였습니다.

On the analysis of the regional organizations of coast guards in USA, Japan and BK, the ideal organization of area coast guard of Korea is proposed. It is composed of three area coast guards in West, South and East sea and special units in order to carry out missions and to response requirements and needs in the maritime fields in object oriented way. The proposed regional organization can be actualized as the model of development by improving the listed tasks.

지난해 등장한 정보보호 관련 사건의 특징 중 하나는 금전적 이익을 목적으로 한 사이버 범죄가 본격적으로 등장했다는 점이다. 이런 유형의 범죄는 비단 국내뿐만이 아니라, 미국, 유럽 등 전 세계적인 관심사로 떠올랐다. 이런 의미에서 지난 10월 경찰청 주최로 개최된 '국제 사이버테러 대응 공동심포지움' 참석차 한국을 방문한 독일 BKA소속 Mirko Manske로부터 독일 및 EU 지역의 사이버 범죄 현황에 대한 의견을 들어봤다. Mirko Manske는 독일 연방 범죄 경찰국(Bundeskr-iminalant, BKA) 소속으로 지난 2006년부터 국내 경찰청 사이버테러대응센터에 해당하는 BKA 내 National High Tech Crime Unit(NHTCU)의 정보분석 및 수집 전문가로 활동하고 있다

자율운항선박은 사람이 없다는 전제를 두고 개발되고 있지만, 완벽한 자율운항이 되기까지는 많은 시간이 필요할 것이다. 이러한 경우, 발생 가능한 모든 경우의 수를 고려하여 시나리오를 구축하는 것이 중요한데, 자율운항 선박에 대한 사고는 아직 발생한 바가 없기 때문에 시나리오를 구축하는 것은 어렵다. 이에, 본 연구에서는 기존 조사된 해양사고 사고·사례를 통해 아직 발생한적 없지만 발생가능 확률이 높다고 생각되는 사고 시나리오를 구축하여야 한다. 이러한 시나리오가 있다면 자율운항선박 사이의 사고 등을 확률적으로 추정할 수 있다. 한편, 해양사고의 종류는 다양하나, 본 연구에서는 위험유해물질(HNS)을 적재된 자율운항선박으로 제한하며, 최종 목표는 자율운항의 기초 단계로, 무인화 선박에서 발생 가능한 사고경로를 예측하여 화학 사고를 예방하는 것이다. 본 연구의 목적으로는 기존의 해상 화학사고 원인을 분석하여 ETA기법을 적용한 자율운항 선박에서 발생 가능한 사고 시나리오를 구축하는 것이다. 연구방법으로는 자율운항 시 발생할 수 있는 가상경로를 화학반응식으로 식별하고, ETA기법을 이용하여 화학사고가지분석(CATA, Chemical Accident Tree Analysis)모델을 구축할 예정이다.
