In the era of the Korean Empire, the identity of nation is not secured, therefore police system are also changed many times which has not an consistent directions. There are efforts of the ruler to reinforce or protect the nation against the invasion of outside power in the process, of course. But these efforts which reinforce the power of despotic emperor and modernize the nation are disappointed by the exclusive control of japan after the Russo-Japanese War in 1904. Therefore, japan disseized the police power of the Korean Empire in various forms(general police and military police). And these general police and military police are faced role conflict often, finally integrate to the military police, which take root the basic model of colonial police in 1910.

사회환경의 변화에 따라 경찰의 역할과 기능도 전통적인 사회질서의 유지에 머물러 있어서는 안되며 보다 능동적인 변화가 필요한 시점에서, 국가적 위기관리 상황에 효율적 안전확보를 행할 수 있도록 국민에게 신뢰받는 경찰이 되기 위해서는 위기관리 대처능력을 배양해야 한다는 치안서비스 제공에 대한 질적 개선이 요구된다. 최근 북한의 무력도발 및 남북 긴장관계의 조성, IS가 공개한 테러대상국에 우리나라가 포함되는 등 테러 및 안보위협에 더 이상 안전하지 않음을 국민들은 체감하고 있다는 점은 효율적 위기관리가 필요하다는 것을 반증하는 것이다. 따라서 국민의 가장 가까운곳에서 안전확보를 담당하고 있는 경찰의 치안서비스 제공과 안전사회 구현을 위해서는, 국민의 신뢰와 소통이 기반으로 형성된다는 점에 착안하여 경찰조직의 위기관리 커뮤니케이션에 관하여 살펴보도록 하였다.

본 논문에서는 창의융합적 아이디어가 세상을 바꾸는 4차 산업혁명시대를 대비하기 위해 경찰·경비분야에 요구되는 핵심역량을 도출하고 진단도구를 개발하고자 한다. 이를 위해 K시 소재 대학의 경찰·경비관련 학과에 재학중인 66명을 연구대상으로 설문조사를 실시하였다. 그 결과, 경찰·경비분야의 직무, 과업, 역할을 수행하는 데 필요한 법집행, 상황대응, 정보수집, 지휘통솔 등 직무영역에서 9개의 전공능력이 미래사회에 대비하기 위해 전공자들에게 우선적으로 요구되는 핵심역량으로 도출되었다. 이러한 결과는 역량기반 전공 교육과정 개선과 교육성과 관리를 위한 자료로 활용이 가능하다. 또한 개인의 전공능력 수준을 진단하여 역량 증진 프로그램을 실시할 수 있으며, 역량기반 교육과정에 대한 성과확산과 각종 비교과 교육프로그램 지원과 선정을 위한 교육성과 지표로도 활용이 가능할 것으로 판단된다.

The Korea Coast Guard(KCG) is the only comprehensive maritime administrative agency in Korea that performs various tasks taking place in the ocean, including rescue operations, disaster management, policing, Drug and smuggling crackdown, responding to Response to invasion of maritime territory, environmental conservation, and maritime security. It is vital to inform the public of the role and mission of KCG as the only comprehensive maritime administrative agency in Korea. However, most citizens, excluding residents of the coastal and island areas, have little knowledge of the security administration services of the KCG due to lack of exposure. This study reviewed the KCG's public relations(PR) organization and current status using KCG promotional materials, diagnosed the actual conditions of KCG's PR, and suggested ways to improve public relations activities through a questionnaire survey of public relations personnel. Through literature research and questionnaire survey, the KCG's public relations status was estimated and the measures to enhance publicity was derived as follows: strengthening the PR organization by reinforcing the personnel in charge of PR, improving customized promotion by clarifying the promotion strategy according to the promotion target, enhancing job training for PR personnel, and increasing the interest and support of commanders and internal members in charge of PR work.

The police have a responsibility to ensure the safety such as the Public peace and order, life and property of the people. Therefore the police system is to be provided in the organization and functioning. And the policemen should live correctly in public or private living. The police shall perform the duties matching the expectations of the people. But in reality the poloce disappointed, so the people were often to be angry. In this paper, I want to derive the core values of the police as a way to get the confidence of the people by analyzing the code of ethics, the moral of the police institution and the great acts of policemen. Core values are the most important values as the basis for action a nd the most important foundation that make up the organizational culture. Core values of korean police are justice and the spirit of sacrifice, honor.

Maritime police recognize that the organizational culture of various acting as a member of the organization. Also, marine policing and security activities to determine the number of build. The overall culture of maritime police who share the organization sub-culture may take place. Maritime police organizational culture and a variety of types of group culture, hierarchical culture, development culture, rational culture examined the differences in perceptions. Maritime police aware of the general results of the analysis are as follows; First, the maritime police officers of the age group of 20 was the highest recognition in hierarchy culture and rational culture. Second, the maritime police officers of the rank of captain was the highest recognition in development culture and rational culture. Third, differences in the perception of organizational culture by recruitment analysis show the difference in cultural groups showed, in particular, the special recruitment group of police officers, and maritime police culture can be seen tend to appear low.

With the goal of enforcing a municipal police system in a national scale starting from 2021, the proposal for introducing municipal police system is promoted and the private security is spotlighted as the measure for supplementing the issues for municipal police system. To solve this issue, the method of promoting and actively utilizing the private security which served as an assistant for security service into the cooperator for security service is suggested as a practical method. To analyze how police's favorable attitude toward introduction of municipal police system influence on the favorable trust toward private security system, this study conducted a survey on front line police officers and analyzed the collected data through statistical technique. As a result, the police officers favorable to introduction of municipal police system also showed positive attitude toward private security and machine security. However, the survey didn't provide significant result on labor expense. In order for the private security service to be accepted as the cooperator for security service, it is necessary to solve the labor expense issue and strengthen trust on machine security.

The objective of this study is to present the academic implications and developmental direction of the police assigned for special guard system through big data analysis on the objective and macroscopic viewpoint of the media. As research method, this study conducted the analysis on 'police assigned for special guard' and the analysis of related words that would visualize the keywords highly related to keyword trend and news. Also, after dividing the period into the 1990s, 2000s, and 2010s, the number of relevant articles in each period was drawn for understanding the flow. In the results of this study, the perception of media report of police assigned for special guard was about the recruitment of police assigned for special guard, and relevant events/accidents, which showed the coexistence of positive interest in the recruitment of police assigned for special guard and negative image of events/accidents related to police assigned for special guard. As a result, however, the necessity and demand for police assigned for special guard are increasing. Thus, the police assigned for special guard should be engaged in work after carefully thinking of its role in charge of ethical responsibility and safety as an axis for maintaining the national safety and social order.

Purpose: The purpose of this study is to examine the actual disaster response and suggest improvement measures for introduction of an autonomous police system Method: This study suggests the improvement measures by reviewing police disaster response manual, related statistical data, and statutes comprehensively Result: The introduction of autonomous police system enabled effective management of police based on circumstances of each region. However, there are still doubts on police response against situations that require large number of personnel. According to analysis on roles of autonomous police during the mass disasters, the autonomous police controlled disaster site to prevent secondary damage, prevented additional disaster damages, and rescued people. However, it is hard for the autonomous police to respond against the mass disasters due to its structure. Conclusion: To improve the response of autonomous police against mass disasters, this study suggested on disaster scene control and secondary damage prevention by the police, cooperative disaster response with regional autonomous police, and utilization of control tower.

Special judicial police officer are exercising their right to investigate areas that require expertise that is difficult for ordinary police to investigate. The fire special judicial policer are also like this, and since they investigate the specialized field of fire offenders, they require not only expertise in the firefighting field but also professional capabilities in the investigation. To achieve this, there must be improvements in the selection process for fire and special judicial police officers to secure excellent investigative personnel. There is a lack of educational facilities and training content that can systematically educate selected investigative personnel and strengthen their expertise, so improvements are needed. must also be done. Laws on controversial areas surrounding the fire and special judicial police must be reorganized and poor investigative conditions must be improved so that the fire and special judicial policer can properly perform their role.
