Review on the Cooperative Policing System in Japan (일본의 민경협력치안제도에 대한 고찰 및 시사점)

  • In modern society, citizen's expectation about policing levels have been rising over time and it limited resources of the police to deal with the security services are insufficient. Until now, the state monopoly of the police activity was changing to subject of a variety in cooperation with public security system. The citizens considers community not the destination to police enforce the law but space for effective policing partners. Japanese police focus on cooperation oriented policing to strengthen the police and local residents with crime prevention for a long time. Also, the community through a variety of problem-solving policing activities to identify problems such as anxiety and anguish of the people. The legal basis for cooperative policing activity is that Nagaoka city crime prevention regulation in 1979. In recent years, Tokyo local government legislated the safe town development regulations(東京都安全 安心まちづくり條例) and set up the hot-spot area to promote the safety of public facilities. Cooperative policing not police intervention for crime prevention but national policy for the city reclamation in Japan. Police as well as the Ministry of Land and Transport, Ministry of Justice, Ministry of Education, Prime Minister and all government departments thread safe city, crime prevention, and has been working to make the safe city. Japan's cooperative policing is a system that receives the most attention and greater implications.

The Comparative Analysis on Performance of the Patrol Division System (순찰지구대 운영성과에 대한 지역경찰의 인식분석)

  • This study aims to empirically analyze the police officers' recognition on performance of the patrol division system. For this purpose. Firstly, the study discusses the theoretical aspects of the patrol division system and its performance. Secondly, the analytical framework is formulated based on three levels developed for performance of the patrol division system such as efficiency of the patrol division system, partnership between police and citizen, and police officers' job satisfaction. The major findings of this study could be summarized as follows; Firstly, The level of the efficiency is below the average in all factors. Secondly, In relation to partnership between police and citizen is below the average in the level of the citizens' preference and partnership. Thirdly, the level of job satisfaction is normal. Fourthly, compared in the level of the areas, there is a difference in the recognition on four factors in efficiency and three factors in partnership. Finally, the direction of raising the level of performance of the patrol division system is explored.

  • Purpose: There have been terrorist attacks all over the world, causing massive damage. In Korea, there are few cases of terrorist damage, but the lack of the on-site response experience lead to constraints on the opportunity to verify capabilities against terrorism. Therefore, in this study, the chemical terrorism on-site countermeasures is considered as a concept of service, it was possible to draw up improvement alternatives for each element by reviewing at once the interactions between the concerned organizations and citizens in the field and the utilization of the equipment and facilities in the invisible area. Results: It had been evaluated the service process of the counterpart manager from the viewpoint of the victim citizen, who is the beneficiary of the final security service. It has found out the waiting point(W.P) between the victim's civilian incident management, and the element of failure(F.P). Conclusion: In this way, comparing chemical terror incident response manuals belonged to each related organization by fusion of service design approach and scenario technique, It is expected that it will be able to find out more specific problems and to find improvement alternatives.

Building Cooperation Policing Systems and Roles of Private Security (협력치안체제구축과 민간경비의 역할)

  • Today, the police alone can not prevent a crime. And the police is limited to meet for people's the increased needs on public safety. So the police and the community needs the cooperation of a variety of resources. Police in cooperation with community resources to respond to the crime's most professional and the private sector is a private security. However, the role of private security for cooperation policing is insufficient in South Korea. So for this study to build a cooperative policing in South Korea as private security for the following four kinds of directions are presented. First, as a private security of the United States and Japan, specializes in diversified business sectors. Simple human-oriented private security of the building security get out. Instead, take the high-tech crime prevention or industry complex security should be changed to a professional organization. Second, the interaction between police and private security should be increased. Police and private security through regular meetings between the need for mutual interests and build consensus is needed. The role of private security companies to be represented on the Security Association of South Korea's active role in the matter. Third, efforts to improve the image of private security activities and the publiciy activity of private security is needed. Some of the private security in an effort to escape a negative image to the people and actively promote a positive image is necessary. Finally, for South Korea to the level the cooperation between the police and private security are required to develop system models. Front-line policing priority in the field and the mutual understanding between the police and private security in an effort to have a positive perception is needed. Equal partners, especially the police and private security to private security companies to have recognized experts in their own recruitment and training should be improved by strengthening the expertise.

  • Determining the percentage of negligence between the parties in the event of road traffic accidents is a significant problem. In order to provide users with more accurate criteria for determining the percentage of negligence, several companies are providing services. However, services currently available are limited to immediate use at the scene of an accident. Generally, the service that determines the percentage of negligence can be used after all accident handling procedures have been completed. This paper provides a real-time traffic accident type and fault rate information provision service utilizing a deep learning-based predictive model to overcome these limitations. Users can immediately identify accident types and fault information by taking pictures at the accident site and check actual precedents of the same accident type. Users will be able to use the service to more accurately and reliably determine the percentage of negligence and handle incidents.

A Study on the Direction of Policing for Effective Disaster Prevention and Management (효과적인 재난 예방 및 관리를 위한 경찰활동 방향)

  • The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.

A Study on the Improvement Measures for Training of Special Security Guard (특수경비원 교육훈련의 개선방안에 관한 연구)

  • Currently, the security operations in nation's key foundations in Korea are performed by private police and special security guard in accordance with the Private Police Act and Security Business Act, respectively. In 1960s, The Korean Government introduced the private police system in terms of the national security issues, but it was just a hurriedly-set plan on the basis of Japanese Sunsa system as by that time there was no such system revitalized. However, the special security guards could offer wider range of security services including those of the private police with the enactment and revision of the Security Business Act 1976 and April 2001, respectively. Moreover, the expectations and interests rose over the special security guards in nation's key foundations after 9.11Terror Event in the U. S. 2001. However, as we investigated the current education/training system for the special security guard, we found that such education/training which is not activating the specialty of special security guard will not respond to the social demands. Special security guard owns its own characteristics other than those of general security guard as they are in service in nation's key foundations. Thus, the effcient management and training for the special security guard is the most important matter for the safety and security of nation's key foundations. Therefore, the well-educated special security guard through the reorganized and specialized education/training for the protection of nation's key foundations is expected to offer qualitatively improved security services.

출력업체 대표들 "밤새 안녕하셨습니까"

  • 지난 7월 중순부터 충무로 일대 출력업체들이 한국소프트웨어저작권협회(SPC ; Korea Software Proprety-right Council)직원들을 위시한 불법 소프트웨어 단속반의 출현으로 인해 때아닌 곤욕을 치르고 있다. 이번 단속은 특정회사 출력기를 취급하는 Y사가 출력기를 판매함에 있어 폰트를 불법으로 복제해 '서비스(?)'로 끼워서 판매한 것이 발단이 됐는 데 Y사 관계자는 지난 10월에도 SPC에 의해 수사 의뢰되어 해당 지방 경찰청의 조사를 받은 바 있는 것으로 알려져 있다.
