Allocation Methods for Port Incentives at Gwangyang Port (항만 인센티브 배분방법 설계 - 광양항을 중심으로)

  • This paper aims to review the fairness of carriers' incentive schemes at Gwangyang port in 2010 and to show the desirable incentive allocation rules using the proportional and egalitarian rules under cooperative game theory. The carriers' incentive schemes at Gwangyang port in 2010 did not meet the no-envy and the efficiency, and satisfy the symmetry axiom. According to the research findings, the equal surplus method satisfies the axioms of equity, efficiency, symmetry, and progressivity. However, the uniform losses method meets the axioms of equity, efficiency, symmetry, and regressivity. We use a single allocation criterion of the total throughput to show the regressivity and the symmetry principles into the incentive scheme instead of using multiple criteria such as total throughput, increased volume, and coastal volume. The uniform losses method based on the total throughput can distribute the incentive amount according to the intent of the incentive schemes. Hence, we need to establish a rationing system to allocate reasonably the total amount of different types of incentives, avoiding the temptation to adjust the volume shipped between the ports of carriers considering the efficiency of allocation.

동서간 중소기업 협력체제 구축 방안

  • 중소기업간 협력 활동은 사업의 전체 혹은 일정 부분에 대하여 분업이나 협업의 관계를 맺는 공동사업의 형태로 나타난다. 기업간 연결의 강도에 따라 기업들간에 형성되는 분업과 협업의 관계를 시장형, 중간조직형, 위계조직형으로 구분할 때, 중소기업간 공동사업은 중간조직형에 속하는 일종의 기업간 네트워크라고 볼 수 있다. 물론 네트워크형의 협력관계를 추진하는 방식도 업무제휴, 지분제휴, 합작투자, 컨소시엄 등으로 다양하다. 그러나 완전한 자본적 통합에 따른 위계적 조직과는 달리 참여기업들이 독립성을 유지하면서, 네트워크 밖의 기업에 대해 경쟁우위를 확보하기 위해 형성한다는 공통점을 가지고 있다. 기업간 협력관계를 통해 참여 기업들이 얻을 수 있는 혜택에 관한 기존연구들은 크게 두 가지로 나누어 볼 수 있다. 하나는 기업의 생산함수를 중심으로 그 이점을 파악하는 것이고 다른 하나는 관계의 종류에 따라 기업간 거래관계를 관리하는 소위 거래비용의 효율성을 중심으로 혜택을 파악하는 접근방법이다. 전자의 접근방법을 따를 때, 기업간 협력의 근본 유인은 규모의 경제(혹은 비경제), 범위의 경제, 집적의 경제, 구도의 경제 등이 협력관계에서 발생하는 혜택의 근본 원천이다. 기술과 제도의 발전, 시장과 경쟁환경의 변화에 따른 기업간 협력의 필요성은 갈수록 증대되고 있다. 소비자들의 요구는 매우 개성화 다양화되고 종합화되는 추세이다. 더불어 기술개발의 비용이 큰 폭으로 증가하고 있으며, 경쟁의 격화로 기술 및 제품의 진부화도 급속도로 이루어지고 있다. 세계화 상품고도화 서비스산업화 정보화 등으로 특징지워지는 새로운 경쟁환경 아래에서 장기적으로 기업의 경쟁력을 향상시키기 위해서는 시장중심적인 관점에서 형성된 기업간 전략적 연계를 바탕으로, 정보의 집적을 통해 다양한 생산성 향상 혹은 관계효율성 향상의 경제를 추구하는 것이 필연적 전제 조건이 되었다. 기업간 경쟁보다는 최종제품의 생산과 판매를 위해 형성된 기업네트워크간의 경쟁이 중시되는 시대인 것이다. 동서간(東西間) 중소기업(中小企業)의 협력(協力)을 새삼스럽게 논의하는 것은 다분히 정치적이라는 느낌을 준다. 경제적인 관점에서 실익이 있음에도 불구하고 동서간 중소기업의 협력이 이루어지지 못하고 있다면, 그 이유는 기업정보의 수집과 유통상의 문제이거나 문화나 기업관행에 대한 잘못된 선입관에서 비롯된 관계 관리비용 계산상의 문제일 것이다. 현실적으로 이 가능성은 매우 낮다. 산업의 발전 정도나 연관성에 있어서 동서축보다는 남북축을 따라 기업간 협력이 이루어질 수 밖에 없는 우리나라의 현재 상황이 동서간보다는 남북간 경제교류를 유도하고 있는 것이다. 동서간 중서기업 협력체제의 구축에 대한 논의가 본질적으로 정치적 관심에서 비롯되었다는 전제 하에, 구축의 방안을 논의하고자 한다. 경제적으로도 타당하면서 정치적으로 관심을 유발할 수 있는 협력체제 구축방안으로, 기업간 네트워크의 조직 주체로서 최근에 논의되고 있는 새로운 형태의 마케팅회사를 동서간에 공동으로 설립할 것을 제안한다. 영구 지속적 공동사업관계보다는 프로젝트별 공동사업을 전제로 기업들 사이의 효과적인 네트워크를 형성함으로써 일종의 가상적 기업을 결성할 필요가 있다. 이러한 기업간 네트워크 형성의 실행주체가 될 수 있는 새로운 마케팅 전문기업의 형태로는 공동회사(空洞會社)(hollow company), 종합상사(綜合商社)(General Trading Company), 거래형 마케팅회사(Marketing Exchange Company), 변환형 마케팅회사(Marketing Coalition Company) 등을 들 수 있다. 양 지역에서는 소비자환경과 기술환경의 특성 및 양 지역의 경제에 대한 파급효과를 고려하여 가장 적합한 마케팅회사의 유형은 선택하여 육성하고, 이를 중심으로 강력한 양 지역 및 다른 지역에 입지한 기업간의 네트워크를 구축하여야 한다. 마케팅회사를 설립하고 완전한 마케팅 서비스를 제공할 수 있도록 육성하기 위해서는 많은 투자가 필요하다. 마케팅회사의 핵심기능 분야인 금융부문, 정보부문, 영업조직 등은 모두 막대한 투자를 필요로하는 기능영역이다. 정보부문은 기술의 발전과 범세계적인 정보관련기관과의 제휴를 통해 독자적인 구축이 어느 정도 가능하나, 영업조직의 구축을 위해서는 기존업체와의 연대가 필수적인 것으로 판단된다. 지속적으로 효과적인 기업간 네트워크를 형성하고 유지하기 위해서는 또한 기업간 관계를 관리하는 방식과 제도 및 수단에 대한 연구가 필요하다. 양 지역 산 학 관의 공동노력을 통해서 새로운 경제 환경에 가장 적합한 기업 형태로 제시된 바 있는 마케팅 전문회사 중심의 기업간 네트워크를 성공적으로 구축한다면, 양 지역 및 국가 경제의 지속적인 동력원이 될 수 있을 것이다

재벌기업(財閥企業)의 과잉투자(過剩投資) 및 그 원인(原因)에 관한 실증분석(實證分析)

  • 본고는 위기 이전 우리나라의 상위 재벌기업이 과연 정부의 암묵적 투자손실보전(implicit loss-protection)에 기인하여 위험이 큰 사업에 과다하게 투자하였는가를 실증적으로 규명하여 보고자 하였다. 본고는 먼저 이론적 모형을 통하여 한 경제에 투자손실보전에 대한 기대하에서 투자를 한 기업과 그렇지 않은 기업이 공존할 때, 전자는 후자에 비하여 1) 투자를 많이 하게 될 뿐 아니라, 2) 불확실성의 증가에 대하여 투자를 더욱 늘릴 유인이 존재한다는 것을 보여주었다. 본고는 실증분석에서는 우리나라 상장기업(제조업 및 전산업)의 투자함수를 1992년~97년 기간에 대해 매출액 가속도모형(sales accelerator model)을 이용하여 추정한 결과, 투자손실보전에 대한 기대가 투자결정시 가장 중요하게 작용하였을 것으로 선험적으로 판단되는 5대 재벌기업과 이러한 기대가 가장 작았을 것으로 판단되는 독립기업간에 이론적으로 예상되었던 차이가 관찰되었다. 먼저 전체표본기업에 대한 분석(pooled regressions)에서는 5대 재벌기업은 여타기업에 비하여 매출액의 시차분포와 같은 통상적인 투자의 결정요인으로 설명될 수 없는 높은 투자수준의 차이가 두 그룹간 미래 수익성 전망의 차이, 유동성제약의 정도에 있어서의 차이, 기업규모에서의 차이 등에 기인할 가능성은 작은 것으로 나타났다. 한편 그룹별 분석(regressions by group)에서 5대 재벌기업은 수익률의 불확실성이 증가할 때 오히려 투자를 늘리는 것으로 관찰되었는데, 이는 여타기업에서 불확실성의 계수가 유의하지는 않지만 음수로 추정된 것과는 대조적이었다. 위의 결과는 과거 우리나라의 상위 재벌기업들이 재벌의 부도를 정부가 정치 경제적으로 수용하기 어려울 것이라는 대마불사(大馬不死)의 기대하에 고위험사업에 과다하게 투자하였다는 주장을 뒷받침한다고 판단된다. 향후 유사한 문제의 재발 방지를 위해서는 투자결과에 대한 책임을 투자자인 기업이 져야 함을 철저히 인식하도록 제도 및 관행상 개선노력이 필요하다고 판단되며, 특히 부실기업정리과정에서 부실에 대한 책임을 투자자가 지는 선례(先例)를 확립해 나가는 것이 무엇보다 중요할 것이다.

The Impact of the Increase in Institutional Distance on the Flow of Cross-border VC Investment: In the Context of the Adoption of Euro by European Union (제도적 거리가 해외벤처투자에 미치는 영향: 유로존 출범 시 영국의 사례를 중심으로)

  • This paper investigates the causal impact of the increase in institutional distance between two geographic regions on the flow of cross-border Venture Capital (VC) between the regions. While cross-border VCs are believed to have competitive advantages at identifying and managing promising startups in a local market compared to local counterparts, the discrepancy in institutional characteristics between two markets exacerbates the difficulty of credible information exchange and negotiation, significantly increasing transaction cost related to a cross-border venture capital investment. This study conducts a difference-in-difference analysis to examine the relationship between institutional distance and the flow of cross-border VC investment using the fact that the official adoption of the Euro currency by member countries of the European Union except the UK created an institutional chasm between the UK and other EU member countries. The outcomes of the analysis suggests that UK-based VCs significantly decreased the VC investment into EU-based startups and that EU-based VCs reduced the investment into UK-based startups. The results have meaningful implications for understanding the impact of the change in institutional difference on cross-border VC investment, which seems to increasingly take place with the recent trend of de-globalization and the rise of protectionism.

  • In recent years, many countries are committing to environmental conservation. Following this trend, successful policy implementation of SDGs with ESG management extended to the public sector is emerging as a keyword determining the success or failure of the capital market, countries, and individual companies. Accordingly, many countries are implementing various policies related to the environment. One of them is to implement national policies by introducing environmental taxes. These policies use environmental taxes to control pollution by indirectly influencing the behavior of producers or consumers through economic incentives rather than directly interfering with environmental pollution behavior. This study examines the status of environmental taxes in marine tourism sites in Korea, reviews the effectiveness of such policies, and suggests how to improve them by identifying limitations of the current system.

  • This study aims to find implications for urban economic regeneration strategies of local initiative by analyzing of promoting regional strategic industries, both Seongnam and Goyang in terms of regional industrial policy, institution and specialized service agency. The main results based on the case studies are as follows. First, It is a top priority to formulate the policy direction, such as selecting strategic industries and prepare means for improving it. It should keep reliability and continuity for inducing economic units. Second, It is necessary to consider the effectiveness and diversity of institutions. The institutions to be formalized by municipal ordinance and rules for making the successful implementing system of policies. It is necessary to implement strategic industry policy linked with the central government or public organizations for expanding of a diversity of policies. It is necessary to change in viewpoint on the deregulation and tax break for the private sectors as inducements to achieve the regional economy activation. Third, It is necessary to introduce the specialized service agency to improve an effectiveness and efficiency of institutions and accelerate a network within economic units.

The Effectiveness of Fiscal Policies for R&D Investment (R&D 투자 촉진을 위한 재정지원정책의 효과분석)

  • Recently we have found some symptoms that R&D fiscal incentives might not work well what it has intended through the analysis of current statistics of firm's R&D data. Firstly, we found that the growth rate of R&D investment in private sector during the recent decade has been slowdown. The average of growth rate (real value) of R&D investment is 7.1% from 1998 to 2005, while it was 13.9% from 1980 to 1997. Secondly, the relative share of R&D investment of SME has been decreased to 21%('05) from 29%('01), even though the tax credit for SME has been more beneficial than large size firm, Thirdly, The R&D expenditure of large size firms (besides 3 leading firms) has not been increased since late of 1990s. We need to find some evidence whether fiscal incentives are effective in increasing firm's R&D investment. To analyse econometric model we use firm level unbalanced panel data for 4 years (from 2002 to 2005) derived from MOST database compiled from the annual survey, "Report on the Survey of Research and Development in Science and Technology". Also we use fixed effect model (Hausman test results accept fixed effect model with 1% of significant level) and estimate the model for all firms, large firms and SME respectively. We have following results from the analysis of econometric model. For large firm: i ) R&D investment responds elastically (1.20) to sales volume. ii) government R&D subsidy induces R&D investment (0.03) not so effectively. iii) Tax price elasticity is almost unity (-0.99). iv) For large firm tax incentive is more effective than R&D subsidy For SME: i ) Sales volume increase R&D investment of SME (0.043) not so effectively. ii ) government R&D subsidy is crowding out R&D investment of SME not seriously (-0.0079) iii) Tax price elasticity is very inelastic (-0.054) To compare with other studies, Koga(2003) has a similar result of tax price elasticity for Japanese firm (-1.0036), Hall((l992) has a unit tax price elasticity, Bloom et al. (2002) has $-0.354{\sim}-0.124$ in the short run. From the results of our analysis we recommend that government R&D subsidy has to focus on such an areas like basic research and public sector (defense, energy, health etc.) not overlapped private R&D sector. For SME government has to focus on establishing R&D infrastructure. To promote tax incentive policy, we need to strengthen the tax incentive scheme for large size firm's R&D investment. We recommend tax credit for large size film be extended to total volume of R&D investment.

Labor Market Participation Effects of the Earned Income Tax Credit in Korea (근로장려세제가 노동시장 참여에 미치는 효과)

  • The Earned Income Tax Credit (EITC) is a policy that supports low-income households financially as well as provides an economic incentive to participate in the labor market. Thus, estimating the causal effect of the policy on the labor force participation rate of low-income households is critical for the policy evaluation. In this paper, we exploit the variation in the eligibility to the EITC and the size of the benefit over several reforms of the EITC in South Korea since 2008 and estimate the impact on the participation in the labor market. Using data from four major household surveys, we find that the results are mixed; in some samples and specifications, we find that the effect is positive and statistically significant, while it is insignificant in others. The estimated effect is more likely to be positive and significant when we restrict the sample to the period before 2014. It is an important topic of future research whether the EITC's effect gets weaker because it is extended to cover the self-employed and beneficiaries of the National Basic Livelihood Security.

A Study on the Equity of the Charges Established to be Imposed on Damaging Activities of Natural Resources -A Comparative Study of Ecosystem Conservation Cooperation Charge and Replacement Charge for Forest Resources Creation- (자연환경 훼손에 관한 부담금의 형평성 제고방안 -생태계보전협력금과 대체산림자원조성비의 비교를 중심으로-)

  • These days, environmental policies have changed from being command and control systems toward economic incentive systems, with various incentives having been established by OECD countries. In Korea, many environmental charges have been established in order to diminish activities which damage natural resources. Among them, the Ecosystem Conservation Cooperation Charge and the Replacement Charge for Forest Resources Creation are considered to be representative environmental charges. These charges, along with a few others, were designed to encourage efforts to protect natural resources. The charges include a number of different features, utilize varying methods, and altered ranges of jurisdiction. However, the charges may pose serious inequity problems in terms of their estimated values and their conditions of reduction and exemption. For instance, although the Ecosystem Conservation Cooperation Charge is a primary charge applied to natural resource damage, the charge does not fully secure its original objectives due to its low levy and limited range of provisions. Moreover, the Replacement Charge for Forest Resources Creation has been criticized because of similar reduction and exemption provisions. Therefore, this study analyzes the inequity problems associated with the charges and proposes solutions. First of all, the Ecosystem Conservation Cooperation Charge should be redesigned in such a way that it reflects the substantial value of natural resource damage through either abrogate or increased maximum limits of the charge. With regard to the Replacement Charge for Forest Resources Creation, the cases and ranges of reduction and exemption provisions should be narrowed. Finally, the charges collected should be expended in conformity with their original objectives, and their expenditure should be restricted to either restoration activities or activities directly related to compensation and mitigation of damaged natural resources.

A Study on the Power Supply and Demand Policy to Minimize Social Cost in Competitive Market (경쟁시장 하에서 사회적 비용을 고려한 전력수급정책 방향에 관한 연구)

  • In this paper, the resource adequacy as well as the optimum fuel mix is obtained by the following procedures. First, the regulation body, the government agency, determine the reliability index as well as the optimum portfolio of the fuel mix during the planning horizon. Here, the resources with the characteristics of public goods such as demand-side management, renewable resources are assigned in advance. Also, the optimum portfolio is determined by reflecting the economics, environmental characteristics, public acceptance, regional supply and demand, etc. Second, the government announces the required amount of each fuel-type new resources during the planning horizon and the market participants bid to the government based on their own estimated fixed cost. Here, the government announces the winners of the each auction by plant type and the guaranteed fixed cost is determined by the marginal auction price by plant type. Third, the energy market is run and the surplus of each plant except their cost (guaranteed fixed cost and operating cost) is withdrew by the regulatory body. Here, to induce the generators to reduce their operating cost some incentives for each generator is given based on their performance. The performance is determined by the mechanism of the performance-based regulation (PBR). Here the free-riding performance should be subtracted to guarantee the transparent competition. Although the suggested mechanism looks like very regulated one, it provides two mechanism of the competition. That is, one is in the resource construction auction and the other is in the energy spot market. Also the advantages of the proposed method are it guarantee the proper resource adequacy as well as the desired fuel mix. However, this mechanism should be sustained during the transient period of the deregulation only. Therefore, generation resource planning procedure and market mechanisms are suggested to minimize possible stranded costs.
