  • 석탄가스화 액화기술은 기후변화협약, 환경규제 등에 대응할 수 있고 석유나 천연가스의 고갈에 대비한 에너지의 안정적 확보 차원에서 저공해 고효율화 기술로 평가되고 있다. 석탄가스화 기술은 환경 친화적이고 미분탄 발전과 비교하면 이산화탄소 발생량이 20% 이상 감소돼 향후 기후변화협약 발효에 따른 탄소배출권이 현실화 될 경우를 고려하면 경제적 파급효과는 클 것으로 예상되고 있다. 최근 주요 선진국들은 석탄가스화 액화 실증플랜트 건설 운영을 위해 민간과 정부가 공동 으로 노력 중이며 차세대 발전기술 분야의 수출전략 산업으로 육성하고 있다. 그러나 현재 국내에서는 상용급 IGCC 발전소 건설 경험이 없고 관련 기반 기술이 선진국에 비해 열세이다. 이에 따라 석탄가스화 및 액화기술, 설비제작, 엔지니어링 등 관련 국내기업간의 협력을 통한 기술 및 시장경쟁력 제고방안이 마련돼야 한다는 지적이다. 이번 호에서는 석탄가스화 액화기술에 대해 알아본다.

A Review on the Korea·China FTA Economic Effects Using Event Study (사건연구를 활용한 한·중 FTA의 경제적 영향에 관한 연구)

  • This study focused on the Korean Stock Market so as to recognize the actual Korea-China FTA effect in the firm level. The result are as follows. First, lifting embargo even before the FTA actually took into effect influenced negatively to the firms listed in Korean Stock Market unlike the expectations that effectuation could influence positively to Korean economy. Secondly, the industries that China has attracted more foreign investors than Korea have shown declining returns as they positioned comparative disadvantages in Korea. In this regard, foreign shares delivered signaling effects to domestic investors in Korea. Thirdly, information for effectuation(embargo lifting) has reflected in the stock prices immediately as it leaked in the industries expecting the negative impact, while investors showed the tenancy to retain the action until the FTA actually took into effect in the industries expecting the positive impact.

  • The promotion of economic exchange and cooperation between North and South Korea is significant in two ways. First, the pursuit of economic interest can lead gradually to the unification of the national economies. Second, economic relations can serve as the first stride toward political reunification. There are, however, many difficulties in conceiving a strategy for economic cooperation between North and South Korea because of their differences in ideology and socio-economic system. Under these circumstances, a bid by either the North or the South to consider its specific ideology or socio-economic system absolute and to impose them on the other side would inevitably lead to confrontation and collision and deepen the division of the country. Therefore, steps to expand and develop economic and technological cooperation and comprehensive exchanges between the North and the South, with due regard to the development of bilateral relations, are in full accord with the interests of the both sides. It is clear that North Korea's changing attitude toward its environmental conditions is neither a policy of opening nor an ideological shift toward pragmatism, as has occurred in the Eastern European countries. Instead, it is a temporary tactic for breaking out of the economic stagnation caused by its rigid economic structure. In this light, we must.

The Spread Effect of the 'Cheongdo Bull-Fighting Festival' upon the Regional Tourism Industry in Cheongdo-Gun (청도 소싸움 축제의 지역관광 활성화에 대한 파급효과)

  • Since 1995, when local autonomy policies were enacted in Korea, many local governments have adopted festival-centered place-marketing strategies, in order to develop their regional economies by attracting tourists, as well to provide the general public with information about local comparative advantages. This study assesses the spread effect of the Cheongdo Bull-Fighting Festival upon the regional tourism industry, by analysing questionnaire data obtained from festival visitors and merchants at other major tourist attractions in the area. It is concluded that the Cheongdo Bull-Fighting Festival has been insufficient in attaining the objective of developing the regional economy and the tourism industry, because at present, most of the festival spectators are not tourists as such, but rather residents of the Cheongdo daily community (Daegu metropolitan area), and they do not visit other major tourist attractions in conjunction with attending the festival. It is recommended that planning authorities adopt a strategy explicitly designed to increase the "tourists to local residents" ratio, and to improve tourism services to facilitate intra-regional movement of tourists and visitors alike.

Shipbuilding Industry's Employment Linkage Effects across Regions and Industries using the Hypothetical Extraction Method (가상추출법을 이용한 조선업의 지역·산업간 고용연관효과)

  • In order to address the crisis of the regional employment structure caused by the recent restructuring of the shipbuilding industry, this study estimates the shipbuilding industry's Employment Linkage Effect(ELE) across regions and industries. Consequently, the study uses the hypothetical extraction method on the shipbuilding industry from the 2013 Regional Input-output Table. The analysis results are as follows. First, the shipbuilding industry's ELE across industries is estimated at its highest in wholesale and retail, followed by shipment, other manufacturing, project supporting service, machine and equipment manufacturing, and metal product manufacturing. These industries either have a high employment to GDP ratio or are directly related to the shipbuilding industry in terms of production activities. Second, the Southeastern Korea's ELE on South Jeolla Province is very low, and, accordingly, South Jeolla Province is isolated in the employment structure of the shipbuilding industry. Therefore, when the government establishes measures to tackle the crisis of employment caused by the shipbuilding industry's restructuring, it should prioritize identifying such regional employment structures, as demonstrated above, and incorporate them into the regional industry policy.

The Spatial Characteristics of Inter-Firm Linkages and Networks in Border Region of Gyeonggi Province (접경지역 기업의 연계 및 네트워크의 공간적 특성)

  • The purpose of this study is to analyze the spatial characteristics of inter-firm linkages and innovation networks of firms which are located in Gyeonggi border regions. Through this analysis, this study aims at understanding the spatial characteristics of economic activities of firms in Gyeonggi border regions. More importantly, this study focuses on revealing how the spatial characteristics of economic activities of firms affect future growth potentials of firms and regional economic growth. The main findings of this study are as follows. According to the analysis of spatial material linkages, the firms in both footloose location and industrial complex are all proven to be strongly dependent on the Capital Region. Owing to the weak level of the local material linkages, the effects on regional economic growth are limited. But firms in industrial complex contribute more to regional economic growth. The analysis of spatial employment linkages shows that the local linkages are comparatively strong. But the differentiation of residences weaken the positive effects on regional economy. As a concluding remark, the harmony with local linkages and non-local linkages is required to promote future growth potentials of firms and regional economic growth.

  • Knowledge spillover among firms is a crucial ingredient in realizing the benefits of agglomeration. This paper provides an overview and critical assessment of the Shihwa Industrial Complex (SIC) in Korea. In order to identify the relationships and interplay among different agents in the area, a survey was conducted on business networking of industry-academia-government collaboration in research and development. Unlike the closely knit input-output relationship, the findings suggest that the technological linkages in the SIC still have room for improvement. As the role of small and medium enterprises as catalysts of regional economic development in Korea is expected to grow in importance, more effort should be made to nurture clustering and R&D networking among them.

Economic Analysis of a 2.4 GW Offshore Wind Farm in Southwest Korea (서남해안 2.4 GW 해상풍력단지 건설의 경제적 파급효과 분석)

  • Since the Paris Agreement, countries around the world have been planning to introduce RE100, CF100 and the Carbon Border Adjustment Mechanism to achieve carbon neutrality. In these policies, advanced and renewable energy sources such as wind power, solar power and geothermal heat are recognized as core power resources to deal with climate change. The contribution of this study is that the wind power industry was added to the 33 major categories in the 2015 regional input-output table, published by the Bank of Korea, expanding the total to 34 sectors. As a result, the spillover effects of the 2.4 GW offshore wind power project are as follows. First, the domestic direct and indirect production effect amounts to 25.0 trillion won. Among these, Jeonbuk's production effect reaches 6.3 trillion won. Second, the domestic direct and indirect value-added effect is 9.3 trillion won, of which the Jeonbuk region's value-added effect is 2.4 trillion won. Third, the domestic direct and indirect employment effect is 450,643 people, of which the Jeonbuk region's employment effect is 125,085 people. The limitation of regional input-output analysis is that an increase in input due to inflation can lead to an increase in output, which may lead to a discrepancy from economic reality.

Dynamic Interindustry Linkages Analysis of Human Resources Development in the field of Information Technology (정보통신분야 인력양성에 대한 동태적 산업연관분석)

  • This study investigates both backward and forward multipliers of human capital in the field of information technology in order to evaluate human resources programs which were executed in the public sectors. Dynamic interindustry linkages analysis was employed as a methodology after classifying human capitals related to information technology into 9 industries. First, empirical findings showed that there are economic externalities in the IT HRD programs when the formation of human capital increases with more investment in them. Second, another finding was that the effect of HRD programs could be powerful when HRD programs were closely connected with R&D programs, showing that R&D programs among IT HRD programs have huge backward linkage effect. In addition, IT service sector has its own spill-over effect to other industries. Third, however, small budget and one off HRD programs should be considered as a negative price synergy effect. Finally, overall economic feasibility of IT HRD programs turned out to be excellent with consideration of their own economic direct and indirect effect.

A Study on the Regional Development Effects by the Location of a New Automobile Assembly Plant -In the Case of Hyundai Motors Co. in Yulchon Industrial Complex, Chonnam Province- (자동차공업의 입지와 지역발전에 관한 연구 -전남 율촌 산업단지를 사례로-)

  • In general, spatial imbalance in regional growth is a major cause of social and political conflicts within a state. In Korea, this inequality has functioned as a threat to the state's integration. With the economic development policies by regional industrialization over the past three decades, most of the industrial activities have been concentrated in Seoul and Pusan metropolitan areas, which are surrounded by Kyonggi, Kyongnam provinces respectively. Compared to these areas, Chonnam and Chonbuk provinces have lagged behind in economic development. Therefore, in order to increase the regional economic development of the southwestern region in Korea, the central government has been enforcing several policies aimed at regional industrialization since the 1980s. The purpose of this study focuses on the regional economic impacts of a newly established industrial estate-Yulchon industrial complex- which would act as a regional growth center in the Kwangyang bay area. The Kwangyang bay area consists of several industrial estates such as Kwangyang Iron and Steel Co. and its related industrial complex, Chuam rural industrial estate, Yeochon industrial complex, and so on. In addition, the Kwangyang container port was constructed in 1997. The Kwangyang bay area has been changing to a new industrial district in the southwestern part of Korea as a result of industrialization policies which were activated by central government. The Yulchon industrial complex, which is expected to be completed in 2001, would draw many manufacturing plants. For example, Hyundai Motors Co. has a plan to locate a new automobile assembly plant within the estate. As the plan has high probability to be realized, it will be interesting to study the effects a new automobile assembly plant and its related production linkages have on the region. This study is to estimate the expected structural characteristics of automobile production activities in Yulchon. The following details will be discussed: the regional economic impacts of a new automobile industry in Yulchon industrial complex, the production linkage formation via hierarchical subcontracting systems, the alternative strategies to promote the growth of regional economies, and the scheme to improve the auto-parts and components industry in Kwangju and Chonnam provinces by establishing auto-mobile production function. Automoblie industry generally gives great influences on not only regional economies but the related industries, for example, the firms producing automotive components. If a new plant producing automobiles and its related firms producing components are to be established in Yulchon, they will affect on the regional development directions and change the regional characteristics of industrial structure. In order to increase the spread effects of the new industry in Yulchon industrial complex, almost all of the automobile production processes must be organized concurrently within a limited range of distance. There is an imperative that the co-operation system should be structured between the assembly firm and many firms producing its components. In addition to those, it would be required such as the effective division of labors between the firms, much more capabilities in the technical innovations, and the reconstruction of interrelationship between the labor unions and the firms' managers.
