인터넷 경제가 차지하는 비중이 급속도로 증가하면서 미국 경제가 빠르게 인터넷 경제화 과정을 겪고 있는 것으로 나타났다. 최근 텍사스대학과 시스코 시스템즈가 미국의 인터넷 경제를 체계적으로 분석한 결과 고용 창출과 규모면에서 대단한 파급 효과를 보이고 있는 것으로 나타났다.

자본주의 경제체제에 있어서 금융시스템과 기업시스템은 경제시스템의 핵심을 구성하는 것으로서 경제의 효율성을 좌우한다. 중요한 것은 이 두 시스템은 국가의 경제적 기능과 함께 상호관련적으로 형성되고 전개되어 나간다는 점이다. 최근 세계 경제메카니즘의 변화에 따라 이들을 어떻게 재편성할 것인가 하는 것이 주요 관심대상으로 제기되어 왔다. 본고는 국가-금융-기업 시스템간의 시스템적 상호관련성에 유의하면서 거시적인 신제도 학파적 시각에서 그 관계의 틀을 고찰, 그 유형을 분류하여 보고 특히 금융시스템과 기업시스템간의 상호관계를 분석하고자 하였다. 제도론적 시각에서 볼 때 이 문제는 제도적 환경과 제도적 장치간의 체계적 관계를 규명하는 것으로서 궁극적으로 경제행위의 지배조정 메카니즘을 시장, 위계(조직), 네트워크 중 어느 방식에 중점을 둘 것인가와 관련된다. 구체적으로 볼 때 금융시스템에 있어서의 자본시장중심적 체계와 은행중심적 체계, 기업과 시장의 범위와 기업의 네트워크적 전개, 금융과 기업간 규율시스템에 있어서의 관계 둥은 모두 이러한 시각에서 일관적으로 파악될 수 있는 것이다. 따라서 이들의 상호관계를 유형화시켜보고 그 논리를 우리의 현실에 적용시켜 볼 때 국가의 기능조정을 바탕으로 시장규율하에서의 네트워크적 관계를 모색하는 것이 바람직할 것으로 생각된다.

In the feasibility analysis, Braess' Paradox results in the negative social benefit in spite of adding transportation facilities. Consequently, it has been difficult to judge on the investment of SOC projects. This research aims to analyze the Braess' Paradox in the feasibility analysis and to seek a remedy for the Paradox. Several experiments were conducted on the simple network under the various conditions. From the experiments, following findings were validated: Braess' Paradox occurred only if travel demands met within certain intermediate range. In terms of traffic assignment method, the SO was more likely to reduce the effect of the Braess' Paradox than the UE. However, the Braess' Paradox in the benefit of operating cost saving occurred in all cases and the paradox in the total benefit continued. In order to solve the problem, new link cost function considered travel time and operating cost simultaneously were suggested. As a result, the negative benefit was significantly decreased in the UE case and total negative benefit was no longer shown in the SO case through the analysis.

본 논문은 전통적인 산업연관분석이 고정투입계수를 시용하고 있어서 상대가격체계의 변화에 따른 경제 주체들의 비용최소화 노력을 모형 내에 반영하지 못하고 있다는 한계를 극복하기 위하여 상대가격체계의 변화에 따라 가변투입계수를 갖는 "반복다중최적화(IMO) 모형"을 이용하여 탄소세 부과가 가격구조에 미치는 영향을 분석하였다. 분석 결과는 고정투입계수모형에 비하여 가격인상효과는 전반적으로 낮게 나타났으며, 특히 에너지집약산업은 고정투입계수모형에 비하여 가격상승률이 낮게 나타난 반면, 기타산업은 가격상승폭이 높게 나타났다. 이러한 결과는 에너지원에 대한 탄소세의 부과효과가 상대가격변화에 적응한 경제주체들의 비용최소화 노력으로 각 산업으로 분산된 결과라 여겨진다.

Fishing villages have rich potential on account of serving as a base of fishing activities with various maritime ecosystem, culture and maritime resources as well. The object of the study is ports located in Gijang, Busan and it presents the overall development direction in ports within this area. Through systematic and well-planned developing small-sized ports, this research analyzes regional economic implications by improving settlement conditions for fishing villagers scattered around this area taking the ports' natural traits into consideration. The research correlates regional input output analysis by fishing port arrangement project with connection between inter-industries and inter-regions according to the model of input-output analysis and attempts to systematically analyze regional economic structure with the economic implication divided into production, employment and income, influenced upon by the change of political exogenous variable.

국방조직과 규모의 대형화와 군사위협에 따른 전략전술개념의 변동은 방위비의 부담을 가속화시킬 것이다. 군사력 증강소요의 제기와 국민경제에 의한 가용자원의 합목적적인 자원배분과정은 능률적인 정책과제의 선택과 결정을 위한 기본정보자료가 정책법정권자나 입안자들에게 요구된다. 따라서 신무체계의 구매우선순위 결정은 물론 기존 무기체계의 경제적 운용 기간에 대한 운영총괄비용의 추계방법론을 시도하였다. 이는 분석내용이나 결과의 사용에 대한 관점의 상이성을 제시해 주고 있다. 또한 신항공무기체계를 중심으로 운영총괄비용의 추계를 위한 일반적인 개념정립은 물론 비용산정의 구체적인 절차와 기법을 기구하였다.

This research explores the efficiency of social welfare expenditure in Korea by analyzing marginal productivity, scale economies, and elasticity of substitution that could be obtainable from a production function. By virtue of VES production function, such productive indicators are easily identified. If once the efficiency is revealed in the production process, it brings to a positive impact to increase the level of income. Empirical evidences are shown that the public expenditure is operated systematically in comparing with the private one. This is mainly due to the fact that the system of the public sector is well-established. It implies that an operational system for the private sector ought to be built up in a short period of time. Otherwise, increasing in expenditure by a private sector would not be helpful to improve efficiency in the production side. Accordingly, level of income.

본 연구는 한국 미국 유럽의 ITS 사업평가방법론을 비교분석(Comparative Analysis)하여 과학적인 국내 ITS사업평가지침 도입방안을 제언하는 것이다. 이를 위해 우리나라의 ITS사업평가의 문제점 및 국외 선진평가방법론을 분석하고 시사점을 도출하여 국내 ITS평가지침을 제도화하기 위한 정책방향을 제언하였다. 국내 외 사례(미국 유럽 한국) 비교분석결과, 국내에서도 중 장기적인 ITS 투자재원의 효율적 배분과 단기적인 시스템운영의 효율화를 위해서 과학적인 ITS평가지침(ITS Evaluation Guideline)의 도입이 제도화되어야 한다. 또한 세부추진방안으로 ITS사업을 지속적이고 반복적으로 모니터링 할 수 있는 ITS사업평가체계의 도입, ITS 서비스의 효과척도(MOE)를 과학적으로 분석할 수 있는 평가기법(운영성능평가, 경제성평가, 사전 사후비교분석, 시뮬레이션분석)정립, ITS특성을 고려한 새로운 평가기법 도입(위험도분석, 행태분석, 시뮬레이션분석) 및 기타 정책적 활용을 위한 지원(평가자료의 데이터베이스화, 한국형 ITS평가용 시뮬레이터개발, ITS사업효과 계량화 등)방안이 필요한 것으로 나타났다.

최근 들어 우리나라는 재정 건전성이 악화되는 가운데 경제성장률이 해마다 낮아지고 있다. 이는 향후의 R&D 재정투자가 양적 확대보다는 선택과 집중을 통한 지출 효율화 노력이 필요한 시점이 되었다는 것을 의미한다. 2016년 1월, 마이너스 기준금리를 도입하기로 결정해 세계의 이목을 집중시키고 있는 일본은 한국에 앞서 이미 수십 년간 구조적 저성장을 경험하고 있다. 본고는 과학기술 혁신정책을 지속 가능한 성장과 사회적 혁신을 위한 중요 수단으로 인식하고 저성장 경제를 극복하기 위한 다양한 시도를 하고있는 일본의 R&D 정책수립 및 예산배분체계의 분석을 통하여 한국의 상황에 적용할 수 있는 정책적 시사점을 도출하고자 한다.
