Development of BIM based Maintenance Management Prototype System for Wastewater Treatment Plant (BIM 기반 하수처리시설 유지관리 프로토타입 시스템 개발)

  • Current domestic and overseas BIM practice and research efforts show very few examples that design and construction BIM data could be successfully used for efficient operation and maintenance (O&M) of infrastructure in particular. This study takes public wastewater treatment plant requiring an enhancement of operation and maintenance capability into account to develop a prototype BIM-based maintenance management system. The system is designed and implemented following a typical system development procedure and validated by the system outputs per four scenarios being considered to be main maintenance activities: The research results are expected to contribute to the upgrade of current wastewater treatment plant maintenance level, which is more demanded as water-related regulation and policy direction changes to region-based large scale O&M and asset management adoption, and overseas market participation.

New Middle Powers' ODA: Korean Aid Strategy for Economic Infrastructure and Production Sector Building (신흥 중견국가의 공적개발원조: 한국의 경제 시설 및 생산 분야 중점지원 전략)

  • This paper examines middle powers' ODA policy in the post cold war era and discusses its implication for Korean aid strategy. Middle powers' ODA has been more successful than that of super powers in promoting donors' positive images and in stimulating recipient countries' development. Middle powers tend to pursue multilateral solutions to international problems often by taking a mediator role, and their ODA policies set them apart from the great players in international politics. Middle powers' ODA is primarily aimed at reducing poverty and protecting human rights in least developed countries where humanitarian aid needs the most rather than promoting donors' interests. Also, middle powers have provided bilateral untied aid in the sectors of food aid and emergency relief and steadily devoted about 0.7% of their gross national income to ODA. Meanwhile, Korea as an emerging middle power and a new donor has been implementing its own aid strategy under the name of the Korean development model since the post cold war period. The Korean ODA was not successful in building donors' positive images by simply following the short term strategies of US and Japan. Yet, its ODA policy has been quite effective in sustaining local development by creating specific niches in which the country can specialize in. In specific, Korea has focused on developing the sectors of information and communication technology and industry energy in recipients' countries by maximizing its comparative advantage.

  • 어항.어촌.어장을 연계한 통합개발은 너무 급하게 서둘러서도 안 될 것이며 지금부터 새로 기반을 조성하여 새롭게 시작한다는 관점에서 제도를 시책에 걸맞게 개선해야 한다. 어항.어촌.어장의 연계개발은 수산업진흥을 통한 어업소득 증대와 어촌관광시설 확충을 통한 어촌경제 활성화, 도서지역의 환경보전을 도모하는 것이기에 지속가능한 장기적 발전에 초점을 맞추어야 한다.

  • A carbon capture and storage (CCS) plays a very important role to reduce $CO_2$ dramatically in $CO_2$ emission sources which are distributed throughout various areas. Numerous research works have been undertaken to analyze the techno-economic feasibility of planning the CCS infrastructure. However, uncertainties such as $CO_2$ emissions, $CO_2$ reduction costs, and carbon taxes may exist in various impact factors of the CCS infrastructure. However, few research works have adopted these uncertainties in designing the CCS infrastructure. In this study, a two-stage stochastic programming model is developed for planning the CCS infrastructure under uncertain operating costs and carbon taxes. It can help determine where and how much $CO_2$ to capture, store or transport for the purpose of minimizing the total annual $CO_2$ reduction cost in handling the uncertainties while meeting the $CO_2$ mitigation target. The capability of the proposed model to provide correct decisions despite changing the operating costs and carbon taxes is tested by applying it to a real case study based on Korea. The results will help to determine planning of a CCS infrastructure under uncertain environments.

An Exploratory Study on Logistics Infrastructures in Cambodia : Current Issues and Future Solutions (캄보디아의 물류 기반시설에 관한 탐색적 연구 : 그 쟁점과 해결방안)

  • This study uncovered some issues that have constrained the development of logistics performance in Cambodia. Firstly, literature review was narrowed down to include studies involving the relationship between Logistics and transportation, the relationship between the infrastructure and economic growth and the important role of logistics on economic growth and poverty reduction. Then the next step the study identified some issues related to transport infrastructure that were assumed to cause the enhancement of logistics sector. Moreover, a case study about cost and time analysis was used to address some issues of logistics cost in Cambodia comparing to its neighboring countries: Thailand and Vietnam. Based on the time and cost analysis, it revealed that the logistics cost in Cambodia is much high than Thailand and Vietnam. In addition, some logistics issues were found through other two case studies about the export and trade facilitation. The participants raised some issues related to issuance of certificate of origin, the availability of information about agreements, laws, rules, and regulations, checkpoints along the corridor and opening hours of logistics service providers and slow processes. Then the authors suggested some appropriate solutions to answer to the current issues related to transport infrastructure and logistics sector in Cambodia.

Spatial Pattern of Environmental loadings on Border Region of Gyeonggi Province (경기도 접경지역 환경부하의 공간적 특성 분석)

  • The Boundary Region in Gyeonggi Province has environmental vulnerability due to the increasing development pressure although usually regarded as an ecologically well-preserved region. This paper is aimed to analyze the status of environmental loading on natural resources of the Boundary Region in Gyeonggi Province through investigating land-use conversion pattern during the past 15 years(1985-2000), the attitude of the local community towards conservation policy, and the status of environmental treatment facilities for water quality management. The results are as follows. Firstly, the development pressure has been focused upon the southwestern part of the Boundary Region in Gyeonggi Province such as Gimpo, Paju, Dongduocheon, and Yangju since 1995. Secondly, local residents' strong aversion exists towards the conservation policy led by the government because of their underdevelopment. Finally, the risk of environmental degradation is high because the region is not equipped with adequate environmental treatment facilities for water quality management. The status of environmental loading in the Boundary Region suggests the necessity to establish a well-designed management plan for natural resources in this area.

  • 국내 주요 인삼재배 산지 기반을 가진 전북 진안지역의 인삼 홍삼산업은, 재배농가 895호, 재배면적 402ha, 생산량 1,628톤, 홍삼가공업체 80개소, 판매업소 50개소로 지역경제의 25% 이상을 차지한다. 그러나 재배농가의 계열화 미흡(22%), 산지수집상(포전매매)에 의한 인근 유사 도매시장으로 재배물량과 부가가치 유출(78%), 가공시설의 노후화, 가공업체의 영세성(매출규모 연평균 2억11백만원)과 함께 중국, 캐나다, 미국 등의 국제 가격경쟁과 국내의 대기업 및 인삼산업 주요지역과의 경쟁이라는 상황에 직면하고 있다. 이러한 상황을 극복하고 지역특화명품산업으로 발전할 수 있는 방안으로, 인삼재배산지로서 원료공급지를 기반으로 하는 재배, 유통, 가공, 품질관리, 시설분야에 이르는 발전방안을 연구하였다. 산업원료 확보를 위해서는 인삼계열화 확대를 통해 원물 확보력을 강화하여야 한다. 재배분야의 경우에는 친환경재배 확대와 GAP 확대를 통해 원물의 품질경쟁력 뿐만 아니라 시장수요에 따른 브랜드마케팅 요인으로 특성화해야 한다. 유통분야는 계열화 확대를 통한 원물확보라는 산업경쟁력을 바탕으로 원료중심의 수취, 매취, 보관, 가공, 대형거래, 도소매 등 유통활성화와 유통규격포장 및 선별등급표준화를 통한 유통표준화를 추진하여야 한다. 가공의 경우, 원료홍삼 공급기능을 중심으로 가공산업을 선택 육성해야한다. 품질관리는 원물중심관리(성분, 잔류농약, 식품위생), 유통중심관리(연근, 등급), 경작중심관리(재배지, 재배자, 경작), 프로세스중심관리(재배 유통 가공 판매정보)로 구체화해야한다. 시설분야는 유통시설(대규모 집하시설, 보관시설 등 종합유통처리시설)과 가공시설(가공설비현대화, 가공공장 공인규격화;ISO, GMP, HACCP)의 지속적인 시설개선과 현대화를 추진하여야 한다.

Study of Benefit Characteristics for Low Impact Development (LID) Facilities demonstrated in Seoul Metropolitan (서울시 저영향개발(LID) 시범 시설에 대한 편익 특성 연구)

  • Seoul metropolitan has established a vision as 'Healthy water-cycle city' to resolve urban water-environmental deterioration. And it established administrative structure to expand Low Impact Development (LID) facilities to recover aggravated water-cycle and water-environment. Therefore, various LID facilities are constructed and operated, however, benefit analytic plans for systematic valuation are insufficient. In this study, to analyze economic, environmental and social benefits of LID facilities, contents for benefit analysis were selected and categorized as water, energy, air quality and climate changes. As a result of quantification and valuation to the beneficial effects, LID facilities showed the total benefit as 1,191~3,292 won/yr. Characteristics of benefit distribution by analysis contents were various reflecting functional characteristics of each LID facility (Water: 30~90%, Energy: 4~44%, Air quality: <1~2%, Climate change: 5~22%). As a result of Triple Bottom Line analysis, economic benefit showed the greatest portion as 75~90%. As further studies, suggested benefit assessment plans for each LID facility should be applied to inter-connected LID systems on complex-scaled area, and synergy effects by various LID systems would be evaluated such as prevention of heat island and flood disasters.

  • In a petrochemical plant, various mechanical equipments and structures are interconnected to ensure operability. Since the production activities of petrochemical plants have a great impact on the national economy, it is very important to maintain not only structural safety but also the operability of the facilities. However, the current seismic design standards present the design requirements of facilities mainly aimed at preventing collapse, and do not provide the requirements for securing operability of facilities. Depending on the behavioral characteristics of the facility, operability of the facility can be secured by seismic performance levels other than the collapse prevention level, so it is necessary to present seismic design methods that can apply various seismic performance levels. Spherical (ball) storage tanks are supported by columns and braces and exhibit complex nonlinear behavior because of buckling and yielding of support members. In this study, nonlinear seismic behavior characteristics were statistically analyzed and a new performance-based seismic design method was proposed based on them.

  • In this paper, A web-based server system was developed based on PDA(Personal Digital Assistants) for controlling and managing light facilities on-line with wireless communication efficiently. The control box of current light facilities may be implemented based on simple operational function. The operational quality of the light facilities will be efficiently improved with some practical advantages such as reduction of required facility, manpower and time in managing the lights and control boxes by using the popular PDA.
