Recently, open access policy to railway operation has been widely discussed. Compared to the case of Korea, European countries have dealt with this topic over a few decades. The competition on railway slots incurs an important technological problem about how to optimally allocate railway slots requested from RUs to them. In other words, the authority should be able to coordinate the timetables requested from RUs in the non-discriminatory manner. Related with the coordination, compared to the other European countries, which have done many studies and experiments especially on auction mechanisms, Korean railway has paid less attention to this topic and there have not been any related studies. Our study analyses the state-of-the-arts about the railway slot allocation especially focusing on the auction mechanisms and the associated optimization problems. And we suggest a new railway slot allocation mechanism and related optimization model reflecting the adjustment within the tolerance and the operational policies between railway undertakings.

지난 3월 25일 제5회 한국로지스틱스 대상 수상식에서 건설교통부 물류혁신본부는 국가 물류혁신에 기여한 공을 인정 받아 대상을 수상했다. 건설교통부 물류혁신본부(본부장 이성권)는 지난해 9월 발족 이후 건교부가 주로 담당해온 물류인프라의 확충 등 하드웨어적인 시책뿐 아니라, 물류산업 육성, 물류인력 양성 등 소프트웨어적인 시책을 집중적으로 추진, 국제 · 국내 물류, 민 · 관 · 학 분야를 포괄하는 물류 경쟁력 향상을 위한 종합적 지원업무를 수행하고 있다. 특히 물류혁신본부는 물류기업 경쟁력 향상과 제3자 물류 활성화 대책의 일환으로 종합물류기업인증제를 도입, 본격적인 시행에 들어갔으며 현재 부처별로 분산되어 있는 물류정책을 통합조정하기 위하여 물류정책기본법, 물류시설법 제정을 추진 중에 있다. 물류혁신본부의 수장인 이성권 물류혁신본부장은 지난 4월 7일 대한상공회의소가 주최한 조찬간담회에 연사로 참석하여 '물류 경쟁력 강화를 위한 정부 정책방향'이라는 주제로 발표하였다. 이에 그 내용을 요약 게재한다.

The purpose of this study is to analyze the effects of a firm's dynamic capabilities measured by sensing, seizing, transforming, coordinating, and learning capabilities on its competitive capabilities, such as product quality, process flexibility, delivery speed, and low cost. The relationship among dynamic capabilities, competitive capabilities, and export firm performance is set up as a research model based on empirical studies related to the existing dynamic capability perspective and competitive capabilities. To test this research model, this study collected 102 samples of data using a questionnaire survey on both manufacturing and exporting firms. The partial least squares method is used and the following results are derived from an empirical analysis. First, dynamic capabilities have a positive effect on competitive capabilities, such as product quality, process flexibility, delivery speed, and low cost. Second, product quality and process flexibility have a positive effect on export firm performance. Third, unlike previous research results, this study finds that the competitive capabilities of a firm in the areas of delivery speed and low cost do not significantly affect its performance. These findings provide meaningful implications for export venture firms that need to acquire and maintain competitive advantage in a rapidly changing environment.

It is desirable to prevent medical accidents because they bring about irretrievable outcomes to patients, as they are directly related to each patient's life, and health. However, once medical accidents occur, it is appropriate to resolve them quickly without conflict before the feelings of directly involved people are intensely confronted with each other. Korea Consumer Agency carries out medical dispute mediation to address such disputes quickly, fairly, and efficiently, and so does Korea Medical Dispute Mediation and Arbitration Agency. Although there has been constant debate on a merge between the two agencies because of duplicated work and consequent inefficiency, it is desirable to maintain the two agencies to ensure consumers' options and to promote the mutual development of the agencies through competition. Therefore, there should be legal and systematical support for Korea Consumer Agency to have fair competition with Korea Medical Dispute Mediation and Arbitration Agency. This is not for Korea Consumer Agency, but ultimately for consumers.

포괄적인 개념에서, 게임에서 인공지능이란 PC(Player Character, 사용자에 의해서 조정되는 게임 오브젝트)를 제외한 모든 것들을 제어하기 위해 사용되는 일련의 기술이라고 정의할 수 있다. 예를 들면, PC를 둘러싸고 있는 환경, PC를 대적하거나 경쟁관계에 있는 NPC(Non-Player Character), PC에 조언을 해주는 조언자 NPC 등을 제어하고 사용자가 느끼기에 지능적이면서 실제적인 것으로 보이도록 하여 게임의 흥미를 더하기 위한 기술들이다. (중략)

최근 체니 미 국방장관은 1997년까지 추가적으로 3백48억불의 예산을 삭감하겠다고 발표하였다. 이와같은 악조건 하에서 미국 방산업계는 취소 또는 축소조정된 내수물량에서의 손해를 만회하기가 점점 더 어려운 입장에 처해지고 있다. 이에 따라 해외시장 확보의 중요성은 더욱 절실하게 부각되고 있으나, 해외업체로 부터의 도전, 특히 자체적인 군비삭감이 진행중인 서구유럽의 방산업계로 부터의 강력한 압력과 경쟁에 직변하고 있다.
