경쟁과 대학평가, 그리고 고등교육의 질 관리-대교협 대학평가의 의의와 실적

  • 대학의 경쟁력이 곧 국가의 경쟁력으로 이어질 만큼 핵심 지식인프라인 대학은 국가경쟁력의 원천으로서 중요시되고 있다. 이에 세계 각국은 대학의 경쟁력 강화와 대학교육의 질 향상을 위한 다양한 정책들을 추진하고 있다. 국제사회에서 대학평가는 대학교육의 질 보증 및 경쟁력 강화를 위한 필수 기제로 인식되고 있다. 이러한 상황에서 현재 대학교육협의회에서 실시해 오고 있는 대학평가의 의의와 그 추진실적에 대해 살펴보고자 한다.

A Study on the Analysis of the Competitiveness Level in Masan Port (마산항 경쟁력 분석에 관한 연구)

  • Masan port is a representative port of Kyungnam region, and proceeds to work port development for the future. However, Analytical research related to current competitiveness and strategies for the future of Masan port have been little studied since then. Thus, the aim of this paper is to analyze the current competitiveness level of Masan port. To achieve this abjective, evaluation model based on empirical data was established. And then FHP-based index model that calculate competitiveness level of port was adopted. To analysis competitiveness of Masan port, Data from shippers calling at Masan port were collected. The result of data analysis showed that current competitiveness level of Masan port was 63.

  • 제조혁신 기술로서 엔지니어링 모델링 & 시뮬레이션(이하, Eng. M&S) 기술은 제조패러다임을 바꿀 대안기술로 주목되고 있으며, 해당분야 국가수준에서의 기술정책 육성을 위해 경쟁력 분석이 우선적으로 선행되어야 한다. 이를 위해 제조업에서 Eng. M&S가 갖는 의미를 고찰하고, 기존에 정립된 특허, 논문 계량 분석 경쟁력 평가모형을 기반으로 Eng. M&s 기술적 특성을 반영한 시장 관점에서 지표를 추가하여 Eng. M&S 기술에 대한 각국의 경쟁력을 도출을 시도하였다. 또한 모형의 통계적 검증을 통해 기존 계량정보 기반 평가모형보다 다양한 정보에 의한 높은 설명력을 확인하였고, 이에 따라 추가된 시장지표의 유용성을 확인할 수 있었다. Eng. M&S 기술경쟁력 분석 결과, 한국의 경쟁력은 최고기술보유국가인 미국대비 절반 수준으로 7개 주요국 중 가장 낮게 평가되었으며, 도출된 결과를 기반으로 경쟁국들의 정책적 노력에 대해 논의하였다. 본 연구를 통해 설계역량이 현저히 낮다고 평가된 한국 제조환경에 맞는 Eng. M&S 기술 육성 정책 수립이 필요하며, 보다 근본적인 차원에서의 해당 기술 활용을 촉구하는 바이다.

  • Main airports in the Intra-Asian market have faced competition not only to attract China-bound transshipment cargoes but also to be hub airport in same region. In spite of such a importance, the previous research has been short of evaluation of airport competitiveness. Implication of the previous research has mainly been focused on evaluation of airport critical factor service qualify and efficiency. The aim of this paper is to present critical points that affect airport competitiveness using an algorithm based on reversed fuzzy evaluation and senario method. The results of senario analysis and reversed fuzzy evaluation shows that Incheon international airport needs to enhance service level of 7% as a result of senario analysis and service level of 5% and brand equity level of 10% at the same time as a result of reversed fuzzy evaluation analysis, to ensure competitiveness in same region.

A Study on Development of the Competitive Evaluation Model in Oversea Construction Industry (해외건설 경쟁력 평가모델 개발에 관한 연구)

  • The purpose of this study is to determine a national construction industry's competitiveness and establish strategies to expand into overseas construction markets. To evaluate the international competitiveness of overseas construction businesses, this study were selected as the target range of international comparisons among the countries cited by ENR, Global-Insight, IMF, OECD, and Transparency International. In result the United States ranked first, followed by China $2^{nd}$, Italy$3^{rd}$, U.K.$4^{th}$, and Germany $5^{th}$, while Korea ranked $9^{th}$ overall. In particular, Korea's competitiveness in the construction infrastructures by country ranking($11^{th}$) was higher than the competency assessment results of construction companies by country, therein ranking $12^{th}$. In addition, while Korea ranks $12^{th}$ among 22 countries, $3^{rd}$ in price competitiveness, $12^{th}$ in construction competitiveness, and $19^{th}$ in design competitiveness.

  • This study is intended to grope for a way of strengthening the independent competitiveness of Korean design industry by deducing objective value evaluation factors in design and by closely examining what relation these factors have with the competitiveness of design-specialized company in global markets in order to reinforce the qualitative value system of design, and in order to strengthen the industrial competitiveness of design. First of all, this study defined the objective evaluation factors in design as the quantification of measurement evaluation, the consistency of process, the compatibility of project, and logical persuasiveness, and defined the competitiveness factor in design-specialized company as the reliability and service quality of company, and established a research model. According to the results of test, most of hypotheses were accepted. However, it was understood that the quantification of evaluation didn't have direction effect on the service quality of design-specialized company.

A Study on Assessment for Competitiveness of Port Hinterland (항만 배후부지 경쟁력 평가에 관한 연구)

  • Global companies regard the conditions of a location as one of the most crucial factors to assess the competitiveness of ports and the port hinterland, as well as emphasize creation of throughput and the importance of value added logistics in the hinterland under diffusing Supply Chain Management(SCM). This study deals with the evaluation of competitiveness in 7 hinterlands and the establishment of assessment model in hinterland. This study analyzes the importance of factors for the port hinterland competitiveness using AHP method. As a result, logistics factor, accounting for 62.3%, is shown as the relative more important factor, followed by hinterland's economy factors(27.3%) and city/policy factor(10.4%). The result implicates that measures to activate logistics factors with relatively high importance are essentially needed in order to improve the competitiveness of the hinterland of Busan New Port. Especially, it is needed to establish service routes of the port and air networks and to expand infrastructure for support. This study also assesses the competitiveness of hinterlands for the seven domestic and foreign ports based on importance of assessment factors for the hinterland competitiveness using AHP analysis. Busan(3.903) is ranked fourth behind Singapore(4.570), Hong Kong(4.357) and Shanghai(4.042) in assessment.

  • 이 연구는 초대형선 도입으로 대형선 수리 수요가 증가하고 있으며, 해상 오염물질 규제강화로 스크러버와 선박평형수처리장치를 부착하는 선박개조 시장이 확대되고 있는 상황에서 우리나라 대형 수리조선소의 건립 필요성을 고찰하고, 수리조선소 경쟁력 결정요인들을 도출하여 경쟁력을 평가하였으며, 수리조선소 건립 운영의 경제적 타당성을 검증하였다.

An Assessment of Technological Competitiveness in Core Products of Foreign Design & Construction markets (해외 유망 건설상품의 기술 경쟁력 평가)

  • In this study, surveys and interviews are used to evaluate technological competitiveness of each product with respect to that of foreign leading firms, for seven leading domestic construction products which have been determined to have competitive edge in offshore markets, Such evaluation provides a more in depth study than previously conducted research, and is meaningful in that corporate level, rather than industry level, perspective is projected. Major findings of such evaluations are the following. First, as expected, it has been evaluated that domestic technological competitiveness in desalination plant and power plant has reached the point where it can compete with foreign leading firms. Moreover, a noteworthy result of the evaluation is that development program sector, including urban development of satellite cities, has reached considerable level of competitiveness in offshore market. In the case of the development market, domestic firms have accumulated sufficient experience in domestic market and engineering technology is not a decisive factor as in plant sector, and these factors lead to such an evaluation. Second, in the cases of gas, oil refinery and petro-chemical plants, domestic products' technological competitiveness that can contest in offshore market is still centered around production and construction. On the other hand, there are still weaknesses in license technology and basic design capabilities, which constitute the "value added" area. Third, skyscrapers, a promising product in offshore construction market and a product group which domestic firms have much performance record and projects in progress both in domestic and offshore markets, are considered. While direct comparison between skyscrapers and plant sector is not feasible, with the exception of production and construction, overall domestic capability in this sector has been assessed to be the lowest amongst those products that were surveyed. Fourth, it has been indicated that competitiveness is relatively higher in common technology than in key technology. In project management capability, it has been assessed that there are weaknesses in procedure document area. Also, a characteristic is the point that low overall assessments have been given across all product groups for corporate and management areas, not technological areas. Especially, financing, contracting/claim, risk management and investment on research and development received low evaluations. Fifth, it has been assessed that overall corporate and governmental supports are weak. This result is especially evident for corporate management and support areas across all product groups surveyed.
