The development of civilization is in line with evolution of cities and transportation technology caused by industrialization. Up to now, a city has been developed owing to transportation cost reduction and needs for land utilization as a limited core business district. Continuous increase of urban population density has accompanied by lots of problems socioeconomically such as rise of land value, traffic congestion, gap between the rich and poor, air pollution, etc. Those issues are difficult to be solved in existing city ecosystem. However, a clue for solving the problems could be found in there. The design of Seoul mid-night bus route was from analysis of movement of people in the rural area by using ICT so that a city ecosystem should be firstly analyzed for solving rural issues. If the cause of those is found, big data platform construction is required to raise the life quality of citizen and the problems could be solved. Big data should be located in the middle of the platform connected with every element of city based on ICT for real-time collection, analysis and application. This paper addresses construction of big data platform and its application for sustainable smart city.

In a social environment where population aging is rapidly progressing, the healthcare service market is growing fast with the increasing interest in health and quality of life based on rising income levels and the evolution of technology. In this study, after keywords were extracted from Korean and US patent data published on KIPRIS from 2000 to October 2019, frequency analysis, time series analysis, and keyword network analysis were performed. Through this, the change of technology trends were identified, which keywords related to healthcare was shifted from traditional medical words to ICT words. In addition, although the keywords in Korean patents are 55% similar to those in the US, they show an absolute gap in patent production volume. In the next study, we will analyze various data such as domestic and international research and can obtain meaningful implications in the global market on the identified keywords.

In image classification, recent CNNs compete with human performance. However, there are limitations in more general recognition. Herein we deal with indoor images that contain too much information to be directly processed and require information reduction before recognition. To reduce the amount of data processing, typically variational inference or variational Bayesian methods are suggested for object detection. However, these methods suffer from the difficulty of marginalizing over the given space. In this study, we propose an image-text integrated recognition system using active vision based on Spatial Transformer Networks. The system attempts to efficiently sample a partial region of a given image for a given language information. Our experimental results demonstrate a significant improvement over traditional approaches. We also discuss the results of qualitative analysis of sampled images, model characteristics, and its limitations.

There are many institutions, organizations, and sites related to responding to infectious diseases, but as the pandemic situation such as COVID-19 continues for years, there are many changes in the initial and current aspects, and accordingly, policies and response systems are evolving. As a result, regional gaps arise, and various problems are scattered due to trust, distrust, and implementation of policies. Therefore, in the process of analyzing social data including information transmission, Twitter data, one of the major social media platforms containing inaccurate information from unknown sources, was developed to prevent facts in advance. Based on social data, which is unstructured data, an algorithm that can automatically detect infectious disease threats is developed to create an objective basis for responding to the infectious disease crisis to solidify international competitiveness in related fields.

This paper criticized the recent Korean 'creative economy policies' focused on regional developmental implications. Even though the policies targeted to promote ICT new startups and build virtuous circle of ICT industrial ecosystem in Korea as a whole, the outside regions of the Seoul-Busan industrial axis where the bases of ICT industries are very weak would suffer from systematic exclusion in ICT investments and deepening regional disparities. Second, ICT-centered policies would selectively affect or operate commensurate with the size of regions in this low-growth, after-financial crisis age. Third, the possibilities of regional insularity and lock-in in these low levels of 'related variety' regions would worsen the industrial competitiveness. Lastly, the policies should be reoriented to fortify region-based creative economic ecosystem based upon triple helix learning region.

This paper analyzes the danmu phenomenon with the concept of participatory culture proposed by Henry Jenkins. Unlike other comments, Danmu is a function that allows users to post anonymously while watching a video, and comments posted at that time are immediately displayed on the screen and can be viewed by other viewers. The service was first launched by Niconico. In this paper, the danmu phenomenon in the Chinese video platform Bilibili is analyzed by focusing on three aspects. First, in terms of creative sharing under collective intelligence, we explore how users create their own creations and share them with other users through danmu. Second, in the collaboration model under public participation, the method and meaning of collective cooperation through users' interaction is dealt with. Third, in terms of financial support of commercial capital, the influence of danmu videos to create commercial profits is analyzed as a case. In addition, the negative aspects and challenges of participatory culture in Bilibili are analyzed. Negative aspects such as participation gap, copyright infringement, excessive use of danmu and problems of anonymity were reviewed, and major challenges to realize the potential of danmu as a participatory culture were suggested. This paper comprehensively analyzes danmu using research methods such as literature review and case studies, and through this, tries to derive insights on how participatory culture and danmu interact and evolve in modern society. Danmu, as a participatory medium, is an important tool that promotes individual and collective creation and interaction, and is pioneering a new boundary between the media industry and its users.
