  • The european union used the regional policy for a compensation for a economic loss of the underdeveloped member countries and for a conciliation of the new member countries with a geographical enlargement. As a result, the objet of regional policy and the support eligible regions of structural funds increased. According to the central and eastern europe countries entry into the european union, the european union modified the regional policy: the integration of the dispersed objects of regional policy into the 3 objects, the reduction of the support eligible region of structural funds and the promotion of the interregional cohesion policy. The development disparities of the between the member countries converged. But the inter-local development disparities of a intra-member country dispersed. This tendency means that the regional policy of the european union contributed for the reduction of development disparities between the member countries but produced no effect on the diminution of the inter-local disparities of a intra-member country because of the regional differentiation of locational conditions.

  • As we are entering the information society, there are increasing concerns about information gaps which are believed to create serious obstacles to social integration and development. Previous studies on the information gaps in Korea, despite their contributions to our understanding of the issue, appear to be descriptive. This study attempts to analyze the relative importance of residential area, gender, age education, and household income for information gaps and their changes in recent years. Based on the data from two surveys conducted by the Information Culture Center, the study run multivariate logit model analysis of the sue of computer and internet. The result shows that all the variables except residential area have influences on the use of computer and internet. In terms of time change, gender-based difference in the use of digital media has decreased between 1998 and 2000 while the differences by all the other variables have remained constant or increased.

And to resolve digital divide between countries, Republic of Korea's IT service group dispatch business has also significantly contributed to enhance information application level of developing countries. The conclusion and suggestion of this study is as follow. It is obvious that utilization of information can be affected by capability improvement of developing country's informatization level. However, developing informatization strategy level and environment in long term wise will cause greater influence than to raise immediate informatization base level. Overall, settlement of long term digital divide seems possible when we elevate developing countries' informatization strategy level and environment.

  • According to NIA (National Information Society Agency) report, digital divide is a vicious circle which makes quality interval of human's life between people who have information and relatively not. Especially in a smart phone society, there is a big problem between disabled people and normal people. This paper suggests a braille keyboard system for the blind to solve these problems. It is designed for portable use, convenience and quick text typing based on bluetooth communication technique. In text input test, all texts (Korean, English, number) were accurately expressed and typing speed was about 22 [c/m](characters per a minute). Especially, we design text2voice function to provide more accurate key input system. Popular applications such as call, alarm, message, kakao talk, internet, music, were performed without carring problems using the proposed braille keyboard system. The proposed technique is thought to contribute to eliminating the digital divide through the expansion of smartphone users.

The effect of ICT influence not only technical aspects but also societal and economic aspects. But we can't ignore the side effects of ICT, especially digital divide can cause social elimination. Digital divide is related to redistribution of wealth, so there are too many studies which deal with digital divide. But Most of these studies are focusing on physical accessibility. Also most of digital divide studies address digital divide based on demographic factors such as gender, age, income and education. Of course, these studies are important, but we expect that the aspect of digital divide is different from past digital divide. This paper deal with exploratory discussion for necessity of new digital divide conception by reviewing limitations of existing digital divide research.

  • The current notion of digital divide is quite different from the traditional definition of digital divide. People have considered that digital divide and social capital are separated notions and are not related with each other. However, in this current information society, the digital divide affects the process of building social capital, and thus these two concepts have become closely related with each other. Now, the notion of digital divide is combined with social capital theory and has created new social phenomena that multiple divisions of social structure. Information and Communication Technologies(ICT) plays important roles in this new social and informational environment. This research identifies the relationships between digital divide caused by ICTs and social capital. To investigate the relationship between digital divide and social capital, this research used datasets provided by the Pew Internet & American Life Project (March 2002 survey).

  • Information gap widens as the information society matures. This paper delineates the factors causing information gap as socioeconomic gap, commercialization of information privation of information means and information explosion. Due to these factors information gap between the information poor and the information rich inevitably widens. To bridge the information gap requires policy efforts that are based on democratic principles. This paper asserts that the public domain of information should be secured to ensure the fair and equal access to information and use of information. It is also argued that the function and role of the public information systems such as public libraries, public schools should be expanded and fortified to ensure the minimum level of fairness and equality in an information society. It is suggested that a public site in a cyber-space might be needed to form public opinions and exchange basic information.
