Improvement Plan of Seismic Retrofitting Support System for Establishing Earthquake Disaster Prevention Policy (지진 방재정책 수립을 위한 건축물 내진보강 지원제도 개선방안)

  • In recent decades, unpredictable earthquakes around the world have caused massive damage. The incidence of earthquakes in Korea that are larger than M5.0 has increased the social demand for earthquake policies. As the seismic performance of buildings has been proven to be the most effective damage mitigation responsibility from past earthquake damage cases, the US and Japan are implementing a seismic retrofitting support system. In Korea, this is being implemented through tax benefits, but it is being neglected by the owners of private buildings. As a solution to this problem, this paper reviews, compares, and analyzes the domestic and overseas seismic retrofitting support systems, and suggests ways to improve the policy and support system for revitalizing the seismic retrofitting of private buildings based on the results.

  • 본지에서는 최근 논란이 되고있는 대형건설업체의 설계용역업허용요구와 관련해 건축설계업과 건설시공간의 상호관계 및 역할분담 등에 관한 선진외국의 사례들을 모아 조사ㆍ확인함으로써 건설업체의 이같은 주장에 대한 부당성을 지적하고 이를 통해 우리 현실에 맞는 제도로 발전시켜 나가고자 한다. 또한 이번 조사내용은 국내건축문화 발전의 건전한 풍토조성과 국제경쟁력 강화를 위한 방안을 모색하는데 귀중한 자료로 삼고자 한다.

A study on the Improvement of the National Surveying System (우리나라 측량제도의 개선 방안에 관한 연구)

  • This study aims to study the present situation of our national surveying system, in fields such as professional surveyor system, the surveying industry, the consultancy pricing system. The problems are identified to present an improvement plan for the system. The professional surveyor system was compared to other systems in the Asia Zone and the surveying industry related laws and regulations, were compared with those of foreign countries as well as with the regulations of the architectural industry. The improvements suggested include upgrading of surveying technology and of surveying personnel, increase investment into education and research and development. The government should support in policy upgrading such as providing aids to small scale companies and in distributing the concentrated activities in the capital city to other regional areas. Also the pricing for the surveying activities and consulting activities should he adjusted in fields such as price items, grades of surveyors and overhead costs.

  • As buildings are changing variously from the side of use, efficiency and size, the construction qualities are more importantly recognized. Supervision system was enacted in the Residential Building Law in 1990 and responsibility supervision system in the Construction Engineering Management Law in 1994, respectively. However, recently revised supervision system in 2003 has some limitations: the present problems of appointing supervisor, disposing the supervisors, supervisor's works. Therefore, the aim of this study is to improve the present supervision system for mix-use residential building. By implementing the proposed revised supervision system, it will be able to expect quality improvement, confidence of the owner and the user, development of construction technology, and increase international competitiveness of supervision company.

  • The purpose of this study is to clarify the challenges and suggest regulatory improvement strategy by investigating the Japanese building maintenance system which had been conducted for decades. The efficiency and problems of the current building maintenance system of Korea are analyzed by stake holders and purpose of management. The results show that several strategies are important to improve the quality of building maintenance. They include check list focusing on the purpose of maintenance, efficient and fair criteria, rational checking period considering owner's budget, cooperation with professionals in facilities, and promotion of professional companies participation. The results imply that the challenges should be solved systematically rather than individually.

A Study on Legal and Institutional Improvements for the Digital Transformation of Construction Supervision (건축공사 감리업무의 디지털 전환을 위한 법·제도 개선안 연구)

  • This study reviewed the existing legal framework governing construction supervision practices and conducted a survey of expert groups to identify and propose strategies for facilitating the digital transformation of construction supervision processes, with the goal of enhancing the quality and safety of construction projects. The research underscored the necessity for digital transformation to improve quality, safety, and efficiency of construction supervision. Additionally, it highlighted the need for greater consistency and clarity in terminology related to construction supervision. The study also presented recommendations for improvement, which included: establishing a structured supervision checklist to ensure safety and compliance, establishing a specialized construction supervision corporations subject to qualification screening, and introducing evaluation criteria to encourage the adoption of digital transformation technologies in construction supervision. The findings of this study are intended to serve as the foundation for future policy and regulatory frameworks aimed at promoting the digital transformation of construction supervision practices.

Recognition of Stakeholders Regarding Building-Related Landscape Systems (대지의 조경 제도에 대한 관련 주체의 인식 비교 분석)

  • This study proposes the difference of awareness and improvement plan of building-related landscape systems through a cognition survey of building owners, public officials, and experts. The main results are as follows. First, all three groups are highly aware of the need to secure urban green spaces. Even if private property rights are restricted, the level of awareness that green space should be secured for public benefit is high. The level of interest in the building-related landscape system was also surveyed to a greater degree. Second, the survey respondents, including the building owner group, answered that there is a need to strengthen the building-related landscape area standards. It can be seen that there is a need to revise the relaxation of the building-related landscape area standards through an amendment of the Building Ordinance in many local governments. Third, most municipalities are not equipped with an organizational system that can promote the work of building-related landscape. It is necessary to newly hire civil servants for landscape design, maintenance, and management specialization, or to expand co-working relationships with related departments. Fourth, building owners are interested in building-related landscape, but they do not know specific management methods and leave the landscape space. The municipality needs to offer guidance on landscape architectural design and construction methods that the building owners can easily follow and to support the voluntary landscape space management on the part of the local residents by supporting the trees. Fifth, in order to improve the building-related landscape system, it is necessary to verify the effect of the building-related landscape and spread a consensus. At the government level, in order to enable building owners to recognize the value of the landscape space in connection with an urban regeneration project, it is necessary to present an example of an excellent building-related landscape installation via a pilot project.
