지구단위계획수립의 실습(1)

  • 건축사협회에서 마련했던'지구단위계획제도의 이해와 실습' 강좌에서 마지막 실습부문을 진행한 내용을 소개하고자 한다. 강좌를 진행하면서 느꼈던 점은 건축사들이 도시계획과 도시설계를 자기업무로 보지 않는다는 점을 다시 한번 확인한 것이다. 우리가 속해서 경쟁하고 있는 국제건축가연맹(UIA)의 이념과 목적을 보면 건축가의 사명을 '건축과 도시 계획을 발전시켜 공동체의 개선을 꾀할 것'이라고 천명하고 있다. 본고가 이러한 사명감에 따른 매뉴얼을 지닌 외국건축사들과 경쟁 또는 협력해야 할 우리 건축사들의 관념적 지평을 넓히는데 도움이 되었으면 한다. 2회에 나누어 실게 될 본고 중 이번호에는 지구단위계획과 건축설계와의 관계를 다루고 있다. 현재 우리의 구분기술 환경속에서 이 주제를 압축한다면 계획가와 설계기간의 연계 '바톤'이 곧 지구단위계획이 될 것이다. 그 속에는 건물이 넘어가서는 안되는 윤곽선과 용도 등이 들어있는 것이다. 다음 호에는 지구단위계획의 입안관점과 사례들을 소개할 예정이다.

  • Facilities used by senior citizens, infants, and disabled people have characteristics that make it difficult to escape on their own or require a lot of evacuation time. Therefore, to ensure safety in case of fire, clear measures for securing safety of facilities, fire response methods, and training are required in accordance with the regulations. In case of postnatal care center facilities, newborn babies and mothers reside 24 hours a day, and as they are located in high-rise and multi-use facilities, measures for fire safety are necessary, but the domestic manual lacks. Accordingly, a field survey for security of the manual revealed that the establishment of awareness and facilities on temporary waiting areas and smoke control, which are easy for evacuation and fire safety, was a problem.

가스시공 (2): 건축물 가스배관 설치기준 개선 연구 돌입

  • 건축물 외벽에 노출해 설치토록 유지해 온 국내 도시가스사업법 가스배관 설치기준의 개정 논의가 본격화됐다. 한국가스안전공사는 지난 해 12월 16일 서울지역본부에서 정책 기술자문위원 8명이 참석한 가운데 '건축물 가스배관 설치기준 개선 공동연구'에 대한 착수회의를 갖고 본격적인 개정작업에 돌입했다. 연구기간은 내년 2011년 10월까지 총 11개월이며 이 연구에는 한국가스안전공사, 한국가스학회, 한국건설생활환경시험연구원, (주)삼천리 등 4개 기관이 참여하여, 안전성 검증과 설치기준, 시공매뉴얼 등을 마련하게 된다. 한국가스안전공사의 '건축물 가스배관 설치기준 개선 공동연구' 추진은 그동안 대한설비건설협회 가스설비공사협의회(위원장 이효련)의 지속적인 건의사항으로, 이 연구가 마무리되면 앞으로 일본, 영국 등 선진국과 같이 가스배관의 건축물 내 매몰 시공이 가능해질 것으로 보인다.

Review on Prior Evaluation for Terrorism Risk of High-rise Buildings (초고층건축물의 테러 위험도 사전평가에 관한 연구)

  • Today's high-rise buildings are increasing concern about the safety and evacuation of people related to the fire and threat from outside. Terrorism breaking out in high-rise buildings, a symbol of the national economy results in a number of casualties, economic loss, social fear and damage to national status. That's why high-rise building has also emerged as a target of major terrorist attacks, compared to other types of buildings. We have 54 high-rise buildings in 15 regions over the country. The Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government have offered the guidelines to prevent terrorist attacks toward high-rise buildings. Since the 9/11 terrorist attacks, the U.S. Federal Emergency Management Agency (FEMA) has developed and taken advantage of the Risk Management Manual Series. According to this manual, pre-assessment is conducted for the prevention of terrorism and particularly in FEMA 455, risk of the surrounding areas, vulnerability, possibility from terrorist attacks are checked. After the check, experts classify the risk of terrorist attacks toward the high-rise buildings and according to the risk classification, architects, security experts and structure engineers can carry out terrorism prevention program for high-rise buildings. The U.K. NaCTSO has also offered the terrorism prevention guidelines. Therefore, the Ministry of Land, Infrastructure and Transport and Seoul Metropolitan Government should make more concrete guidelines for high-rise buildings such as what U.S. FEMA and U.K. NaCTSO implement, including prior evaluation technique for terrorism risk.

  • 주택시장 통계와 관련된 국가 정보시스템들의 현황조사와 업무 프로세스 정립을 기반으로 실제 적용 가능한 시스템들의 매뉴얼 및 데이터 통합 가이드라인을 제시한다면 주택시장 구조 변화에 신속하고 정확한 대응이 가능할 것이다. 본 연구에서는 국가정보시스템인 건축행정시스템(세움터)과 주택공급통계정보시스템(HIS)을 대상으로 주택시장 통계고도화에 따른 데이터 통합 가이드라인 및 관련정보시스템의 업무 개선 매뉴얼을 제시했다. 각 기관들의 체계적인 자료 생성은 주택시장분야의 합리적이고 효율적인 의사결정을 도울 수 있을 것이라 기대한다.

  • In the case of that not considered seismic design at transformer vault which is equipped with many important electrical facilities, the facility is damaged, electrical fire breaks out and another damage may be caused due to earthquake. But seismic design has not yet applied to transformer vault in the country. Regard to seismic design method of electrical facility installed inside the building, the seismic design procedures for electrical facility is presented in this parer, which has been developed by referring "Building design standard" of domestic code and "Manual of seismic design and construction for building electrical facility" in japan. This paper may help engineers perform detail seismic design, construction and reliability inspection of electrical pipes and facilities.

  • Facilities with high risk of a disaster or requiring continuous safety management are designated as class-III facility. In order to designate a class-III facility, it is evaluated based on the safety status of the facility, the risk to the building users, and the number of years elapsed of the facility, etc. and this shall be referred to the actual condition survey for the designation of a class-III facility. In the actual condition survey conducted to designate the safety status is calculated by the checklist based on the evaluation scores consisting of five stages each item, and is evaluated in three stages by 'good', 'careful observation', and 'designated review' through the average of the combined scores. Currently, the actual condition survey being conducted applies only structural stability, and the risk factors such as damage to the finish, the risk of cracking, and the type and weight of major structures are not included in the checklist for the actual condition survey, so even if experts think it is dangerous, scores cannot be reflected. Therefore, this study aims to analyze the problems of checklist of the actual condition survey for the designation of class-III facility and to propose an improvement plan for the checklist for the actual condition survey.

  • In South Korea, over 400,000 Non-building Structures are inadequately managed and exposed to potential risks due to insufficient inspection systems, leading to an increase in accidents and significant losses of life and property. Therefore, it is crucial for users to conduct proactive self-inspections to identify and mitigate potential hazards. This study reclassified Non-building Structures into four main categories by analyzing their structural characteristics and associated risks through statistical analysis. Among these, retaining walls, which account for the largest proportion, were systematically analyzed to identify common damage patterns. Based on this analysis, self-inspection checklists were developed for both non-experts and experts. The proposed process involves an initial visual inspection using a simple non-expert checklist, followed by a more detailed expert-level inspection if any anomalies are detected. The reliability of this process was validated through approximately 120 validation processes.

  • Safety management for building deconstruction works has been received extremely limited attention in the domestic construction society. Lack of systematic safety management practices and defective education system lead to the high level of fatality compared to that of advanced countries. Under the above domestic deconstruction environment, the authors intend to develope an integrated safety management guidelines that covers both mechanical and partial deconstruction works. Research outcome includes such specific educational materials as safety manual, checklists, pocket pamphlets, and e-manuals. Furthermore, to validate the applicability of the above materials, questionnaire survey and interviews were conducted. Detailed descriptions are provided for each research outcome.
