오리축사 현대화시설 선도 농가

  • 매년 찾아오는 가축 질병과 강화되는 정부 규제 등 생산기반이 위축되는 상황에서 현 오리사육 농가가 생산성을 높여야 할 필요가 있다고 느낀 청정오리농장 황문주 대표는 고상식 오리사를 도입했다. 고상식 오리사는 깔짚을 사용하지 않아 작업자가 오리사에 들어갈 필요가 없어 작업자로 인한 가축질병 감염 위험이 특히 적다. 또 단위면적당 사육수수 증가로 더 많아 소득에도 도움이 될 것으로 기대된다. 특히 최근 정부에서 가설건축물에 대한 축산업 허가를 불허하고 기존 가설건축물도 5년 이내 건축허가를 받아야만 한다. 청정오리농장은 기존 비닐하우스 축사를 보강해 무창 오리사로 리모델링을 통해 정식 건축허가를 받았다는 점도 주목할만하다. 기존 축사를 리모델링할 경우 신축 대비 비용도 1/3로 절감 가능하다는게 황 대표의 설명이며 축사에 대한 투자 여력이 부족한 오리농가들에게 대안으로 주목받고 있다. 이 뿐만 아니라 황문주 대표는 최근 새로운 도전에 나서고 있다. 축사 1동을 고상식 축사로 개조해 사육실험을 하고 있는 것이다. 고상식 축사는 깔짚이 필요없을 뿐만 아니라 환경개선으로 질병차단은 물론 생산성 향상에도 크게 도움이 되고 있다는 것이 황 대표의 설명이다.

Current Status Analyses and Efficient Strategies Subjected to Safety Management of Small-Scaled Old Buildings (소규모 노후 건축물 안전관리 실태분석 및 효율화 방안)

  • Based on the current state of safety management for small-scaled old buildings, this study identified problems and proposed improvement plans. The study investigated the current status of safety management based on relevant laws and government and financial portal data, as well as budget documents related to the targets of safety management, the organization responsible for safety management, and the budget required for organizational operation. As a result, the study revealed the problem of safety management blind spots for buildings that are not included in the legal safety inspection targets. It also identified difficulties in securing specialized personnel for the operation of local building safety centers and financial constraints for the operation of building safety special accounting. To address these issues, the study proposed measures such as expanding the scope of safety inspection targets for small-scaled old buildings to reduce safety management blind spots, improving compensation regulations for specialized personnel, setting a minimum ratio for enforcement fines to secure financial resources, and gradually adjusting building permit fees. The study aimed to contribute to improving the efficiency of safety management for small-scaled old buildings based on these proposed measures.

Selecting Key Accident Risk Factors in Building Construction Projects (건축공사 주요 재해 위험요소 도출)

  • Building construction projects have various risk factors, so accidents is easily occurred in construction field. Therefore, many studies have been carried out to find methods for reducing such accidents. However, most of these studies have been focused to engineering factors, such as working methods and safety guards and equipments. The purpose of this study is to select the key accident risk factors in building construction projects. For this study, we identified the accident risk factors, which include engineering, education, and enforcement factors, and quantitatively evaluated these factors using an analytic hierarchical process. Identifying the key accident risk factors will help to reduce accidents in building construction projects.

이슈&이슈 - 도시가스 매립(매몰)배관, '특정가스시설'에서 제외 및 코드기준 일부 폐지 건의

  • 대한설비건설협회는 지난해 7월 개정된 도시가스사업법 시행규칙 제20조의2 '특정가스사용시설' 규정과 관련 코드기준(KGS FU551 등) 등 세부기준이 건설업계와 설비시공업계에 규제 강화로 적용됨에 따라 민원이 속출하고 있어, 이를 제외 및 폐지하여 줄 것을 지난 3월 14일 산업자원통상부와 한국가스안전공사에 건의했다. 현재까지 단 한건의 가스누출사고도 없었던 매립(매몰) 배관에 대해 안전성을 강화한다는 명분으로 고가의 다기능가스안전계량기를 설치토록 하고, 추가로 한국가스안전공사의 완성검사 및 기술검토까지 받도록 하는 것은 이중규제로 지적되고 있다. 또한 점검구의 경우 천정높이와 현장여건에 따라 설치 개수도 달라지며, 설치 후 실질적인 수리 보수를 할 수 없는데다 미관상 많은 민원을 초래할 수 있어 무용지물이 될 수 있다고 업계는 지적하고 있다. 이에따라 대한설비건설협회는 ${\triangle}$건축물 내 도시가스 매립(매몰)배관 특정가스사용시설 제외 ${\triangle}$가스용 금속플렉시블배관용호스 은폐(천정) 설치 시 점검구 또는 다기능가스안전계량기 설치 의무화 Code기준의 개선을 촉구했다. 또한 지난 3월 13일 제도 홍보를 위해 개최된 '건축물내 매립배관 제도개선 현황과 과제' 세미나에서도 대한설비건설협회는 이같은 문제점을 지적하고 보완책 마련을 건의했다.

Establishment for Regulation Standards of Architectural Facility Noise Using Psycho-acoustic Experiment (청감실험을 이용한 건축 설비소음의 규제기준 설정)

  • The architectural, facility makes the housing environment more pleasant, while too much noise coming from machinery room is detrimental to the workers physically and mentally. Therefore, more sound insulation and sound proof policies are increasingly required. However, as the annoyance caused by facility noise is influenced by various human listening characteristics as well as physical characteristics such as sound pressure level, it requires subjective evaluation characteristics through acoustic-psychological approach. For this purpose, the facility noise in the machinery room was actually measured and analyzed in the field to understand physical characteristics, and the correlation between physical evaluation value and psychological response value through listening test. Further, this study aims at presenting the data to set the standards of 'Just noticeable difference' of the facility noise together with reasonable evaluation with psychological reaction, through the grading of facility noise using trend formula. In the result, 13 stages of physical properties were forecasted for each evaluation method, together with 'Just noticeable difference' using the grading of architectural facility noise.

A Case Study on the Status and Problems of Regulations of Land Use in Gyeonggi-do (경기도 토지이용규제 현황과 문제점 고찰)

  • Purpose: Laws and regulations of land use are enormous, and the appliance of regulations is overlapped redundantly. Therefore, there are many problems such as time consuming in the process, limiting individual property rights, and interrupting enterprises' economic activities. This study will discuss problems of redundant regulations of land use and its improvement by figuring out current regulations of land use in Gyeonggi-do, one of provinces which applies the most various regulations of land use. Method: This study reviews laws on national land-use planning system and characteristics of land-use regulation in Korea. The extent of the review is limited to "framework act on the regulation of land use" with categories of national land, urban planing, architecture, etc. Through case studies in Gyeonggi-do, the status and problems of redundant regulations of land use are defined. For example, it is overlapped in "Seoul Metropolitan Area Readjustment Planning Act", Development Restriction Zone, Paldang Special District, and so on. It is mainly referred to 2015 Gyeonggi-do land-use restriction map. Result: First, Gyeonggi-do confronts many problems related to the development restrictions and the financial increasement for environmental management by redundant regulations. The development restrictions include supplying additional land for industrial use, relocating colleges, and height limitation relating to military facilities. Second, in order to organize redundant regulations, it is required to combine similar regulations and adjust through communication system among other departments. Third, regulations should consider unique local condition of each district. Lastly, efficient application of regulations is necessary so as to maximize the function of land, protect individual property rights, and stimulate local development.

  • Rapid growth of the domestic economy caused a lot of the demand of land information. The land information system has to keep the records of the various data about land that includes its owner and usages. Also the system must present adequate results that have been accumulated upon a user's request. Since Korean Government enforces 'Law of National Land Usage and Management', the land in rural area was also tightly regulated as much as that in the urban area. In fact, when people wants to develop their land, then they realize that their land has many restrictions and regulations to use. Sometimes, they find many regulations and restrictions even in a parcel. Thus, many people quite often want to know all the laws, rules, regulations, and restrictions etc., whatever applicable on the land they are interested in. to use. The purpose of this paper is to show a legal service system that precisely presents all the related laws, regulations, and restrictions. for a piece of the land. It summarizes the search results on users' requests. It uses a knowledge-based expert system to figure out the users requests. In this paper, we designed the system architecture of the software, and implemented its prototype. The results on this system show more concise and user friendlier than those of the existing systems.

Legislation of Building Outdoor Performance Hall with in Sports Park (체육공원내의 야외공연장 건립에 관한 법제(法制))

  • The performance-related industry has grown independently without being protected by the nation's great policy and legal boundary in the meantime. Even in the aspect of performance Act, the thoroughly pro-regulation policy on culture & art was taken while proceeding with segmenting the legislation rather than the freedom of performance art or the promotion of performance activity. Totally 17 cases of regulations including the abolition of scenario review system in January 1999 were fully abolished. Even 6 cases of regulations were steeply eased. Also, the importance of culture & art was recognized. Thus, to promote and support it in the governmental dimension, the substantial performance art policy system was adopted for training the performance art staff manpower and the national subsidy on performance hall. In performance art, the necessity of professionals' participation was imprinted such as stage lighting, sound, and stage machine. Accordingly, many regulations on performance art were all abolished except only the minimum issues for maintaining public order in about 50 years since the establishment of the government. 'Movie' was excluded from the definition of 'public performance' in 2002. Thus, the performance report system, which had been left institutionally from the Japanese colonial period, was eternally abolished. Following this, the performance Act was changed into the legislation of the supporting promoting policy, which reflected historical situation of needing to contribute to promoting public welfare, from the regulation-centered Act.

A Study on the Characteristics of the Media Facade Buildings (미디어 파사드 건축물의 야간조명 특성분석)

  • Recently a number of media facade buildings making beautiful cityscape landmark has been increased in Seoul. However, indiscreet adaptation of media facade cause problems such as light pollution and poor city image. This paper was to investigate luminous characteristics of media facade building. Five representative media facade buildings in Seoul have been selected. The CS-100 and ProMetric-1400 were used to measure the luminance and color temperature of the facades. The measurement points were located at the opposite spot of the building. The results showed that maximum media facade luminance of such buildings exceed Seoul design guideline. Also, color temperature with over 5,500[K] that exceed the design guideline were mostly used in all the facades.

A Study on the Legislation Types and Prescriptions of American Earth Building Codes (미국 흙건축 법규의 법제화 유형 및 규제내용 분석)

  • The purpose of this study is to analyze the legislation types and prescriptions of American earth building codes. The process of this study is as follows: (1) To understand the legislation background of American earth building codes, this study investigated the history and present state of earth building techniques which is used in USA. (2) To understand the legislation method and procedure of American earth building codes, this study investigated the legislation system of American building codes and the process of model building codes development and adoption. (3) To provide basic data for the legislation of Korean earth building codes or guidelines, this study analyzed American earth building codes about adobe, compressed earth block and rammed earth. The result of this study is as follows: (1) To meet need of a single coordinated set of national model building codes in the United States, the nation's three model code groups decided to form the International Code Council and the first edition of the International Building Code was published in 1997. In the International Building Code there are prescriptions on adobe construction. (2) There are three legislation types of earth building codes in USA. First is to use prescriptions of International Building Code on adobe construction. Second is that State governments establish and issue a separate document under its own title. The last is that local jurisdictions adopt International Building Code with amendments or additional rules. (3) On the base of analysis of American earth building codes, this study proposed the legislation process and direction of Korean earth building codes and guidelines.
