A Study on Effective Green Technology in Relation to the Energy Performance Improvement of Existing Architectural Structures (기존건축물 에너지성능 개선시 효과적인 녹색기술 연구)

  • The emission quota of 26.9% was allocated to the architectural sector according to the greenhouse gas(GHG) emission reduction goal of the government. It has become inevitable to change the architectural structures in a low-energy consumption and sustainable manner for new and existing house. The introduction of various legal systems and deregulation have been attempted to promote the low carbon emission and sustainable energy conversion. Although overall emission reduction goal has been set for 6.7 million units of existing houses, there has been a lack of standards and directions for the emission reduction measures. This study was intended to present the most economic and effective green technology improvement measures based on the investigation into the current conditions through direct visit to the selected architectural structures and the repeated simulation of relevant technical elements.

  • In this study, the possibility of seismic performance design was proposed and the quality verification test method was reviewed as part of the design of waterproof performance in underground walls under accelerated environment conditions for waterproofing materials, which are barrier and finishing material that can prevent ingress or overflowing water from inside and outside of a building by attaching all of the construction materials used in construction structures. Considering the current state of earthquake-resistant design of construction materials in Korea and abroad, seismic product groups are rare and mostly dependent on construction methods because there are no regulations on materials, although there are still regulations on earthquake-resistant design in the building process under the current law. Overseas, it was possible to confirm that various building materials that gave seismic performance to non-structural materials, such as Japan, Canada, and Germany, are being developed. If it is possible to have a complementary response to earthquakes in the advanced external waterproofing materials, it can be expected to be applicable as leak prevention and prevention technology along with the seismic designed structure.

  • Decrease in Population and graying of rural area by industrialization and urbanization are gone continuously. This makes happened various rural problems and the differential of standard of living with is arising day by day. Government is unfolding rural supporting project to solve continuously these problems. Recent Projects which are choosing not top-down process by government leading but bottom-up process through village inhabitants' participation and expert consultant get positive estimation. But those have difficulties because the support is attained only in the beginning step not continuously and inhabitants' number by graying is decreasing. The Special Economic Zone for Regional Development Policy is new access that regulation can differ according to special quality of each area depending on Localization Age. Through this transfer the competence that can mitigate or reinforce various regulations according to special quality of area in local government. So, back and maintain activation systematically so that each area could be developed specially. The purpose of The Special Economic Zone for Regional Development Policy is the activation of regional economy through development that regional specific character is. And there is characteristic that local government plans and takes the lead in all project contents, government gives regulation benefit by appointing the special economic zone and do not support finance and various tax remissions. Through investigation of such new policy, I wish to recognize what long-term plan and method could be possible to success rural activation continuously.

  • The delay in the construction permit for the building, which obtained the approval of business proposal, may lead to a difference in the maintenance cost ranging between 20% and 30% in the neighborhood where the residents moved in, along with the new project under construction in the surrounding area amidst rigorous regulations that aim to promote energy-saving and the heightened interest of the public in energy conservation, and such problem would become the major source of serious public complaints. Thus, the energy-saving plan needs to be prepared when the approval is granted to the business plan. In order to prevent public complaints or ensure effectiveness of government's energy plan, it may be effective to apply the energy-saving plan based on current standards upon the award of construction permit when two years have elapsed since the date of the scheduled commencement of construction or when the start of construction is delayed as stipulated in the Article 18 of the Enforcement Decree of Housing Act. If the energy-saving plan and related technologies are merely the parts of license and permit process without fully serving their purposes and functions, it would be waste of time to deploy a lot of workforce and review and seek consultation. The government or owners of buildings need to fully understand the energy-saving aspects and exert effort to enhance the energy efficiency of buildings.

  • 막구조(Membrane structure)란 건축분야에서 "fabric structure" 또는 tension structure"와 같이 사용되는 용어로 코팅된 직물(coated fabrics)을 주재료로 사용하는 구조를 말한다. 특히 구조체로서 연성의 막을 이용 이것에 초기 장력을 주어 강성을 늘림으로서 외부하중에 대하여 안정된 형태를 유지하는 장점을 갖고 있다. 초기 창안된 독일의 온화한 기후에 적용되는 반면 한국이나 일본에는 60m/sec를 넘나드는 태풍의 피해와 많은 적설량을 보이는 기후적 제약으로 발달되지 못하였다. 그러나 최근 새로운 소재의 막구조 제품 개발과 구조해석 방법 및 시공기술 등이 개발되어 보편화되어지고 있는 실정이다. 막구조용 재료로 사용되는 섬유소재는 주로 Polyester직물을 기재로 한 PVC 코팅 제품으로 일반 PVC 막재는 장력이 약하고, 광선에 의한 물성이 쉽게 변화되어 내구연한이 5~15년에 불과하다. 유리섬유나 아라미드섬유 등으로 제직한 기재에 고내열 실리콘이나 PTFE 수지를 코팅한 제품은 약품에 대한 내구성이 높고 자외선에 대해서는 매우 큰 저항성을 가지기 때문에 내구연한이 10년에서 30년 까지도 향상된다. 그러나 실리콘 코팅막은 세계적으로 가장 좋은 막재로 알려졌으나 자정능력(Self Cleaning)에 문제가 발생되어 사용량이 감소 추세라고 할 수 있다. 일반적인 코팅 가공의 경우 MEK, Toluene, DMF 등과 같은 유기용제를 다량 사용함에 따라 작업환경 및 대기오염, 화재 위험 등의 문제점이 있으며 특히 가공시 잔류되는 유기용제의 심각성이 대두되고 있는 상황이다. 이와 같이 코팅 가공제 자체를 친환경적인 물질로 대체하여 각종 환경규제에 대응하고 유해 폐기물의 발생을 줄일 수 있는 코팅 가공제 및 가공기술 개발이 절실하다. 이에 본 연구에서는 Glass-Fiber, Aramid 등의 슈퍼 섬유와 고 강력 섬유 등을 이용하여 PTFE 코팅제품과 비슷한 수준의 성능을 부여하는 무용제형 실리콘 코팅 수지를 개발하고 내구성능 향상, Self Cleaning성, 난연성, 자외선 차단, 인장강도 및 인열 강도의 향상 등 다양한 기능성을 부여하는 최적의 환경 친화적 코팅 공정 기술을 개발하여 차세대 건축용 막구조 제품을 개발하고자 한다.

A Study on the Applications of Shielding Theory (차폐이론의 적용에 관한 연구)

  • In many countries the principle of shielding is employed to permit a more logical approach to restricting new construction and prescribing obstacle marking and lighting. It also reduces the number of cases of new construction requiring review by authorities. Shielding principles are employed when some object, an existing building or natural terrain, already penetrates above one of the obstacle limitation surfaces described in Annex 14. If it is considered that the nature of an object is such that its presence may be permanent, then additional objects within a specified area around it may be permitted to penetrate the surface without being considered as obstacle. The shielding effect of immovable obstacles laterally in final approach and missed approach areas is more uncertain. In certain circumstances, it nay be advantageous to preserve existing unobstructed cross section areas, particularly when the obstacle is close to the runway. This would guard against future changes in either approach or take-off climb area specifications or the adoption of a turned take-off procedure.

Suggestions of Policy for Revitalizing the Construction Industry in Busan (부산지역 건설산업 활성화를 위한 정책 및 제도 개선방안)

  • As the local economy has become stagnant, various policies have been made to revitalize the enormous construction industry. However, it is difficult for these policies to achieve their objective, as the construction industry is not an island unto itself but is interconnected in complex ways with diverse other areas of the economy. Interviews and surveys were conducted with experts in Busan, in order to identify the causes of the stagnant economy in the local construction market. The main findings were as follows. First, cost reduction and realistic master plans are needed as a solution for the problems of the redevelopment housing plan. Second, the alleviation of the construction policy is also necessary in order to overcome the problems of not considering the local construction industry. Finally, vocational training and quality education are needed to address the low awareness of construction feasibility analysis and the lack of highly trained human resources. The results of the study will help efforts to revitalize the local construction industry, and will provide an opportunity to reconsider the differences between the experts on issues of the industry.

  • Lately construction industry tends to prefer remodeling of existing buildings rather than new construction or reconstruction of buildings due to strengthening of several restriction related to real estates along with prolonged depression. And also, remodeling of building costs less and creates less wastes compared to reconstruction and so it is more profitable in financial and environmental view. However remodeling is process of creating new environment with existing building. Therefor remodeling must follow the procedure realizing problem and fix the problem based on through investigation on existing building and users requirement must be faithfully reflected. Specially in case of apartment houses, since vagueness on ownership and management authority on common parts exists. Hereupon, in this study we are to present the procedure of analyzing apartment house remodeling method through user requirement by approaching to several considerable factors in user request side.

  • Recently the regulation related the environment is getting more and more strengthened. Needs for sustainable building is growing more and more interested in construction industry. However, most of the research has been conducted is focused on material production or maintaining phases. There are not enough research especially in construction phase. And it still exists a lot of environmental barrier factor which could not be easily quantified in construction fields. It makes problems that contractors make an effort only an adequate regulation and they does not take an interest in reducing efforts of environmental pollution. This research defines factor categories which have to be mainly managed and provides the integrated construction management method for sustainable building to reduce environmental pollution through analysis of environmental barrier factor in each work package and effective adjustment of construction plan.

An Analysis on the Change of Existing Building-related System in Urban Parks (도시공원 내 기존 건축물 제도의 변천 과정 분석)

  • Existing buildings in urban parks are a kind of thing that has been settled and occupied on the site of an unexecuted park. The aim of this study is to identify nature by analyzing the causality and path-dependency through the transformation of the relevant system. The scope of the study was set up as a system for the occupancy of urban parks from 1934 when the building restriction system was established to 2000 when purchase claim (매수청구권) was introduced. The method of study was to get correlation by harmonizing the external and internal mechanisms affecting the relevant institution. The related system showed a modest change in the fourth stage, polymerizing the initial system. In the 1950s and 1960s, the existing buildings in urban parks were 'disguised' by government and the 'regulation' principle was applied since 1967. In the 1980s, the principle of 'protection' and 'support' for parks was added, but in the 1990s, the principle of regulation began to be lifted as the long-term unexecuted urban park (장기미집행 도시공원) problem continued for more than 60 years. Although the public concept of land ownership (토지공개념) has worked strongly for nearly 30 years since 1960, the system has developed into a form of deregulation since 1980. The nature of the relevant institution is first, dependent on the higher-level system and vertical. Second, it implies a conflict of restrictions and acceptance. Third, it is a temporary measure of the park problem. Therefore, the relevant system has long been enhancing the encroachment requirements on urban parks, so fundamental readjustment is needed in the future.
