Roles of Regional Innovation Agencies and their Performance in Dortmund, Germany (지역혁신 지원기관의 역할과 성과: 독일 도르트문트시를 사례로)

  • Since the 1950s, many of the traditional industrial cities of advanced economies in Europe and North America were affected by a series of de-industrialization. The de-industrialization process, characterized by company shut-downs and massive lay-offs, has resulted in high unemployment rates and massive redundancies in physical infrastructure. Since the 1980s, many of the old industrial cities have attempted to overcome such problems. However, it has been found that not many of the cities are found to be successful. The City of Dortmund, one of the core cities of the large German industrial conurbation of the past, the Ruhr, is found to be an exceptional case demonstrating a clear success in overcoming deindustrialization problems. The City in fact strategically pursued transforming backbone of its economy from steel-making, coal-mining and beer-brewery to high-technology and future-oriented industries, based on microsystems, biomedical, electronic logistics and information technology. This paper attempts to analyse the processes and outcomes of transforming Dortmund beginning from the 1980s to articulate the roles of the agencies contributing to the success.

Estimation of Curve Number Using Asymptotic Regression Method in Small Watersheds of Han Rive (점근 회귀방정식을 이용한 한강 권역 소유역의 유출곡선지수 산정)

  • NRCS-CN 방법은 총 강우량으로부터 유출량을 계산하는 방법으로, 국내에서는 설계홍수량 산정 시 NRCS-CN 방법의 사용을 권장하고 있다. CN값은 토지이용 및 피복, 토양특성, 수문학적 조건(AMC)에 따른 함수로 결정할 수 있으나, 보통의 경우 미국의 National Engineering Handbook (NEH-4)에서 제시한 표를 활용한다. 그러나, 우리나라의 토지피복 및 토지이용 현황은 미국과 다르기 때문에 현실 조건을 반영한 조정이 필요함에도 불구하고, 충분한 관측 자료가 확보되지 않아 이러한 조정이 어려운 실정이다. NRCS-CN 방법에서는 결과 값이 총 강수량보다 CN에 크게 의존적이기 때문에 부정확한 CN 값의 산정은 큰 오차를 야기할 수 있다. 또한 소유역에서는 초기손실량이 설계홍수량 산정에 큰 영향을 미치지만 우리나라는 초기손실률을 20%의 고정된 값을 일괄적으로 적용하고 있으며, 이는 제주도와 같은 특수한 투수성 지층에서는 적합하지 않다는 지적을 받아왔다. 여러 선행연구에서 강수량과 CN 사이에는 특정 관계식이 존재하며, 고정된 CN 값이 아닌 강수량에 따라 변화하는 값을 적용하는 것이 기존의 NRCS-CN 방법보다 더 정확한 결과를 나타낸다는 것이 확인된 바 있다. 본 연구에서는 NRCS-CN 방법의 CN 값과 초기손실률을 유역에 적합하게 개선하기 위해서 기존의 NRCS-CN 모형에 점근 유출곡선지수방법(Asymptotic CN Regression Method)을 통해 산정된 CN값과 각기 다른 초기손실률(0.01, 0.05, 0.10, 0.20, 0.40)을 적용하여 개선된 총 8개의 모형을 한강 권역 소유역에 적용하였다. RMSE, MAE 및 R-square 등의 지표를 이용하여 모형 검정을 수행하였으며, 최적의 모형 및 미개변수를 선정하였다. 그 결과 기존의 NRCS-CN 방법보다 점근 유출곡선지수방법을 적용했을 때 더 작은 오차를 나타내는 것을 확인하였으며, 대부분의 유역에서 0.01 또는 0.05 등 기존보다 더 작은 초기손실률을 채택 시 실측값과 가장 적은 오차를 나타냈다.

  • At present, the research of the method of 'Blank-Leaving' can be easily found in works of arts and architecture, while it can be hardly discovered in the academic research of film and television. However, as a means of expression, 'Blank-Leaving' gives a unique artistic charm to film and television works, and its development has a positive aesthetic effect to film arts. In order to go into details of the thought of 'Blank-Leaving' in movies, this paper firstly discusses the definition of 'Blank-Leaving', the history and social origin of 'Blank-Leaving' as well as its relationship with Taoism and its application in traditional Chinese painting. Secondly, this article analyzes its function and artistic expression in the film and television and the ideas sublimation it brings to people by means of combining the thought of 'Blank-Leaving' in Taoism. Finally, this work put forward the method of innovation and perfection of 'Blank-Leaving' in film and television works. This paper shows that, as a means of expression, 'Blank-Leaving' has not only realized the value of beauty, but also strengthened the public awareness of film arts.

  • This study explores fire prevention measures for single-person households on the phenomenon of an increase in single-person households due to changes in the family structure due to low birthrate and aging population, full marriage, non-marriage, separation, bereavement, and returning to farming villages, and increased flexibility in the labor market. The factor that affects the fire of single-person households is the residential environment problem at the structural level. In terms of behavior, there is an increase in fire occurrence due to the rearing of companion animals. In order to prevent fires in single-person households, safety regulations without exceptions are needed to improve the residential environment at the structural level. At the behavioral level, it is necessary to expand the prevention and safety guidance of related organizations. In addition, as a measure to prevent fire caused by companion animals, manufacturers of electric ranges should develop safety devices to prevent fires caused by companion animals, such as an automatic power-off device or power supply using a timer. It can also be an important means to create and distribute promotional videos of measures necessary to safely raise companion animals, or to develop and distribute disaster preparedness programs implemented in virtual reality.

  • Development of 5th generation mobile telecommunication technology is visualizing ideal hyper-connected social information and communication technology (ICT). In particular, virtual reality (VR) technology is at the starting point for new expansion and leaps. This work defines virtual reality as media in this context and collects and analyzes discourse on its scalability around space and communication theory. We first elaborated the concept, starting with the early discussions of the virtual reality concept in 1990, and discussed the relationship between the physical world and digital information, expression and interaction immersion as a medium, simulation, art creation theory, and finally evolutionary development. In conclusion, beyond the discourse on the technology of virtual reality, academic subjects were required to have theoretical frameworks on cognitive science, neuroscience, social science, and humanities issues (ethics, personality, etc.) for the development and evolution of virtual reality. In other words, it is time for the evolution of virtual reality to be discussed, which can be moved beyond.

  • Eco-friendly polyurethane can be defined as a highly utilized material used in various fields. The various structural properties of the synthesis of isocyanates and polyols provide versatility and customization for use in the manufacturing field. The characteristics of polyurethane vary widely from soft touch coatings to hard building materials like rocks. These mechanical, chemical and biological properties and ease of alignment are drawing tremendous attention not only in the field of research but also in related industries. In order to improve the performance of water-dispersible polyurethane materials, it can be derived through processes such as adjusting the blending of raw materials and adding additives and nanomaterials. This study highlights the basic chemical structure of eco-friendly water-dispersible polyurethane in the fields of medical science, automobiles, coatings, adhesives, paints, textiles, marine industries, wood composite materials, and clothing.

  • In this study, it was considered that not only the physical form should be electronically copied in virtual reality modeling for real problem solving, but also the interrelationship between the object and the user to be simulated. To this end, a plan was proposed to add user-space interaction elements that occur in real space to virtual reality application. This study is set in virtual reality modeling to solve safety problems in public toilets, and there should be a reasonable principle to add interaction elements with users to virtual reality modeling, and the basic environmental design strategy for crime prevention was used. As a result, it was shown that it was reasonable to derive interaction elements according to certain principles, such as the basic strategy for environmental design for crime prevention.

Characteristics of the floor impact sound by water to binder ratio of mortar (마감모르타르 물결합재비에 따른 바닥충격음 특성 변화)

  • The present study aims to investigate the influence of the water to binder ratio of finishing mortar on the floor impact sound of apartments. For this, same resilient materials Expanded Polystyrene (EPS) with constant dynamic stiffness and different mortar layers with 52 %, 66 % and 72 % water to binder ratio respectively were used to build floating floor structures on which floor impact sounds were measured in standard testing facilities. As a result, it was found that light-weight floor impact sound was transmitted well when the water to binder ratio was 52% due to the high density. In case of heavy-weight floor impact sounds, since water to binder ratio of finishing mortar becomes higher as the weight of upper layer of resilient material lighter, it was shown that the natural frequency of floating floor structure moves to 63 Hz bandwidth which eventually cause a higher sound pressure level of floor impact sound. Thus, effect of water to binder ratio of mortar on the heavy-weight floor impact sounds was investigated.

  • The supply of housing can be understood through a close relationship with the urbanization phenomenon. Through industrialization and urbanization, many cities have implemented systems and policies for housing supply due to population concentration in cities, poor housing quality, and lack of housing. In the case of the Netherlands, the Housing Act was enacted in 1901 to improve the residential environment during the period when the population was concentrated in the city, and various efforts were made to expand the housing supply. Through this process, we understand the background of collective housing types in the Netherlands and analyze the application stages of contemporary residential housing planning in Rotterdam and Amsterdam. On the other hand, through the experience of Western society, we examine how to view the problem of multi-family housing types in our society, where the proportion of apartments is continuously increasing.

Assessment of Rockmass Damage around a Tunnel Using P Wave Velocity Tomography (P파 속도 토모그래피를 이용한 터널 주변의 암반손상 평가)

  • Construction of a tunnel induces rock masses damage around the tunnel. The degree of damage produced on rock masses will affect on the mechanical and hydraulic behaviors of the rock masses. In this paper, P wave velocity measured by cross-hole test was used to assess rock masses damage around the test tunnel. Initiation of source signal was carried out using mechanical impact at the source installed borehole. In consequence, the generated P wave signal was low noise and apparent wave form, which allows accurate pick-up of first arrival time. From the test, the region where rock damage is expected shows relatively low P wave velocity. In addition, with multiple points of P wave velocity measurement along each cross-hole, two dimensional P wave tomography was obtained. The tomography provides apparent view of the rock damage behind the tunnel. The measured P wave velocity was correlated with features of rock masses, porosity and Q value.
