본 협회와 건설부 그리고 서울경제신문사가 공동주최한 21세기 신건축 문화 창달을 위한 국내최대 규모의 건축문화행사인 '95한국건축문화대상 작품심사가 발표되었다. 그동안 우리 협회가 개최해온 '한국 건축 전'과 지난 92년부터 서울경제신문사와 건설부가 공동개최해 온 '한국건축문화 대상'을 통합, 개최하게 된 이번 행사는 작년에 이어 두 번째로 '환경과 조화, 인간중시'를 슬로건으로 내세워 국내건축계에서 활동 중인 건축사, 시공자, 건축주는 물론 우리 건축의 미래를 이끌어나갈 신인과 학생이 참가하였다. 총 76개 작품이 출품된 준공건축물 부문에서는 대상 1점과 본상 4점 등 23개 작품이 수상작으로 선정되었으며, 계획 건축물부문에서는 신인부분 16점과 학생부문 179점이 출품되어 엄정한 심사를 거쳐 최우수상 및 우수상, 장려상, 입선을 각각 선정하였다.

The purpose of this study is to estimate and analyze the optimum economic life of office buildings in consideration of their LCC (Life Cycle Cost), and thereby, explore the ways to manage the outlived office buildings economically. In estimating the economic life, initial investment cost and maintenance cost are taken into due consideration. For this study, those office buildings in Yeouido and Mapo region were sampled. The surveyed details were reduced to unit area to calculate a unit value, and then, their optimum economic life was estimated using LCC. Five alternatives for management of outlived office buildings were compared in terms of reconstruction or rehabilitation cost.

Recently our country need to change about hospital building operation and business change. The recent real estate development projects are made in very complex due to the diversity of development method or its legal aspects. Under such a real estate investment, the review of investment yield rate is fundamentally important for the one that invests and the one that finances it. Previously, the focus was in the review of the time to turn the surplus or the plan for making repayment of the borrowings, and without the analysis of sufficient investment yield rate. For a simple issue of finding the most advantageous project method, there is a need for reviewing the taxation issues, fund procurement method, legal aspects, policy analysis aspects and others. Therefore, the real estate investment is now likely to encounter the form of having the time of venture as well. In conclusion, the scientific and reasonable decision making in investing on the real estate does not suggest the absolute evaluation standard but the need and the use are more and more demanded.

This study analyzes the current usage of SD500 high-strength re-bar in domestic construction sites. Also, an evaluation method was developed to measure economic efficiency of lap splice and coupler splice, which are most commonly used in connection SD500. The evaluation method was applied to construction sites in Seoul in December 2006, and the result revealed that coupler splice is relatively superior in terms of cost efficiency when the re-bar diameter is bigger and the concrete strength is lower.

제주는 고래로 독특한 민속문화의 경관을 가꾸어 왔다. 이런 이유로 제주의 주된 산업으로 관광이 떠오르게 되었고 60년대 이래 꾸준히 향토성 건축이 문제로 되었다. 그렇지만 아직은 경제적 여건이 선진국 반열에 끼기에는 열악한 조건이었기 때문에 생산건축의 수준에 만족하고 있었지 아방가르적인 작품은 소수에 불과했었다. 이런 가운데 사회는 개방화 정보화로 진입하게 되고 경제는 대량생산의 전기산업사회에서 소량다품종생산의 후기산업사회로 변천하고 있다. 따라서 제주는 외국과의 차별화 문제에 있어 더욱 위협받게 되었고 국내적 위치가 아닌 국제적 범주에서 자신의 아이덴티티를 확보하지 않으면 안되는 위기의 전환기적 상황에 직면하게 되었다. 이에 발맞춰 제주의 건축을 사적 관점에서 돌아보고 해방후의 건축문화의 변화를 살펴보므로서 새로운 제주 건축의 지평을 탐색해 본다는 점은 참으로 의의 있는 일이라 생각한다. 오늘의 논의가 우리에게 어떤 교훈을 줄지는 몰라도 이에 대해 치열한 역사의식을 지니고 천착한다면, 틀림없이 차세대 건축가에서 오늘날 우리의 고뇌와 모순을 해결하는 멋진 답을 찾을 수 있으리라 믿는다. 그러나 중요한 것은 이런 논의 자체를 부정하고 도외시한다면 우리는 영원히 우리의 과제가 무엇인지 찾지 못할 것이며 이에 동참하는 사람의 수가 증가할 때라야 만이 질높은 해답이 찾아질 수 있을 것이다.

우리 협회는 그동안 건축사법 및 건축법 개정 관련 공청회를 개최하여, 건설부와 의견교환을 거쳐 개정작업을 추진하여 본 협회 의견을 건설부에 제출(94.8.24), 양법이 건설부에서 입법예고(94.8.25)된 후 협회는 추가의견 및 수정의견까지 제출한 바 있다.(94.9.23) 이와 관련, 건설부는 협회의 의견을 반영, 당초 입법예고안을 수정하여(94.9.28) 경제차관회의, 경제장관회의 및 법제처 심의를 거친 후 국무회의(94.10.29)를 거쳐 대통령의 재가를 받아 이를 국회에 제출(94.11.8), 제170회 정기국회를 통과했다.(94.12.16) 본지에서는 제170회 정기국회를 통과, 공포될 건축사법 건축법 중 개정 법률 중 주요내용을 게재한다.
