  • 최근의 농업은 작업의 기계화 등으로 생산성이 높아진 반면, 재해나 건강 문제 등 부작용을 수반하게되었고 그 부작용은 점점 심각한 수준에 이르고있는 반면, 예방측면의 대책은 제조업에 비하여 상대적으로 미미한 수준에 머무르고 있다. 미국의 경우 농업의 재해율(4.3%)은 전 산업평균 재해율의 약1.4배로(NSC,1998) 광업, 건설업 다음의 위험업종이라고 알려져 있고, 일반재해자는 전체의 약 3%임에도 사망자는 전체의 14%나 차지하고 있어서 재해의 강도는 매우 큰 것으로 나타나고 있다. (중략)

  • Compared with other industries, construction industry shows a higher rate of death accidents and recently companies' legal responsibilities are to be increasingly enforced. The trend causes tremendous concerns for construction firms and increases the importance of forecasting and pro-actively managing death accidents in construction fields. The objective of the study is to develop a predictive analytics model for forecasting death accidents in building projects based on a decision tree technique, which enables to forecast the probabilities of death accidents by trade. The use of the model helps to decrease risks of legal punishments and to assist the safe execution of building projects by forecasting and pro-actively managing death accidents.

  • As the construction industry accounts for 28.5% of industrial accidents in Korea and 29.6% of industrial accident deaths in 2017, it is necessary to search for a priority disaster reduction scheme for the construction industry in order to reduce the industrial accident rate. Therefore, this research suggested improvement direction for construction accidents reduction based on factors affecting construction accidents occurring in the construction site by DEMATEL analysis. As a result of the analysis, the 4M factors with the highest Prominence and Relation is 'Management', and the detailed analysis of the 4M factors were Personal characteristics of workers, Defects such as machinery and equipment, Inadequate inspection of machinery and equipment, Insufficient safety management plan, Inappropriate work orders from supervisors and field managers. The analysis results of this research can be used as a basic data for establishing direction of reduction and improvement of construction accidents.

Development of Standard Risk Indicators for the Prevention of Serious Accidents in Mobile Crane Operations (Focused on Construction Industry) (이동식크레인 작업의 중대재해예방을 위한 표준 리스크 평가 지수 개발 (건설업을 중심으로))

  • Purpose: Mobile cranes are machines that contribute to high mortality, and the High Risk Factor (SIF) information, which analyzed 2,574 accidental deaths in the construction industry in the past 6 years (2016~2021), resulted in a total of 61 mobile crane accidents. Despite safety measures in the field, it is not used properly. In this study, we present standard risk assessment indicators that contribute to accident prevention. Method: Through expert interviews, fatal accident case analysis, field analysis, and literature research, we present the standard risk assessment index method of the 4M risk assessment method. Result: As a result of analyzing the risk assessment of eight sites, it was concluded that it cannot make a significant contribution to disaster prevention and should be applied as an improvement measure of the Standard Risk Assessment Index Law. Conclusion: Switching to the standard risk assessment index method at construction sites has been proposed to make it easier for health and safety personnel and workers to use, contributing to the reduction of accidents.

  • 1970년대 이후 중화학공업을 중심으로 산업이 발전하면서, 위험한 기계·기구를 사용하게 되었다. 더 나아가 각 산업마다 새로운 공법을 채용하면서 산업재해가 과거에 비해 더 빈번하게 나타나고, 그 피해 역시 과거에 비해 매우 광범위하게 나타났다. 특히, 유해물질을 대량으로 사용하는 산업이 다양해지고, 작업환경 역시 각 산업에 따라 다른 모습을 보이자 이에 따른 직업병의 발생이 기하급수적으로 증가하였다. 이러한 위험은 직접적으로 근로자의 생명과 건강을 해칠 뿐 아니라 사용자에게도 경제적 피해를 주게 되었다. 이러한 위험에 효율적으로 대처하기 위하여 적극적·종합적인 산업안전보건관리가 필요하게 되어 산업안전보건법이 제정되었다. 하지만 산업안전보건법이 제정된 이후에도 같은 사고가 재발하고 현장관리의 소홀, 노동환경 개선 등이 이루어지지 않으며 비슷한 사망사고가 재발하였다. 이러한 산업재해사고를 막기 위해 다양한 방법을 강구하여 왔지만 큰 실효를 보지 못하자 실질적인 효과를 보기 위해 영국의 '기업살인법'을 참고하여 사업주, 경영주, 경영책임자에게 직접적인 책임을 묻고 중대재해 예방과 일하는 사람과 시민의 생명·신체를 보호함에 있음을 분명히 하기 위해 중대재해처벌법이 제정되었다. 이러한 법률이 제정됨에 따라 재해 및 안전에 관한 관심이 전국민적으로 증가하게 되었고 과거보다 많은 관심을 받게 되었다. 그에 따라 본 연구에서는 최근 10년간에 발생한 산업, 중대재해 등에 대하여 발생 사고, 발생 원인, 발생 기간에 따라 정리하였다. 본 연구는 향후 산업, 중대재해 등에 대한 기초자료로 활용될 수 있을 것이다.

Analysis of Occupational Accident Types in the Apartment Construction Sites using Multiple Correspondence Analysis (다중 상응 분석을 통한 아파트 건설현장 업무상 재해 유형 분석)

  • In this study, we analyzed the safety accidents that occurred in the apartment construction site and the correlations between the victims according to the type of work accidents through multiple correspondence analysis. There is a lack of disaster-related studies on apartment construction sites, the third most frequent building type in Korea, and most of them have used survey techniques. Therefore, the exploratory data analysis was conducted in industrial accident cause data, and derived the correlation analysis between each disaster victim through multiple correspondence analysis. The results of the study are summarized in two as follows. First, as the number of heights increased due to the high rise and complexity of apartments, the fall rate and mortality rate were high. In addition, deaths are mostly caused by very few experienced workers or those with more than 10 years of experience, resulting from safety training, lack of experience, and insensitivity to safety. Second, multi-correspondence analysis showed that most safety accidents can be prevented by wearing safety equipment, and following proper work process and its safety action. The key factors derived from this study can be used for safety education, supervision, and management in apartment construction sites.

Analysis of the Feature Importance of Occupational Accidents Occurring at Construction Sites on the Severity of Lost Workdays (건설 현장에서 발생한 업무상 재해가 근로손실일수 심각도에 미치는 특징 중요도 분석)

  • The construction industry causes the most accidents and fatalities among all industries. Although many efforts have been made to reduce safety accidents in construction, the study on the lost workdays that return to work place is insufficient. Therefore, this study proposes a model that classifies the lost workdays lost into moderate and severity, and derives the importance of variable and analyzes important factors through the trained random forest model. We analyze the learning process of the random forest which is a black box model, and extracted important variables that impact on the severity of the lost workdays through the extracted feature importance. The factors existing inside were analyzed through the extracted variables. The purpose of this study is to analyze the accident case data at the construction site through a random forest model and to review variables that have a high impact on the lost workdays. In the future, this sutdy can apply to improve construction safety management and reduce the accident of industrial accidents.

  • 기술발전에 따라 건설현장은 스마트 안전관리기술을 활용한 안전관리의 변화가 예고되고 있다. 중대재해처벌법 시행(22.1.27)이후 50인 이상 사망사고는87건(96명)으로 전년 동기109건(111명)대비22건(20.2%), 15명(13.5%)감소한 것으로 나타났다(국토교통부,2022). 반면에 단순비교지만 일본0.14%, 미국0.37%, 영국0.03%에 비해 한국의 재해율이 높으므로 다양한 안전관리활동의 과제가 남아 있다. 이에 아차사고 유형이 건설현장 특성간의 민감도모델 제시를 기반으로 근본적인 재해관리가 연구의 목적이다. 이를 이루기 위해 국토교통부의 아차사고 발굴데이터를 분석하여 유형을 분류하고, 공사기간, 공사규모, 신체부위 등의 요인간의 아차사고 민감성요인에 대하여 Bayesian Network를 이용하여 아차사고에 영향을 주는 모델링을 제시하고자 한다.

Case Study for Preventing Construction Site Fall Accidents (건설현장 추락사고 예방을 위한 사례 연구)

  • Recently, the government has shown a decrease in disaster accidents throughout the industry and construction industry due to various efforts to reduce disasters. However, the fall accidents in the construction industry are not decreasing but increasing. In particular, the fall accident caused by scaffolding is low each year, but the disaster intensity is very high in that it directly leads to the death of workers. Scaffolding working environment in domestic construction industry is very poor. Moreover, scaffold workers in small construction sites are not subject to safety oversight and control. Therefore, this study is the installation and non-installation of the vertical lifeline, which is the most fundamental problem to be prevented during the study, to prevent the fall of the moon scaffold. In addition, it is hoped that it will be a solution for preventing accidents in construction site construction through the identification of various causes of disasters such as rope loosening, rope breaking, and fixed point failure.
