The Recent Specialty Contractor in construction of the reduced quantity due to the recession, but competitive in order to increase the number of companies that are increasingly competitive. The field work of one person to perform the work of employees and multiple sites, workforce supply flow that occurs at each stage of information transfer is not made a late staffing. Therefore this research has proposed a new alternative that can overcome them and the entire industry in recent issue smart phone features that take advantage of GPS(Global Positioning System). This paper presents a Diligence and Indolence Management System using GPS of smart phone. offering the advantage of Web-based PMIS(Project Management Information System) through integration with real-time information transfer and smart phone applications for query by building a prototype of a professional construction company as their own on-site management measures are proposed to contribute time and attendance.

한국건설품질협회가 지난 7월 18일 건설회관에서 CS9001품질경영시스템과 AQUA품질평가시스템 제도 도입을 위한 공청회를 개최하고 국제수준의 품질기준 마련에 들어갔다. 최근 들어 건설시장 개방에 따라 국제수준의 품질기준으로 국내 고객을 보호하고, 기능인력의 품질확보 능력을 배양 시켜 해외와 국내공사의 품질격차를 해소, 국가 경쟁력을 강화하고 하자보수 비용 감소로 건설업체의 질적 향상은 물론, 재무 건전성을 향상시키기 위한 시스템이 요구됨에 따라 한국건설품질협회가 CS9001 및 AQUA품질평가시스템 제도 도입에 들어간 것. 이 시스템이 도입될 경우 발주자는 품질의 공신력 확보, 품질확보 계약적 근거 유지가 가능하고 시공자는 실패비용의 최소화, 협력업체 기능품질 강화 등이 기대된다. CS9001, AQUA시스템의 적용범위는 중급품질관리 대상공사로 총공사비 100억원이상 건축 시설물로 초기에는 주거시설만 우선 적용하고 공공 및 민간공동주택 중 공사비 100억원이상에 적용할 예정이다.CS9001품질경영시스템, AQUA품질평가시스템에 대해 알아본다.

This study is aiming to analyze the relevance of rating criteria and these criteria may have effects on policy purpose of 'Construction Skilled Workers' Rank System', that are inflow of new comer, improvement of job performance, and decrease job-change. Closely related systems, electronic card system and prevailing wage system, are considered by assuming three scenarios, although they are not introduced yet. Empirical survey shows that the relevance is above average. The empirical result of regression also predicts that policy target might be mostly satisfied. Policy purpose is regressed on rating criteria, they are career, qualification, education and training, award. Career and award have positive impact on inflow of new comer. All four criteria have significant impacts on improvement of job performance. Award has strong effects on decreasing job-change. Especially, when electronic card system and prevailing wage system are adopted simultaneously with 'Construction Skilled Workers' Rank System', the level of satisfaction of policy purpose would be higher.

The construction industry is an industry in which skilled construction workers should be secured and trained because of the quality and productivity of buildings, but the negative image makes it difficult to supply and demand skilled construction workers. In response, this study derived the factors influencing the intention of transferring construction workers to other occupations and investigated ways to improve the prevention of leaving other occupations by age of construction workers. The factors influencing the turnover of construction workers have also been derived, and work overload, salary, workplace stability, and employment competitiveness have a significant impact on the intention of new employees to change jobs. According to a survey on ways to improve the prevention of leaving other jobs, those in their 20s and 30s are "improving working conditions, such as providing holidays, paying overtime, compliance with working hours," and those in their 50s and 60s.

Construction work is a labor-intensive industry, which is required systematic production activities using materials, manpower, and equipment. Among them, manpower resources play a very important role in achieving efficiently production in the organization. Construction work is highly dependent on construction craft workers, and the level of proficiency can be directly related to the construction productivity and quality. However, a rapidly aging construction craft workers in Korea, is being replaced by a foreign construction craft workers because of advoidance of new laborers in the construction site. In the future, if the continuous development and management of construction manpower is not made properly, it may be lead to adverse effects such as setbacks in production, delayed completion, faulty construction, industrial disasters, and decreased productivity in construction site. In this study, it was proposed four important factors for work capacity management of construction craft workers. These were ensuring of physical strength through the health management of construction craft workers, securing of proficiency through career management, ensuring of productivity through work capacity and establing of informatization through work capacity management. By introducing a systematic system, it is possible to improve construction craft workers' professionalism, enhancing the level of welfare, reflecting the realities of labor costs, increasing the quantitative and qualitative levels of construction craft workers, Futhermore it was demanded the continued interest and policy support for the realization of effective management of construction craft workers.

설비인이라면 누구나 한번쯤 보온공사 때문에 노심초사 한 기억이 있을 것이다. 보온공사는 $2\sim3$개의 공정을 거쳐야 하는 시공상의 까다로움도 있지만 인력난 시대를 맞이한 최근에는 기능인력 수급에 애로점이 많기 때문에 설비인으로서는 여간 신경을 쓰이게 하는 것. 얼마전 본 협회 회원사인 대건기업(대표$\cdot$홍종훈)이 보온공사의 이러한 결점을 보완키위해 $\ulcorner$냉난방 배관용 단열재층 보온커어버$\lrcorner$를 개발(의장, 특허출원중), 보온공사에 완벽을 기할 수 있게 됐다.

건교부는 일반.전문건설업간 겸업을 허용한 건설산업기본법 개정의 후속조치로 마련한 건산법 시행령 및 시행규칙 개정안을 지난 9월 5일 입법예고하고 9월 27일까지 의견수렴 기간을 거쳐 본격 개정에 들어가 내년부터 적용할 계획이다. 개정안은 겸업제한에 관한 특례에 따라 기계설비의 설치와 관련된 업종은 4년간 유예하는 내용을 포함하여 내년부터 일반.전문건설업간 겸업이 허용됨에 따라 본격화될 교차 진출 때 과거 공사실적의 인정기준이다. 또한 2009년 7월 시행이 예정도니 단순복합공사의 원도급 허용범위와 지난 8월 발표된 건설업 등록 때 기능인력 보유 의무조항 등과 함께 내년에 별도의 입법을 통해 추진된다. 이와 함께 개정안에는 건설공사 부실, 부조리에 대한 제재 강화 조항도 포함됐다. 이 중 기계설비공사업과 관련된 내용만 발췌하여 게재한다.

Safety is the most important issue in the construction industry. Especially, work-related disease is increasing and resulted in lack of young workers and high turnover due to its 3D industrial image. The main objective of this paper is to identify the relationship of WRMSD with hand tools used in the building construction industry. In order to reach to the goals, the survey and interviews with laborers are conducted. The data is analyzed in a statistical manner. One of the interesting findings from the research is that the carpenters and steelworkers are the principal trade group suffering from WRMSD due to unsafe working condition and method. The results of the research will be used as the basis for the ergonomic design of the better construction working condition and hand tools.

The construction industry is a workforce dependent industry. However, problems with wages have occurred frequently from the past to the present, and the number of skilled workers is decreasing due to the influx of new skilled workers and the departure of existing skilled workers. In response, this paper surveyed the actual status of wage calculation and analyzed the problems and presented a rough improvement plan by surveying the functional personnel of domestic frameworks.
