  • 우리나라 농촌 지역의 농업용저수지는 유역면적이 작고 홍수 도달시간이 짧아 홍수 대응에 어려움이 있으며, 대부분의 농업용저수지는 용수공급 목적으로 건설되어 홍수 대응능력이 부족한 실정이다. 한국농어촌공사는 수자원, 재난재해 등 농촌용수 관련된 다양한 정보의 통합관리를 위한RAWRIS(Rural Agricultural Water Resource Information System)을 운영하고 있으나, 소하천 및 농촌 지역의 홍수 피해 저감에 대한 관리와 노력은 도시 지역의 대하천 유역과 비교하여 여전히 부족한 실정이다. 이에 본 연구에서는 농촌지역의 과학적 재해관리를 위해 RAWRIS의 홍수량 산정기술을 개선하고, 저수지 홍수예경보에 필요한 기상청 초단기 강우예측자료의 활용성을 검토하고자 하였다. 이를 위해 농어촌공사에서 관리하는 농업용저수지 중 홍수배제시설인 레디얼게이트가 설치된 농업용저수지 30개소를 대상으로 해당 저수지의 수위계측 정보, 수문 방류 정보 등 저수지 홍수관리 현황을 조사하였다. 다음으로 농어촌공사가 운영 중인 RAWRIS의 홍수량 산정과정을 검토하여, 기존 RAWRIS에 CN값이 미설정된 저수지 유역의 CN값을 설정하였으며, 유역의 강우량 및 유효우량 산정 알고리즘 개선하고 저수지 유역별 강우-유출모형의 대표 매개변수를 제시하였다. 마지막으로 기상청에서 제공하고 있는 초단기 강우예측자료의 활용성 평가를 위해 기상청 강우예측자료와 저수지 유역의 면적평균강우를 비교하였으며, 예측 및 관측강우에 의한 홍수유입량을 산정하여 그 결과를 비교하였다. RAWRIS 홍수량 산정기술의 개선 효과를 검토한 결과, 예당저수지의 경우에는 첨두유량백분율 오차가 최대 50 % 이상, 결정계수(R2)가 최대 0.6 이상 개선된 것으로 나타났다. 다음으로 초단기 강우예측자료의 활용성을 평가하기 위해 RAWRIS에 제공되는 기상청 강우예측자료와 관측강우자료을 비교한 결과, 초단기 예측강우자료는 정량적, 정성적 신뢰도의 문제가 있어, 농업용저수지 홍수예측시스템에 그대로 적용하는데에는 무리가 있는 것으로 나타났다.

Need to Reduce Industrial Accidents through the Introduction of an Prevailing Wage System (적정임금제 도입을 통한 산업재해 감축 필요성 고찰)

  • In order to carry out construction work, it is urgent to introduce a proper wage system so that the cost burden of projects that have been won due to bleeding competition among original government buildings based on low-priced bids can be transferred to subcontractors. Purpose: Construction with illegal multi-level industrial structure needs to improve the wage reduction environment leading to order (100%) → original contractor (80%) → subcontractor (65%) → load contractor (65%) and aims to ensure wages for end workers. Method: Investigate the current status of labor cost appropriate payment plan in the construction industry, and investigate the case of the appropriate wage system (P.W) in the United States. In addition, the effect and direction of the appropriate wage system are presented. Result: Individual minimum wage security was also mentioned in the Constitution, and many researchers suggested that only the introduction of an appropriate wage system could solve the problem of reducing worker labor and ensure quality and safety. Conclusion: The proper wage system in the construction industry will block illegal multi-level and illegal foreign work, improve the labor environment in the construction market, create an influx of young workers, and have a significant impact on the construction industry's competitive structure, safety, and quality.

  • The study focuses on analysing situation of disasters and characteristics in construction process which the technical construction firms accomplish. Besides, the study aims at the role and responsibilities of technical construction firms in construction safety. It is found out by a questionnaire and interviews in this study that safety control and management have a key role to prevent accidents in construction projects. Based on the result of the research, it is concluded that institutional improvement and support strategies are suggested and that additional to the support of the government and institutions in charge of the field of construction safety the effort of the first contractor, the second contractor and the laborer it is also important.

  • The objective of this study is to provide systematic design of the Korea's Integrated Road Transport System in intelligent transport systems. Integrated Road Transport System services support safety driving and traffic information for travellers, and rapid response of the system for emergency status not only dissemination of traffic for traffic but also flood, heavy snowfall, falling rocks, closed-road, collapse, accident and so on. Therefore, integrated road transport system service contributes national highway safety management system to the voice of the nation of integrated road transport system center service for user friendly.

  • In modern society the population of disabled goes on increasing rapidly not only in congenital deformities but also in acquired handicapped persons due to various factors such as car accidents and industrial disaster. And the number of disabled passengers in airports is growing every year with economic growth and globalization in Korea as well. That is the reason why the effort to the convenient facilities for the disabled in airports is needed more. The real situation in airports which are the public buildings is that the effort to install the facilities for the disabled is only perfunctory to meet the legal standard and cannot answer to the expectation of the facilities for e disabled. In this investigation I would like to give the airport operators the guide line to expand the facilities and the disabled an opportunity to use airports more freely and conveniently through the presentation on the problems and solutions with the current situation of the facilities for the disabled and the satisfaction of users in all airports in Korea.

  • 한국농어촌공사에서는 과학적이고 체계적인 농업기반시설 및 용수관리로 재해를 예방하고 물관리의 효율성 증대를 위한 유지관리 종합정보시스템인 농업기반시설관리시스템을 구축하여 운영중에 있다. 한국농어촌공사는 2012년부터 저수지별 일공급량을 측정하여 기록 관리하고 있어, 저수지의 수위차와 공급량을 사용하여 저수지의 일유입량을 산정 할 수 있는 체계를 구축하였고 저수지 종합건전성 평가를 위해 이 자료를 사용하였다. 수량부문은 수문학적으로 하천환경 및 수생태계에 민감한 영향을 끼치는 인자들로 지표를 구성하였다. 선정된 지표는 High Flow, Low Flow, Seasonality, Zero Flow, Variability로 구성하였다. 수질부문은 자연적 요인과 사회·경제적 요인 기준에 의한 분류를 통해 저수지의 건전성 상태를 파악할 수 있는 지표를 선정하였다. 자연적 요인은 환경부의 수질환경기준에 제시된 항목 중 저수지 건전성을 대표할 수 있는 수온, DO, COD, SS, TN, TP 및 TOC를 선정하였다. 농업용 저수지 수량·수질을 고려한 수환경 평가체계 적용을 위해 적누, 이담, 송고 저수지를 선정하였다. 3개 저수지를 대상으로 수량, 수질 부문으로 나누어 부문별 건전성 및 종합건전성 평가를 수행하였다. 선정된 지표의 분석단위를 통일시키기 위하여 표준화를 수행하였으며 자료의 왜곡정도가 큰 경우에는 로그변환을 취하여 표준화를 수행하였다. 가중치 적용은 주관적인 견해가 들어갈 수 있는 전문가의 설문에 의한 방법보다는 수학적 방법을 이용한 주성분과 엔트로피 가중치 방법을 적용하였다. 최종적으로 산정된 지수에 따라 하천별 현황을 주제별, 시기별로 검토하였으며 객관적이고 이해가 쉽게 5개 등급으로 등급분류를 해 저수지별 건전성 정도를 쉽게 파악할 수 있도록 하였다.

  • 가뭄은 장기간에 걸쳐 광범위하게 발생하는 특징으로 인해 자연재해뿐만 아니라 사회·경제적으로도 큰 피해를 야기한다. 즉, 가뭄으로 인한 댐의 용수 공급 부족은 공업·농업뿐만 아니라 국민들의 생활에도 상당한 피해를 미친다. 하지만, 가뭄으로 인한 지역의 피해정도는 해당 지역의 특성 또는 가뭄에 대한 지역의 대처 능력에 따라 매우 상이하게 나타난다. 따라서, 가뭄에 의한 피해를 저감시키고 안전한 용수공급이 이루어질 수 있도록 지역의 특성 및 용수 공급 체계를 고려한 위험 정도를 분석하는 것이 필요하며, 사람들과 직접적인 연관성이 높은 물수급 관련 인자들을 고려하여 가뭄의 잠재적 영향 및 피해정도를 파악할 수 있는 가뭄 위험도 평가가 수행되어야 한다. 그러나 용수공급 및 수요 현황을 반영한 가뭄 노출성 및 취약성 평가는 아직 부족한 실정이며, 각 인자에 대한 가중치를 산정하는데 설문조사 또는 단순평균방법이 많이 이용되고 있다. 본 연구에서는 용수공급 체계 및 지역적 특성을 고려하고 객관적인 가중치 산정방안이 적용된 확률·통계적 가뭄 위험도를 평가방법을 제시하였다. 먼저, 용수공급 실패 사상의 발생 확률이 적용된 결합가뭄관리지수(Joint Drought Management Index, JDMI)를 통해 가뭄노출성지수(Drought Hazard Index, DHI)를 산정하고, 각 인자에 대한 영향정도를 객관적으로 판단할 수 있는 가우스 혼합 모델을 활용하여 가뭄취약성지수(Drought Vulnerability Index, DVI)를 산정하였다. 이 두 지수를 결합하여 가뭄위험도지수(Drought Risk Index, DRI)를 계산하고 위험도 평가를 수행하였다. 충청지역에 적용한 결과, DHI는 용수공급 실패 사상의 발생확률이 큰 보령시가 가장 높게 나타났으며, DVI는 농업적 요소의 가중치가 크게 산정됨에 따라 청주시가 가장 높게 산정되었다. DHI와 DVI가 결합된 DRI의 경우는 청주시가 가장 위험한 것으로 나타났다. 따라서, DRI가 가장 높은 청주시는 충정 지역의 가뭄 위험 경감을 위한 대응 수립시 우선적으로 고려되어야 한다.

Site Monitoring System of Earthquake, Fault and Slope for Nuclear Power Plant Sites (원자력발전소의 부지감시시스템의 운영과 활용)

  • Nuclear power plants(NPP) are constructed and operated to ensure safety against natural disasters and man-made disasters in all processes including site selection, site survey, design, construction, and operation. This paper will introduce a series of efforts conducted in Korea Hydro and Nuclear Power Co. Ltd., to assure the safety of nuclear power plant against earthquakes and other natural hazards. In particular, the present status of the earthquake, fault, and slope safety monitoring system for nuclear power plants is introduced. A earthquake observatory network for the NPP sites has been built up for nuclear safety and providing adequate seismic design standards for NPP sites by monitoring seismicity in and around NPPs since 1999. The Eupcheon Fault Monitoring System, composed of a strainmeter, seismometer, creepmeter, Global Positioning System, and groundwater meter, was installed to assess the safety of the Wolsung Nuclear Power Plant against earthquakes by monitoring the short- and long-term behavioral characteristics of the Eupcheon fault. Through the analysis of measured data, it was verified that the Eupcheon fault is a relatively stable fault that is not affected by earthquakes occurring around the southeastern part of the Korean peninsula. In addition, it was confirmed that the fault monitoring system could be very useful for seismic safety analysis and earthquake prediction study on the fault. K-SLOPE System for systematic slope monitoring was successfully developed for monitoring of the slope at nuclear power plants. Several kinds of monitoring devices including an inclinometer, tiltmeter, tension-wire, and precipitation gauge were installed on the NPP slope. A macro deformation analysis using terrestrial LiDAR (Light Detection And Ranging) was performed for overall slope deformation evaluation.

Development of a USN-Based Monitoring Scenario for Slope Failures (USN 기반의 사면붕괴 모니터링 시나리오 개발)

  • Seventy percent of Korea's national territory is covered with mountains, and the land is frequently exposed to typhoons and localized torrential downpours, particularly in July through September. For this reason, slope failure is one of the most frequent types of natural disasters in Korea. To prevent the damage caused by slope failure, the Korean government, academia and industry have strived together to develop and install a wired system for monitoring slope failures. However, conventional wired monitoring systems have been reported to have limitations, such as possible system errors caused by lightning, and the difficulties of restoration and management of the systems. To solve these problems, this research suggests a USN-based monitoring system for slope failures. First, the trend of slope measurement and USN technology was analyzed, and then the current status of damage caused by slope failures in Korea was reviewed. Next, a USN-based monitoring scenario for slope failures, incorporating both USN and slope monitoring technique, was developed. Finally, sensors were decided based on the developed scenario. It is expected that the results of this study will be utilized as fundamental data for the development of monitoring prototype systems for slope failures in the future. The development of the USN-based monitoring system for slope failures and its application in the field will also ultimately contribute to the prevention of slope failures and the minimization of related damage.
