최근들어 사업장에서의 안전 설비를 개선하기 위한 정부의 자금과 안전관리 수준을 높여 산업재해 예방을 위하여 제도 개선등에 의하여 산재 예방의 중요성이 불구하고 전체의 사업장중, 건설 재해의 현황은 좀처럼 줄어들지 않은 상황에 있다. 이는 작업장의 장기근속 긱간에 따른 작업자의 수보다는 건설 현장에서의 단기 작업자의 수요를 필요로 하고 있기 때문이라는 이유도 있지만, 건설 재해를 살펴보면 일반적인 재해가 반복적으로 일어나고 있다. 이는 제도적인 보완과 작업자의 안전교육을 통한 재해의 위험성을 알리는데 주안점을 두어야 한다고 할 수가 있을 것이다. 본 연구는 건설 재해를 예방하기 위한 가장 기초적인 방법인 노동부의 산업 재해분석자료를 통하여 일반적인 재해 현황, 재해의 발생 원인 및 특성을 분석하여 건설업에서 반복되어지는 재해를 파악하고 이에 따른 특성을 분석하였다. 이 연구의 결과, 재해는 연속적인 반복으로서, 우리 나라의 재해는 과거나 현재가 별 차이가 없다. 이는 재해의 불감증에서 나타난 결과이므로, 이에 대한 새로운 인식과 정부 및 노사 모두가 대비책에 대한 노력이 절실히 요구되어지며 , 산업재해의 통계자료또한 정확한 기초자료를 사용할 수 있게끔 할 수 있는 제도적인 방침이 필요로 한다는 것을 알 수가 있었다.

우리나라의 1994년도 산업재해 발생 현황(노동부 자료)을 수록하면서 일본과 비교할 대 어떠한 위치에 있는가를 알기 위해 일본의 1993년도 산업재해발생 현황을 소개하고자 한다. ‘안전이란 무엇인가’를 생각할 때 참고가 되리라고 생각한다.

This paper presents the findings that may be useful for establishing safety policies involved with safety plan, program, and control relative to fatal accidents in construction job site. The fatal accident investigation database maintained by Korean Production Household Mascot Safety Industrial Complex is accessed. The 5 years fatal accidents occurred in 2002 to 2006 were analyzed. The statistic relative to the fatal accidents in different project types is obtained using different classifications such as occupation, years of experience, accident type, and time in a day. This research would contribute to ensure the effectiveness of safety policy so as to enhance worker safety.

This paper presents the findings obtained from several series of analysis on the fatal accident, which are maintained by Korean Production Household Mascot Safety Industrial Complex, relative to fall. The fall accidents occurred in 5 years, from 2002 to 2006, were analyzed. The statistic relative to the fatal accidents analyzed according to different classifications such as accident rate, project amount, project type, cause, type of occupation. years of experience, and time in a day. This research would contribute to ensure the effectiveness of safety policy so as to enhance worker safety. In addition, cluster analysis was applied to find the major contributors on the fall accidents. Cross referencing between occupation and type of work, and occupation and cause were established so that the occurrence statistics of fall accidents were investigated.

건설산업은 한정된 공간에 많은 인력과 장비가 동시에 투입될 뿐만 아니라 대부분의 작업이 고층 또는 지하 등 취약한 장소에서 이루어지고 있어 사망 등 증대재해가 빈발하여 막대한 인명피해와 경제적 손실이 발생하고 있다. 지난해 건설재해로 인한 사망자수는 11월말까지 총 산재사망자 2천3백18명중 6백22명으로 나타나 건설업은 제조업과 함께 산재다발산업으로 인식되고 있으며, 특히 전문건설은 건설현장의 최일선에서 재해위험에 전면노출되어 있는 점을 감안할 때 보다 많은 시간과 경비를 투자하여 반복교육을 실시함으로써 근로자 스스로가 안전수칙을 준수하고 게을리 하지 않도록 유도해 나가야 하겠다.
