우리 건설산업은 유례없는 변화의 소용돌이에 직면해 있다. WTO체제의 출범과 UR서비스무역협정 및 정부조달협정 체결로 오는 97년부터는 막강한 자본력과 기술력을 앞세운 선진 외국의 유수한 대형 건설업체들이 국내 시장에 진입할 뿐만 아니라 해외시장에서의 수주경쟁은 더욱 가열될 것으로 예상되고 있다. 국내 건설업체들은 시공분야에서는 대외 경쟁력을 갖추었지만 설계$\cdot$감리 및 건설관리 등 소프트분야에서 아직도 취약한 실정에 있다. 따라서 건설업체의 합리적인 경영전략수립이 절실히 요청되고 있으므로, 이를 위해서는 사고의 전환과 아울러 대내외 관련정보의 수집$\cdot$분석이 선행되어야 한다. 이와관련 한국건설산업연구원(원장 홍성웅)은 외국의 최근 건설산업정책 및 업계의 동향을 우리 건설업계에 소개하므로써 기업의 경영전략수립에 도움을 주고자 일본$\ulcorner$건설산업정책대강$\lrcorner$을 역간했다. 지난 4월에 발간된 일본$\ulcorner$건설산업정책대강$\lrcorner$은 일본 건설성이 1986년부터 기초작업을 시작한 후 1994년 7월에 건설산업위원회를 구성하고 새로운 경쟁적 환경의 도래와 건설업계의 우려, 소비자의 신뢰 회복 등에 초점을 맞춰 이에 대한 대응책을 제시한 것이다. 본지는 이 내용을 발췌, 지난 9월호부터 연재하고 있다.

Recently, the construction policy is rapidly changing and construction project becomes larger and more complex. Specialty contractors are in charge of the actual construction work, but they are considered to have low competence level. To strengthen competence of specialty contractors' employees, above all, it is essential to evaluate and to analyze the competence factors level for specialty contractors' employees. However, there is no in-depth research on competence factors level for specialty contractors. Therefore, the purpose of this study is to analyze the competence factor in order to find the high priority factor. The result of this study can be utilized for development of effective educational program for enhance specialty contractors' competence.

This study is to suggest strategies of specialty contractors that provide labors oriented engineering service by interaction analysis between construction business indicators and business performance indicators. For specialty contractors that mainly provides labor oriented engineering service, the amount of construction orders imposes lasting impact to the turnover ratio of current assets supposedly because they are operating current assets to secure labor. In other words, this type of specialty contractors are focused on mobilization of labor not materials or equipment. So, it is determined that they will be able to increase revenue by operating current assets to address current liabilities and labor mobilization.

국내 건설 업계의 해외 진출이 봇물을 이루고 있다. 대우, GS 등 대형 건설 업체들이 해외 건설 사업에 박차를 가하고 있다. 2007년 국내 건설 업체들의 해외 진출에 대한 기대는 더욱 커지고 있다. 하니만 아직까지 해외 건설은 현지 규제와 자금 사정 등 여러 암초에 부딪히기도 한다. 해외 건설 수주와 사업을 위한 활로 방안을 모색해보자.

The objective of this study is to examine the relationship between the degree of business diversification of a construction company and two of the indicators that represent financial stability, namely, a current ratio and a debt ratio, in order to draw policy implications. The current ratio and the debt ratio were used as variables that represent financial stability of a construction company. Berry-Herfindahl Index was used to measure the degree of business portfolio diversification of a construction company. For the analysis, quarterly time series data were retrieved from the financial information disclosure system of Korea's Financial Supervisory Service for the period between the first quarter of 2001 and the third quarter of 2013. The analysis results showed that a higher current ratio and a debt ratio led to a greater extent of business diversification. A higher level of business diversification led to a higher current ratio and a lower debt ratio. It was also shown that the impact of business diversification on the current ratio and the debt ratio outweighed the impact of changes in the current ratio and the debt ratio on business diversification. Meanwhile, an increase in the level of business diversification showed a quite positive effect as it raised the current ratio and lowered the debt ratio of a construction company. These findings suggest that diversification of business portfolio is essential for construction companies to strengthen their financial stability.

우리 나라의 건설산업은 건설시장 개방으로 외국기업과의 경쟁체제 돌입이 불가피하고, 건설정책과 각종 행정규제의 급변으로 대응전략 수립이 불가피하다. 또한, 건설정보의 지식관리체제의 부재와 건설지식관리시스템의 미구축, 그리고 정보 공유와 공공정보 공개 마인드의 미성숙으로 인하여 적극적인 대처가 불가능한 실정이다. 따라서 본 논문에서는 건설업체, 설계사무소, 감리업체 등이 안고 있는 제반 현황을 고찰하여 건설지식관리시스템 구현방안을 제시 이를 건설지식관리시스템에 적용하여 국내 건설분야 건설지식 맵을 도출하고 환용 실태를 파악하고, 해외 파국에서 지식관리의 활용관련 자료를 분석하여 국제기준 및 국내 건설환경에 적합한 지식 맵 및 분류체계 적용한 시스템 개발 건설업체에 적용하였다.

최근 몇 년간 지속된 국내 건설경기 침체로 설비건설업계는 많은 어려움을 겪고 있다. 또한 금년 1월 1일부터 기계설비공사의 겸업제한이 폐지되면서 일반건설사도 기계설비의 면허취득이 가능해지는 등 설비건설업계에 많은 변화가 일고 있다. 이처럼 개방과 불황의 파고를 넘기 위해서는 기업의 경쟁력 강화가 그 어느 때보다도 절실히 요구되고 있다. 기업은 신기술 신공법 개발 및 알뜰경영으로 경쟁력을 강화시키는 것도 중요하지만 전사적인 안전관리로 근로손실에 의한 생산성 저하, 재해보상금 지급 등 안전사고와 관련한 지출을 크게 줄이는 것도 경쟁력 강화의 한 요인으로 주목되고 있다. 최근들어 안전 보건 및 환경 등에 대한 관심이 높아지면서 건설업계는 기업경영의 우수성을 객관적으로 평가받을 수 있는 안전보건경영시스템 인증 취득이 늘어나고 있다. 더구나 설비건설업계의 숙원사업인 분리발주와 유사한 주계약자공동도급이 올해부터 기계설비공사에 적용되면서 일반건설업체도 기계설비건설업체와 공동도급을 받기 위해 노력하고 있다. 이럴 때 설비건설업체가 경쟁에서 우위를 선점할 수 있는 요건은 무엇일까? 기술력, 신뢰도 등 여러 가지 요인이 있겠지만 안전보건경영시스템 인증도 한 몫 할 수 있을 것으로 예상된다. 지난 2001년 안전보건경영시스템 인증이 도입된 이후 지난 3월 30일 현재 설비건설업계는 14개 업체가 인증을 취득했다. 본지는 지난 2006년 9월호에 건설업 안전보건경영시스템을 특집으로 소개한 바 있다. 최근들어 안전보건경영시스템에 대한 관심이 높아지면서 이에 대한 문의가 많아짐에 따라 이번 호에는 안전보건경영시스템에 대해 다시 한번 알아본다.

The processes for management of historical data in construction have many problems according to construction firm$^{\circ}{\phi}$s participating in some of the processes. This study analyzed about current process and provided improved processes with IDEF method and simulation. The proposed $\lceil$To-Be$\rfloor$ model is more effective than $\lceil$As-Is$\rfloor$ model according to the result of simulation performance. It is revealed that the productivity in the construction company is more improved than that of the owner from the results of the system simulation.

In selecting a company of A-E service provider for a public construction project, public owners make widely use the evaluation method based on the quantitative criteria to emphasize transparency and fairness instead of putting more weighting on bidders' technical capability. The selection method and process to select technically better company has been in discussion to motivate company to build up their technical capability and better quality of service. This paper examined US laws and regulations related to evaluating and selecting an A-E company for public construction project in terms of principles, process, selection committee, evaluation methods, and contract management and so on. Then deduced several implications for domestic public owner to select the most adequate company for a certain architectural service through fair and efficient way. The major findings are technical capability based selection, emphasizing owner's role and responsibility, consideration of small and mid-sized company, debriefing, and post-service evaluation.
