건설산업은 국민경제에서 차지하는 비중이 높으며, 향후 지속적으로 대상영역이 확대되고 기능 및 규모가 커질 전망이다. 우리나라 건설기술의 현위치는 선진국 수준을 100을 할때 70정도에 불과하며, 발전속도의 관점에서 국내 제조업에 비해서도 저조한 실정이다. 이는 정부의 기술개발사업에서 건설기술 개발 필요성에 대한 인식의 부족으로 과학 및 산업기술의 개발 필요성에 대한 인식의 부족으로 과학 및 산업기술의 분류에서 독자적인 항목으로 설정되지 않고 있으며, 적절한 예산지원이 이루어지지 않고 있다는 데 문제의 원인이 있다. 민간부분의 경우는 매출액 대비 기술개발비용이 일본과 비슷한 비율이지만, 매출액 규모를 고려해 볼 때, 부가가치 창출 효과를 논하기는 이른 실정이다. 한편, 건설산업의 성격 역시 자본절약형으로 선진국에 비해 장비수준 및 자본생산성이 떨어지고 있어, 기술수준의 낙후를 시사하고 있다. 앞으로 국제화, 개방화, 지방화의 시대가 도래할 것이고, 자유경쟁원리에 토대를 둔 경영효율, 기술혁신, 품질 등에 의해 경쟁력의 우위가 결정될 것이다. 향후, 건설기술정책은 건설기술개발의 체계화, 신기술 활용의 극대화, 건설산업의 종합화 및 전문화, 생산체계의 효율화 등을 지향해야 한다.

그동안 야심찬 원전 건설 정책을 추진해온 중국이 후쿠시마 원전 사고 이후 숨고르기를 하고 있는 상태이다. 중국의 정책 입안자들은 이러한 시간적 여유를 통해 원자력 정책을 보다 세밀하게 수립할 수 있게 되고, 그럴 경우 앞으로 중국에서 건설되는 원전의 안전성은 이전보다 훨씬 강화될 것이다.

The purpose of this paper is to propose the vision for information policy of construction technical information in the era of Knowledge Revolution Society and to contribute global economy as well as domestic in the cooperation with the Ministry of Science and Technology, and the Ministry of Information and Communication. For these we consider the scope of construction technical information, and the concept of the policy on it, and propose information classifications briefly. Also, we examine the currency of information policy in domestic and abroad. It is also examined domestic present condition of government, public corporation, construction industries. This article aims to analyze some conditions for the reinforcing social security rights of atypical construction workers, and their socio-economical effects, and furthermore, to explore political measures for compliance with obligation of the four basic social insurances. Although the construction industry is one of the pivotal industry sectors, which contributes to the economic development, it is a typical industry sector, half of whose manpower is atypical and irregular. This kind of reality results especially from its own sectoral features and employment structure. We will argue that our society needs political measures for compliance with obligation of the basic social insurances for the construction workers, and it would help the reinforcing social safety net of the precarious construction workers, and furthermore enhancing competition in the construction industry. For this purpose, we will suggest concrete conditions for compliance with obligation of the basic social insurances and prove its positive socio-economic effects. In the end, we will propose some detailed measures like direct construction, introduction of the prevailing wage, etc. for this politic approach.

한국건설산업연구원(원장 홍성웅)은 개원 5주년을 맞아 지난 3월 21일 건설회관에서 $\ulcorner$정보화시대의 한국건설:동향과 이슈$\lrcorner$ 세미나를 개최하고 미래의 건설산업은 전문성을 확보한 업체와 건설생산과정$\cdot$체계나 표준화시스템 등에서 경쟁력을 갖춘 업체가 주도할 것이라고 전망했다. 이날 세미나에서 홍성웅 원장은 $\ulcorner$정보화와 신건설산업:산업구조와 기업의 변화$\lrcorner$라는 기조연설을 통해 앞으로 건설업은 건설생산 기술이나 경영의 내재적 속성과 거리가 있는 현 건설산업구조에서 벗어나 기업의 전문성과 다양한 기능적 통합(Enterprise Integration)이라는 두 가지 속성이 좌우하게 될 것이라고 전망했다. 홍성웅 원장의 기조연설에 이어 정영수 명지대 건축과 교수의 $\ulcorner$건설프로젝트의 System Integration$\lrcorner$, 김문호 LG-EDS상무의 $\ulcorner$건설산업의 e-Business 기회와 발전방향$\lrcorner$등에 대한 주제발표 후 김재영 국토연구원 건설경제연구실장, 최원식 건설기술연구원 CALS그룹장, 김재준 한양대학교 건축공학과 교수, 문정호 한국건설산업연구원연구위원, 한승헌 건설교통부 기술정책과 사무관 등이 열띤 토론을 벌였다.
