Case Study on the Explosive Demolition of the KOGAS Office Building in Bundang District (한국가스공사 분당사옥 발파해체 시공사례)

  • This case study is concerned with the project of the explosive demolition for the KOGAS office building located in Bundang district in Seongnam city. Since the office building was a kind of long-span beam structures, a mechanical demolition method using jacking support systems was considered in the beginning of the project. With consideration of the excessive reinforcement cost, uncertainty of safety, and prolonged construction period, however, the original plan was later changed to use an explosive demolition method. For the purpose of protecting nearby buildings and facilities during the collapse process, the explosive initiation sequence was elaborately designed to bring down the building structure towards its front left corner. A total of over 550 electronic detonators (Unitronic 600) was used to sequentially initiate the explosives installed at appropriate columns in the first, second, and fifth floors. To diminish dust production, water bags of small and large sizes were respectively installed at each column and on the floors to be blasted. As such, every effort was exercised to mitigate overall noise, dust, and shock vibrations that could be generated during the explosive demolition process for the office building.

  • 최근 급속한 지하공간의 개발로 인해 도로함몰 등 지반침하가 지속적으로 발생되어 이에 대한 안전문제가 끊임없이 제기됨에 따라, 원인규명 및 대책방안을 두고 다양한 조사 및 연구가 진행되고 있다. 특히 지하개발 시 필연적으로 발생하는 유출지하수 내 지하수와 함께 토사가 유출될 경우 지반함몰이나 붕괴로 이어져 대규모 재해가 발생할 수 있기 때문에 현장에서 계측되는 데이터를 통해 사전에 지반침하를 감지할 수 있는 경보 시스템이 마련될 필요가 있으며, 이에 대한 기술개발과 관리기준의 변화가 필요하다. 본 연구에서는 현재 지하공간 개발 시 적용되는 지하수 관리 매뉴얼 중 가장 중요한 부분인 계측관리 부분에 관해 문제점을 분석하고 이를 보완하기 위한 계측 관리 및 행정 절차의 문제점을 개선하고자 한다. 지중에서 발생하는 토립자의 이동, 공동발생 및 지반함몰의 거동은 근본적으로 지하수의 이동에 의해 필연적으로 발생되며, 그 규모는 유출지하수량의 발생규모와 상관성이 높게 분석되었다. 계측 관리의 문제를 보완하기 위하여 첫 번째로 지중 굴착 시 계측되는 유출지하수와 지하수위를 연계하여 분석하여 기준을 마련하였고, 추가로 지하수 내 탁도 값을 측정하여 이를 더하여 서로간 상관성 분석을 통해 기존 지하수위 계측자료의 관리기준을 보완하였으며, 최종적으로 현장에서의 계측된 데이터를 통해 지반침하를 사전에 예측할 수 있다. 계측된 데이터의 분석결과 위험도가 감지될 경우 공동발생의 방지 및 복구에 관한 방안이 제시되며, 문제 발생 지점의 범위를 국한하여 신속하고, 경제적으로 해결해 나갈 수 있다. 이를 위해 현행 지하수법의 개선과 행정적 절차가 보완되어야 할 필요가 있다. 이러한 지하공간 개발 시 지하수 관리의 개선으로 사전에 지반침하를 예측 할 수 있고, 이를 통해 재해를 미연에 방지할 뿐만 아니라 건설산업 현장의 스마트 관리체계를 구성하여 미래 지향적인 토목현장 및 국민에 대한 신뢰도를 재고 할 수 있을 것으로 사료된다.

  • 기상재해를 극소화하기 위해서는 그 원인이 되는 기상현상의 규모와 거동을 명확히 감시하고 분석하여 신뢰성 있는 예측정보가 제공되어야 한다. 최근 위험기상 발생빈도가 증가하여 초단기 및 위험기상 예보의 정확도 향상을 위한 고품질 레이더 정보 활용 연구가 활발하게 진행되고 있다. 레이더는 전자파를 이용하여 강우의 양과 분포, 이동특성을 관측하는 장비로써 우리나라는 초단기적 위험기상 대응능력 향상을 추진하기 위한 목적으로 첨단 성능의 이중편파레이더 관측망을 구축하고 있다. 국내 기상관측용 레이더는 기상예보(기상청), 홍수예보(환경부), 군 작전 기상지원(국방부) 등으로 각 기관이 개별적으로 설치운영 하고 있다. 본 연구에서는 관계부처에서 운영하고 있는 레이더의 합성장을 이용하여 강수장의 상관성을 기반으로 이류(advection) 특성을 도출하였다. 정확도 있는 이류특성을 도출하기 위하여 시간해상도는 10분을 적용하였으며 가우시안 필터링 기법을 적용하여 강수장 상관분석을 수행하였다. 호우와 태풍을 대상으로 강수장의 이류패턴을 추출하여 강수장의 이동방향 및 속도를 고려한 강수량 예측기법의 적용성을 평가하였다. 본 연구 결과는 격자형 강수예측정보를 제공하여 AI 홍수예보 및 수치예보 모델의 초기조건 입력 등에 활용되어 기후변동성에 따른 대국민 안전 실현을 확보하는데 기후변화 대응전략의 핵심기술로 활용될 수 있을 것으로 판단된다. 덧붙어, 4차 산업혁명에 따른 수문기상 빅 데이터(big data) 통합 플랫폼을 구축하여 고해상도 홍수대응 기술 및 GIS 및 모바일 시스템을 연계한 실시간 기후재해 예·경보가 가능할 것으로 사료된다.

  • This urban centralization is expected to develop rapidly, with 75% of the population living in the city by 2035. Large cities are becoming unsustainable due to side effects such as environmental pollution, severe traffic jams, excessive energy depletion, and destruction of the natural ecosystem. In addition, the happiness index of citizens of large cities is also falling because of high crime rates and safety accidents, the work-life imbalance caused by inequality and polarization, and overly competitive education. To solve this problem, Smart City, an IT-based future city model, was born. The Korean government is also actively attempting to improve urban competitiveness and promote sustainable development through efficient construction and operation of smart cities as a national focus project. To support the effort, we review the basic directions and strategies of Sejong City's Smart City service infrastructure based on the comprehensive national land plan, Smart City plan, and Smart City strategy plan.

Analysis of Co- and Post-Seismic Displacement of the 2017 Pohang Earthquake in Youngilman Port and Surrounding Areas Using Sentinel-1 Time-Series SAR Interferometry (Sentinel-1 시계열 SAR 간섭기법을 활용한 영일만항과 주변 지역의 2017 포항 지진 동시성 및 지진 후 변위 분석)

  • Ports are vital social infrastructures that significantly influence both people's lives and a country's economy. In South Korea, the aging of port infrastructure combined with the increased frequency of various natural disasters underscores the necessity of displacement monitoring for safety management of the port. In this study, the time-series displacements of Yeongilman Port and surrounding areas in Pohang, South Korea, were measured by applying Permanent Scatterer Interferometric Synthetic Aperture Radar (PSInSAR) to Sentinel-1 SAR images collected from the satellite's ascending (February 2017-July 2023) and descending (February 2017-December 2021) nodes, and the displacement associated with the 2017 Pohang earthquake in the port was analyzed. The southern (except the southernmost) and central parts of Yeongilman Port showed large displacements attributed to construction activities for about 10 months at the beginning of the observation period, and the coseismic displacement caused by the Pohang earthquake was up to 1.6 cm of the westward horizontal motion and 0.5 cm of subsidence. However, little coseismic displacement was observed in the southernmost part of the port, where reclamation was completed last, and in the northern part of the oldest port. This represents that the weaker the consolidation of the reclaimed soil in the port, the more vulnerable it is to earthquakes, and that if the soil is very weakly consolidated due to ongoing reclamation, it would not be significantly affected by earthquakes. Summer subsidence and winter uplift of about 1 cm have been repeatedly observed every year in the entire area of Yeongilman Port, which is attributed to volume changes in the reclaimed soil due to temperature changes. The ground of the 1st and 2nd General Industrial Complexes adjacent to Yeongilman Port subsided during the observation period, and the rate of subsidence was faster in the 1st Industrial Complex. The 1st Industrial Complex was observed to have a westward horizontal displacement of 3 mm and a subsidence of 6 mm as the coseismic displacement of the Pohang earthquake, while the 2nd Industrial Complex was analyzed to have been little affected by the earthquake. The results of this study allowed us to identify the time-series displacement characteristics of Yeongilman Port and understand the impact of earthquakes on the stability of a port built by coastal reclamation.

A Study on the Type of Litigation through Analysis of Landscape Precedent (조경 판례분석을 통한 소송의 유형화 연구)

  • This study selected landscaping-related precedents among Supreme Court decisions to which the Basic Construction Industry Act and Civil Litigation Act were applied, and divided them by year, by sector type, and by litigation type according to the cause of the litigation, and examined time-series trends and the main characteristics of landscaping-related litigation. As a result of the analysis by year, it became apparent that litigation cases began to appear in earnest in 1977, similar to when landscape licenses were first issued. The types according to the cause of the litigation were analyzed by dividing them into 'planning', 'construction', and 'management'. Among them, 'planning' was the most frequently identified (409 cases). Various precedents were searched according to 'construction', and some of them were found to be due to unclear legal standards related to landscaping. In 'management', cases such as safety accidents and crimes were considered. The users, legal definitions, and purposes of the space served as the basis for judgments. As a result of analysis by case type, there were many administrative landscaping-related cases, and the proportion of criminal cases in the management type was the highest. The results of this study looked at precedents across the entire landscape industry, and it was significant that it provides basic data that could be used by the general public as that they were categorized by field. In the future, amendments to the law and various studies should be conducted to reduce and resolve disputes, and it is necessary to expand the publicity of precedents for this purpose.

Greenhouse Gas Reduction from Paddy by Environmentally-Friendly Intermittent Irrigation: A Review (환경 친화적인 간단관개를 통한 논에서의 온실가스 저감)

  • Irrigated and flooded rice paddy contributes to the greenhouse gas emissions (GHG) that affect climate. This in turn affects the supply and reliability of the water needed for rice production. This dynamic makes current rice production methods foreseeably less sustainable over time while having other undesirable effects. Intermittent irrigation by a means of the system of rice intensification (SRI) and alternate wetting and drying (AWD) methods was reviewed to reduce global warming potential (GWP) from 29% to 90% depending on site-specific characteristics from flooded rice paddy and analyzed to be a promising option for enhancing the productivity of water as well, an increasingly constraining resource. Additional benefits associated with the SRI/AWD can be less arsenic in the grain and less degradation of water quality in the run-off from rice paddies. Adoption and expansion of intermittent irrigation of SRI/AWD may require costly public and private investments in irrigation infrastructure that can precisely make irrigation control, and the involvement and upgrading of water management agencies and farmer organizations to enhance management capabilities. Private and public collaboration as a means of earning carbon credit under the clean-development mechanism (CDM) with SRI/AWD for industries to meet as a part of their GHG emission quota as well as a social contribution and publicity program could contribute to adopt intermittent irrigation and rural investment and development. Also, inclusion of SRI and AWD in programs designed under CDM and/or in official development assistance (ODA) projects could contribute to climate-change mitigation and help to achieve UN sustainable development goals (SDGs).

  • In Korea, the mountainous area occupies more than 70% of the whole country, cutting of earth slope that cuts a part of the ground surface is widely used when building infrastructures such as road, railroad, and industrial complex construction. In recent years, regulations on environmental damage have become more strict, and various methods have been developed and applied. Among them, Concrete-Panel Retaining Wall technique is actively applied. Concrete-Panel Retaining Wall is a method to resist horizontal earth pressure by forming a wall by attaching a precast retaining wall to the front of the support material and increasing the shear strength of the disk through reinforcement of the support material. Soil nailing, earth bolt, and ground anchor are used as support material. Among them, ground anchor is a more aggressive reinforcement type that introduces tensile load in advance to the steel wire, and a large concentrated load acts on the front panel. This concentrated load is a factor that creates cracks in the concrete panel and reduces the durability of the retaining wall itself. In this study, steel pipe sleeves and reinforcements were purchased at the anchorage of the panel to prevent cracks, and by applying bumpy shear keys to the end of the panel, the weakness of the individual behavior of the existing grout anchors was improved. The problem of degraded landscape by exposure to front concrete of retaining wall and protrusion of anchorage was solved by the production of natural stone patterns and the construction of sections that do not protrude the anchorage. In order to verify the effectiveness of anti-crack sleeves and reinforcements used in the null, indoor testing and three-dimensional numerical analysis have been performed, and the use of steel pipe sleeves and reinforcements has demonstrated the overall strength increase and crack suppression effect of panels.

Numerical Analysis of Collapse Behavior in Industrial Stack Explosive Demolition (산업용 연돌 발파해체에서 붕괴거동에 관한 수치해석적 연구)

  • The aging of plant structures due to industrialization in the 1970s has increased the demand for blast demolition. While blasting can reduce exposure to environmental pollution by shortening the demolition period, improper blasting design and construction plans pose significant safety risks. Thus, it is vital to consider optimal blasting demolition conditions and other factors through collapse behavior simulation. This study utilizes a 3-D combined finite-discrete element method (FDEM) code-based 3-D DFPA to simulate the collapse of a chimney structure in a thermal power plant in Seocheon, South Korea. The collapse behavior from the numerical simulation is compared to the actual structure collapse, and the numerical simulation result presents good agreement with the actual building demolition. Additionally, various numerical simulations have been conducted on the chimney models to analyze the impact of the duct size in the pre-weakening area. The no-duct, duct, and double-area duct models were compared in terms of crack pattern and history of Z-axis displacement. The findings show that the elapse-time for demolition decreases as the area of the duct increases, causing collapse to occur quickly by increasing the load-bearing area.

Diagnosis for Review of Statement and System Improvement of Consultation on the Coastal Area Utilization in Korea (해역이용협의 검토유형 분석 및 제도개선 진단)

  • The review of statements and coastal development characteristics in South Korea were diagnosed by the consultation on the coastal area utilization in Korea. The occupation and the use of public water were dominated by installation of coastal structure and seawater supply and drainage whereas the reclamation areas were predominantly utilized for developing industrial complex, harbor, fishing port and road. The occupation and the use were dominant in western coast, but reclamation was dominant in southern coast of Korea. The number of utilization cases was particularly greater in Jeonnam, Gyeongnam, and Gyeonggi Province including Incheon. The number of the statements reviews increased by more than 200 cases in 2008 compared with 2007, and most of them were the simple statements. The statements related to ocean disposal of dredged sediment, reclamation, dredging sediment, seawater supply and drainage, and marine sand mining were submitted for review. Coastal utilization was especially active in the regions of seawater quality criteria I and II. In particular, special management sea areas designated under the relevant marine regulations were utilized mostly by reclamation for developing harbor, fishing port and coastal structure. Development activities in national parks comprised primarily structure installation and coastal maintenance. In the fisheries resources protection areas, 40% of the total cases accounted for coastal maintenance, 31% for structure installation, and 16% for seawater supply and drainage. In addition, alternative plans for the improvement in policies and system of marine environmental impact assessment were suggested to enhance the function and confidence of the consultation on the coastal area utilization in Korea.
