  • Recently The public project ordering in local autonumous entities is a tendency increasing of CM service because of the visible and affirmative effect in the CM which is advanced meanwhile. And, the CM services of project all phase excepts a planning business are performed. To develop CM must be prepared the system plans concerned with the CM application from planning phase, actuality maintenance of CM fee-estimation standard, understanding conversion of participation subjects, the specialization through certification of CM qualification, etc. But, unexpected actuality the problems occurs when the CM business is performing. The purpose of this study are to present the solution to the problems concerned with the design management, design phase VE, additional business by owner, schedule control and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Susung Culture & Art Center.

  • 원자력발전소의 건설은 부존 에너지원이 한정되어 있는 한국의 현실에서 볼 때 당연히 필요하다 할 것이다. 원자력발전소 건설의 특징은 높은 건설비와 장기간의 건설기간으로 설명 될 수 있 는데 이러한 건설사업을 순조롭게 운영관리하고 고도의 기술과 지식을 활용하여 원자력발전소의 안전성을 확보하기 위해서는 필수적으로 전문용역업체인 A/E회사의 사임운영과 설계엔지니어 링에 적극 개입하도록 하여야 한다. A/E회사는 사업의 운영관리에서부터 시작하여 설계 및 엔지 니어링과 구매관리등 전분야에 걸쳐 전문기술자들을 동원하여 전력회사의 요구에 상응하게 일을 처리할 뿐 아니라 발전소 소유주인 전력회사에 부당성과 가치성을 평가하여 줌으로써 적절한 사업계획과 목표관리를 수행하도록 돕는다. 특히 원자력발전소 설계 및 엔지니어링은 광범위한 기술분야가 합쳐서 이루어지는 결정체로써 기계, 전기, 토목, 건축, 핵공학등의 관련기술자들이 사업책임자(P.M)와 기술책임자(P.E)의 통솔하에 일관성 있게 일을 수행해 나간다. 본 해설에서는 이러한 A/E의 복잡하고 다양한 설계 및 엔지니어링의 내용을 상술하였으며 현재 원자력발전소 A/E회사의 기능과 역할을 알리고 이러한 기술업무의 조속한 국산화를 위해 경주되고 있는 노 력들을 단편적으로 소개하였다.

  • Owners, local autonumous entities, have a burden on operating project for the lack of their management capacity such as specialty and human resources. In this reason, they want to perform project with CM methods. But there have been only a few case of CM operation and application in a huge construction project. The complex formations of CM and responsible management are used in those project. This situation originates in the lack of CM specialist. Because the CM service used in those case is generally performed as the mixture of responsible management service and design management service, it is not the prototype of CM. The purposes of this study are to present the solutions to the problems concerned with the design development phase management, design phase VE, the application of Fast-Track, PMIS operation and CM execution, etc, and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Gwangjin-Gu Culture & Sports Center.

  • The process of design management by public client has not performed effectively due to lack of the formal guidelines and procedures in domestic public projects. The purpose of this research is to develop the guidelines and procedures of design management for public clients. The research methodology is to analyze current status of design management process in domestic and overseas cases and to develop the guidelines based on the administrative stages of design process along the project. The guidelines of design management developed by the design stages of pre-contract, contract, and post-contract stages to classify administrative procedures. The outcome of this research is able to be utilized by the public clients and design firms to standardize the process of design management and minimize potential risk during the process of the project.

  • On July $18^{th}$, 2003, Incheon International Airport Corporation(lIAC) signed the Construction Management Service Contract with KIDS consortium (composed of Kun-Won Eng., ITM Corp, Do-Hwa Eng, Space Croup) for the $2^{nd}$ phase construction protect consists of landfill, $\#3$ runway, remote Concourse, IAT, BHS, cargo terminal, etc scheduled to be finished by the end of 2008. KIDS dispatched qualified engineers to the Construction Management Division of IIAC for providing technical assistance to IIAC members to pursue project goals in tulle. within budget with appropriate quality level to build one of leading hul] airports for the Northeast Asia legion in the $21^{st}$ century. The work scope covers upgrading various project procedures and related computer programs, cost and schedule control, design supervision for building design including support systerns such as HVAC, fire protection, elevators and escalators, boarding bridges, electrical and communication systems, and technical support for IAT/BHS, QA/QC, field test and inspection, start-up and commissioning, etc. The purpose of this paper is to introduce the major activities of the Construction Management Services performing at the IIA project for your reference.

An Analysis of Capability of CM at Risk in Major Construction Company (국내 대형건설회사의 책임형 건설사업관리 역량분석)

  • For the purpose of analysing the capability (knowledge, experience, and ability) of CM at Risk in the major construction company in korea, this study performed questionnaire survey with experts in the companies. Based on the analysis of the survey, the study was found as follows. 1) It is needed to increase the capability of preconstruction services, such as project management plan/manual, contract documents, value engineering, alternative analysis, time management, and claim. 2) Despite of gap of the capability between the present and the future CM services, the study concluded that the capability is sufficient to perform CM at Risk project in the major construction company.

  • The Korean domestic construction management at risk (CMAR) market is in the process of completing the pilot project execution under the leadership of the Ministry of Land, Infrastructure and Transport as of December 2019. The government starts practicing CMAR an alternative delivery method widely in order to diversify delivery methods and enhance construction technology. The CMAR market is thus expected to grow. This study was conducted to improve CMAR firms' capability by developing self-assessment tools for them to evaluate current capability more effectively. As a result of defining standard core capability and additional elements categorized by project execution phase and management area, and performing evaluation from the CMAR project participants, it was found that the general project management capability in the pre-design and procurement phase and quality management area was lower compared to the construction phase and other areas. In addition, the capability of cost management area was lower in spite of its high importance. Communication and coordination, process optimization, and target values achievement were at the initial level of capability and continuous improvement was required.

  • 지난해 건설기술관리법 시행령 이 개정됨에 따라 지난 3월 1일부터 특급건설기술자는 기술사만 가능하고 학· 경력기술자는 초급까지만 인정되는 등 건설기술자 경력제도가 대폭 개선되었다. 이에 따라 건설교통부는 개정된 경력신고 제도를 건설기술자가 제대로 이해하지 못해 불이익을 받는 일이 없도록 하기 위하여“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 발간했다. 이 홍보 책자는 이제 막 입문하는 초급기술자부터 특급기술자에 이르기까지 전체 57만여명의 건설기술자 누구 나 쉽게 경력관리가 가능하도록 건설기술자의 경력신고 절차, 교육훈련, 각종 통계자료 및 주요 유권해석 등을 알기 쉽게 매뉴얼 형식으로 정리하였다. 이 책자에 따르면 건설기술자가 개정 전의 규정에 의한 기술등급을 받기 위하여 반드시 숙지해야 할 사항으로 는 오는 8월 31일까지 자신의 학력·자격·경력 등을 한국건설기술인협회 등 경력관리수탁기관에 신고하여야 하고 내년 2월 29일까지 1주의 전문교육을 이수하여야 한다. 또한 건설기술자가 근무처 경력신고시 종전의 국민연금 등 4대 보험 자료 원본을 제출하던 것을 해당 공단 홈 페이지 출력물로 대체가 가능, 경력신고가 훨씬 간편해졌다. 참고로 건설기술자의 경력관리 자료는 설계 등 용역업자의 사업수행능력(PQ) 평가시 수행경력 확인, 건설관련 업체 등록시 기술능력 확인, 건설기술자 현장배치시 적정여부 확인 등에 활용되고 있다. 본지는 건교부가 발간한“건설기술자 경력관리 이렇게 하시면 됩니다”홍보책자를 3회에 걸쳐 게재한다.

An Analysis of the 2014 Pricing Guide for Technical Service Contracts through Comparison with Foreign Countries' Cases (해외사례 비교를 통한 2014년 개정 건설기술용역 대가기준 분석)

  • Enhancing clarity and transparency of the pricing guide for technical services for public construction works enables the prediction and reimbursement of the service cost for project owners and bidders, while it would also yield benefits for engineers who carry out the construction tasks. In order to improve the global competitiveness of construction service industry, the government revised its pricing guide for techical services for construction works recently, moving away from its previous percentage-of-construction-cost method towards the Cost Plus a Fee Method. However, since the Cost Plus a Fee Method results in the rise of the service price by 153%~197%, there is the need for a review on the method and basis of the adjustment in order to avoid controversies regarding the application of the revised method. In this context, this paper analysed the 2014 revision of the pricing guide for technical services for public construction works through comparison with foreign cases including those of the US and the UK. The analysis yielded the conclusion that, while the shift towards Cost Plus a Fee Method which is widely used in advanced economies is a very meaningful change in large measure, certain aspects still remain problematic. Unlike in advanced economies, the detailed break-down shows the direct labor cost includes certain indirect expenses. Also, indirec expenses are admitted so comprehensively as to include overhead costs and technology royalties. These problems results in redundant estimation of certain expenses, and obstructs transparency in spending details. This paper proposes various improvement measures to address these issues.
