국토해양부는 공공공사 건설근로자에 대한 임금체불을 방지하기 위해 '건설근로자 노무비 구분관리 및 지급확인 지침'을 마련하고 지난 1월 1일부터 시행에 들어갔다. 이에 따라 공공건설공사 현장의 원수급인은 매월 하수급인이 고용한 근로자를 포함한 모든 건설근로자의 실제 근무내역을 작성해 발주자에게 노무비를 청구해야 한다. 또한 발주자는 원 하수급인이 건설근로자에게 실제 지급한 임금 지급내역을 확인한 뒤 같은 달 청구된 노무비를 지급하고, 이어 원수급인은 하수급인의 노무비 전용통장으로 이를 지급해야 한다. 아울러 발주자와 원수급인은 '노무비 알리미 서비스'를 통해 노무비 지급 사실을 해당 건설근로자에게 문자 메시지로 통보함으로써 임금지급 절차가 진행되고 있음을 사전에 근로자들에게 알려줘야 한다.

Recent research has been ongoing for modular buildings in the country and interest increases. However, the activation of modular building projects is obstructed in the construction industry. There are many reasons to identity for this obstruction but one issue should be focussed. Modular buildings require to change the existing construction production system to a new construction production system, which is factory production - transportation - erection. However, the existing project delivery system in the public sector could not be adapted for this new construction production system due to the obligation of multi prime contract use, such as electrical, communication, fire fighting contracts by Law. Therefore, modular buildings in the existing project delivery system are separately contracted by multi prime contracts and modular units composed of the buildings are contracted by an architectural prime contractor as a commodity. As results, construction costs are increased, potential quality problems are raised and the existing project delivery system is finally an obstacle not to maximize benefits of the modular buildings. In this paper, we propose a new project delivery system for the modular buildings to adapt then ew construction production system.

정부가 공공 건설공사의 하도급계약 체결 자료를 일반에 공개하는 내용의 제도 개선을 추진한다. 불법 하도급을 통해 비자금을 조성하지 못하도록 하기 위한 것으로 발주기관에 거짓 하도급계약 자료를 제출하면 입찰참가자격이 제한된다. 국민권익위원회는 지난해 11월 28일 이런 내용을 담은 '공공 건설공사 불공정 하도급계약 개선 방안'을 마련해 기획재정부 등 8개 정부부처와 지방자치단체에 권고했다.

In Korean construction industry, a public sector's ordering volume has been constantly increased after 2000. But, because a cost, schedule and quality control generally depends on a result-centric management form and a transparent management is not done during the construction in the Korean public business, it is recognized that this causes problems including an increase of cost and schedule, incomplete construction, a difficulty to find the problem in advance to establish measures, and an unclear locus of responsibility of constructor, supervisor and designer. Accordingly, this study is intended to derive the problems and the limit of management by identifying and analyzing the management state of the present government construction client for the client organization of public sector's government construction. Also, the study is intended to contribute to the client's efficient and actual project management by presenting the model of supplementing or improving the derived problem and limits to the client's organization.

인구증가와 급속한 산업화에 따른 대량생산, 다량소비로 인해 쓰레기의 발생량은 지속적으로 증가하고 있으며 생활수준의 향상으로 쓰레기의 질적 특성도 변화되고 있다. 정부는 분리수거로 쓰레기 감량화 유도를 위해 지난 ’95년부터 쓰레기 종량제를 전국적으로 실시하고 있으나 수거∙운반단계에서 발생하는 문제는 크게 개선되지 못하고 있다. 따라서 쓰레기 방치에 따른 악취, 미관저해 등의 환경 위생적인 측면과 교통 안전 등의 문제를 해결할 수 있는 새로운 개념의 수거∙운반방식 도입의 필요성이 대두되고 있다. 쓰레기 자동집하시설은 지하관로를 통해 쓰레기를 수거하는 방식의 최첨단 시스템으로 지상에서 쓰레기를 볼 수 없는 쾌적한 주거환경 조성 및 기존의 수거∙운반 단계의 단점을 해결한 쓰레기 수거 시스템이다. 이미 유럽 및 일본 등에서 도입되어 운영되고 있는 쓰레기 자동집하시스템은 삶의 질 향상과 함께 에서 운영비 절감 등 경제적인 면에서 우수성이 검증된 바있다. 국내에 쓰레기 자동집하시설이 도입된지 10여년이 지났으나 그동안 주상복합 및 병원, 오피스텔 등에만 적용될 정도로 시장이 매우 미미했었다. 최근들어 쾌적한 주거환경에 대한 관심이 높아짐에 따라 지자체 및 발주처가 확대적용할 예정이어서 새로운 시장으로 떠오르고 있다. 최근 토지 공사가 성남 판교 집하시설과 용인흥덕지구 집하시설 입찰에 들어갔고, 주공도 광명소하지구 집하시설을 입찰에 붙였는데 건설업계의 관심이 집중되었다. 이와 관련 본지는 쓰레기자동집하시설 도입 필요성 및 원리, 국내 적용 현황 등에 관해 자세히 알아보고, 우양기건(주)(대표 강석대)가 인천광역시 도시개발공사로부터 분리발주 받은 송도4공구 1, 2단지 쓰레기관로수송설비공사의 시공사례를 알아본다. 향후 쓰레기 관로수송설비공사는 주택 단지 형성시 반드시 필요한 공사중의 하나이며 지자체로부터 분리발주될 가능성이 높은 공사 중의 하나이므로 우리 설비건설업계가 관심을 가져야할 분야이다.

Large scale construction disasters such as recent Noryangjin flooding incident and Banghwadaegyo collapse accident are occurring persistently. Thereupon, the role and responsibility of the various construction participants are considered as major element to reduce disaster at the construction site. Construction industry is a process of building construction object by going through planning, designing, constructing, and maintenance controlling in which various bodies of act, from contractor to designer and builders, participate. However, the subject of current safety supervision is focused on the builder, the contract enterprise which directly employs workers, while the safety activity participation of the contractor, who exerts decision-making authority at the highest level, is excluded. Therefore, this study understands the level of awareness and reality on the safety activity of each construction participants from which the improvement plan on the contractor centered safety management system is proposed.

Korea has entered the ranks of advanced countries in terms of economic size and technological competitiveness. However, its industrial accident fatality rate remains among the lowest in OECD countries, and recent incidents such as various building collapses have resulted in numerous deaths of workers or citizens, reminiscent of accidents in developing countries. According to the 2022 Industrial Accident Status Analysis by the Ministry of Employment and Labor, out of the 874 fatalities in work-related accidents in 2022 across all industries, 402 were in the construction industry, accounting for approximately 46% of all fatalities. In particular, the construction industry's fatality rate stands at 1.61, significantly higher than the overall industry fatality rate of 0.43, indicating its severity. Construction ranks highest in terms of fatality rates, with mining at 12.18 and fishing at 1.80. When categorizing construction projects into private and public, private projects show significantly higher figures in terms of contracts, contract amounts, accident numbers, and fatalities compared to public projects. However, unlike public agencies, many private clients lack adequate safety and health activities and lack established safety and health systems. This study aims to raise awareness among private clients about the need to establish safety and health systems and enhance safety and health activities, and to discuss the direction of future development of advanced safety and health practices among private clients.

1997년 11월 IMF 영향에 따른 ○○건설사의 부도로 인해 1년동안 ('97. 11∼'98. 11) 공사가 중단된 채 방치되어 많은 문제점을 안고 공사를 재개하지 못하고 있는 현장이 전국에는 아직도 100여개 정도 산재해 있는 것으로 알고 있다. 이와 같은 현장의 공사재개를 위해서는 다음과 같은 문제점을 검토해야 한다. 첫째 기술적 문제점으로는 기초와 지하주차장 골조공사가 일부 시공중 중단되어 철근이 1년 동안 방치된 채 부식되어 있어 구조물 안전진단은 물론 부도에 따른 기 시공 협력업체들의 채무정리(22개사)에 대한 문제가 해결되지 많아 공사의 재개에 많은 어려움이 있으므로 충분한 사전검토가 필요하다. 둘째 외부적 문제점으로는 그동안 공사중단으로 인한 입주자들에 대한 신뢰확보 즉 조합 및 분양자들이 건설사의 부도로 인한 중도금 납입 거부상태는 물론 선납금, 연체이자 등의 경제적 피해 손실로 발주처에 대한 집단소송 진행 등에 따른 건설사 및 발주처에 대한 불신 해소를 어떻게 하느냐가 공사재개의 중요한 관건이었다.(중략)
