A Study on Improvement of Official Document Exchanging System in construction field (건설분야의 전자문서 유통 체계 개선에 관한 연구)

  • 건설현장이 공사비 대금지급, 공사비 변경요청, 실정보고 등과 같은 중요한 공문일 경우 직접 방문하거나 이메일 등을 통해 공문초안을 사전에 발주청에 보고하고 검토를 받은 후 건설사업관리시스템을 이용하여 공문으로 발송한다. 본 연구는 건설사업관리시스템을 이용하여 발주청과 건설현장간에 온라인으로 공문을 사전검토 및 승인 반려할 수 있도록 공문 유통 방식을 개선하고자 한다.

  • 지난 1998년 우원 콘서시엄(우원, 성아건업, 삼우공조)에게는 잊을 수 없는 행운의 해였다. IMF 이후 침체 일로를 걷고 있던 설비건설업계에 260억원이라는 사상 유례없는 최대금액으로 독립발주된 새국립박물관 기계설비공상 입찰에 국내의 기계설비 제작∙시공업체 21개 콘서시엄이 참여하여 경쟁하였기 때문에 누가 이 공사를 맡게 될 것인가가 초미의 관심사였다. 그런데 우원 컨소시엄이 적격심사 대상으로 선정되었다는소식을 듣게 되었다. 최초인 만큼 주변에서는‘과연 설비 전문건설업체가 무사히 공사를 마칠 수 있겠는가?’하는 우려의 눈초리도 있었다. 따라서 (주)우원을 비롯한 시공업체들은 이러한 우려를 없애기 위해 더욱 열심히 계획하고 실행하고 검토하고자 노력하였다. 공사 초기에는 각각 독립발주된 건축, 전기, 정보통신 분야의 시공자간 대화가 단절되어 어려움도 많았으나 발주처 담당자와 책임감리자들의 중재 노력에 힘입어 시간이 지나면서 공동목표를 인식하고 서로를 이해하면서 성공적으로 공사를 마칠 수 있었다.

대한설비건설협회,기계설비공사 하자담보 책임기간,일반건설업체에 안내

  • 기계설비공사의 하자담보책임기간은 <건설산업기본법시행령 제30조 관련 별표 4>, <국가를 당사자로 하는 계약에 관한 법 시행규칙 제70조 관련 별표 1> 및 <주택법시행령 제59조 제1항 관련 별표 6>에 의하여 2년 이내로 규정되어 있다. 그러나, 일부 발주기관 및 건설업체에서 기계설비공사의 하자담보책임기간을 법으로 정한 기간을 초과 설정하여 하자보수 비용 및 하자보증수수료 증가 등의 민원이 발생되고 있어, 건설교통부 및 재정경제부는 하자담보책임기간을 법으로 정한 기간을 준수하여 줄 것을 발주기관에 협조 요청한 바 있다. 이와 관련 대한설비건설협회에서는 기계설비공사 하자담보책임기간을 법으로 정한 기간을 정하여 줄 것을, 시공능력 300위 이내의 일반건설업체 대표이사와 하도급계약담당 부서장에게 요청하였다. 또한 계약 체결한 기계설비공사의 하자담보책임기간이 법으로 정한 기간을 상회하는 경우에는 회계통첩에 의하여 계약서상의 기간을 조정하여 하도급계약시에는 법으로 정한 하자담보책임기간을 설정하여 줄 것을 요청하였다.

  • Although design-build construction projects have recently increased. general conditions of construction contract are not reflecting the characteristic of design-build construction projects neither performing its fundamental roles as implying many claim elements. So. this study aims to propose the basis for improving the general conditions of the domestic design-build construction projects. This study reviews literatures associated with design-build construction contract and analyses domestic general conditions into foreign standard forms of general conditions. Additionally, it is examined the problems of design-build construction contracts and performed questionnaire survey to the practitioner in the construction contract field. In doing so, this study suggests the direction for improving general conditions of domestic design-build construction projects.

  • Multi-trade Contract Method was introduced as a means of cutting down construction cost of public housing for low income people. Before a specific project delivery method is applied to large public construction project, it is necessary to discuss all the issues raised up from all the parties in construction industry and all the issues which can impact project performance. Thus the interviews were conducted with industrial professionals from diverse organizations and previous studies were investigated to figure out how this newly introduced project delivery method may impact owner's role and responsibility and project performance in terms of cost, schedule, quality and risk. Under the Multi-trade Contract Method, project owner's management tasks will be highly increased, so it should be checked out if the owner can do its role and responsibility. Public owner's organization also needs to be changed and proper project management procedure and system need to be established. In addition, for efficient application of Multi-trade Contract Method, public owner should consider diverse management approach to deliver the project, and how to select and maintain qualified specialty trades.

  • Even though the construction management (CM) system was introduced for the purpose of increasing the efficiency of the domestic construction industry along with the establishment of construction industry fundamental laws in December of 1996, now it is very difficult that the public institutions can judge their application of construction management methods due to the lack of clear guidelines or directions to select construction management methods when the public institutions were executing public construction projects. Therefore, this study was executed to prepare for the selection criteria which could be referred in reviewing the application of construction management ordering methods according to public institution's competences and project characteristics. It is expected that future domestic demand of construction management will be gradually increasing both in public and private construction sectors. However under the current construction management systems, it is judged to be difficult that the construction projects that apply the construction management methods will be activated with full-scale. Therefore, it could be said that active efforts in domestic sectors are required in order that the construction management systems of developed countries levels could be activated. Additionally in order to vitalize the construction management systems, it is expected that public institutions could use this study results as the review data for feasibility of construction projects for the consignment of construction management in selecting the ordering methods.

  • All of the partner must manage continually scheduling for the successful project in construction. Besides, that is not a important only contracter's managing but also owner's managing which is a very important about project finishing in time. Especially, in the case of mega project, the owner has to manage progress of scheduling to control contractor. And the case of progress to delay or to change, owner, contractor, and inspector must make a plan of recovery scheduling. This study proposes a construction process model from IDEF Methodology.

Development of Project Delivery System in Public Sector for Modular Building (모듈러 건축물의 특성을 반영한 공공발주 방식의 개발)

  • Recent research has been ongoing for modular buildings in the country and interest increases. However, the activation of modular building projects is obstructed in the construction industry. There are many reasons to identity for this obstruction but one issue should be focussed. Modular buildings require to change the existing construction production system to a new construction production system, which is factory production - transportation - erection. However, the existing project delivery system in the public sector could not be adapted for this new construction production system due to the obligation of multi prime contract use, such as electrical, communication, fire fighting contracts by Law. Therefore, modular buildings in the existing project delivery system are separately contracted by multi prime contracts and modular units composed of the buildings are contracted by an architectural prime contractor as a commodity. As results, construction costs are increased, potential quality problems are raised and the existing project delivery system is finally an obstacle not to maximize benefits of the modular buildings. In this paper, we propose a new project delivery system for the modular buildings to adapt then ew construction production system.
