A Study on Method Activation of Construction Management through Investigation of Public Owners' Capability level (공공부문의 발주자 역량 수준 조사를 통한 건설사업관리 활성화 방안 연구)

  • It has been 10 years Since December 1996 when CM method was institutionalized by Construction Industry Fundamental law. Even though construction market has been in stagnant of business activities till now, CM in Korea started to be activated by the introduction of CM method i.n public construction. In the end of 2005, the number of CM order's contract is 6.7 times , an amount of CM order's money is 9.2 times more than operation plan of CM system announced in 2001. Therefore, CM market has been dramatically growing. However, it is judged that the shortage of faith in CM project and necessity of CM method are not recognized and study on a owner who affects successful settlement of CM has not been performed. When considering those points, in introduction and practical use of CM, CM is suggested to the field which is necessary for a client through the task performance level research and analysis of a owner who act a important role to activate Construction Management. As result of studying pre-existing papers to i.nvestigate of owner's capability level, the task function of a client is classified into 10 types and a public opinion poll was performed based on the 10 types of function.

2006년도 적용 건설공사 기계설비부문 표준품셈 개정내용

  • 한국건설기술연구원은 지난 해 12월 30일 2006년 1월 1일부터 적용되는 46개 항목의 건설공사 표준품셈을 관계기관 실무자로 구성된‘품셈 위원회’의 심의를 거쳐 최종 확정, 공표했다. 건기연은 신기술의 적용성을 높이기 위해 실제 사용되는 공법을 중심으로 기계설비부문에서는 발열선등 5개의 품셈이 신설되었고, 기존 품셈의 조문정리 등 체계보완이나 적정성 조정을 위해 재료 할증률등 4개 항목을 보완했다. 기계설비부문의 발열선 품은 배관 동파방지를 이해 가구내 급수 급탕 계량기 주위, 가스보일러 하부배관 및 옥외지하주차장 배관 등에 발열선을 설치하고 있으나 적정품이 없어 전기표준품셈의 Heat Tracing System을 준용하고 있어 가구내와 공용부위로 구분해 신설한 품이다. 건기연은 품셈개정을 위해 지난해 3월 각 발주기관과 관련단체의 의견을 수렴해 대상항목을 선정한 데 이어 지난해 10월까지 건설현장에 대한 실사를 통해 수집한 자료를 토대로 품셈을 신설∙보완했다고 밝혔다.

  • International construction contractors are often faced with the situation of working in an unfamiliar construction environment. Under FIDIC rules, the contractor has the right to make a claim requesting the consulting engineer for an adjustment to the contract price or the time for completion when a part or parts of the works have changed, or in the event of unforeseeable conditions. Contractors generally have more access to the costs and time implications of such a change or unforeseeable conditions than the consulting engineer or outside neutrals. Due to such an asymmetry of information, the contractor may be motivated to dispute frivolous claims of less merit, expecting erroneous judgments by the consulting engineer or the neutrals. In this paper, a claiming behavior model is presented by using game theory and experience data to study the manner in which frivolous claims develop into disputes. The model also analyzes the impacts of DAB/DRB upon the frivolous claims.

  • The appearance of the large distribution facility of large enterprise putting first reaches get to the various effect until change of leisure life and life pattern of the consumers from the distribution industry of the interior of a country. Competition of the distribution facility upgrade of the distribution facility and it shows the aspect which becomes the semi-department store, and construction cost is appearing different in proportion to each form or scale. Therefore, purpose of this study was to facilitate amicable construction progress between the owner and the builder through estimating the proper construction cost. This study investigated and analyzed the actual cost of 15 domestic distribution facilities and these datums were used to estimate the proper construction cost. This cost shows that from new project accomplishment through analysis of prediction construction cost for feasibility study from initial plan and design step and can be utilizable elementary data bH decision method to whether or not to propriety of distribution facilities business.

법령과 고시 (1) - 주계약자 공동도급 적용대상 확대 등 국가계약법 계약예규 개정

  • 기획재정부는 "공동계약 운용요령"의 주계약자 공동도급 적용대상을 확대하는 등 국가계약법 계약예규를 개정 공포하고 지난 1월 10일 시행에 들어갔다. 대한설비건설협회는 회원사의 원도급 시장 진출을 통한 경영수익 구조 개선을 위해 기계설비 분리발주 활성화와 더불어 주계약자 공동도급 확대를 함께 추진해온 결과 기획재정부에서 당초 500억원 이상 최저가 공사에만 적용하였던 주계약자 공동도급을 이번 국가계약법 계약예규 개정을 통해 300억원 이상 최저가 공사로 확대했다. 또한 기획재정부는 공동계약에서의 재심사 규정을 마련했으며, 시공경험 평가 인정기간을 3년에서 5년으로 연장했다. 한편 기획재정부 계약예규가 개정됨에 따라 조달청 시설공사 집행기준도 이에 맞게 개정됐다.

Influence of the Structural Framework on the Critical Path of Finish Works in Winter Season -Focusing on Case Study of High-rise Apartment Housing- (동절기 골조공사 시행이 마감공사의 주공정선에 미치는 영향 -아파트 공사의 사례분석을 중심으로-)

  • Public construction companies have strictly followed a rule that they should not do the works using water such as concrete pouring for the structural frame for a certain period during the winter season. It is usually known that the designated non-working period during the winter causes increase of the project duration and the project cost escalation. The halted work also makes negative effects on national economy because it reduces worker's income. However, the situation would be a lot better if the work for the structural frame is allowed under some conditions. The structural framework done alone without being followed by finish works gives a lot of stresses on the finish works. In this sense, this study examines how the structural framework performed during the winter season affect on the critical path of the finish works. To accomplish the objective of this research, the subnet for the finish works as well as a master network are prepared along with critical paths for a virtual construction site. Using the prepared networks, simulations are carried out to see the effects described above. This study is expected to be used in estimating the construction duration of high-rise apartment housing when the site work for the structural frame should be performed during this period.

  • The construction market has gradually become complexity, variety and specialization, and then owner's requirements about quality has become various. In order to solve the problem such as stated above, advanced constructions in France, United Kingdom, Japan and United States have introduced warranty contract which is warranted to quality and performance for need of owner in determined term to ensure the quality of construction since 1960s. In addition to, domestic constructions have been meeting with international competition because of the open BOT market from FTA. Finally, this study proposed new warranty delivery system model in PFI on considering domestic status by benchmarking the delivery process and the characteristics of the warranty contract which is applied to PFI of global.

  • As buildings are changing variously from the side of use, efficiency and size, the construction qualities are more importantly recognized. Supervision system was enacted in the Residential Building Law in 1990 and responsibility supervision system in the Construction Engineering Management Law in 1994, respectively. However, recently revised supervision system in 2003 has some limitations: the present problems of appointing supervisor, disposing the supervisors, supervisor's works. Therefore, the aim of this study is to improve the present supervision system for mix-use residential building. By implementing the proposed revised supervision system, it will be able to expect quality improvement, confidence of the owner and the user, development of construction technology, and increase international competitiveness of supervision company.

  • 정부는 지난 10월 12일 "성장 고용 복지"의 선순환을 통해 우리 경제가 2020년까지 선진국으로의 도약 및 선진국 수준의 고용률 70% 목표 달성을 위한 국가고용전략을 발표하고, 이에 따른 5대 과제를 선정했다. 정부가 마련한 일자리 희망 5대 과제는 (1) "지역 기업"이 주도하는 일자리 창출 (2) 공정하고 역동적인 노동시장 구축 (3) 일 가정 양립 상용형 일자리 확대 (4) 생애 이모작 촉진 (5) 일을 통한 빈곤탈출 지원 등이다. 이번 국가고용전략에는 건설업 맞춤형 대책이 포함돼 건설업계도 적지 않은 변화를 가져올 전망이다. 고용노동부는"건설업에서 고질적 문제로 지적돼 온 과도한 노무비 삭감, 유보임금, 숙련기능인력 부족, 불법 외국인 근로자 사용 등에 대한 근본적인 개선방안을 마련할 방침"이며 특히 정부 발주 공사의 경우 근로자 노무비를 사전에 공사원가에 반영하는 방안을 협의 중에 있다.

  • Construction Management tends to create a formal procurement resulted from recent legislative procedures system in domestic construction industry. However, the fact that construction Manager(CMr) has been chosen, in practice, under a poor circumstance in selecting and discriminating specialty requires the more optimal procedures. Therefore, in this research, we analyze the existing shortcomings. the various procedures, influence factors, and the criteria to be considered in selecting and evaluating CMr. Also. this study suggests the improved method based on the facts above. To accomplish the construction project successfully, it is one of the advanced schemes to choose an adequate CMr needed to the project through the precision in the formation and application of the procedure as well as the suggested criterion in selecting CM.
