After the introduction of Professional Engineer System to secure superior technical personnel in 1963, the engineering license regulations were introduced in 1995 - the person qualified with either the academic back ground or career in the construction field can be authorized as a construction engineer- to cope with higher demands for construction engineers caused by revitalization of construction business such as 2 million house construction. As a result, the number of construction engineers has been increased drastically since year 2000, which caused serious problems in utilizing top technical certificate, the PE's. Recently, relating to the opening of technology market according to WTO agreement and mutual authentication among countries and etc., the government is preparing legal and systematic foundations to guarantee the professionalism of engineers. Through the exact supply-demand forecast of PE's reflecting these systematic aspects, we are going to analyze the problems in the supply-demand of PE's and suggest the systematic improvement plans for managing the supply-demand of PE's. The result of this research can be used for building efficient and consistent raising and utilizing system of PE's as well as supply and demand system of qualified PE's

새해 3월부터는 부실벌점산정제도가 개선되어 건설업체와 기술자에 대한 부실벌점이 현행3년간 누계평균에서 2년간의 누계평균으로 바뀌어 산정되고, 4월부터는 연면적이 $495m^2$를 초과하는 건축물 및 다중이 이용하는 건축물의 시공과 대수선에 관한 건설공사는 반드시 건설업자에게 맡겨야 하는 내용을 포함해 건설교통부는 지난 12월 28일 새해부터 달라지는 제도를 발표하였다.

Specialty contractors are in charge of the actual construction work and managing many work force in construction sites. The effective educational program for specialty contractors' employees is essential to improve the competitiveness of construction industry. However, there is no in-depth research on training programs for their management or technical staff. Therefore, this study proposes a framework of educational program for the specialty contractors' employees in order to enhance their competence. An extended review of literature related the educational program was carried out to understand the concept, structure, and element of the education system. A questionnaire survey for specialty contractors' employees was performed to investigate the status and problems of educational programs as well as the their educational needs. Based on the survey, the demand-oriented education programs is required to meet the needs of specialty contractors' employees. The framework of demand-oriented education programs for specialty contractors' employees consists of training contents, training type and method, training hour.

APEC(아시아 태평양 경제협력기구)의 국가간 기술자 인증 및 UIA(국제 건축가연합)의 건축사 상호인정에 대한 문제가 대학 건축교육의 민감한 이슈로 떠오르고 있다. 건설 경기는 IMF여파의 연속선상민 불황의 늪으로 치닫고 있는 느낌을 떨쳐 버릴 수 없는 위기에 직면해 있다. 더불어 각 건설업체는 기술경쟁우위의 확보, 수주능력 창출, 원가절감을 통한 이윤극대화 등의 요구가 날로 심각해지는 상황에서 건축환경의 변화에 대응할 수 있는 기술자로서의 능력있는 인재를 배출하는 것은 건축교육을 담당하고 있는 입장에서 보면 필수 불가결한 과제가 되었다.(중략)

Construction projects heavily rely on construction engineers competency, and instant judgment and problem solving ability against unpredictable situation directly affect the success of construction project. Therefore in order to hire construction engineers that are competent to lead construction projects successfully, the construction engineer competency evaluation is essential from the selection process. Hence, this research proposed items to assess the operation competency of construction engineers by deducing influence factors necessary to measure operation competency via interviews with experts and applying the factors. After conducting survey questionnaire utilizing analytic hierarchy process(AHP) for the proposed operation competency measurement items, weighted values were assigned.
