The Voluntary Assurance of Quality by Contractors in the Construction Phase (건설 공사단계에서 수급자 중심의 품질확보방안)

  • The construction industry in Korea has seen significant improvements in quality management techniques, driven by the dramatic development of new technology through Manhattanization and enlargements, but compared with technical development, the level of building quality improvement is still lagging behind. In the meantime, as the interest in construction quality soars due to changes in user consciousness, the level of quality that is being demanded is rising. The government has reinforced quality systems by implementing responsible supervision requirements and granting overseas companies permission to enter the supervision business in Korea, and private sector companies also are attempting quality improvement through quality assurance approaches like the preliminary qualification screening system and ISO 9000 series. But currently, building constructions are done only according to the construction specifications of project owners, whose design, materials and construction methods are already decided, and do not leave any necessity or opportunity for technical developments for the quality improvement of contractors. Therefore, in this study, a work process and system improvement plan for payment regulations is proposed, with which contractors can secure quality voluntarily in the building construction phase.

  • Top-notch global construction firms have been responding strategically in order to survive in a rapidly-changing market environment by training and securing excellent human resources. The purpose of this study is to propose a guideline for establishing a strategic human resources management system for the Chinese construction sector. Specifically, this study intends to suggest an overall strategic plan for improving the human resources management system based on the research outcomes obtained through an analysis of the Chinese construction market and human resource management practices. To meet the proposed research purpose, questionnaire survey and in-depth interviews were conducted in China. The analysis results indicated that Chinese construction firms are generally not prepared to carry out efficient training programs. In addition, the available contents and materials for education and technical training are extremely limited. Based on the problems drawn from the analysis results, an overall plan for the improvement of the education system is suggested.

Comparison of Construction Cost Applied by RC and PC Construction Method for Apartment House and Establishment of OSC Economic Analysis Framework (공동주택 RC 및 PC공법 적용 공사비 비교 및 OSC의 포괄적 경제성 분석 프레임워크 구축)

  • OSC is a type of supply chain and value chain that spans the entire process of construction production (planning, design, construction, maintenance, etc.). It is a method of producing the final object by manufacturing it in a factory, transporting it to the site, installing and construction. This research as is the construction cost was compared for each case A, which applied the PC method, and case B, which applied the RC method. In the case of applying the PC method (excluding the PC design cost), compared to the case where only the RC method was applied, the frame construction cost per unit quantity (m3) increased by about 70% (50% based on the total RC construction type). Of the total frame construction cost of PC method application, PC accounted for 90.2%, 'PC manufacturing cost' 54.8%, 'PC assembly cost' 28.5%, and 'transportation cost' accounted for 6.89%. Also a decision-making framework that can consider both costs and benefits was established. In the case of benefits, the construction period, defect repair, disaster occurrence, energy efficiency, noise/dust/waste, and greenhouse gas emission indicators reflecting OSC technical advantages were presented. It can contribute to providing a basis for helping decision-making on the introduction of PC apartment houses using OSC.

  • Korean construction companies has maintained stable market share based on high technology and cost competitiveness although international construction market has been stalled due to increasingly global economy uncertainties. In order to promote the continuous growth and development of overseas construction, Korean construction companies need to secure overseas market information, and to be strongly competitive. Therefore, this study aims to analysis of competitiveness for international construction by business types, in order to enter the Vietnamese infrastructure market, which presents abundant development potential. According to the IPA results, Korean construction industry has weaknesses in its ability to obtain business information and experience, which are the most important factors in entering the overseas construction market, and also presents a lack of feasibility study for creating new construction business. However, this work is still considered to provide the basic data that can help Korean construction companies who plan to enter the Vietnamese infrastructure market strengthen their medium and long-term capabilities.

  • The government has made a lot of efforts to realize 'low-carbon green growth', one of the national policy agendas, throughout the whole industries. The construction sector is not an exception, and technological developments are active to reduce energy consumption and greenhouse gas emission. In particular, buildings occupy more than 20% of the total national energy consumptions. Thus, it can be said that increasing energy efficiency of the residential buildings and reducing CO2 emission are the urgent national agenda. Moreover, as ordinary people find it more and more difficult to get a lease on housing, which has become an important social issue recently, a housing production system that can actively respond to market demands is in urgent need. To build an eco-friendly system that can maximize efficiency in construction, this study attempts to examine and analyze the modular housing production system in the county and to find its problems. By suggesting the ways to improve the system, it aims to prepare for the base to revitalize the unit modular housing production system.

  • The CM(Construction Management) market has been growing steadily since 2000, but there are a lot of obstructing factors. Recently, many questions have been raised over the level of construction managers' technique, the appropriateness and efficiency of CM, and the performance of using CM because of its short history. In this respect, evaluating CM service quality is a very important issue not only to acquire a better position in unlimited competence markets but also to survive. Therefore, the objective of this study is to present a service quality evaluating model which can be adopted to CM companies.

  • 우리는 지금 경제적, 사회적, 기술적으로 매우 중대한 전화기에 처해 있다. 세계적으로는 기술보호주의와 국제적인 물질특허의 장벽을 넘어야함과 동시에 국내적으로는 건강한 삶, 깨끗한 환경, 풍요로운 사회건설을 통한 복짓회의 구현이 강력하게 요망되고 있기 때문이다. 이와같은 당면과제를 슬기롭게 극복하고 다가오는 21세기의 과학기술 선진국으로 진입하기 위하여는 여러가지 연구부문을 생각할 수 있겠지만, 특히 미생물 내지는 천연물로부터 다양한 대사기능을 갖는 새로운 생리활성 선도물질(lead moldecule)의 탐색연구가 매우 중요하리라 생각된다. 이는 국제적인 물질특허제도 등의 기술보호주의 장벽을 넘을 수 있음과 동시에 부가가치가 높고 세계시장을 확보할 수 있는 거대시장이 기다리고 있기 때문이다. 따라서 현재 정부정책 연구사업으로 추진하고 있는 G7 신기능 생물소재 연구 중 생리활성 선도물질 탐색기술 개발연구가 중과제로 선택된 것은 아주 시기적절한 결정이었다고 할 수 있다.

  • 본 연구에서는 u-City 건설에 따른 도시 기반시설물의 관리 중 특히 교통시설물의 관리를 위한 USN(Ubiquitous Sensor Network) 기반 서비스 모델을 구축하기 위하여 관련 현황을 분석하고 이에 대한 전 방향을 제시하고자 한다. 이를 위해 국 내외의 ITS(Intelligent Transport System)의 추진현황을 살펴보고, 이를 통해 제공되는 교통시설물 관련 서비스를 교통흐름관리, 교통정보제공, 대중교통 활성화 3개 부문으로 나누어 분석하였다. 또한 USN 기술의 발전 동향을 살펴보아 미래의 u-City 건설 지역에 교통시설의 이용효율을 극대화하고, 교통 이용편의와 교통안전을 제고하기 위한 USN 기반의 교통시설물 관련 서비스 방안을 제시하고자 한다.

  • 본 고는 대전광역시 첨단교통모델도시 건설사업의 일환으로 구축된 DSRC(Dedicated Short Range Communication) 기술을 활용한 교통정보시스템 구축 사례를 소개함을 목적으로 한다. 공공부문에서의 구간정보 수집 및 가공 체계 구축은 본 대전 ITS 사업이 처음이며 더욱이 DSRC 기술을 구간정보 수집에 적용한 최초의 시도이다. 이에 시스템 구축과정에서 적지 않은 쟁점이 도출되었고, 많은 시행착오를 통해 그 해법을 찾아가며 현재 운영중인 시스템을 완공하게 되었다. 노변기지국(RSE)과 차량장치(OBE)간의 통신에 의해 수집된 자료는, 필터링, 검지기 지점정보, 패턴데이터 등과의 자료합성, 평활화, 통계정보 및 패턴정보 생성 등의 과정을 거쳐 구간소통정보가 산출된다. 현재 운영중인 본 시스템은 향후 지속적으로 보완 발전시켜 나가야 하며, 이를 위해 프로브 수집체계 보완, 시스템의 성능평가, 패턴데이터의 적절한 유지관리, 알고리즘의 지속적 발전 등을 향후과제로서 제시하였다. 본 고는 ITS사업에 있어 중요 쟁점중에 한 분야인 소통정보의 가공 절차를 공유함으로써, 관련 분야의 기술개발 촉진과 향후 유사시스템 구축의 시행착오를 줄이는데 기여할 수 있으리라 판단된다.

  • The Environment - friendly construction industry has developed rapidly with sustained development of related technologies and government assistance. However, there is lack of consideration for nurturing professional manpower for Environment - friendly construction industry. In order to support rapid growth, it is necessary to analyze the competency of professional manpower to prepare for successful Environment - friendly construction industry. Thus, this research derive competency variables through the literature review and experts' interview was applied toward an validating of the key variables. Further, a survey of competency factors for sustainable construction was performed and analyzed through exploratory factor analysis. The result showed that four key competency factors were derived, and two factors stood out : Understanding of Sustainability and Affective Competency. The meaning of this research is to investigate relationship between the characteristics of Environment - friendly construction and importance of competency factor.
