개정된 건설산업기본법에 공사계약 및 시공 과정에서 부정 행위를 한 건설업자에게 불이익을 주는 기준을 명확히 했다. 건설회사가 감독 · 주의 의무를 게을리 하지 않은 이상 행정처분의 대상이 되지 않는다는 내용도 포함돼 있다. 이번에는 새로 도입된 건산법 규정의 의미에 관해서 소개한다.

한국토지주택공사가 입찰업체 심사과정을 완전공개 하는 새로운 입찰심사제도를 도입하는 등 입찰 업체선정을 둘러싼 잡음을 제거하기 위해 발 벗고 나섰다. 한국토지주택공사(사장 이지송, 이하 LH)는 건설부조리를 뿌리 뽑고 기술력만으로 경쟁하는 공정한 입찰질서를 확립하기 위하여 "투명한 심사조직, 깨끗한 심사위원, 공정한 심사제도"를 모토로 LH 만의 독자적인 심사제도인 '투명하고 공정한 LH클린심사제도'를 마련 운영키로 했다. 이에 따라 지난 3월 4일부터 6일까지 시행하는 보금자리주택 2차 시범지구(구리갈매, 부천옥길, 시흥은 계) 설계용역 및 아산배방, 인천청라 U-City 구축사업 심사부터 성공적으로 적용했고, 앞으로 시행할 영종자동크린넷 등 모든 턴키심사에 적용한다고 밝혔다.

2009년 4월 29일 신월성원전 건설현장에 해수가 유입되어 건설 중에 있던 구조물과 건축 재료가 해수에 침수되는 사고가 발생하였다. 이 후 지역의 대표들이 신월성침수사고 조사위원회를 구성하여 침수된 구조물의 안전성과 보수가 필요한 부분을 정량적으로 평가하고 그 결과를 발표하였다. 본 논문에서는 침수사고의 개요와 조사위원회의 구성과정 및 활동 그리고 조사위원회의 의미 등을 살펴보고 이 때 월성원전감시기구의 역할 등을 고찰하여 원전주변지역 주민의 의식변화와 이에 따른 관련기관의 역할을 기술하였다.

현재 많은 분야에서 사용하고 있는 2D 3D CAD(Computer-Aided Design)는 기하학적 요소들의 그래픽 구현에 주로 활용되어 왔다. CAD를 통해 이전의 수작업 도면작성에서 디지털 도면작성으로 설계 방법의 변화가 촉진됨으로써 설계오류를 크게 줄이는 한편 설계변경에도 많은 편리함을 가져 왔다. 지금 건축 설계의 패러다임은 단순한 기하학적 드로잉에서 '정보'를 만나, 건축의 전 과정뿐 아니라 사후 유지관리에 대한 각종 데이터까지 처리할 수 있는 BIM으로 발전되고 있다. 본지는 컴퓨터 지원 설계의 변천 과정과 건설시장의 새로운 프로세스로 부각되고 있는 BIM의 현황 및 설비업계와의 접목 가능성, 향후 전망 등에 대해 알아본다.

건설공사 하도급계약의 투명성을 제고하기 위해 하도급공사정보망이 구축돼 올해 말 본격 가동에 들어갈 예정이다. 건설교통부는 불법하도급을 뿌리 뽑기 위해 하도급 관련사항을 실시간으로 파악, 원.하도급 계약과정의 투명성을 확보하기 위해 건설산업정보망 내에 하도급공사정보망 구축을 추진하고 있다. 하도급공사정보망은 건설산업정보망의 일부분으로 일괄하도급, 덤핑입찰을 일삼는 부실업체를 퇴출시키고 견실한 건설업체는 출혈.저가경쟁 없이 시공에만 전념할 수 있도록 하기 위해 건교부가 지난 2005년부터 지속적으로 보완.구축 중인 야심작이다.

Construction projects are often large in magnitude and high in construction amount. Therefore, construction activities have great impacts on business economics and social lives in the surrounding regional area. The residents can have public grievances if they are badly affected by the construction activities. Project owners should try to minimize adverse impacts in planning and design as well as in construction. The objective of this paper is to establish a public grievance breakdown structure and apply this breakdown structure to improving design functions in an effort to minimize public grievances. This research has been done in three steps of 1) analyzing the characteristics of public grievances in construction projects; 2) developing a public grievance breakdown structure; and 3) based on the public grievance breakdown structure, generating design alternatives that can improve the preparedness against public grievances. A case study has been done to demonstrate the applicability of the public grievance breakdown structure in generating design alternatives to minimize public grievances.

Econometric forecast models based on past time-series data have been applied to a wide variety of applications due to their advantages in short-term point estimating. These models are particularly used in predicting the impact of governmental research and development (R&D) programs because program managers should assert their feasibility due to R&D program's huge amount of budget. The construction governmental R&D programs, however, separately make an investment by dividing total budget into five sub-business area. It make R&D program managers difficult to understand how R&D programs affect the whole system including economy because they are restricted with regard to many dependent and dynamic variables. In this regard, system dynamics (SD) model provides an analytic solution for complex, nonlinear, and dynamic systems such as the impacts of R&D programs by focusing on interactions among variables and understanding their structures. This research, therefore, developed SD model to capture the different impacts of five construction R&D sub-business by considering different characteristics of sub-business area. To overcome the SD's disadvantages in point estimating, this research also proposed the method for constructing quantitative forecasting model using qualitative data. Understanding the different characteristics of each construction R&D sub-business can support R&D program managers to demonstrate their feasibility of capital investment.
