Health is an essential element of human living and participation in society. Due to its significance, government tries to maintain the healthy life of tis people by providing health care and enhancement systems that focus on health welfare. Despite such efforts, there is still a loophole in the public system. The health problem in socially disadvantaged people, especially single mothers, becomes the cause of poverty, and the poverty again results in the poor health conditions. That is why the private sector became interested in this health issue. In this case study about the participants in the healthcare support programs for single mothers in the private sector, their experience and change related on participation in the programs were investigated in depth. As results, the following significance and quantitative performance in supporting the health right for single mothers were explored. Since single mothers could not have cared for their health because their duty for not only parenting but also family's living, th participants thought that they attained good fortunes and their own social networks. Moreover, their life attitude changed to active and their family relationship was also improved as they got out of ambiguous anxiety of health and attained self confidence.

본 논문에서는 변화하는 ICT 기술을 기반으로 의료정보의 빅데이터화를 통해 건강권에 대해 장애인과 비장애인을 중심으로 살펴본다. 전국민 대상의 국가건강검진 중 암 검진에 수검율을 조사하고 여성 장애인의 수검 요인을 분석해 장애인의 건강권 보장이 가능한지 살펴본다. 국가암검진 중 30대 이상 여성을 중심으로 진행되는 자궁경부암 수검 요인을 건강행태적 요인으로 분석한 결과 통계적으로 유의한 차이를 보였다.

This research examines the constitutional meaning of the right to health through reviewing the decisions of the Constitutional Court and proposed amendment of the Constitution issued by the President. This article further discusses the relationship between the right to a humane livelihood and the right to health. Health is a fundamental freedom and inalienable human right which is a prerequisite to accomplish individual's independent activity and realization of value. Thus, the government is obligated to protect and uphold the right. Article 36(3) of the Constitution delineates the government's duty to protect and fulfill the right to health. Through the interpretation of both Article 36(3) and Article 34 of the Constitution, I suggest that the right to health implies 'the right to social security for health'. The Constitutional Court has narrowly interpreted the scope of the right to a humane livelihood by defining the term as "minimum material living standards". However, it should be interpreted as 'the right to enjoy a healthy and cultural life for human dignity' and setting the level of protection is solely on the discretion of the legislative branch. Ultimately, the judicial review on the right to a humane livelihood connects with the issue of rational control for legislative discretion.

Research background: Despite the visible growth in radiation usage and nuclear power development, the analysis of their relationship with fundamental rights, a subject of public concern regarding issues including the right to health, environmental rights, safety rights, the right to know, the right to development, and the right to life, is currently non-existent. Methods: By examining various fundamental rights in the context of positive laws regarding radiation and nuclear power in an idealistic perspective that guarantees the maximum degree of rights, this paper aims to propose legislative supplements that will lead to improvements in quality of life. Result and discussion: In the South Korean Constitution, radiation and nuclear power is a subject incorporating several rights, including at least 12 clauses that are directly related to fundamental rights; these constitutional rights are manifested in the various clauses of the 14 positive laws regarding radiation and nuclear power. The question on the relative importance of each fundamental right as reflected in these positive laws- whether the right to life should be prioritized or considered equal in weight to the right to health, environmental rights, the right to know, and safety rights- requires careful deliberation and is difficult to humanly resolve in the short term. Conclusion: Making policy that expands the usage of radiation and nuclear power while simultaneously preventing their associated risks is an important task for the Republic of Korea, and a proper value judgment is necessary to find a balance in its associated rights.

유독 무더운 여름이다. 신나는 여름방학이 얼마 남지 않은 7월, 초등학생들에게 이주 특별한 이벤트가 열렸다. '미래를 향하여! 건강을 향하여!'라는 슬로건과 함께 한국건강관리협회에서 개최한 주니어 건강캠프가 바로 그것. 올해로 두 번째를 맞이하는 이 행사는 지난 3 4월에 열린 '초등학생 대상 금연글짓기 공모'수상자중 4~5학년 학생 200여 명을 대상으로 진행되었으며, 작년에는 1회로 마쳤던 행사를 올해에는 초등학생들의 장거리 이동에 대한 문제점을 보완하여 중부권(1차)과 남부권(2차)로 나누어 진행했다.

The purpose of this study is to verify if metropolitan area and non-metropolitan area have an influence on health of the elderly and estimate and compare the difference between the two areas. To achieve this purpose, the study was conducted on 4,714 elderly people aged 65 or more among source materials of "The 3rd Korean Longitudinal Study of Ageing in 2010" using OLS regression analysis and Oaxaca's decomposition method. Major results of the study are as follows. First, the elderly living in metropolitan area were found to have better health than the ones in non-metropolitan area(${\beta}=-.044$, p<.01). Second, in the result of looking into 'area' effect alone, which was decomposed to investigate actual effect of the difference between metropolitan area and non-metropolitan area, the elderly living in non-metropolitan area were found to have lower health status than the ones living in metropolitan area, confirming that the health gap among the elderly also originates from the characteristics of residential area(non metropolitan area-metropolitan area: 223.92, 109.50%; metropolitan area-non metropolitan area: -267.18, 130.66%). Through the results of the study, practical and policy implications and future study direction were suggested.
