The Post Occupancy Evaluation and Its Activation Plan of The City-Type Housing (도시형생활주택의 거주 후 평가분석 및 활성화대책)

  • Recently in Korea, it takes place as a social phenomenon the emergency of small family(1-2 persons). The City-Type Housing is constructed new standards and facilities for them from 2009. P.O.E(Post Occupancy Evaluation) carried out the building for a period of time, making the assessment says. The aims of this study were P.O.E. of the City-Type Housing and its political implications. Four City-Type Housing located Gang-Nam, Gang-Buk in Seoul, surveyed 62 questions and interviewed for City-Type Housing office. As the results revealed transportation issues, confined space, parking space, economic issues. In Gang-Nam resident were more satisfactoried the location, the building status, the construction status, the housing size, maintenance and economical sences 95% confidence level. Thus, it should be improved. the upward limited living space, parking space qualified, defined design technical issues.

Incongruence Between Housing Affordability and Residential Environment Quality of Young Renters Living Independently in Non-Seoul Metropolitan Area (비수도권 지역에 독립 거주 중인 미혼 청년 가구의 월세 부담 및 거주성 비교 분석)

  • This research explores the household and housing characteristics of young renters aged between 19 and 34 living independently in rental housing of non-Seoul Metropolitan Area (non-SMA) and to determine the factors of their housing affordability and residential environment qualities in two districts of non-SMA - metropolises and non-metropolises. Using the 2020 Korean Housing Survey (KHS), this study identified 1,191 unmarried young renters, and most were single adults in mid-twenties who were salaried workers with a bachelor's degree or higher. Also, many lived in single-room occupancy of non-APT housing for less than 2 years and rarely relied on social services. The findings showed that the distinction of local housing market between metropolises and non-metropolises forced the former to spend more housing expense (tenancy deposit and rental fees) than the latter. With regard to housing affordability indices (Schwabe index, housing expense ratio and rent to income ratio), most were housing cost-burdened and nearly one quarter were severely rent-burdened. The regression analysis indicated that housing affordability in both districts was positively affected by income increase and social services, and housing satisfaction in non-metropolises was added to its determinants. Further, residential environment qualities were largely divided into two groups of livelihood and urban infrastructure, and the two factors influenced residential assessment in both districts. Since young renters interdependently living had suffered with housing affordability, both income growth and housing assistance are critically required to enable them not just to reduce the burden but to ensure livability.

A Study on the Improvement Plan for the Practical Use of Inner and Outer-Temporary Housing (실내·외 임시주거시설의 실용성 향상을 위한 개선방안에 관한 연구)

  • Purpose: The purpose of this study is to present improvement measures for enhancing practicality through case analysis of Inner and Outer-Temporary Housing. Method: First, the basic functions and types of Temporary Housing, were discussed through prior research analysis. Second, a practicality problem was derived by analyzing cases of Temporary Housing. Third, improvement measures were proposed to ensure the practicality of Temporary Housing based on the problems identified. Results: Factors such as habitability, economics, construct ability and operation methods that should ultimately be improved in Temporary Housing, and these elements were divided into production, transportation, construction, and storage according to the life cycle, suggesting matters to be improved in order to improve practicality at each stage. Conclusion: The proposed improvements are considered to help develop inner and outer-temporary housing.

The Characteristic of Laws on the Kind of Urban Green Spaces and the Legal Requirements for the Green Spaces of Urban Habitat in China (중국의 도시녹지 종류와 도시거주구 녹지의 설치 기준에 관한 법제도의 현황과 특성)

  • This study investigated Chinese Laws on the kind of urban green spaces and the legal requirements for the green spaces of urban habitat and analyzed the specificities of them intending to provide basic data to suggest bringing in or not the relevant Chinese Laws to Korea. This study can be summarized as follows: First, the concept of Chinese urban green spaces(g.s.) classified by 5 kinds(park g.s., production g.s., protection g.s., attachment g.s., the others g.s.) placed the park and green spaces in the same category unlike the Korean urban green spaces that only distinguishes between park and green spaces. The Chinese Urban Park is classified by 4 kinds(composite park, community park, special park, linear park) at the 'Standard for urban green spaces classification' which is below in rank of the legal system. Second, in case of calculation for green spaces ratio of urban green spaces in China, the green rooftop landscaping area should not be included as a green spaces area except the rooftop of a basement or semi basement building to which residents have easy access. The green spaces requirements and compulsory secure ratio by 3 habitat kinds(habitat, small habit, minimum habitat) of when to act as a residential plan is regulated. Third, the green spaces system is obligated to establish at habitat green spaces plan and is specified to conserve and improve existing trees and green spaces. The green spaces ratio on reconstruction for old habitat is relaxed to be lower than for new habitat and a gradient of green spaces is peculiarly clarified. The details and requirements for establishment and the minimum area intending for each classes of the central green spaces(habitat park, children park, minimum habitat's green spaces) are regulated. Especially at a garden style of minimum habitat's green spaces, intervals between the south and north houses and a compulsory security for green spaces area classifying into two groups(closing type green spaces and open type green spaces) by a middle-rise or high-rise building are clarified. System of calculation for green spaces area is presented at a special regulation. Fourth, a general index(area/person) of public green spaces within habitat to achieve by 3 habitat kinds is determined, in this case, the index on reconstruction for a deterioration zone can be relaxed to be lower to the extent of a specified quantity. A location and scale, minimum width and minimum area per place of public green spaces are regulated. A space plot principle including adjacent to a road, greening area ratio against total area, security of open space and the shadow line boundary of sunshine are also regulated to intend for public green spaces. Fifth, the minimum horizontal distance between the underground cables and the surrounding greening trees are regulated as the considerable items for green spaces when setting up the underground cables. The principle to establish green spaces within public service facilities is regulated according to the kind of service contents. It shall be examined in order to import or not the special regulations that only exist in Chinese Laws but not in Korean Laws. The result of this study will contribute to gain the domestic landscape architect's' sympathy of the research related to Chinese urban green spaces laws requiring immediate attention and will be a good chance to advance into the internationalization of Korean Landscape Architectural Laws.

우리나라 배출규제해역(ECA) 도입 방안 연구

  • 2020년부터 전 세계적으로 IMO 선박연료유 규정은 한층 강화될 것으로 예상되며, 일부 지역은 배출규제해역(Emission Control Area; ECA)를 지정하여 선박으로부터 배출되는 대기오염물질을 통제하고 있다. 우리나라는 항만도시의 대기오염 정도가 높으며 대기오염물질의 주요 배출원은 선박으로 밝혀지고 있어 이에 대한 대책으로써 ECA 지정을 위한 검토가 시급하다. 본 연구에서는 국내 항만을 대상으로 ECA 지정 필요성을 검토하고 우리나라 여건에 적합한 ECA 지정방식과 절차 등 종합적인 도입방안을 제시하는 것을 목적으로 한다. 연구목적 달성을 위해 우리나라 항만도시의 대기환경 현황을 분석하고, 해외 ECA 지정 사례 분석을 통해 그 지정현황, 규제 수준 및 효과를 파악하였다. 또한 ECA 도입 타당성을 제시하기 위해 항만도시 거주민과 업계 종사자를 대상으로 수행한 설문조사 결과를 활용하였다. 결과적으로, 우리나라의 ECA 도입은 필요하며 향후 5년을 목표로 단계적으로 추진하는 것이 바람직하다. 우선적으로 자발적으로 영해 내 ECA 도입을 추진하되, 선박 통항량이 많은 주요항만구역을 대상으로 한다. 제도의 초기 장착을 위한 인센티브 제도 마련, 관리인력 확보 및 법 제도 구축을 통해 실효성을 확보하도록 해야 한다. 장기적으로는 IMO 승인을 통해 ECA가 이행될 수 있도록 타당성 조사가 선행되어야 한다.

  • 주택내에서 사용되고 있는 기존의 에너지 사용량 관리 시스템의 경우는 단순한 전기 에너지 관리 시스템이기 때문에 현재와 같이 에너지를 사용하는 가전 정보기기의 증가 및 사용자 요구사항을 반영하기에는 매우 미흡하였다. 또한 최근 에너지 고갈에 대한 우려로 인해 에너지 수급 불안 및 유가 급등 등으로 국가 경쟁력 확보 차원에서 주택 내 에너지 절감 기술에 대한 필요성이 함께 증가하고 있기 때문에 기존의 방식처럼 해당 기기를 통해 전력 사용량을 모니터링 하거나 단순 제어하는 방식에서 벗어나 거주자의 기능성과 편리성을 유지하면서 주택 내의 에너지를 효율적으로 절감하기 위한 지능적 제어 방법을 제안하고자 한다.

  • 원자력 발전소는 화재 발생 시 대규모 피해를 야기하는 특수한 시설물로서 일반 건축물에 비하여 매우 엄격한 화재 안전 기준을 적용하고 있으며 일반 건축물과 차별화된 화재안전 설계 조건을 요구한다. 본 연구에서는 원자력 발전소의 화재안전성을 평가하기 위한 기초연구로써 원자력 발전소 내 주 제어실(이하 MCR)에 대해 화재시나리오 및 환기조건에 따른 화재해석모델의 계산결과를 비교분석하여 각 해석모델의 특성을 파악하고자 한다. MCR 내 화재안전성을 평가하기 위해 Field Model인 FDS 와 Zone Model인 CFAST를 이용하였으며 NUREG/RC-6850, NUREG/RC-1894에 기초하여 화재시뮬레이션을 수행하였다. 해석결과로써 연기농도, 가시거리, 연층높이 등의 데이터를 분석하여 MCR내의 거주가능 시간을 평가하였으며 이를 통해 원자력 시설물의 안전성 확보를 위한 정량적인 자료를 제공하고자 한다.

  • 최근 공동주택 거주자의 공간변화 욕구에 대응하기 위하여 가변성 평면이 가능한 구조시스템에 대한 연구가 활발히 진행되고 있다. 이에 따라 건식벽체 구조시스템, 복합 무량 벽체 구조시스템, 격간벽 시스템 등 구조적으로 안정성이 확보되면서 공간가변성이 뛰어난 구조시스템이 대안으로 제시되었다. 본 연구에서는 격간벽 시스템의 지진해석을 통해 내진성능을 평가하였다. 비선형 정적해석 및 동적해석 결과 격간벽 시스템은 벽식 구조시스템에 비하여 초과강도가 작고, 연성이 다소 감소하지만 FEMA-356에서 정하는 붕괴 방지 수준을 만족하여 충분한 내진성능을 보유한 것으로 나타났다.

A Study on Taxation Issues in Electronic Commerce (전자상거래관련 조세문제 연구)

  • Electronic commerce creates serious problems for tax administration because of difficulties associated with the identification of traders, coding of trade activities and so on. The core issue with respect to resolving tax-related problems in electronic commerce is first, the identification of individual transactions through internet and their contents as well as traders. Secondly, it is the ability of tax authorities to secure effectively such data and information as identifying taxpayers, taxable amount and tax evasion on time. The tax authorities are studying the way to resolve tax evasion associated with electronic commerce by using payment system. Above of all, it is imperative to establish a systematic international cooperation in collecting value added taxes for electronic commerce. In order to enhance the effectiveness of tax system, the authorities of different nations should make joint efforts to collect taxes by exchanging such information as identification and registration of business as well as details of transactions among nations of production and consumption.

A Study on ASET Elongation & Notification Time to Fire Stations for the Escape Safety of Aged Bedridden Patients in Elderly Long-term Medical Care (노인의료복지시설 화재 시 와상노인의 피난안전성 제고를 위한 피난허용시간 연장과 소방기관으로의 통보시간 연구)

  • Recently, huge life losses occurred in the elderly long-term medical care fires due to lack of escape safety. As part of the measures to enhance the effectiveness of fire escape safety, while they prolong the available safe egress time (ASET) of non fire compartments, a measure to shorten fire-fighter's arrival time by fire alarm notifying device should be implemented in these facilities. The four categories from the aspects of fire prevention/protection engineering were provided with the necessary component technologies for carrying out these helper-guided evacuations. Fire prevention engineered technology was presented by two provisions; one for ensuring small compartment sections by installing the fire rated wall between bed rooms and another for ensuring the fire retardant or/and non-flammable performance of finishing materials. Also fire protection engineered technology was presented by two items; one for imposing cooling effects by sprinklers and another for providing automatic fire alarm notifying functions to fire stations. In order to improve the escape safety of these facilities in Korea, alternative revisions may presented by considering insufficient provisions in the architectural/fire law provisions by analyzing the provisions of Japanese and domestic laws in detail.
