The Innovative Strategy on the Activation of Marine Tourism in Busan (부산의 해상관광활성화에 관한 혁신적 전략(1))

  • The commerce and industry of Busan was developed because of good geographical conditions with harbor. After passing its settling-down and diffusing time, Busan has grown in the trade city. Busan has lost the competitive power of the port city since 2000, because of the weakness of its economic power which is caused by the secession of manufacturing industry and the decrease of resident population and foreign tourist. In order to overcome these weaknesses, it is necessary for Busan to take the innovative strategy for the activation of marine tourism. This goal can be achieved by the strong quality of the port city, the coastal terrain, the traditional industry and the international traffic. The aim of this paper is to explore the Innovative Strategy for the activation of marine tourism in Busan and to suggest the following proposal. First, the government must decide the base of marine tourism under the geography viewpoint of the coast and sea, and develope tourism resources after analyzing the identity of marine tourism base. Second, the core part along the selected bases of marine tourism must be constructed the tourism terminal as the landmark of Busan in order to concentrate foreign tourist. Third, after each base of marine tourism must become the resort for tourists, they are able to experience the activity of marine tourism in this resort. Therefore, each base must be specialized. Fourth, each base must be connected with the route of marine tourism Fifth, in order to overcome the off-season of marine tourism, winter tourism goods such as skates, skis, artificial sea-bathing pool, artificial swimming beach, artificial sled, artificial rock wall of coast, hot spring resort of salt water are required to be developed in the center of marine tourism base.

  • This article analyzes the evolutionary process of Daedeok Science Town from the standpoint of the life of science and technology poles. It deals the theoretical discussion on the science and technology poles, and investigates the history of Daedeok Science Town dividing into the period of conception, construction, and clustering. Daedeok Science Town has been developed from research and academic city through special research parks to innovative clusters, and nowadays emphasizes networking, interaction, and commercialization. This study shows the types of science and technology poles can be analyzed by historical consideration of specific Korean case.

식물거점센터의 현황 및 역할

  • 식물거점센터는 교과부 지정 식물소재은행들의 생물자원의 체계적 통합 및 관리, 소재은행들과 연구소재 네트워크 형성, 표준화 관리 시스템 구축을 통한 소재의 효율적 관리, 인적 물적 자원 지원, 식물학, 농학, 생명공학, 유전학 등의 연구 기반 활성화 도모, 소재의 공동 영구보관 시스템 구축, 각 생물체별 데이터베이스 공동 구축, 공동 매뉴얼 작성 및 관련 연구, 공동 정보구축 지원, 중단소재은행의 자료 관리 시스템 구축을 목적으로 하여 2007년 4월 교육과학기술부에 의해 지정되어 출범하게 되었다. 식물거점센터는 한국배추게놈소재은행, 한국의 식물 DNA 은행II, 인삼유전자원소재은행, 감귤육종소재은행, 한국감자육종소재은행, 한약자원향장소재은행, 천연물 신약 표준화 소재은행, 대사질환소재은행 등 8개 소재은행으로 구성되어 있으며, 거점센터의 주요 역할은 OECD가 규정하는 resource center의 역할로 연구소재의 확보, 분류와 동정, 보관, 분량, 인력 양성, 컨설팅 등의 기능을 수행하고, 지점 소재은행은 연구소재 확보와 연구, 보관까지 수행하도록 하고, 지점센터의 데이터와 소재를 거점 은행에 제공하여 네트워크를 구축함으로써 전체적인 소재의 수급과 부족 상태를 파악하고 앞으로의 소재확보를 위한 전략 및 대책을 세울 수 있도록 하는 것이다. 이러한 역할을 통하여 가장 효과적으로 식물소재은행을 운영할 수 있는 방법을 함께 논의하여 공동으로 적용함으로써 연구 소재의 질과 식물소재은행의 운영을 표준화 할 수 있을 것이며 모든 소재은행과 함께 소재의 체계적인 기록 관리를 수행함으로서 소재의 이용과 신뢰성을 확보하고 연구자가 마음 놓고 연구를 수행할 수 있도록 자료를 제공할 수 있도록 함으로서 국가 경쟁력을 제고하도록 노력하고 있다.

  • 본 연구는 산복도로 르네상스사업의 1~4차 년도 사업지의 거점시설을 사용하는 운영자를 대상으로 한 설문조사자료와 분석의 틀을 통해 주민역량강화사업의 개선방안을 제시하는 것을 목적으로 한다. 분석 결과, 주민역량강화사업에도 불구하고 거점시설들의 운영은 원활하지 못한 것으로 판단된다. 앞으로 남은 기간 사업들의 실효적인 운영을 위해서는 주민역량강화를 위한 프로그램이 사업기간 전반에 걸쳐 지속적으로 배분하여야 한다.

A Methodology for Assessing the Network Connectivity Improvement for Transport Hubs (교통물류거점의 네트워크 연계성 개선효과 분석 방법론)

  • This study proposes a methodology for assessing the improvement of network connectivity of transport hubs. Extending a previously developed model that measures the connectivity of a node in transportation networks, we define two quantities called the supplied connectivity and the experienced connectivity. Using these quantities, we provide a systematic procedure for analyzing the network connectivity of a transport hub and also suggest criteria for determining whether a given project is effective in improving the network connectivity of the transport hub. The application of the methodology to a test site produces reasonable results, and as such it is expected that the methodology can be used for various transport hubs in the national road network. Once enough data from the application of the methodology are accumulated, a further study on the level of service in terms of network connectivity needs to be followed.

  • During wartime, the Air Force have to plan where, and how much, and what need to be distributed to surrounding local area from a chosen central bases. Each base, which has surplus more than needed amount of a certain material collected from near area of the base, is expected to distribute such surplus to other bases in shortage of it. By sending such surplus to other bases in shortage of the material, every base may get sufficient amount of all kinds of materials needed for each base during wartime. Because number of items of materials needed in each military bases during wartime are usually quite large and the frequencies of delivery from a place to other place are also pretty large if each item is delivered from a surplus place to other places in shortage, the Head Quarter of Air Force or the Logistics Command will face to difficulty to decide a reasonable delivery plan between bases for efficient and fast allocation of all materials needed to all bases during wartime. Therefore, this study suggests a solving algorithm with an established TC (transfer center: collecting and distributing center for all materials) to solve such a distribution and transportation problem.

The Pattern and Characteristics of Population Movement in Kangwon Province (강원도의 인구이동 유형과 특성)

  • The purpose of this study is to examine the pattern and characteristics of population movement in Kangwon province. The data for this study were drawn from in- out- migration data established by Korea National Statistical Office(KNSO) between 2000 and 2007. Sample survey and depth interview were also used. The results showed that the population of all Si and Gun except Choonchun and Wonju declined. This decline of population in Kangwon province persisted during the last decades. The decline started with the industrialization in the 1960s and 1980s. The decline of population in Kangwon province continued in the 1990s and 2000s with the open agriculture policy rooted in UR and FTA. All Si and Gun can be classified into five groups in terms of population movement in Kangwon province between 2000 and 2007. The first group(Group B) is where in-migration from other Si and Gun and out-migration to Seoul and Kyunggi continues in the period. Choonchun, Wonju, and Sokcho belong to this category. The second group(Group C) is where out-migrarion to Seoul and Kyunggi is larger the in-migration. It includes Cholwon, Taebaek, Donghae, and Samchok. The third group(Group D) is where out-migration to Group B is larger than that of other places. Hwachun, Pyungchang, Hoegsung, Gosung, and Hongchun are included in this group. The fourth group(Group E) is where out-migration to both Group B and Seoul & Kyunggi is large. Youngwol, Gangnung, and Chungsun belong to this category. The fifth group(Group F) is where few population movement occurs. It includes Yangyang, Yanggu, and Injae. The findings also shows that the extent of population movement to Choonchun and Wonju is larger than that of Seoul and Kyunggi in recent period. This finding indicates that the effect of base city like Choonchun and Wonju has become in recent years.
