Korean public service broadcasting(PSB) is facing identity crisis and debate on improving PSB governance. In order to analyze the causes of the crisis of PSB, We attempted to typify the constituent factors of governance of PSB based on the perception of public service broadcasting employees and media professionals. The results of the study are summarizes as follows. First, PSB' governance is typified by four factors such as market influence, political influence, professionalism, and guarantee of PSB system. Secondly, it is analyzed that only political influence among PSB governance factors has a significant effect on the perception of crisis of PSB. Thirdly, it is analyzed that the way of constituting the KBS board and the ratio of personnel have a meaningful influence on 'political influence'. The results of this study confirm that Korean PSB needs to improve the governance structure of PSB away from political influence in order to secure the legitimacy and identity.

기후변화로 인하여 발생하는 자연재해는 수많은 인명 및 재산 피해를 일으키며, 그 중에서도 가뭄은 물과 식량의 안보를 위협하고 있다. 이에 OECD(2015)는 미래의 세계 인구 40%가 2050년까지 물이 부족한 강 유역에서 살 것이라 예측하고 있으며, 물의 다층적 거버넌스를 개발하여 물을 효과적으로 사용하기 위한 상향식 의사결정, 통합물관리 체제의 개념을 제시하기도 하였다. 우리나라 역시 가뭄으로 인한 피해발생이 빈번하고, 그 강도나 범위가 점차 증가하는 추세이다. 하지만 2000년부터 한국농어촌공사(출범은 '농업기반공사')가 농업용수를 관리해오고 있으며, 농업용 수리시설의 증축, 관리 등이 공적인 관리쳬계로 변화해오면서 자연스럽게 농업인의 물관리는 배제되었다. 또한, 농업용수는 무상·무제한 공공재라는 인식과 농업인 평균 연령이 높아짐에 따라 농업인의 물꼬관리 및 수로 훼손, 무단취수 행위 등에 대한 제제가 불가능한 실정이다. 본 연구에서 최근 농식품부의 「2019년 정부가뭄종합대책」에 포함되어 있는 물절약 거버넌스 구축 및 운영 내용을 바탕으로 농업용수 관리 및 사용구조를 고려하여 두 개 지역의 농어촌공사(여주이천지사, 경주지사) 주도 하에 거버넌스를 간담회 형식으로 운영하였다. 농업용수 물절약 거번넌스 이해관계자들은 각 지역별 공기업, 공무원, 농업인, 언론인, 학계 전문가 등이 참가하였으며, 거버넌스 운영 2회 및 설문조사를 실시하였다. 그 결과 각 이해관계자들은 농업용수 절약을 위한 현재 문제점 및 해결방안 등에 대한 의견을 제시하였으며, 설문조사를 통하여 농어촌공사의 신뢰도 및 중요도가 가장 높고, 높은 중요도에 비하여 농업인 및 지자체 등은 신뢰도가 낮은 것을 확인 할 수 있었다. 이러한 결과는 농업인이 농업용수에 대한 주인의식을 가지고, 적극적이고 자발적인 참여가 필요하다는 것을 보여주고 있으며, 본 연구를 통하여 이루어진 간담회 형식의 거버넌스보다 운영효과 및 지속성을 유지할 수 있는 형태의 거버넌스가 연구되어야한다. 향후 농촌형물 거버넌스 모형이 개발되기 위하여 본 연구는 기초자료로 활용할 수 있다.

The purpose of this paper is to examine IT governance mediated the effect of human resource capability on information systems outsourcing success. The survey method was used for this paper, and data from a total of 108 companies that were listed greater than $10 million were used for the analysis. And structural equation model was used to analyze the data. The results of this empirical study is summarized as followings. First, human resource capability do not have a direct effect on information systems outsourcing success but IT governance mediates the effect of human resource capability. Second, preparedness capability and relationship capability have positive effect on the IT governance. The findings have significant implications for IT governance in information systems outsourcing.

This article examines the organizational aspect of IT governance in Financial Services Informatization, which is one of the key informatizations led by the Korea government. Financial Services Informatization has deeply contributed to the development of electronic financial services in Korea and affected people's everyday life. Using qualitative data obtained through multiple-case analysis, this study identifies the barriers to effective IT governance within the context of Financial Services Informatization. It also reveals that the scope and role of participants and the coordination between authorities are the critical to IT governance adoption in Financial Services Informatization. The key to the successful IT governance of Financial Services Informatization will depend on the involvement and accountability of relevant regulatory bodies and the secondary financial institutions affected by it.

Recently, IT Governance has been applied to business management environment. In this paper, we study business model that can minimize information security risk using IT governance in cloud computing environment. Especially, we propose the interaction model that link risk management for subject of information security governance. In our model, synergy means the effective, strategic and secure business support. And interaction analysis of BMIS's 4 elements and 6 dynamic interconnections is required. Therefore we propose interaction model which can link risk management based on COSO ERM or COBIT Risk IT Framework.

In establishing climate change adaptation strategies, the recent policy paradigm is changing from structural measures in the past to risk management. The establishment of water resource governance based on the participation and cooperation of various stakeholders is important in developing a climate change adaptation strategy. This paper identifies the limitations of Korea's water resource governance and seeks ways to improve the water resource governance for effective adaptation to climate change by examining the development process and current status of water management policies and water resource governance in Korea and major OECD countries.

The purpose of this study was to present an alternative to improve the complex structure of Gyeonggi port governance. Based on previous research, advanced port operation, timely development of port, port safety management, and growth with the region were selected as the main roles of port governance. In addition, the importance of each role was analyzed by selecting the government-led port authority and government and local joint port authority as alternatives. As a result of the analysis, it was found that the establishment of the government-led port authority was reasonable in terms of advanced port operation, timely port development, and port safety management. On the other hand, local joint port authority is reasonable in terms of growth with the region. The implication of this study is that it is necessary to simplify port governance in Gyeonggi Privince and establish the government-led port authority in which Participation of local governments is required for linking regional administration and urban development plans.

The Ruhr region used to be a large industrial area, working as an engine of economic growth of the Germany. However, the region has been suffering from economic and social problems originating from de-industrialization. Since the 1970s, various levels of governments have attempted to solve the problems with policies of regional innovation, e.g., establishing technology parks, competence centers, and business incubators to promote start-ups, technology transfers, and networks between governments, businesses, universities, public research institutes, and the public. In this context, this paper attempts to analyse governance of regional innovation policies of the Ruhr area, based on an analytical framework developed by a groups of researchers, i.e.. Bae et al (2006), The paper concludes that the roles of governments are important in creating and implementing regional innovation policies of the Ruhr area, the policies heavily rely on the R&D capacity of local universities and public research institutes; and various levels of governments have different roles to play.

민군기술협력사업은 민과 군의 공동활용 기술개발 및 기술의 상호이전을 추진하는 사업으로, 민군기술의 융합을 바탕으로 과학기술을 효과적으로 획득하고 활용하기 위한 국가정책이다. 1998년 이후 현재까지 정부주도의 다양한 민군기술협력사업 진흥정책이 시행되었으나, 일관성있는 범 부처자원의 추진체계 및 위원회와 참여기관간의 상호협력 부족으로 그 효과가 극대화되지 못하고 있어 민군기술협력사업의 효율적인 정책 추진 방안에 대한 연구가 필요하다. 본 연구에서는 정부의 기본계획에 대해 각 수립 시기별로 민군기술협력 거버넌스 변화에 따른 민군기술협력사업의 연구 성과와 민군 기술의 상호 영향성과 문제점을 확인하고, 이를 기반으로 거버넌스에 의한 민군기술협력 사업의 활성화 영향에 대해 분석하였다. 향후 민군기술협력의 시너지 개선을 위하여, 민군기술협력 사업의 정책 주체인 정부부처-위원회-전문가집단 관계구조의 발전 방향에 대해 추가 연구할 예정이다.
