In order to establish and operate a rapid and effective disaster safety management system in an emergency situation that threatens the safety of citizens, such as disaster, accident or terrorism, appropriate responses are necessary. An integrated task execution system for rapid response and restoration should be implemented not only by the central ministries related to disaster management and response, but also by local governments, NGO, and individuals, under clear role sharing. In the case of Seoul city, it is urgent to establish an effective disaster management system for preventing and responding to disasters, because of the increasing possibility of natural disasters due to climate change, the threat of terrorism, urban decay and the industrial accidents. From the perspective of governance, this study tried to seek out countermeasures such as disaster response system and command system at disaster site centering on Seoul city government interdepartmental organization system, implementation process and systematization of response procedures.

This study explores the characteristics of the delivery system of the New Deal, with a particular attention to the partnerships and welfare governance. The study analyzes the partnerships of the New Deal policy in Britain, which consist of two dimensions of partnerships. The results are: First, the method of the transformation of delivery in central government dimension is the unity of the governmental organizations, Another outcome of reform in the central government dimension is the establishment of the Jobcentre Plus. Second, the characteristic of delivery system in public-private dimension is the contract through competition, which means the introduction of market paradigm. Especially, the reform of the delivery system in the local dimension is to deliver integrated services through the introduction of labour market paradigm in demand-side. The central government also supports the reform in the local level. This study also explores the forms of welfare governance in these dimensions, This study suggests the importance of united services in the Korean welfare to work.

본 논문에서는 공공자격처리시스템의 관리 효율성을 극대화하기 위한 지침서의 신개발 사양으로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 모델을 개발하고 실제 운영시스템에 적용한다. 모델의 개발은 정보기술자원과 정보를 공공자격처리시스템 개발 전략과 목표를 기준으로 일반적 사항인 계획, 조직, 도입에 대한 사항의 상위개념으로서 구축, 운영, 지원, 모니터링 등에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 기술 분야의 세부사항을 자세하게 중점적으로 적용하는 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 관리자 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 2개의 대규모 개발 시스템으로 분류하고 각각 7가지의 분야에 대하여 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT 거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.

To solidate information security, Korea government introduces information security governance. The public institutions and agencies in korea have begun to recognize the importance of information security governance. For solidating information security governance, the government has tried to establish and solidate an information security policy and information security systems. This study suggests factors affecting the level of information security governance in the public agencies and institutions through the factor analysis and the linear regression analysis. The results of this study show that the CEO's support is able to elevate the level of information security governance. The level of information security governance has relation with the number of the staff in information departments, and the budget in the public agencies and the institutions. This study provides directions for the public agencies and the institution for elevating the levels of information security governance.

전 세계적으로 발생하고 있는 기후변화로 인하여 자연재해가 빈번한 실정이며, 특히 가뭄은 농업용수 부족과 직결되어 식량안보를 위협하는 요소가 되고 있다. 최근 우리나라에서도 통합물관리 정책 추진과 더불어 농업용수의 물절약 필요성이 강조되고 있으며, 농업용수 수요관리를 위한 실사용자인 농업인과 이해관계자들의 관심과 노력이 필요한 상황이다. 따라서 농업용수의 지속가능성 확보를 위한 물이용 절감 등 적극적인 수요관리를 위해 농업용수 거버넌스 구축이 요구되고 있다. 이에 본 연구에서는 우리나라 농업 현장에 적용 가능한 농업용수 거버넌스 구축에 필요한 주요 구성 인자를 파악해 보았다. 이를 위해 국내외의 농업 및 농촌 거버넌스 사례와 문헌조사 등을 통해 농업용수 거버넌스 구축을 위한 6개의 주요 인자를 선정한 후, 전문가를 대상으로AHP(Analytic Hierarchy Process) 방법을 이용한 설문조사 및 쌍대비교를 통해 우선순위를 도출해 보았다. 그 결과, 총 6개 주요 인자의 중요도는 '핵심주체', '법률 및 정책 구축', '예산 지원', '정보공유 및 커뮤니케이션', '상호 학습', '외부전문가' 순으로 도출되었다. 여기서 가장 높은 중요도를 차지한 '핵심주체'는 농업인을 의미하며, 이는 공사에서 담당하고 있는 현재의 공적관리체계로는 필지단위의 효율적 물관리에 한계가 있으므로, 물 사용의 주체인 농업인의 물관리 참여를 위한 거버넌스 운영에 농업인이 핵심주체로서의 역할을 하는 것이 필요하다는 것을 나타낸다. 농업인 중심의 상향식 거버넌스(Bottom-up governance) 방식으로 농업용수 거버넌스가 운영된다면, 농업용수 이해관계자들의 관심과 농업인의 자발적인 물절약 참여를 유도할 수 있을 것으로 판단된다. 또한 거버넌스 운영을 통하여 농업인 및 이해관계자의 소통과 문제 제기 및 환류 노력 등을 통해 물절약을 위한 제도개선 및 현장 실천 노력 등이 지속적으로 이루어진다면, 농업용수 지속가능성 확보에 긍정적인 효과를 나타낼 수 있을 것으로 사료된다.

Despite the increasing importance of information technology in firms, the extent to which IT governance are established varies widely across the firms. To perform desirably the role of IS needed in most companies, high level of IT governance and the effective management should precede. However, the impacts of such activities and management on the IT governance have not been empirically examined in depth until now. Thus, building on the theory of governance and the institutionalization, the research model and the hypotheses of the study were formed and then empirically tested. The study used a survey of senior IT managers from 108 firms in order to examine hypothesized relationship among the following constructs: strategic alignment, IT governance committee, IT planning, EA, PMO, SLM, IT compliance, incident management, IS effectiveness, visibility, and corporate performance. A structural equation model is developed by using LISREL to assess the relative effects and interrelationship among these constructs. The results show that strategic alignment has positive influence on IT governance committee and IT planning. IT governance committee, IT planning, SLM, incident management from IT governance activities have positive effects on IS effectiveness, whereas IT compliance has a negative effect on IS effectiveness. Visibility is positively influenced by IT planning, EA, SLM. IT compliance, and both IS effectiveness and visibility have positive effects on corporate performance.

Due to the limitations of public and private blockchain, several organizations are implementing consortium blockchain systems. In order for an organization to conduct business using blockchain, it must consider 'blockchain governance' factors, such as decision rights, accountability and incentives over on-chain and off-chain, depending on the organization's strategy and objectives. If an organization conducts business without blockchain governance, it cannot achieve its strategy and objectives systematically, effectively and efficiently, and cannot comply with internal external requirements such as the expectations of stakeholders and laws. However, as businesses using consortium blockchain expand, there is no research on consortium blockchain governance. Thus, in this study, the consortium blockchain governance framework, including functions, roles and responsibilities, was developed to help organizations effectively and efficiently conduct business using consortium blockchain. In addition, to review the feasibility of the developed consortium blockchain governance framework, the framework was reviewed through an advisory committee consisting of experts on blockchain and governance over two occasions. As a result of the review, components of the consortium blockchain governance framework, including functions, roles and responsibilities, were considered complete and relevant.

민군기술협력사업은 민과 군의 공동활용 기술개발 및 기술의 상호이전을 추진하는 사업으로, 민군기술의 융합을 바탕으로 과학기술을 효과적으로 획득하고 활용하기 위한 국가정책이다. 1998년 이후 현재까지 정부주도의 다양한 민군기술협력사업 진흥정책이 시행되었으나, 일관성있는 범 부처자원의 추진체계 및 위원회와 참여기관간의 상호협력 부족으로 그 효과가 극대화되지 못하고 있어 민군기술협력사업의 효율적인 정책 추진 방안에 대한 연구가 필요하다. 본 연구에서는 정부의 기본계획에 대해 각 수립 시기별로 민군기술협력 거버넌스 변화에 따른 민군기술협력사업의 연구 성과와 민군 기술의 상호 영향성과 문제점을 확인하고, 이를 기반으로 거버넌스에 의한 민군기술협력 사업의 활성화 영향에 대해 분석하였다. 향후 민군기술협력의 시너지 개선을 위하여, 민군기술협력 사업의 정책 주체인 정부부처-위원회-전문가집단 관계구조의 발전 방향에 대해 추가 연구할 예정이다.

최근 많은 조직들이 IT를 경영전략의 핵심적 요소로 인식하고 IT투자를 확대하면서 IT의 효율적 관리와 전략적 활용의 중요성이 커짐에 따라 CIO 기능 강화와 IT 거버넌스 체제 구축에 많은 노력을 기울이고 있다. 그러나 아직까지는 학계나 산업계에서 IT 거버넌스의 개념이 통일되어 있지 못하고, 구성요소와 체계 및 실행방법 등도 조직의 특성에 따라 매우 다양하게 접근되고 있다. 정부출연연 KISTI를 모델로 삼아 KISTI 정보화에 대한 총괄기획, 정책수립, 운영 프로세스 관리, 정보화사업 관리 등 기관정보화에 대한 총괄자로서의 CIO 역할과 IT 거버넌스 체제 구축 방안 연구를 통해 종합적이고 효율적인 정보화 추진 및 자산 관리 운영을 하고자 한다.

The purpose of this study is to find ways to build a desirable risk governance to respond to these uncertainties like such as increased risk due to the rapid development of modern science and technology in S. Korea. This study is about model of risk communication with scientific technology for additional construction of nuclear power plants. This study analyzed risk communication with scientific technology through new explanatory models between approval opinions of scientific professional group and opposition opinions of the public with Kori nuclear power plant of S. Korea. And then This study investigated related system for policy promotion in the field of nuclear energy of the current S. Korea. Consequently, Governance to strengthen the negotiations on nuclear technology at the time of the interaction in risk communication have been identified and the future of policy direction of the Korean Standard Nuclear Power Plant was detected.
