The purpose of this paper is to analyze the Japanese emission trading system and climate change policy thereby contributing to the instituting of similar systems that will be viable for the Korean context. In applying such analyses, it is important to include a careful consideration of cost sharing between stakeholders and firms, an enhancement of the trust worthiness of data concerning greenhouse gases, and an examination of related infrastructure such as emissions authentication agencies and their development. Moreover, it is important to minimize the outflow of domestic resources such as offset credit, green electricity certification system, and ecopoint, making compatible economic growth and carbon reduction thereby encouraging the production and dissemination of 'Environmental Value' as well as connecting 'Environmental Value' to a emission trading system.

본 연구는 제조자(공급자)와 중간분배자로 구성된 공급사슬에서 시간에 따라 일정률로 퇴화하는 퇴화성 제품을 다루는 중간분배자의 신뢰성있는 재고보충정책을 분석하였다. 문제 분석을 위하여 제조자는 고객의 수요를 증대시키기 위한 수단으로 중간분배자로부터의 제품대금에 대하여 일정기간 동안 신용거래를 허용한다는 가정과 함께 수송량에 따라 할인되는 수송비를 고려하여 모형을 수립하였고, 중간분배자의 경제적 재고보충정책을 결정하기 위한 해법을 개발하였다.

본 논문은 인터넷 전자상거래를 기반으로 최근 활성화되고 있는 전자무역의 거래관행상의 영향 및 문제점을 실증분석하고 있다. 전자무역의 인터넷 전자상거래의 활용정도 및 장애요인 등을 분석하고 그에 따른 제반문제를 법제도적 측면을 비롯하여 정책적 측면 등을 중심으로 분석함으로서 전자무역의 새로운 거래관행의 확립과 법제도적 개선책의 모색을 통하여 전자무역거래의 활성화방안을 안전한 전자거래시스템의 확보 외에 관련 인력의 양성 및 교육훈련프로그램의 개발 등이 요구되고 있다.

정부는 2013년부터 온실가스 배출권거래제도를 시행하기로 하였다가 일부 산업계의 반대에 부딪쳐서 2015년으로 그 시행시기를 늦춘 바가 있다. 그나마 2015년에 시행하기로 한 배출권거래제도도 국회에서 처리가 지연되어 법률화되지 못하고 있다. 배출권거래제도와 관련하여서 여러 논란이 있으나, 이러한 논의들 중에는 부정확한 개념과 지식에 기반을 두고 있는 경우가 많다. 이제는 배출권거래제도에 대해 올바르게 이해하여 정부 정책이 잘 수행될 수 있도록 노력하여야 할 시기가 되었다.

기존 협상 시스템의 가격 변동 정책의 형태를 살펴보게 되면 시간의 변화에 따른 단순한 가격 변화율을 채택하여 사용하여 왔다. 하지만 이러한 고정적인 전략에 의한 협상 방법은 많은 문제점을 가지고 있다. 특히, 협상 대상으로 가격 하나만을 고려하였기 때문에 구매자의 요구조건을 만족하지 못하며, 동적으로 변하고 있는 시장상황에 맞지 않는 결과를 초래할 수 있다는 문제점을 가지고 있다. 본 논문에서는 이러한 문제점을 해결하기 위해 변화하는 거래 환경에 적응하는 동적 가격변화 방식의 e-Marketplace를 설계하였다. 동적 가격변화 방식을 통해 기존 시스템들이 가지고 있는 단순한 가격변동 정책을 새롭게 개선하여 동적인 가격정책을 통하여 거래를 성사시킬 수 있는 동적 가격 협상 시스템을 제안한다.

In 2012, Korea adopted RPS after having implemented FIT for 10 years since 2002. We show how the choice of policy between RPS and FIT affects firm's choice of intermediate goods between a domestic and a foreign supplier, given the presence of transaction costs, When transaction costs are not sufficiently high, RPS is found to create a favorable environment for the domestic provider, which has comparative disadvantage initially, to be able to enter the market and to catch up with the foreign provider. The result implies that the Korean government's decision to implement RPS was optimal, given Korea's comparative disadvantage in green energy relative to major developed countries.

정부가 대 중소기업간 상생협력을 본격 추진하기 위해 지난해 말 동반성장위원회를 구성하면서 동반성장 정책이 활기를 띄고 있다. 올해 말에는 56개 대기업(건설사 12개 업체)의 동반성장 및 공정거래 협약 실적이 평가 된다. 이에 따라 대기업은 동반성장 협력 방안을 잇달아 내놓고 있다. 지난 4월 15일 10대 대형건설사가 공정거래 및 동반성장 협약을 체결한 것도 정부의 이러한 정책을 반영하기 위함이다. 서울시 등 일부 지자체도 상생을 위한 하도급 정책을 속속 내놓고 있다. 서울시는 하도급 문화 개선 을 위해 ${\Delta}$하도급 직불제 ${\Delta}$표준계약서 사용 ${\Delta}$주계약자 공동도급제 등 3가지 분야를 확대시행 정책 과제로 삼고 올해부터 집중 추진하기로 했다. 인천시 종합건설본부도 4월부터 하도급 대금 직불제 시행에 들어갔다. 본지는 핫이슈로 떠오르고 있는 정부의 동반성장 정책 방향 및 제도개선 현황과 서울시의 하도급 정책, 동반성장지수 평가 대상업체인 12개 건설사의 상생협력 방안에 대해 알아본다.

The Korea Emissions Trading System that was launched in Jan. 2015 is expected to be a crucial policy measure to abate domestic $CO_2$ emission. For accomplishing its purpose, prior information on the price discovery process needs to be presented in order to facilitate the trading of spot allowances with different vintages. We develope a customized pricing method for Korean ETS using the concept of term structure and the cost of carry model.

Local assemblers of agricultural products perform important distribution functions such as providing sales outlets, labor forces, market information, and financing, forward contracting, farming, physical distribution, and etc. However, their business activities are not transparent and producers are not effectively protected from unfair practices done by local assemblers. In order to enhance transparency and to increase effectiveness of governmental policies, local assemblers, which are mostly private management, should be organized as corporations. In order to organize corporations, the government should emphasize the importance of education and should provide corporations with governmental funds for improvement of agricultural distribution. Corporations should be developed to marketing cooperatives in the long run, and are requested to form their federations. It is also necessary to have transparent forward contracting system by local assemblers. In order to have transparent system, producers and local assemblers are guided to use standard contract forms and to operate offices handling unfair trade practices by local assemblers. We also need a place to exchange forward contracts, which can be developed to a futures market in the long run. In summary, local assemblers of agricultural products, which are mostly private management, should be developed to corporations and be operated by a transparent manner in order to protect agricultural producers and increase efficiency of trading.
