This paper aims to analyze the causal relationship between exports and regional economic growth based on the provincial data over the period from 1952 to 2004. To reflect the regional and chronical characteristics, this paper divides China into three regions; Eastern, Central and Western regions, and also the whole period into two sub-periods; before and after 1979 when the Open-door policy(ODP) was initiated and applies Granger causality analysis. The Granger causality tests showed that exports Granger cause economic growth in the Eastern region, but not in the Central and Western regions, as a whole. When the period is divided, in the Eastern region, causal relation between the two variables was not found before the Open-door policy. For the second period, however it turns out that exports cause the region's economic growth. This result is consent with the fact that the region has been a main beneficiary of the policy. For the Central region, the tests showed no causality in the pre-ODP period, but significant bidirectional causality in the post-ODP period. Meanwhile, in the Western region, exports turned out causing economic growth significantly before the ODP, while economic growth appeared to causing trade after the ODP.

This study was conducted to review the educational reform of the Moon Jae-In government, to analyze the its issues, and to suggest the tasks for the successful reform at the time since the government of Moon Jae-In was launched just over a year old. To attain the aim, we first examine the characteristics of the Moon Jae-In government, who emerged as a candlelight revolution, and what it means in terms of educational politics perspective. Under this background, this study examined the direction, contents, and implementation method of education reform policy of the Moon Jae-In government. And the study discussed what are the major issues raised in the direction and contents, implementation method of education reform, and what are the future challenges for resolving such issues. In conclusion, based on the discussions of the issues and tasks of the education policy, in order to implement the new educational system in the future, the Moon Jae-In government should take into consideration the discourses related to vision and direction, educational policy to embody them. The results of this study are expected to give an opportunity to examine the direction, content and implementation of policy in the early stage of the government.

고등교육개혁에 대한 강한 요구는 세계 각국에서 공통적으로 나타나는 추세이며, 미국 또한 고등교육 이수자 공급의 부족, 높은 등록금으로 인한 계층 간 격차 심화 및 비효율성의 문제, 대학의 사회적 책무성 약화 등과 관련하여 개혁의 목소리가 높다. 여기에서는 미국 고등교육의 이러한 문제점들과 미국 사회가 고등교육의 문제점을 해결하기 위해 연방정부나 주정부차원에서 어떤 노력을 행하고 있는지, 또 이와 관련하여 우리나라에 주는 시사점은 무엇인지 등을 살펴보기로 한다.

University libraries need the development of a common Internet-based reference request system in order to prevent duplicated investment and provide interoperability among them. This paper proposes a standard of Internet-based reference recluest system that serves reference request-responses and that provides reference source sites on the world wide web. Using this system, university libraries can cooperate other libraries with reference databases and may perform tasks of reference service efficiently.

물가안정을 위해 중앙은행제도를 근본적으로 개혁하려는 움직임이 90년대 들어 전세계적으로 번져가고 있다. 이같은 움직임은 전후 50년간 통화정책을 통하여 성장과 완전고용, 대외균형, 물가안정 등 복수목표를 동시에 달성하려던 정책운영방식에 대한 반성으로부터 출발하고 있다. 따라서 제도개혁은, 통화정책 목표의 우선순위를 정비함으로써 정책목표를 물가안정으로 일원화하고 동시에 중앙은행의 독립과 책임을 강화하는 형태를 취하고 있다. 본고에서는, 최근 이같은 선진국 중앙은행제도 개혁의 개념적 기초가 된 재량적 통화정책의 인플레성향이론을 개관하고 대안으로 제시되고 있는 위임방식, 성과급 계약제, 성가(reputation)메커니즘 등을 요약하였다. 또 선진제국이, 특히 뉴질랜드가 도입하고 있는 '인플레 타깃팅제도'의 내용을 이론적 모형에 비추어 해석함으로써 현재 진행중인 우리나라 중앙은행제도 개혁방향에 대한 시사점을 얻고자 하였다.

고령사회 진입과 함께 나타난 세계 각국의 정책이슈 중 하나는 연금개혁이었다. 유럽과 중남미는 1980년대, 1990년대 및 2000년대 초, 그리고 나머지 대륙에서는 1990년대와 2000년대 초에 걸쳐서 연금개혁을 단행했다. 본 연구에서는 중층연금제도의 근간이 되는 동유럽의 개인연금과 서남북 유럽의 퇴직연금의 확산요인을 Cox 사건사 분석방법으로 파악한 후 비교분석 방법을 활용하여 정책확산 메커니즘을 탐색하였다. 분석 결과 두 지역에서 공히 사회적 압력요인 중에서는 인구규모가 영향을 미쳤고, 경제적 압력요인 중에서는 경제활동인구의 감소가 영향을 미쳤으며, 외부영향요인 중에서는 수평적 이웃효과가 영향을 미쳤다. 정책확산의 관점에서 저출산·고령화와 같은 인구구조와 이에 따른 노인부양비율은 국내에서의 일부 연금개혁과 같은 정책에는 영향을 미쳤을 수도 있지만 퇴직연금과 개인연금의 도입과 같은 정책확산에는 영향을 미치지 않은 것으로 나타났다. 따라서 정책확산 메커니즘의 관점에서 보면 사회적 압력, 경제적 압력, 그리고 수평적 이웃효과가 상호작용을 하면 정책확산으로 인한 정책변동이 나타난다는 사실을 확인할 수 있었다.

Since 1980, the number of universities have increased dramatically. However, compared to the quantitative growth, the lack of qualitative growth has often been criticized. Students entering university are estimated to decrease by half in 2025 compared to 2014. In swift response to challenges with decreasing student enrollment, the first University Reform Evaluation (URE) for innovating universities, was conducted and resulted in controversy. Opposition is based on distrust of the overall system, questioning the reliability of the evaluation process utilized for the URE evaluation index. Meta-evaluation is required to improve the quality of evaluation, and standards developed prior to conducting the URE. Therefore, an interdisciplinary approach is necessary for the evaluation of human resource development. This research uses the interdisciplinary approach from the human resources development point of view in attempting to develop meta-evaluation criteria which will enable effective evaluation and analysis of URE. The meta-evaluation standard features the creation of the ERPOU model, by conducting literature review, and considers data from expert symposiums, and surveys. The ERPOU model consists of 5 evaluation fields, 21 evaluation categories, and 42 evaluation standards.

The purpose of this study is to analyze the characteristics of Educational Reforms Policy in lately Japan and to evaluate it. Especially focus on the activities of the [MEXT; Ministry of Education, Culture, Sports, Science and Technology] and [CCE;The Central Council for Education] This article composed of five chapters; Implication and problem situation, History of the Japanese educational reforms, the characteristics in the site of process of educational reforms policy, evaluation on the main policies, and Conclusion(contain the suggestion for Korea). The method of study composed of the literature search and interview. The System Analysis[input-process-output-feedback] is used as a model of the analyze the characteristics of educational reforms policy. By the new Basic Act on Education, the principles of educational administration is changed. Education administration shall be carried out in a fair and proper manner through appropriate role sharing and cooperation between the national and local governments(Article 16). As a conclusion, The initiative in the establishment of educational reform plans has gone over to the cabinet side from MEXT. And evaluate the five policies. That is Japan's Basic Plan for the Promotion of Education, The new Basic Act on Education(enacted on 2006), Provincial Governor's (Tokyo & Oska) Educational Reform Plan, Reform plan of the Boards of Education, and Improvement Policy of the Quality of Teachers.
